The Trustees continue to monitor the efficiency of the administration of the property and finances. 

**Type of governing body:** Trust Deed from 9 February 1950 **Trustee selection method:** Trustees are appointed by election at each annual general meeting. 

## **Objectives and Activities** 

Ledbury Community Association aims to promote the wellbeing of the residents of the Ledbury community by associating the local authority, voluntary organisations, advance education provide facilities for physical and mental training, recreation, social, moral and intellectual development and to foster a community spirit. 

## **Regular Users** 

The local community and regular users are the main supporters of the Hall, however since the COVID 19 pandemic all weekly and twice weekly clubs had been suspended to accommodate the NHS vaccination drive for Ledbury and the surrounding areas. Normal business resumed during March 2022. 

## The Community Hall is a **Designated Emergency Evacuation Centre** 

which includes: 

- General emergency affecting residents (flooding etc.....) 

- Localised emergency (train crash, coach crash, fire etc....) 

- Evacuation point for local community hospital (regular staff training and scenarios do take place) 

- Designated evacuation point for all local sheltered housing complexes

## **Declaration** 

The trustees have had regard to the guidance issued by the Charity Commission relating to public benefit. Hall events are open to all, the hire of the hall is priced appropriately; regular users are charged rates lower than one-off events. 

## **Assets of the Charity** 

The association owns the community hall and all the equipment (furniture, crockery etc) therein. 

## **Fabric of the Hall** 

The association takes pride in maintaining the hall to a very high standard. During 2019/20 the fire exit ramp and pathway has been widened and new fire exit main entrance door fitted in accordance with health and safety regulations, the hall floor is regularly and professional maintained. At the beginning of 2022 new thermal curtains, sound system, and a total redecoration of the Hall has taken place. General ongoing maintenance of the building will be carried out as and when required. 

## **Health and Safety** 

A fire safety review is carried out annually with ongoing health and safety checks. 

## **Reserves Policy** 

The Charity has over £30,000 in the current bank account as unrestricted reserves at the year end. These balances are available for unforeseen expenditure in relation to building maintenance or equipment and fixtures replacements. It is the Trustee’s policy to maintain sufficient unrestricted reserves.

## **INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES OF LEDBURY COMMUNITY ASSOCIATION** 

I report on the accounts for the year ended 31[st] March 2023. 

## **Respective responsibilities of trustees and examiner** 

The charity’s trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under Section 144 of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. 

Having satisfied myself that the charity is not subject to audit and is eligible for independent examination, it is my responsibility to: 

examine the accounts under Section 145 of the 2011 Act; 

to follow the procedures laid down in the general directions given by the Charity Commission under Section 145(5)(b) of the 2011 Act; and 

to state whether particular matters have come to my attention. 

## **Basis of the independent examiner's report** 

My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a 'true and fair view ' and the report is limited to those matters set out in the statements below. 

## **Independent examiner's statement** 

In connection with my examination, no matter has come to my attention: 

- (1) which gives me reasonable cause to believe that, in any material respect, the requirements 

   - to keep accounting records in accordance with Section 130 of the 2011 Act ; and 

   - the 2011 Act 

have not been met; or 

- (2) reached.
