The Unit Management Team (UMT), made up of the elected Trustees and appointed Commanding Officer, are responsible for the management and administration of the Sea Cadet Unit and for all its financial, legal, regulatory and charity aspects. In conducting its business, the UMT are required to act in accordance with Sea Cadet Regulations of which the constitution forms a part, and which are issued by the Marine Society and Sea Cadets (MSSC) Council, the Law of the Country in which the Unit is established, and to have regard to any guidance issued by the Charities Commission. Before a new UMT member is elected, it remains conditional until they have completed a UMT Trustee application form, which includes a declaration that they are a fit and proper person to be charity trustee, have provided two references and undergone a DBS check as per MSSC Policy and Onboarding Processes.

We have a recent change to our UMT. Sean Kearns is now Chair of Trustees and Tricia Waterson is the Secretary, elected by voted of the elected trustees. We thank Julia Garner and Norman Wood for all their hard work in their roles and they will continue to support Sefton Sea Cadets in a different capacity.

Summary of the objects of the charity set out in its governing document
The Charitable purpose of the Sefton Sea Cadets is to promote the development of young people in the Sefton area in achieving their physical, intellectual and social potential as

to the guidance issued by the Charity Commission on public benefit)
The purpose of the Sefton Sea Cadets is set out in the constitution and is to:

The above is within the realms of the guidance issued by the Charities Commission for Public Benefit, covering both the benefit and public aspects.

Section D Achievements and performance

Summary of the main achievements of the charity during the year
th
This year we have much to celebrate, foremost being the 80 year since Sefton Sea Cadets was founded. Hosting a summer of celebratory events brought our wider community back
together after the distances caused by the pandemic, and included a Gala Dinner for 200 of our adult members and supporters. By far our biggest reason to celebrate this year was
returning to our historical home at Field Lane, after the major flooding in early 2023 and completion of subsequent repair works.
Operational Overview
As at the end of the year we are currently actively supporting 69 young people Sefton Unit ranging from 10-18 years. Cadets are supported by 39 qualified volunteer instructors and
trustees, who each donate approximately 10-20 hours per week.
Throughout the year the operational part of the charity has out done itself to achieve more than ever before. The Cadets and Instructors have succeeded in winning the Stevenson
Trophy for the best Unit in the North West Area for the second year running, and added another Burgee award to the long history of excellence awards held by Sefton. In this year our
volunteers donated approximately £110,000 worth of their time to help fulfil our mission of “giving young people the best head start in life”.
In the 2023/2024 period, the Cadets were able to a high achieve awards in boating assessments including windsurfing, rowing, paddle sports and sailing, with some of the senior
cadets achieving Duke of Edinburgh awards and also BTEC qualifications
Key Achievements
Leadership Development - We witnessed substantial growth in our cadet leadership skills. Through various senior cadet development and practical exercises, our aspirant senior
cadets displayed an exceptional aptitude for leading their peers both on and off the water.
Community Engagement - Sefton remained deeply involved in our local community. Our cadet cadets actively participated in several community service initiatives, demonstrating their
commitment to giving back and fostering positive relationships within Sefton.
Competitive Success - Our cadets made us proud by achieving commendable results in District, Area and National Sea Cadets competitions.
Afloat Proficiency - With an emphasis on waterborne activities, our cadets exhibited remarkable progress in sailing. They demonstrated a sound understanding of navigation,
seamanship and safety protocols, reflecting their dedication to mastering essential maritime skills. Coupled with the success at Area competition and attendance at RS21 UK and
Ireland Championships.
Future Plans
Now our focus must shift to our biggest strategic priority: improving our physical facilities at Field Lane. Investing in our facilities will both increase our capacity to support more Cadets,
and ensure our facilities remain fit for purpose for the next 35 years and beyond. The foundation of this will be securing a long term lease for the Field Lane site which will help to
secure major funding to improve our facilities.
We still have many challenges ahead to exceed our current record of excellence, and we will continue building the team, the community and the resources capable of meeting them.
Section E Financial review
There is no formal policy of unit reserves, however, Trustees have decided to transfer funds into a higher interest business
Brief statement of the charity’s policy on reserves account when the current account is in credit of more than £10,000
