## **2. STRUCTURE, GOVERNANCE AND MANAGEMENT**

## **Additional governance issues** 

As highlighted above the selection of Trustees from within Millom Without Parish allow for up to 9 elected Trustees. Twelve other representatives from local organizations are user bodies. It should be noted six of the twelve organization’s do not exist as stated in the constitution as set out in 1967. Three Cooptative members are appointed by the committee as they think appropriate to support the objects and activities of the Village Hall. These appointments can be made at Committee Meeting. The Charity is supported by a number of volunteer groups which support fundraising activities, maintenance and estate management. Each Committee Meeting will address both short- and long-term risks which impact on the work of the Village Hall, including financial issues.

## **3. OBJECTIVES AND ACTIVITIES** 

Summary of the objects of the charity set out in its governing document 

The object of the Foundation shall be the provision and maintenance of a village hall and playing field for the use of the inhabitants of the Parishes of Millom Without and Thwaites and the neighborhood (hereinafter called “the area of benefit”) without distinction of political, religious or other opinions, including use for meetings, lectures and classes and for other forms of recreation and leisure-time occupation with the object of improving the conditions of life fort the said inhabitants 

Key activities which support the objects of Thwaites Village Hall and Playing Fields: 

Summary of the main activities undertaken for the public benefit in relation to these objects (include within this section the statutory declaration that trustees have had regard to the guidance issued by the Charity Commission on public benefit) 

- Maintenance Team and Estate Volunteers continue to support the long-term infrastructure of the facilities offered by this Charity 

- Various Sporting Clubs – including Table Tennis, Bowling, Tennis and Badminton continue to use the Hall and the Grounds 

- Active Social Committee through annual events such as the Gala, 

- Bonfire Night, Bingo and Tabletop sales bring in much needed income to both maintain the Hall and Grounds, and invest in new services. 

- Community Lunch provide an invaluable service to residents who can come together and enjoy each other’s company 

- The Hall acts as an Emergency Shelter and its role is identified in the Local Emergency Plan

## **Volunteers make the difference** 

Our Volunteers are the foundation stone of the Village Hall and Playing Fields. Without community support, this facility world struggle to operate in an environment where costs can be unpredictable and the response of the local volunteers to be on hand to take on maintenance work, which again means we can continue to run a viable community facility

## **4. ACHIEVEMENTS AND PERFORMANCE**

- The opening up of the Village Hall has allowed the revenue streams to start to 

- during the be re-built post Covid-19. We have embarked on a targeted marketing 

- year 21/22 campaign to help build confidence and develop new bookings. The Village Hall supported by the National Lottery, held a **Community Connections** event in December 21 to showcase the range of services and sports opportunities within The Village Hall. 

   - The Social Committee held its first major event by hosting the **Bonfire Night** at the Hall. This event had to be configured to help manage covid-19 restrictions. The event was successful in drawing in the community to this annual event, which has been postponed for the past 2 years. 

   - In September 21, the **Play Park** was formally opened by Geoff Storey as a representative of Aggregate Industries. This has proved a successful venture by working in partnership with Millom Without Parish Council who led on the development of this project. The Play Park has now been a catalyst in forming a **Toddler Group** which now attracts 12-15 young children each week. 

   - The Village Hall is continuing to deliver to Monthly **Community Lunch** as part of extending the reach of the Hall into the community. The Village Hall has been successful in bidding for a grant to help build resilience within the voluntary team and look t ways to deliver community lunches to residents. This project is ongoing at the time of this report. 

   - Investment in the Hall’s infrastructure continues and we are proud of the steps we taking to help the Village Hall go green. We have been successful in bidding for grants with investment from Village Hall funds to move all the lights in the Hall to **LED’s.** This investment is to help secure lower operating costs particularly as we face significant cost inflation and the impact of hike in energy prices. This project is currently underway. 

   - The Hall continues to host a range of sporting events including bowling club, fitness classes, table tennis, and youth groups (Scouts). 

   - The Village Hall Committee is proud of its achievements and will continue to focus on its priorities on the community needs for the following year

I report on the accounts of the charity for the year ended 31 January 2022 which are set out on pages 2 to 3. 

## RESPECTIVE RESPONSIBILITIES OF TRUSTEES AND EXAMINER 

The charity’s trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. 

It is my responsibility to: 

- examine the accounts under section 145 of the 2011 Act; 

- to follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and 

- to state whether particular matters have come to my attention. 

## BASIS OF INDEPENDENT EXAMINER'S REPORT 

My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report is limited to those matters set out in the statement below. 

## INDEPENDENT EXAMINER'S STATEMENT 

In connection with my examination, no matter has come to my attention: 

(1) which gives me reasonable cause to believe that in any material respect the requirements: 

- to keep accounting records in accordance with section 130 of the 2011 Act; and 

- to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act 

have not been met; or 

(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
