Chairman’s AGM report to the District

This year has felt a little more like ’normal’ in the world of Scouting, although your District Executive has had a change around, and we welcomed Janet at last year’s AGM as the new District Secretary.

Phill finished his time as District Commissioner last autumn; we all thank him for his dedication to the role and to scouting in general. He was presented with an extra special award from our district team (not a normal one for Scouts, you will have to ask him what it is). Andy has taken over the reins as DC and you can all be assured that you are all in a safe pair of hands as he has been around scouting for many years, most of you know him well.

I attended the County Awards ceremony and AGM 5th October in Liverpool. I was very proud to witness our West Wirral District recipients presented with their awards. There was nobody more surprised than when I was also presented with the Award for Merit.

We have a new District Legal advisor in Robin Flett. If you require his services, please contact me and I will forward his details to you. As I mentioned last year about training, it is not just for uniformed leaders but for each Group’s Executive Trustee members too. Keeping your training up to date is a vital part of your role. I have just had to renew mine. Thank you to Jenny and Jess for keeping the district up to date on all of the various parts of required training.

The Old School Lodge in Deiniolen, North Wales that West Wirral District has a major financial interest in is still a facility that we can all use at a special rate. Please do use it.

Last year’s Gang Show in the Gladstone Theatre was excellent, well done to the Cast and Crew for all of your hard work. We look forward to seeing the next production in 2024. We have a contingent going to the World Scout Jamboree in South Korea this year and we look forward to hearing from them upon their return. I hope you all have a great time.

1. Minutes of 2021 AGM –

These had been previously circulated and were accepted by a show of hands.

2. Annual Report & Accounts –

Roy Kenyon (Treasurer) presented the 2021 Accounts and was thanked afterwards by Andrew Cain (Chair).

Andrew Cain (Chair) asked for a show of hands as approval for the nominations of Harriet Mankin as District Treasurer and Janet Jones as District Secretary. These officers were duly elected.

6. Election of Members to District Executive –

Janet Jones (District Secretary) announced that as there had been no further nominations so the following members had been re-elected to serve on the District Executive Committee:

Andrew firstly thanked Brian Tucker for his term as President and wished him well. He then appointed Roy Kenyon as the new President and asked him to say a few words.

Phill Richardson was asked by Andrew to read his DC’s report.

Firstly, Phill presented the following wood badges:

Phill said how nice it was to finally meet in person instead over the internet as we have over the last couple of years. He thanked every leader, helper and committee members within the District for learning how to provide Scouting online and for doing so with great success. He wouldn’t have been able to do it without their support. If someone had said we have been teaching camping or cooking online we’d have never believed them. Thanks to the ADC and Exec team as without them he couldn’t do his role.

Phill thanked Peter Oliver for his service, his hard work, energy and encouragement as County Commissioner over the last 5 years and wished him well from West Wirral in his next Scouting role.

Said goodbye to Wirral Scout Post that has raised over £3.5m for local charities over the last 40 years and thanked Richard and Joyce and the organising committee for their input and had work over the years.

Fond farewell and huge thanks to Roy Kenyon as treasurer and to Ann Ledson as secretary for their service over the past years.

Gang Show – it was horrible to have to cancel the 2020 show but we had no choice. this year’s show was outstanding, everyone from the youngest members to the committee gave 150%. A huge thank you the Production Team for all their hard work and for helping to make it such a success. There is a DVD available for £20 for anyone who’d like one. Andy has now stepped down as Chair and Phill thanked him for all his hard work and efforts with the gang show over the years.

Phill is stepping down as DC within the next year after 8 years. He has many fond memories from his role as DC but one of the magic moments has been the St Georges Day walk to Hilbre Island. Looking back at over 650 people in uniform and carrying flags was a sight to be seen.

10. Awards –

Phill invited Peter Oliver (County Commissioner) to present 17 Young Leader Belts, and these went to:

Explorer Young Leader Trophy this year goes to Alfie Barker.

Explorer of the Year Award – Tom Sheridan

Adult Young Leader Award – Andrew Beard

Overcoming Adversity Award – Chris Jones

12. Peter Oliver, County Commissioner

Andrew invited Peter to say a few words.

Peter thanked everyone who was standing down from posts this year and introduced Chris Valentine-Burrows as the new County Commissioner from the end of May. Peter has thoroughly enjoyed working with Phil and other members of the West Wirral District over the last 5 years, and he thanked Phill for building such a strong team and for all his hard work within West Wirral.

He thanked everyone in the room for their continued commitment, grit and determination that has kept Scouting going over the last two years despite whatever circumstances they’ve faced themselves. We’re already up to 85% of our membership pre-pandemic and are hoping to reach higher levels come January 2023.

We are making lots of changes within County to try and improve onboarding and volunteering within Scouting, how we train and support them to make this easier for them. As those changes come out and start to be communicated, he asked that we remain open minded, embrace it and take new challenges on board and in time this will help strengthen the sections that are struggling.

Peter said he thought the Gang Show was one of the best he’d ever seen, and it was fantastic and said a huge well done to everyone involved.

He thanked everyone in West Wirral District for their support over the years and for providing our young people with the best possible experiences in life.

13. District Awards –

Lions Trophy – Andrew introduced Michael Pimbley (Wirral Lions President) to present the Lions Community Trophy and this went to Hilbre Beaver Colony for their work in the Food Bank and in particular for their innovative advent calendar.

Notes on the Accounts

1. Accounting policies

The Financial Statements have been prepared in accordance with applicable Accounting Standards in the United Kingdom including the revised Statement of Recommended Practice ("SORP") Accounting and Reporting by Charities. A summary of the more important accounting policies is set out below. These policies are applied consistently. The Financial Statements generally follow the recommendations contained in the Statement of Recommended Practice-Accounting Reporting by Charities issued in October 1996 and revised in 2000 and 2005.

Basis of accounting

The Financial Statements are prepared under the historical cost convention modified by the revaluation of certain fixed assets. No cash flow statement has been prepared within these Financial Statements.

Income and expenditure

Accounted for on an accruals basis.

Notes on the Accounts

1. Accounting policies

The Financial Statements have been prepared in accordance with applicable Accounting Standards in the United Kingdom including the revised Statement of Recommended Practice ("SORP") Accounting and Reporting by Charities. A summary of the more important accounting policies is set out below. These policies are applied consistently. The Financial Statements generally follow the recommendations contained in the Statement of Recommended Practice-Accounting Reporting by Charities issued in October 1996 and revised in 2000 and 2005.

Basis of accounting

The Financial Statements are prepared under the historical cost convention modified by the revaluation of certain fixed assets. No cash flow statement has been prepared within these Financial Statements.

Income and expenditure

Accounted for on an accruals basis.

Depreciation is calculated to write off the cost, or valuation, of equipment to their estimated residual value over their estimated useful lives.

3. Fixed assets

Investments in Wallasey & West Wirral Scout Centre JVC are shown at cost of funding (£50,000). Property and other assets for Wallasey & West Wirral Scout Centre JVC are shown at cost less depreciation, where appropriate.

4. Stocks

Scout shop stock shown at cost. Upon becoming defunct, the cost of the stock will be written off at the time.

Independent Examiner’s Report to the Trustees of the

WEST WIRRAL DISTRICT SCOUT COUNCIL

I report on the accounts of the District for the year ended 31[st] December 2022, which are set out on pages 10 to 17 of the Report and Accounts.

Responsibilities and basis of report

As the charity’s trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of the District’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner’s statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in any material respect:
