1st Shelton Lock Scout & Guide Grou Charity number 520629 Annual Re ort and Statement of Accounts For the ear ended 31 March 2024 ## **1st Shelton Lock Scout & Guide Group** Charity number 520629 ## **Trustees' Report** **For the year ended 31 March 2024** ## **Objectives and Activities** ## **Purposes of the charity** The aim of the charity is to promote the development of young people in achieving their full physical, intellectual, social and spiritual potential, as individuals, as responsible citizens and as members of their national and international communities. ## **Main activities in relation to those purposes** The charity has facilitated the running of Beavers, Cubs, Rainbows, Brownies and Guides units by providing and maintaining suitable premises and equipment. ## **Charity Commission guidance on public benefit** The trustees confirm that they have had regard to the guidance issued by the Charity Commission on public benefit. ## **Achievements and Performance** The Beavers and Cubs units have become fully established as new leaders and volunteers joined the group. The group is working to set up Squirrel and Scout units to fully support all age groups. In April 2022, planning permission was obtained for the new group building and terms were agreed with Derby City Council for a long term lease on the area of ground to be used for construction. Full funding for the cost of construction and associated revenue costs has been awarded to the group by the Youth Investment Fund, which is funded by UK Government. Construction commenced in February 2024 and is expected to be complete by the end of the year. ## **Financial Review** ## **Review of the charity's financial position at the end of the year** The charity is operating on a sound financial footing. Income generated from ordinary activities in the year exceeded ordinary running costs and financial planning for the coming year shows that the charity will be able to cover anticipated building running costs. ## **Policy on holding reserves** The charity would normally expect to hold reserves to cover anticipated costs for at least the next two years. Further reserves have been built up in recent years in preparation for the construction of a new group building as the lease on the ground currently used will not be extended on a long term basis. During the year £10,682 was utilised to cover revenue costs arising from the building project which had to be incurred prior the commencment of the YIF revenue grant. The restricted funds represent income and expenditure specifically linked to the new building project. The group also receives funds and makes payments on behalf of the group's scouting units. At 31 March 2024 the balance held in restricted funds was £1,013 (2023: £1,797). Unrestricted funds represent the balance of income generated not tied to restricted items above less the costs of maintaining the premises and any costs incurred in fundraising. At 31 March 2023 the balance held in unrestricted funds was £38,277 (2021: £45,928). ## **Funds held as custodian trustees on behalf of others** Funds are received and payments made on behalf of the Scouting units. Bank accounts have been opened for these units and leaders are working with the Scout Association to ensure that all transactions are transferred to the relevant account in the future. Amounts relating to these funds are included in Restricted Funds in the accounts. At 31 March 2024 £Nil (2021:£Nil) was held on their behalf. ## **Structure, Governance and Management** ## **Governing document** The charity is governed by a written constitution. ## **Charity constitution** The charity is an unincorporated association. ## **Trustee selection** At an Annual General Meeting for the Group Council (which represents leaders, volunteers, parents, supporters and district representatives of the Scouting and Guiding associations), a chair, secretary and treasurer are elected. The Group Council may also appoint a further five trustees to form a Group Executive. The Group Executive may also co-opt individuals with specific skills required to fulfil ongoing or special functions. I report in respect of my examination of the Trust's accounts carried out under section 145 of the 2001 Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. ## **Independent examiner's statement** I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 1. accounting records were not kept in respect of the Trust as required by section 130 of the Act; or 2. the accounts do not accord with the accounting records.
