STRUCTURE, GOVERNANCE AND MANAGEMENT
The Charity is governed by the terms of the Royal Charter incorporating the Guide Association. The freehold property is held by the Girl Guides Association Trust Corporation as Trustee for Derby Scouts and Guides under the terms of the 1975 Joint Trust Deed.
The Charity has in place systems of internal controls that are designed to provide reasonable against material mismanagement or loss. These include two signatories for all payments and a comprehensive insurance policy to ensure that insurable risks are covered.
OBJECTIVES AND ACTIVITIES
The object of the Charity is to maintain and develop the Derby Scout & Guide Centre as a Joint Headquarters and meeting place, on behalf of the Derby Area Guide Divisions and the Derby Area Scout Council.
The aim of The Scout Association is to promote the development of young people in achieving their full physical, intellectual, social and spiritual potentials, as individuals, as responsible citizens and as members of their local, national and international communities. The method of achieving the Aim of the Association is by providing an enjoyable and attractive scheme of progressive training, based on the Scout Promise and Law and guided by adult leadership.
ACHIEVEMENTS AND PERFORMANCE
The property has been well maintained and used during the year, providing meeting rooms for Scouts and Guides in Derby, an archive room and Scout and Guide shops.

FINANCIAL REVIEW
The accounts, which comprise the Receipts and Payments Account and Statement of Assets and Liabilities, show the current state of the finances, which are considered to be satisfactory. The accounts have been prepared on the receipts and payments basis which is consistent with the previous year.
These accounts cover the year ended 31 December 2020 and the comparative figures are for the year ended 31 December 2019.
Gross income for the year is £29517 (2019 - £4187). Gross expenditure was £12274 (£7074). In view of the investments and assets available to the Derby Scout & Guide Centre, the Derby Guide Shop and the Derby Scout Shop have made no donations this year. There is a rolling programme of maintenance to the building and during the year cost £7079 (£1307).
The policy on reserves is to hold sufficient resources to continue the activities of the Charity should income fall short. Reserves are also maintained sufficient to cover future development of the Centre.

INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF DERBY SCOUT AND GUIDE CENTRE
I report on the accounts of the Derby Scout & Guide Centre for the year ended 31st December 2020, which comprise the Receipts and Payments Account and Statement of Assets and Liabilities
This report is made solely to the trustees in accordance with Section 145 the Charities Act 2011. My work has been undertaken so that I might state to the charity’s trustees those matters I am required to state to them in an Independent Examiner’s report and for no other purpose. To the fullest extent permitted by law, I do not accept or assume responsibility to anyone other than the charity and the charity trustees for my examination work.
Respective responsibilities of trustees and examiner
The Charity’s trustees are responsible for the preparation of the accounts. They consider that an audit is not required for this year (under Section 144 of the Charities Act 2011 (the Charities Act)) and that an independent examination is needed. It is my responsibility to examine the accounts (under Section 145 of the Charities Act, to follow procedures laid down in the General Directions given by the Charity Commissioners (under Section 145 of the Charities Act and to state whether particular matters have come to my attention.
Basis of independent examiner’s report
My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the Charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.
Independent examiner’s statement
In connection with my examination, no matter has come to my attention:

1 which gives me reasonable cause to believe that in any material respect the requirements

to keep accounting records inaccordance with Section 130 of the Charities Act; and

to prepare accounts which accord with the accounting records and comply with the accounting requirements of the Charities Act

2 to which in my opinion, attention should be drawn inorder to enable a proper understanding of the accounts to be reached.
