Minutes of the Annual General Meeting of Urmston District Scout Council held via Zoom on Wednesday 1[st] September 2021

  1. The meeting opened with a reflection on those who had sadly “Gone Home”.

  2. Graham Barrick – District Chair welcomed everyone to the meeting including Lewis Foster from Greater Manchester West County. He went on to say that the District Commissioner was unable to join the Zoom call and the County Commissioner had sent an email tendering his apologies and to say thank you to all our volunteers for the outstanding way in which they've handled the pandemic in terms of online programming and training. It's not been easy for any of us but the way in which Leaders have applied themselves to something completed unchartered is exemplary.

  3. There were 10 apologies for absence.

  4. The minutes of the 2019 AGM minutes were approved by those on the Zoom call.

  5. The Trustees’ Annual report was received and accepted by those on the Zoom call.

  6. In the absence of the Treasurer, the Chair explained that there had been very little expenditure, a bequest of £10,000 had been received from the estate of the late Derek Freeman and the Executive would consider how best to use the money to benefit the young people of Urmston and district. The Annual Accounts were received and accepted by those on the Zoom call.

  7. A vote of thanks to the independent auditor Michael Sincup was proposed by the Chair and approved by those on the Zoom call.

  8. The Chair explained that Chris Knowles – District Commissioner had phoned him to ask if would continue as District Chair. Graham said he would accept the DC’s nomination. He thanked all leaders and helpers for the time they give to scouting and young people especially during the pandemic. The nomination was approved by those on the Zoom call.

  9. The District Secretary nomination of Janet Pearce was approved by those on the Zoom call.

  10. The District Treasurer nomination of Tony Pickering was approved by those on the Zoom call.

  11. The nominations for the four elected members to the District Executive Committee were Bob Spoors, David Smethurst, Tina Winterbottom and Chris Darn. All were approved by those on the Zoom call.

  12. The nominations by the District Commissioner to the District Committee are Beryl Brown, Carole Knowles and Andy Spear. All were approved by those on the Zoom call.

  13. The nomination for a member to represent the District on the County Scout Council is to be advised and confirmed at a later date.

  14. The nomination of Michael Sincup as District auditor was approved by those on the Zoom call.

  15. The Chair then invited Lewis Foster to say a few words on behalf of GMW. Lewis emphasised what Andy Farrell had said, and that there will be more opportunities for young people to gain access to DofE and Queens Scout Award, starting with a road show later in the year where GMW will invite Older Scouts, Explorers and Young Leaders and give them the low down as to how to achieve their top awards. There's plenty of talent around the County and we want to help everyone celebrate that.

  16. AOB – the Chair advised 5U would be holding a McMillian coffee morning on 18[th] September and urged to people to support the event. The next World Jamboree would be in Korea and the selection process had begun for leaders. There will be a £1-50 discount on the HQ membership fee next year. Group AGM’s can now be held face-to-face where it is safe to do so or via Zoom. Groups have been advised they must carry out an Asbestos survey by an approved company to comply with the law. Carole Knowles appealed for new members on the Appointments Advisory Committee.

Finally, the Chair said he wanted to thank GMW for all the help and support they have provided during the pandemic which was very much appreciated.

The Chair then thanked everybody for their attendance and closed the meeting.

STRUCTURE, GOVERNANCE AND MANAGEMENT

The District’s governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association.

The District is a trust established under its rules which are common to all Scouts.

The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association.

The District is managed by the District Executive Committee, the members of which are the ‘Charity Trustees’ of the Scout District which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate.

The District Scout Council is the electoral body, which supports Scouting in the District. It is the body to which the District Executive Committee is accountable.

The Executive Committee exists to support the District Commissioner in meeting the responsibilities of their appointment.

Members of the Executive Committee must act collectively as charity Trustees of the Scout District and in the best interests of its members in accordance with the Policy, Organisation and Rules of The Scout Association.

The District has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include 2 signatories for all payments.

The District Finances continue to be in a healthy position as detailed in the Annual Statement of Accounts compiled by our Treasurer Mr Tony Pickering, and the District wishes to record its thanks for the work he has done.

The District Scout Shop continues to provide valuable support to District finances, and the Executive on behalf of the District, wishes to record its thanks to the team of volunteers who freely give their time to staff the shop every Saturday morning.

OBJECTIVES, ACTIVITIES, ACHIEVEMENTS AND PERFORMANCE

District Chair’s Report

Well scouting is back and what a pleasure it’s been to return to what we do best, actively engaging and supporting young people in their personal development, empowering them to make a positive contribution to society. As Scouts we act with care, respect, integrity, cooperation, exploring our own and others’ beliefs.

In Summer 2023, more than 40,000 Scouts from all over the world will gather in Korea for the 25 World Scout Jamboree, and the District will have a strong representation once again. A fantastic achievement and an experience that will remain in their memories forever. They have got a lot to

achieve in a short time but will leap at the challenge as they… Think big. Dream wild. & Act Together. Well done to all of you on being selected.

I expect we will see some changes over the next year with the long overdue replacement for Compass which should be a future-proof platform based on Microsoft Dynamics 365. There will also be changes to how we welcome new adult volunteers (Appointment Advisory Committee).

Our financial position remains strong and we were able to make grants to Groups with respect to the L T Naylor Memorial Fund, but it was disappointing that no Group made an application to the Shaw Memorial Fund.

The work carried out by Sue Lowe and her team in the Scout shop, together with our Badge Secretary Beryl Brown makes a significant financial contribution to District Funds from which all Groups benefit. Without this income, the District Levy would increase by several pounds. Please DO NOT make purchases for other sources.

Please remember, the District is always available to provide help and assistance wherever possible.

The Annual Census has indicated our membership to be 526 youth members, an increase of 61. Beavers increased by 37, Cubs increased by 9, Scouts increased by 24 and Explorers decreased by 9. Our adult Leader numbers have increased by 3. The increase of 13.1% in our youth members is just below the national average of 16% which was the highest since World War Two, but it’s higher than the county average of 10%, so it’s a tremendous achievement, WELL DONE!!!

Thank you to all our volunteers who have continued to deliver Scouting to young people over the past year, this has massively helped to regain some of our youth members lost during the pandemic.

My thanks to all members of the Executive for the contribution and support you give me, the District team, and to everybody in the District who freely give their time for the benefit of young people.

Finally, let us not forget those who after many years of service to Scouting in Urmston and District have sadly ‘Gone Home’.

District Commissioner’s Report

Well, what a funny old year we’ve had here in Urmston and District Scouts.

We’ve lost too many Scouters this year young and not so young. To see so many leaders and friends at all these funerals was very humbling but at the same time showing we are doing something right here in Urmston and District to show the support given at these sad times.

On the other hand, I was able to attend the Remembrance Parade this year WOW what a turn out from the Scouts of Urmston and District and the comments we got from people to say how smart we all looked on parade.

It was great to hold our St George’s Day Parade this year after a few years off and what lovely weather we couldn’t have asked for better, and again the turnout was fantastic everyone looked smart and paraded well, and again we had some lovely comments on how nice it was to see everyone parading with flags around Urmston.

At both of these events I must say well done to Jemma, 3[rd] Davyhulme Band sounded really great on both these parades.

We held a recruitment day in Urmston from which I’ve heard we’ve gained a few new leaders thanks to all the Groups that took part in this.

Scouting on a whole in Urmston seems to be going from strength to strength with lots of activities and camps going on, we have a few nights away assessment taking place over the next month or two.

We understand how some of the changes put in place from headquarters with risk assessments having to be submitted to Group and District sometimes, I thank you all for your understanding with this and working with us as the rules and regulations have changed sometimes daily.

Sue and the Scout shop team are doing a sterling job with all the issues they’ve faced with things being out of stock and long waits for badges. Great news we now have a card reader in the shop so card payments can be taken.

We have 6 Scouts, 1 Assistant Leader and 1 IST member going to the next Jamboree and so far, I’ve attended several fund-raising events which have all been good fun events which have raised much needed funds for everyone.

Lastly a big THANKS to each and every one of you for all your hard work and commitment you give to keep Scouting in Urmston and District growing and providing learning, enjoyment, and a sense of belonging to all our youth members.

Lastly, we have had a sad year as we have had to say goodbye to some Scouters.

These are their last roles but between them they have held many appointments and are a great loss to the Urmston Scout Family.

The District like everyone around the Country and beyond have been in full lock down due to the Covid 19 pandemic.

In 2021, we finally emerged from lock down, slowly, and carefully…. But we are there, at last.

Groups

Every group in the District is back up and running face to face section nights and the parents / guardians have been a massive help with the ongoing covid 19 rules and home-based badge work. Many Thanks to everyone that has helped and returned after covid.

We have waiting lists at most groups and this is great news as it means the members, we lost due to other commitments and covid, we have replenished and we are still as popular as ever. We do need more Leaders and this is an ongoing issue which is being addressed as best we can. We need parent’s help.

Each group has started to camp again, which is fab news for our local and national scout camps and training courses have also recommenced. Here’s to the future….

County Events

Unfortunately, the Beaver events i.e. cooking competition was postponed due to covid and will hopefully recommence in 2022 – 2023.

There is no Cub Report this year

The Scouts are back and enjoying face to face scouting, camping and getting out and about. About time I say.

The Scouts enjoyed their first Backwoods Cooking Competition and a massive B.R.A.V.O to everyone that took part and especially 2[nd] Davyhulme on their 1[st] Place.

I would like to thank everyone in the District for their continuing work and here’s hoping for more scouting activities, camping, hikes and the odd competition.

Alan Millington – ADC Scouts

There is no Explorer report this year.

The Urmston and District Scout Active Support Unit over the last year has, like other sections of the Scout Association, been in some form of restrictions and been unable to meet as a group.

In January 2022 we lost one of the founder members of the Scout Fellowship, John Rees (Taff), who will be sadly missed at future activities and events.

We are looking forward to returning to a full programme of events in 2022/23 with St. Georges Day Parade in April and the Row Flag Competition in June.

Finally, I should like to thank Janet Pearce for all her help in assisting/arranging our events programme ensuring the Urmston & District Active Support Unit continues to flourish.

FINANCIAL REVIEW

The District accounts have been audited and approved by Liz Armstrong.

The accounts are presented in a Receipts and Payments format recommended the ‘Charity Statement of Recommended Practice (SORP)’, which forms part of The Scout Association Policy, Organisation & Rules (POR).

The District's Income and Expenditure is very small and as a consequence does not have sufficient funds to invest in longer-term investments such as stocks and shares. The District has therefore adopted a low-risk strategy to the investment of its funds. All funds are held in cash using only mainstream banks or The Charities Aid Foundation (CAF).

The District Executive regularly monitors the levels of bank balances and the interest rates received to ensure the District obtains maximum value and income from its banking arrangements. Occasionally this may involve using an account that requires a period of notice before funds may be withdrawn, before doing so the District Executive considers the cash flow requirements.

The District’s policy on reserves is to hold sufficient resources to continue the charitable activities of the District Scout Council should income and fundraising activities fall short. The District Executive Committee considers the District should hold a sum equivalent to 24 months running costs, circa £30,000 The District held reserves of approximately £50,000 against this at year end, and the District is making a significant contribution to the 6 young people attending the Jamboree, there has also been very little expenditure due to the pandemic.

No capital purchases were made during the year.

Only the Scout Shop records its own financial accounts and these are consolidated within the District Accounts.

The District Scouting equipment was valued in the year 1996/97 at £3618.99. From 1[st] April 1998, the value of the equipment, plus any additions at cost, has been depreciated at the rate of 15%. Most of the equipment has been scrapped because it was no longer regarded as being safe. It is considered that the current book value is in line with the remaining equipment.

Apart from the General Funds and Designated Funds, the Urmston District Council has two Restricted Funds:

The L T Naylor Disbursement Fund receives interest on investments in The Charities Aid Foundation Income Bond. The Finance and General Purposes Committee can make awards to Groups within the District up to the value of the total interest received in any single year. The purposes for which awards are made are special projects. Awards are not for routine maintenance.

The Shaw Memorial Fund was established to assist Groups in relation to projects (other than the International Jamboree) connected to the furtherance of International Scouting assistance and also to enable members with disabilities to more fully enjoy and participate in the activities of the movement.

Awards from both funds help to further the aims of Scouting within the District. Awards can be made only prior to the commencement of the project.

The rules of the L T Naylor fund require any surplus of the income received but not disbursed, to be re-invested in the capital. Any surplus of income from the Shaw Memorial Fund but not disbursed may either be held for disbursement at a later stage or alternatively added to the capital sum at the discretion of the Executive Committee.

The District Executive has determined that applications for the above funds should be made to the District Secretary on an annual basis and not later than 31[st] January in any one year.

All applications must be strictly in accordance with the Constitution and Rules for Administration of the respective Fund, details of which can be obtained from the District Secretary.

Independent examiner’s report to the trustees of Urmston and District Scout Council

I report to the trustees on my examination of the accounts of Urmston and District for the year ended 31[st] March 2022.

Responsibilities and basis of report

As the charity trustees of Urmston and District you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of Urmston and District accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner’s statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of Urmston and District as required by section 130 of the Act; or

  2. the accounts do not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
