## **Trustees Report for the Financial Year Ending 28[th] February 2024**

Welcome to the Annual General Meeting of the Barkby Village Hall Trustees. 

As this is an official document we have to include certain factual information in the report, I have however tried to make it a little more personal. 

I would like to say a big thank you to Mr Pallett for his commitment to the hall as caretaker and to his understudy Mr D Hill. 

**Our regular lettings** are W.I. Young Farmers and Parish Council during the week,  and then we have Urban Young Actors on a Saturday. Unfortunately the booking on a Monday night – Leicester Lisa Fitness finished just before Christmas due to lack of numbers. 

**The Pochin School** - we continue to have good relationships with the school who use the hall for B4andAfterSchool, Pre-school, Assemblies and lunches. 

## **Hall Fabric:** 

The Trustees monitor the fabric of the hall on a regular basis to maintain a safe environment for all users of the hall and to comply with legal requirements. 

Annual Review of the hall undertaken 16[th] October any high risk items were deal with We have had a new hand drier fitted in the disabled toilet Replaced emergency lighting in gents cloakroom New carpet fitted in the Jubilee Room We had our 5 year electrical inspection in February 2024 Flat Roof Inspection undertaken in line with Insurance requirement. 

Mr Pallett has painted all low areas in the hall and stripped back the steps to the stage as these were noted as a possible slip hazard 

There was an issue with some of the radiators not beings warm as they should. Plumber found that some of the thermostats were broken/ stuck. 

Large pothole on pavement at entrance to the hall was found to be responsibility of the local authority. CBC undertook the repair. 

All the Annual Inspections have taken place i.e. fire extinguishers, gas and electrical appliances. Annual returns for Charity Commission, Performing Rights, Tax returns and Public Entertainment Licence have been completed.  We have renewed our membership with the Rural Community Council as they can provide invaluable advice for Village Halls and our Insurance with Allied Westminster.  We continue to work with our accountants who again provide expert advice with anything concerning income tax etc. 

Both our long term gas and electric contracts came to an end and we have with the assistance of utility aid agreed the best deals financially available but this has still meant a huge increase in charges. 

I would like to take this opportunity to say a big thank you to the Rural Community Council and ACRE, (Action with Communities in Rural England), they have provided up to date guidance on a regular basis which has been invaluable. 



## **Fundraising** 

**Daniel Smith Blues Band – 14[th] May 23 –** success socially but not financially. After a lot of hardwork income over expenditure was only £4.00 

**The Annual Village Show** in September 23 -huge success socially but again not financially. Looking at possible new format for 2024 

**Quiz Night Feb 24 –** this was a first for the Village Hall and was a huge success. Thanks go to Mr Dave Pallett for organizing the questions and taking on the role of quizmaster for the evening 

As always I would like to thank my fellow trustees for all their support throughout another difficult year. There is always some new legislation to get your head round and no matter how careful you are at budgeting/planning for the future something unexpected always crops up. It hasn’t been an easy year for any organization that relies on fundraising as part of its income. But, I think we can be proud of our little village hall 

The Village Hall was built in 1929 after lots of fundraising by the people of Barkby for the people of Barkby. For the hall to survive we need your support even if it is at only one event per year. Contrary to believe we cannot survive on the income we receive from the school alone for the use of the hall. We are fortunate that we have managed to build up a reserve but this money has been signposted towards replacing the roof and we cannot keep dipping into it. I know there are lots of other fundraising / social events taking place in the village BUT the majority of people that live in Barkby and Barkby Thorpe have benefitted from the Village Hall in one way or another. Please try and support us this next year. Even if it is just at one event it will help.

## **BARKBY VILLAGE HALL** 

The Independent Examiner, acting independently and on the basis of assessment of risk, has included carrying out of a selective assessment of compliance with relevant procedures and controls expected to be in operation during the financial year to the end of February 2024. 

The Independent examination has been carried out in accordance with the Village Hall’s needs and planned coverage.  On the basis of findings in the areas examined, the Independent Examination conclusions comply with the Audit Commission requirements as follows: 

Appropriate books were kept. 

Financial regulations have been met: Payments and expenditure supported by invoices was approved. 

Expected income was fully received, based on current prices, properly recorded and promptly banked. 

Salary to employee and out of pocket expenses to members were paid in accordance with the Trustee’s approval. 

Bank account reconciliation properly carried out. 

Year-end Accounts were prepared on a correct accounting basis. 

In connection with my examination, no matter has come to my attention causing me to believe that the above requirements have not been met.
