AGM 2021 Reports
CHAIRMAN’S REPORT
MR P.G. STERLINI
I must begin by declaring my sympathies for all who have been affected by the Covid pandemic. It has been a terrible situation for many – let us hope that the worst is behind us.
Thanks must be offered to all the leaders, helpers and parents who have made efforts to support the group during online meetings, and outdoor face to face meetings. 2020 / 2021 has seen a surprisingly consistent maintenance of member numbers for all sections despite the pandemic.
The negotiation for a new lease and full occupancy of the entire Shippon complex have progressed slowly since the start of FY20/21. The Council has committed to completing a structural survey early in FY21/22, and we should be able to proceed to complete the negotiation for the new lease/increased occupancy in the first half of FV21/22. With the money saved so far for building improvement, the Group intent is to fund a new roof for the North wing of the Shippon, prior to finalising the lease, as the roof continues to leak. This will indicate the Group’s intent to maintain the building integrity, and takes cognisance of the Council’s repeated mantra regarding lack of money.
The national lottery heritage fund (NLHF) bid, stage 2, has been delayed by the pandemic. The Council are in the process of appointing a professional team to support the application and associated stakeholders. I reiterate the following message from last year. A small minority of Parents / Carers are not paying their subs. The Group will obviously have sympathy with any parents who are in financial difficulty. However, I must remind you that the costs of running the Group are quite large. Current outgoings (utilities, capitation, rent, insurance, minibus costs plus equipment and training) equate to a subscription requirement of approximately £12 per member per month. Building maintenance and a fund for future expansion (noting the requirement to commit funds to a new roof – refer previous) also have to be considered. Subscriptions are not an option.
On behalf of the Group, I would like to offer thanks to ex-Councillor Anne Duffield, and also the chairman and vice chairman of FOLP, Richard Bond and Rick Webb.
Problems of fly-tipping and general vandalism are still occurring. Parents/carers are asked to report any instances they may observe. These issues have been reported to the Community Safety Officer, Ian Underhill, but there appears to be little assistance on offer to deter these issues.
As per last year, may I please ask all parents and carers to have sympathy for the residents of the cottages opposite the headquarters when they are dropping off and collecting children.

GROUP SCOUT LEADER’S REPORT MR N. ANDERSON
Who knew as we entered into April last year that a 4 week lockdown would lead to nearly a whole year on Zoom! Our leaders and young people have done a tremendous job of keeping scouting alive during this unprecedented time! To continue Scouting the group initially held a weekly challenge however when it became clearer that lockdown was due to be lengthy we moved to Zoom meetings for all our sections.
As of January 2021 numbers were roughly 50 down from last year. This is mainly across the Beaver and Cub sections and is caused due to Covid-19 restrictions and the restriction of smaller group sizes when we could meet face-to-face.The group membership is as follows: Beavers 21, Cubs 52, Scouts 57, Explorers 35
During the course of Lockdown the majority of downstairs paintwork was touched up and repainted accordingly. A mural was repainted in the mainroom, the Denis Taylor room floor was sanded and varnished and the Kitchen had the cupboards vinyl wrapped to give it a fresh look. Additionally all internal doors were varnished and the front door had a new lick of green paint to smarten it up.
Over the weekend of 4th to 5th July we held our first ever virtual camp. This was a weekend of activities and events for the young people to do at home either over Zoom or around their local area. Over 70 of our members attended and took part in the weekend. The highlight of the weekend was our very own "Saturday Night Takeaway" Live which included games, quizzes and presentations of awards and badges.
The Scouts and Explorers were due to attend Holland for their Summer camp however due to Covid-19 this camp and all other camps were cancelled this year. Luckily the trip was protected by insurance and we were able to rec-coup and refund the majority of our costs.
In readiness for returning to Scouting the group secured a lease for the land at the back of the Shippon. Fencing was purchased and installed to secure this area along with additional floodlights to be used on the dark evenings.
Due to increased restrictions in Manchester it wouldn't be until Monday 5 October that our sections would finally return to face-to-face Scouting. All meetings would be outside and be run as per our covid-secure risk assessment. As part of getting ready to return all our leaders underwent training on how to return scouting in a covid-secure way. After a short return England returned to lockdown for four weeks, starting at the beginning of November, and meetings once again returned to Zoom. As we approach the end of March we soon hope to return to face-to-face Scouting once again!
In the latter months of the year a major overall of the storage of all our equipment in both the Ranche and Annexe was completed. The purchase of additional racking allowed the group to store our equipment more efficiently.
Over the last 12 months we’ve had over 260 Zoom Calls across all our sections and in total all our Beavers, Cubs, Scouts and Explorers participated in over 5580 hours of virtual scouting!

Again, thank you to Peter Sterlini (Chairperson) who is again badgering the council to get more space to accommodate the increased numbers and finalise our Lease. I’d also like to thank Rob Partridge as he continues as treasurer and gets to grips with the figures and budget!

New leaders are always welcome, and the group would welcome any volunteers who might consider becoming leaders. We are also looking for parents who could be occasional helpers and help out once a month.
We are also looking for people to help drive our minibuses to evening/events and camps etc.

The Ranche…
The Ranche has received some much needed TLC this year with a refresh of paintwork throughout and is looking smarter - thank you to all those who helped out.
We are looking for a couple of parents to help with odd jobs around the building. Fixing benches and door handles etc. If this could be you please email info@longfordscouts.org.uk
Summary
As always I must give the biggest thanks to all our volunteer leaders. Our Leaders are the heart and soul of our group and without these amazing people giving up all their time the young people in the group would not be able to take part in such a wide range of activities even over Zoom! The majority of our volunteers have very busy working lives and families so it is all the more impressive the amount of time they freely give to the Group and your children. Words cannot express my thanks strongly enough.

TREASURER’S REPORT
MR R. PARTRIDGE

I am happy to report that despite major upheaval to income and expenditure and the difficulty in planning and adapting to the uncertainty caused by covid the scout finances are in a healthy state. This is predominantly due to our starting position being healthy from previous years plus a number of donations from the council and other organisations offsetting drops in income elsewhere.

Fundraising dropped to zero (from typically £2500+) as bedding plant sales and bonfire night were cancelled due to Covid

£5300 spent on equipment and expenses directly related Covid plus other indirect costs

There was a loss of total membership and during the year which resulted in a 27% drop in overall subs paid. This will have a knock-on next year with a drop on the Gift Aid we will be able to claim.

Thanks to travel expenses from recent years being returned back as donations by our generous and hardworking leaders we were able to claim an extra £1200 in Gift Aid this year

The Scout and Paypal section accounts look to be running at significant deficit this year but this was due to returning of payments to parents for the cancelled International camp

Charging for subscriptions during lockdown was difficult to assess and balance. As a general rule we try to break-even between subs income versus the ‘base’ running costs and group programme costs [fund-raising and donations are regarded as extras to enable exceptional outlays such and major equipment costs or Ranche development]). And despite programme costs being lower when face-to-face scouting wasn’t possible most of our base costs remained and the uncertainty around income and membership fluctuations meant we asked parents to continue paying subs whilst offering support to those in hardship due to the pandemic. We are grateful for so many parents continuing to support the group with regular subscriptions and hope your children enjoyed the programme the leaders were able to deliver and will continue to benefit from the group as it remains financially stable.

Capitation – the amount we give to the Scout Association per group member – increased this year and is likely to increase again next year. So far we have absorbed this cost without an increase to subs and will review the situation later this year when hopefully we can assess our books with less turbulence.

Donations: The group were automatically recipients of a number of donations from Trafford MBC in relation to Covid. The timings and amounts were not known in advance so could not be factored into plans last year. Other donations were received from DLG, Lloyds Banking Group, Groundwork, Touchless and a generous personal donation from a Leader

The surplus for the last year was £28000 which is just under the total for the donations listed above. So overall, discounting the donations received, we broke-even for the year.

The overall surplus for the group at the end of the financial year was £85000 – which puts the group in a very healthy position overall and creates opportunities to pursue development of the Ranche

It is our intention to use some of the surplus funds to pay for proper repairs to the roof of the Ranche which should also allow us to press on with planning further development of the unused space in the Ranche buildings. This work is still subject to commitment from the council to complete due-diligence surveys and extending the scope of our lease.

BEAVER REPORT
MR K. CHADBOURNE
This is the 19[th] Beaver Report I have written since starting to help with Beavers. Each Colony has a direct link into a Cub Pack. Twelve months ago we had two Colonies, nominally 28 in each Colony and a long Waiting List. This report is somewhat different to my usual report because of Covid 19. Normal meetings came to a sudden halt after the Monday meeting on the 16[th] March 2020 when we were told that Face to Face Scouting meetings had to stop with immediate effect. Thanks to Naomi’s skills with using Zoom we restarted meetings using Zoom on 6[th] April. These continued until we stopped for the summer break resuming on the 7[th] of September. In October we were permitted to restart Face to Face Meetings but outside only. Not the best time of the year to start having to have meetings outside. Then from 18[th] November we were back on Zoom and have continued up to the end of March.
At present there are three Warranted Beaver Leaders and 2 Young Leaders. There is in addition a Section Assistant with each Colony. Sometimes it would be useful to have additional help but we have two parents who come down to run activities for both Colonies on occasions which is a great help. Other parents can be persuaded to help on a casual basis. Numbers attending the meetings both virtual and Face to Face are down. With Zoom Meetings some don’t like Zoom or have too much of it with school work. We have been restricted to maximum of 15 youth members for Face to Face Meetings by Scouting. In spite of all the difficulties inflicted by Covid 19 I think we are giving the youngsters as varied and interesting programme as possible. Badge work has been restricted this year.

There have been a wide range of activities undertaken. To name but a few :- International Activity, made a Rainbow, prepared for a Pirate Night, had a Pirate themed evening, had a Beetle Drive, made a toilet roll car, had various forms of a scavenger hunts, made Father’s Day Cards, played mini ice hockey on the hottest day of the year with the pitch melting as the Beavers played, had a talk from a Guide Dog early trainer, made a “Bum Sandwich”, invented machines, had a family quiz, made pizza in a mug, thought about how war affected people and talked about Anderson & Morrison shelters, made and flew a simple plane, had a Highland Games event indoors, talked about the Green Cross Code, had a Burns Night without a Haggis in sight, held pancake races without a pancake, looked into the Chinese New Year, had a Welsh themed evening, looked at Global Issues, had a virtual meeting with a vet, raced virtual ducks, completed word searches on various subjects linked to that evening’s theme and played games. It is remarkable what you can do using Zoom if you have a good team and think outside the box. It does help if you have someone with the knowledge to organise Zoom Meetings and Breakout Rooms. This year has been very different from what we are used to but even though the numbers in the two Colonies is down on previous years due in part to restrictions imposed on us and partly on peoples’ reluctance to use Zoom I think we have been able to give the Beavers a varied and hopefully enjoyable time mostly in their own homes but for a short time outside in the new fenced compound at the Ranche. Thanks to the parents who had to clear up the mess some of the activities created. Usually it is the Leaders who have to do that after each meeting.
Thank you to all those parents & Leaders who have helped over the last twelve months and thank you in advance to all those who will be helping in the next twelve months even if at this moment in time you do not know that you will be “volunteering” to help. Scouting is very much a team effort and I am very lucky to have such a very good team. I certainly am not very good at craft work and have limited computer skills but others in the team are gifted in those respects. The result is a couple of very good Colonies; but then I am biased and I would say that wouldn’t I.

I’m please to say that both packs are being supported by Explorers who are doing a great job. I’d like to thanks all the leaders, explorers and other helpers who do so much to provide the cubs with an excellent programme.
I don’t normally single individuals out, as it’s a team effort, however, I’d like the thanks Andrew Vitalis for all the brilliant things he came up with for our zoom meetings.

SCOUT REPORT
MR N. ANDERSON
The Scout Section continues to be around the 60 mark and when we had face-to-face meetings we continued to run a three week rotating programme to help us manage the numbers at each activity and comply with government advised group sizes.
The last year has mainly been on zoom and has shown the ingenuity and resilience of our leaders who found some great ways to run virtual scouting from visits from pilots, to first aid training we truly covered a wide range of subjects. Cooking and baking at home has gone down a storm with the Scouts and means no washing up at the Ranche (a firm favourite for the leaders as well!)! Kahoots were also a firm favourite and a big thanks to Al for rustling up fresh content for these quizzes!
When we did manage to meet for a short period of time we did what we did best and provided great adventure. Our new outdoor space (the slab) allowed us to set up Archery and shooting ranges to run these activities on site whilst the “stay local” order was in effect. As we were outside we also practised our fire lighting skills a number of times to help keep us warm on those winter evenings!

EXPLORER REPORT
MR S. SCULLY
The Explorer Section is now around the 30 mark and gets a strong regular attendance. We are still operating a split two week programme.
Our numbers throughout lockdown were quite steady and we were able to complete zooms each week. Overall the engagement on zoom was good and has provided us with another platform to provide scouting to everyone. Once we were able to attend face to face scouting the numbers increased from the online sessions.
Our focus on DOFE has increased massively and we have had 4 young people complete all but the expedition section of the award. Once lockdown has eased there will be a huge focus on getting expeditions completed and awards completed. We have nearly a 100% uptake in DOFE from the young people that progressed up from scout with this being offered to them within the first few weeks of attending explorers. Our leaders have attended various training sessions to support the DofE programme within the Explorer section.
Unfortunately camping was impossible to do this year due to Covid, however as a group we did a virtual camp which was very successful. Once we are able to we will be planning camps again and look forward to getting back under the canvas.
As the majority of the year was spent on zoom we have done a lot of quizzes, online games and cooking sessions. The explorers really enjoyed the cooking zooms and we will look to continue zoom cooking in the future as well at the ranche.
Even with Covid is has still been a busy year for badge work with a total of 69 badges being awarded to the young people:

The leadership team throughout this year has consisted of, Sean Scully, Sophie Gibson, Mark Prescott, Darren O’Connor. We would like to thank Nick Anderson for his continued support with the explorer programme.
Our key aim for next year is to get our first DOFE awards issued and to improve the delivery of this award. With leaders already completing the assessor training.
