TO ADVICE ON AND ASSIST IN THE PROVISION OF ADEQUATE PLAYING FIELDS, PLAYGROUNDS, OPEN SPACES, GYMNASIA, SWIMMING BATHS AND SIMILAR INSTITUTIONS IN LANCASHIRE FOR THE PURPOSE OF GAMES, SPORTS AND PASTIMES OR FOR PHYSICAL WELFARE AND TRAINING. 2. TO ENCOURAGE AND DEVELOP THE PLAYING OF ALL GAMES, SPORTS AND PSTIMES AS AFORESAID WITH A VIEW TO PROMOTING THE PHYSICAL AND MORAL WELFARE AND THE SAFETY OF THE POPULATION AND TO EXTEND THE BENEFITS OF PLAYING FIELDS, PLAYGROUNDS, OPEN SPACES, GYMNASIA, SWIMMING BATHS AND SIMILAR INSTITUTIONS TO ALL MEMBERS OF THE COMMUNITY. 3. TO ENSURE THAT THE FULLEST USE IS MADE OF ALL PLAYING FIELDS, PLAYGROUNDS, OPEN SPACES, GYMNASIA, SWIMMING BATHS AND SIMILAR INSTITUTIONS IN LANCASHIRE.
