Chairman’s AGM report to the District 2024 

Your District Trustee Board (New Name) has had a change around, with new roles and emphasis for governance. We hope to be of even greater help to Groups and their leaders within the District. 

Andy Longstaff, our District Lead Volunteer will be over seeing both the operational and governance side of Scouting within our District. Congratulations Andy you do an excellent job. 

As I mentioned last year about Training, it is not just for uniformed leaders but for each Group’s Trustee members. Keeping your training up to date is a vital part of your role. Thank you to ADLV’s Jenny and Jess for keeping the district up to date on all of the various parts of required training. 

The Old School Lodge in Deiniolen, North Wales that West Wirral district has a major financial interest in will be closing later this year. I wish to thank all of the volunteers who have guided the use of the facility for over 20 years. It has welcomed many young people through its front door during that time. 

This year’s Gang Show in the Gladstone Theatre was excellent, well done to the Cast and Crew for all of your hard work, the “dream” keeps on going. 

We had a contingent that went to the World Scout Jamboree in South Korea last year and we look forward to hearing from them recounting their experiences at this year’s AGM. 

There have been many activities that I have attended as Chairman including the County AGM in the Atlantic Tower, Liverpool, and many activities within our own District all of which I have enjoyed, but it’s not for me, it’s all for the young people in our care. Thank you to all of our Leaders in the district. 

Thank you to all of the Trustee board for all of their work again this year.

Harriet Mankin (Treasurer) presented the 2022 Accounts and was thanked afterwards by Andrew Cain (Chair).

Andy as District Commissioner reappointed Andrew Cain 

**7. Election of Officers –** 

Andrew Cain (Chair) asked for a show of hands as approval for the nominations of Harriet Mankin as District Treasurer and Janet Jones as District Secretary. These officers were duly elected. 

**8. Election of Members to District Executive –** 

There being no further nominations Denise Longstaff, Tricia Birch, Alison Stirling and Charlotte Dawson have been re-elected to serve on the Executive Committee. 

The DC’s nomination to serve on the District Executive Committee was:

**9. District President –** 

Andrew mentioned that Roy Kenyon remains as our District President.

## Notes on the Accounts 

## 31st December 2023 

## **1. Accounting policies** 

The Financial Statements have been prepared in accordance with applicable Accounting Standards in the United Kingdom including the revised Statement of Recommended Practice ("SORP") Accounting and Reporting by Charities. A summary of the more important accounting policies is set out below. These policies are applied consistently. The Financial Statements generally follow the recommendations contained in the Statement of Recommended Practice-Accounting Reporting by Charities issued in October 1996 and revised in 2000 and 2005. 

## **Basis of accounting** 

The Financial Statements are prepared under the historical cost convention modified by the revaluation of certain fixed assets. No cash flow statement has been prepared within these Financial Statements. 

## **Income and expenditure** 

Accounted for on an accruals basis.

Scout shop stock shown at cost. Upon becoming defunct, the cost of the stock will be written off at the time.

## Notes on the Accounts

## **1. Accounting policies** 

The Financial Statements have been prepared in accordance with applicable Accounting Standards in the United Kingdom including the revised Statement of Recommended Practice ("SORP") Accounting and Reporting by Charities. A summary of the more important accounting policies is set out below. These policies are applied consistently. The Financial Statements generally follow the recommendations contained in the Statement of Recommended Practice-Accounting Reporting by Charities issued in October 1996 and revised in 2000 and 2005. 

## **Basis of accounting** 

The Financial Statements are prepared under the historical cost convention modified by the revaluation of certain fixed assets. No cash flow statement has been prepared within these Financial Statements. 

## **Income and expenditure** 

Accounted for on an accruals basis.

I report to the trustees on my examination of the accounts of West Wirral District Scout Council for the year ended 31 December 2023. 

## **Responsibilities and basis of report** 

As the charity trustees of the West Wirral District Scout Council you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). 

I report in respect of my examination of the West Wirral District Scout Council accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
