Report of the trustees for the year ended 31[st] December 2023

The trustees submit their annual report and the financial statements for the year ending 31[st] December 2023.

In preparing this report the trustees have adopted the provisions of the Charities SORP (FS102). The charity is a charitable Trust governed by its constitution dated 14[th] August 1968

Aims The object of Clehonger Village Hall is the provision and maintenance of a village hall for the use of the inhabitants of the Clehonger and surrounding area, without distinction of political, religious or other opinions, including use for meetings, lectures and classes, and for other forms of recreation and leisuretime occupation, with the object of improving the conditions of life for the said inhabitants.

Organisation

The charity is run by a Management Committee all of whom are the trustees. The Committee when complete consists of up to 5 elected members, up to 7 Representative members from groups/clubs using the Hall and up to 3 co-opted members. All members stand down at the AGM but may be re-elected or reappointed.

Committee members elect the Chairperson, Vice Chairperson, Secretary and Treasurer and the charity must hold at least 2 ordinary meetings and an AGM each year. One third of members must be present to have a quorum at meetings and all votes are decided by simple majority. New committee members are given a copy of the constitution, and the latest accounts together with guidance as to the role of a charity trustee and the rules concerning public benefit.

Activities and Achievements in support of the objects:

It has been a busy year for the hall with a lot of improvements and new clubs. The hall is now exceptionally busy. Improvements have included.

Repairing of the collapsed area in the car park. The hot water boiler in the kitchen was replaced, and a manual timer was added to avoid electric waste. Our regular groups continue to thrive, Country Music Club, Zumba, Family Fit, Pilates, Line Dancing, Tuesday Club, Yoga, Brownies and Rainbows, Martial Arts, Cardio Circuits, Art Club and Clehonger Tots. We have gained some new groups, EG Fitness and Dance for Children, Young Farmers, Bearded Minds, CAN cafe and Popcats. The hall has a varied and busy diary to be proud of.

The Village Hall Management Committee run and manage two of the clubs with the aid of volunteers, Clehonger Tots and Clehonger Art group. We continue to support and nurture all the groups that use our hall that require help. The fundraising for the hall has now started properly again as covid had stopped a lot of functions from happening. We held 6 very successful Line Dance Evenings and next year we have many more exciting Fundraising and social events planned.

We have also produced a refurbishment plan for the four toilet areas to be revamped to include water efficient sanitaryware and flooring which is wet room safe and easy to clean. The plan also includes a new baby changing area in the children’s toilet. We applied for a lottery grant of £9,990 which we were awarded, this amount showing as restricted funds. Since the award was given, the builder noticed some additional work that would be required, so we will have to use some contingency money for this. Work is due to start late March 2024.

Financial review

2023 saw the Hall back to being as busy as it was before lockdown.

We received a donation from the Golden Valley Country Music Club of £1,000, A lottery grant of £9,990 (Restricted funds for toilet refurbishment and baby changing area.) Our solar panels brought in a healthy income of £3,362 a big increase on average yield due to energy prices. Unfortunately, the energy contracts that were taken out during the previous year for Gas and Electric are starting to take affect and although energy use is down by over three quarters due to energy-saving lighting and new boilers, our bills in the next few years will be tripled. Income from rents, clubs and private bookings was £11,856 and our expenses were £12,051. Thanks to the fundraising, donations and solar panel income we have been able to keep our rents the same for the last 7 years. We do however know that with increases in energy prices etc, we will have to look closely at our hire charges this coming year.

Reserves Policy

Reserves after planned works to toilets (approx. £15,000) leaves £35,000

Unrestricted reserves for cashflow and emergencies are recommended to be at least 6 months and up to 2 years of budgeted annual expenditure. Which are now approximately £15,000. Therefore £7,500 to £45,000 might be needed for unrestricted reserves. Our reserves presently stand at approximately £10,000 due to the Trustees maintaining a policy of holding a maintenance reserve of £5,000 to cover potentially expensive repairs in the event or failure of our solar panel system. Additionally, a reserve of £20,000 has been built up to try to buy the waste land next to the hall. This waste land has a right of way through our hall car park, and we would lose car spaces if the owner started to use his right of way. The owner presently lives some miles away from the site but to date has shown no interest in selling it to us.

Future plans

To complete the refurbishment of the four hall toilet areas and move forward with plans to change some or most of the internal doors, decorate the main hall, and build up some reserves to cope with next winters energy bills. We are also looking at our governing document and are making plans to move the charity to a CIO. This is a long process but will safeguard and futureproof the hall and find it easier to find Trustees.

All the committee members offer up their time voluntarily, and it is their drive, enthusiasm and commitment that ensures the hall is a shining light amongst the village halls within Herefordshire. Thanks also to our group of volunteer helpers who work very hard for the hall but do not want to be Trustees, to Mr Philip Smith for acting as our independent examiner and our cleaner who has to find time between the halls busy schedule to fit in the cleaning.
