## **Report of the trustees for the year ended 28[th] February 2021** 

The trustees submit their annual report and the financial statements for the year ending 28[th] February 2021. In preparing this report the trustees have adopted the provisions of the Charities SORP (FS102). 

The charity is a charitable association governed by its constitution dated 8[th] September 1994. 

## **Aims** 

The object of Ewyas Harold Memorial Hall is the provision and maintenance of a village hall for the use of the inhabitants of the Parishes of Dulas, Ewyas Harold, Kenderchurch and Kentchurch without distinction of political, religious or other opinions, including use for meetings, lectures and classes, and for other forms of recreation and leisure-time occupation, with the object of improving the conditions of life for the said inhabitants. 

## **Organisation** 

The charity is run by a Management Committee all of whom are the trustees. The Committee when complete consists of 4 elected members, 1 appointed member from each of the groups using the Hall and 4 co-opted members. 

All members will stand down at the AGM but may be re-elected or re appointed. Committee members elect the Chairman, Secretary and Treasurer and the charity must hold at least 2 ordinary meetings and an AGM each year. One third of members must be present to have a quorum at meetings and all votes are decided by simple majority. 

New committee members are given a copy of the constitution, and the latest accounts together with guidance as to the role of a charity trustee and the rules concerning public benefit. 

## **Activities and Achievements in support of the objects:** 

Activities at the Hall were severely restricted by Covid regulations, but, after completing risk assessments, installing appropriate cleaning and sanitising equipment and instituting new procedures for the use of the Hall some bookings did take place albeit at a very much reduced level. 

The Hall committee continued to meet throughout the year utilising various virtual platforms. We have for a long time been concerned that the electricity supply to the Hall was too small for the large events that are held there so during the year we installed a second supply, increasing the installed capacity from 100Amps to 160Amps. 

Apart from what at times seemed almost weekly trawling through Government Covid guidance to determine what the rules were for village halls, implementing changes as needed and then helping potential users ensure that their events could be held safely, the main focus of the committee during the year was planning and preparing for the extension and complete refurbishment of the kitchen at the Hall, a project that is scheduled to start in September 2021. 

We were also pleased to be able to take part in the Tree Council’s National Tree week when 4 trees including one of Britain’s rarest trees, a Black Poplar. The trees were supplied by our Parish council and planted by children from the local school. 

## **Financial review** 

2021 saw the Hall completely shut down for extended periods during lockdowns and when it could be open it was only for very limited events. This meant that income from lettings fell by approximately 75%. However, in addition to lettings income, the Hall receives regular income from solar panels that are installed at the Hall, from ground rent for an air cadets building on our land and from a clothing collection bin in our

car park. This income was down over the year, but only by about 10%. We received considerable support from the Government during the year in the form of Covid grants and, when we add in a £1,000 anonymous donation that was made to the Hall, the result for the year was a gross income of £30,075, with a surplus for the year of £17,512. 

This resulted in a balance of £73,285 at the end of the year. 

Since the end of the financial year we have been successful in obtaining grants for the kitchen extension totalling £15,000 from the National Lotteries Fund and from the Bernard Sunley Charitable Foundation. At the time of writing this report an order has been placed for the work which is scheduled to cost £69,000 and work has started. 

## **Reserves Policy** 

The Trustees maintain a policy of holding a maintenance reserve of £5,000 to cover potentially expensive repairs in the event of failure of our solar panel system or of our air source heat pumps. A reserve of £20,000 has been built up to cover the replacement of part of the Hall roof, something we anticipate having to do in the next few years. We have also maintained and grown a reserve to fund the planned kitchen extension and which at the 28/2/21 stood at £40,000. 

## **Future plans** 

During 2021/22 we anticipate a return to an increased level of activity at the Hall but probably still significantly below pre-Covid levels as people take time to adjust. The main activities for the Trustees will supporting potential user groups to get their activities running again and facilitating the kitchen extension.We will also be developing, with the assistance of our  local Scout group, a wildflower area in our garden.

The accounts are prepared on a receipts and payments basis and include the results of the Charity's operations as described in the Trustees Report, all of which are continuing. 

There are no restricted funds. 

The accounts have been prepared in accordance with the Statement of Recommended Practise for Charity Accounts. (SORP FRS102) issued under the Charities Act 2011. 

Income is accounted for as received by the Charity 

Expenditure is included on a payments basis. 

Value Added Tax is not recoverable by the Charity and as such is included in the relevant costs in the Statement of Financial Activities. The Trust is a registered charity and is exempt from taxation on its income and gains for charitable purposes. 

**Donations and Grants** – We were surprised and pleased to receive an anonymous donation of £1,000 through the Charities Aid foundation. Our thanks go to the anonymous donor. 

We also received 4 Covid grants from the Government amounting to £18,153.58 which have ensured the Hall remains in a sound financial position and well placed to undertake the planned expansion to the kitchen in the 21/22 financial year.
