| Three Cooptative members are appointed by the committee as they | |
| think appropriate to support the objects and activities of the Village Hall. | |
| These appointments can be made at the Committee Meeting. | |
| The Charity is supported by several volunteer groups which support | |
| fundraising activities, maintenance and estate management. | |
| Each Committee Meeting will address both short- and long-term risks | |
| which impact on the work of the Village Hall, including financial issues. |

3. OBJECTIVES AND ACTIVITIES
Summary of the objects of the charity set out in its governing document
The object of the Foundation shall be the provision and maintenance of a village hall and playing field for the use of the inhabitants of the Parishes of Millom Without and Thwaites and the neighborhood (hereinafter called “the area of benefit”) without distinction of political, religious or other opinions, including use for meetings, lectures and classes and for other forms of recreation and leisure-time occupation with the object of improving the conditions of life fort the said inhabitants
Key activities which support the objects of Thwaites Village Hall and Playing Fields:
Summary of the main activities undertaken for the public benefit in relation to these objects (including within this section the statutory declaration that trustees have had regard to the guidance issued by the Charity Commission on public benefit)

Maintenance Team and Estate Volunteers continue to support the long-term infrastructure of the facilities offered by this Charity

Various Sporting Clubs and Community Groups – including Table Tennis, Bowling, Tennis and Badminton, Women’s Institute continue to use the Hall and the Grounds

Active Social Committee through annual events such as the Gala.

Bonfire Night and Tabletop sales bring in much needed income to both maintain the Hall and Grounds and invest in new services.

Community Lunch provide an invaluable service to residents who can come together and enjoy each other’s company

The Hall acts as an Emergency Shelter and its role is identified in the Local Emergency Plan
-
Provision of a Toddler Group within the setting of an isolated rural community.

Hosts various events such as the Local Cumbria Wildlife Trust to deliver talks and presentations.
The Trustees focus on the above activities and are illustrative of the public benefits this Charity delivers to its local community.
Volunteers make the difference.
Our Volunteers are the foundation stone of the Village Hall and Playing Fields. Without community support, this facility would struggle to operate in an environment where costs can be unpredictable and the response of the local volunteers to be on hand to take on maintenance work, which again means we can continue to run a viable community facility, open and inclusive to all.
4. ACHIEVEMENTS AND PERFORMANCE

The return of the Annual Gala was a highlight for this year with a new approach to the pricing policy proved successful in supporting families has they face the on-going “cost of living crisis”.

The Village Hall has partnered with Millom Environment Group to host the rewilding of part of the Playing Fields to help support local engagement on environment matters and support educational initiatives.

The E-Charger facility continues to be used, particularly by both visitors and tourists who have welcomed this facility given the small-scale implementation of chargers in our area. This service promotes economic activity in our area and builds confidence as the E-Charging Infrastructures continues to evolve.

The Parent Toddler Group Continues to attract well over 15 young children each week and the relationship with Thwaites Village School continues to grow in a supportive way and provides a broader activity schedule for the Toddlers.

The Village Hall is continuing to deliver to Monthly Community Lunch as part of extending the reach of the Hall into the community.

The Village Hall has been successful in being awarded a significant grant to install Audio-Visual Equipment in both the Main Hall and the Meeting Room. Within this financial year, the Project has started some significant enabling work to ensure the electrical system has been both modernised and is future proofed to enable any new developments in the future. This project will be reported over two financial years and so within this current reporting year, we have seen this significant project for the Village Hall.

The AV project is part of an ongoing transformation programme for the Village Hall, and we look forward to extending our reach into the community and offer new services and opportunities as we start on this significant implementation programme .

The Hall continues to host a range of sporting events including bowling club, fitness classes and table tennis, and the use of the outdoor tennis field.

We are also proud that we offer a Tennis Court – free to all users and this again attracts several committed users.

The Hall attract many users – Birthday Parties, Meetings (e.g. Parish Council), Family celebrations, Thwaites School in hosting special events, Young Farmers to name but a few – we are grateful for their support.

The Village Hall Committee is proud of its achievements and will continue to focus on its priorities on the community needs for the following year.

The Play Park – developed by Millom Without Parish Council and hosted by the Village Hall Playing Fields continues to attract many children and families to the Village Hall. The Playing Fields which includes a Sports England approved football pitch has also come back to life in supporting active lifestyles and improved well-being for all users.

I report on the accounts of the charity for the year ended 31 January 2024 which are set out on pages 2 to 6.
RESPECTIVE RESPONSIBILITIES OF TRUSTEES AND EXAMINER
The charity’s trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit
is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
It is my responsibility to:

examine the accounts under section 145 of the 2011 Act;
-
to follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and
-
to state whether particular matters have come to my attention.
BASIS OF INDEPENDENT EXAMINER'S REPORT
My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report is limited to those matters set out in the statement below.
INDEPENDENT EXAMINER'S STATEMENT
In connection with my examination, no matter has come to my attention:

(1) which gives me reasonable cause to believe that in any material respect the requirements:

to keep accounting records in accordance with section 130 of the 2011 Act; and
-
to prepare accounts which accord with the accounting records and comply with the accounting requirements
