The Tnjstees present their annual r8PDrt and financial statemenls the Year ended 31 March 2024.
The accounts have been prepa￿d in accordan￿ with the accounting poliaes set out in note 1 to ttE accounts and
comply with the Charity's governing document, the Companies Act 2006 and 'Accounting and Reporting by
Charities: Statement of Recommended Practtce applicable to charits'es preparing their accounts in accordance with
the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102). (as amended for
aCC￿nting periods commencing from 1 January 2016)
Objectives and actlvlties
The Charity's objects are..
- to provide for and nurture the personal development of young people of the City of Liverpool irrespective of race,
colour. sex. ability or social background.
- to equip them to participate fully in their community and to take their place in a changing soaety by
developing participative and decision making skills- and
to create opportunities and programmes so that they experience. understand and value the views, ideas and life
styles of other young people in the city and also nationally and intemationally.
The Trustees have paid due regard to guidance issued by the Charity Commission in d￿ldIng what actlvrtles the
Charity should undertake on public benefit.
Achlevements and performance
Throughout the year, th8 Club has continued to provide Its members with facilities required to further their
intelledual, physical, cultural and social education.
The enthusiasm of the Club's staff ensure a diverse range of activities was off8r8d, which induded sporting,
recreational, artistic, musical and technology based experiences.
Flnanclal revlew
It is the policy of the Charity that unrestricted fijnds which have not been designated for a specific use should be
maintained at a level equivalent to betsveen three and six month's expenditure. The Trustees consider that reserves
at this level wll ensure that, in the event of a significant drop in funding, they will be able to continue the Charity's
ent activities while consideration is given to ways in vthich additional funds may be raised. This level of reserves
has not been maintained throughout the year and the position is currently being addressed.
The Trustees have assessed the major risks to which the Charity is exposed, and are satisfied that systems are in
place to mitigate exposure to the major risks.
Structurei governance and management
The Charity was incorporated on 18th June 1987 and is a company limited by guarantee and therdore. has no
share capital.
The Trustees, vtho are also the directors for the purpose of company law, and who served during the Year and up to
the date of signature of the financial statements were:

Memorandum and Articles of Association, they are considered by the goveming bidy of Trustees for election.

TO THE TRUSTEES OF CENTRAL YOUTH CLUB LIMITED
I rewrt to the Trustees on my examination of the financial statements of CENTRAL YOUTH CLUB LIMITED {the
Charity) for the Year ended 31 March 2024.
Responslblllties and basls of report
As the Trustees of the Charity {and also its directors for the purposes of company law), you are res￿nSIble for the
preparation of the financial statements in aCC(xdar￿e with the requirements of the Companies Act 2006.
Having satisfied myself that the financial statements of the Charity are nol requirwj to be audi￿1 under Part 16 of
the Companies Act 2006 and are eligible for tndependent examination, I report in respect of my examination of the
Chafity's financial statements Gqrried out under sedion 145 of the Charities Act 20.11. In carying out my
examination I have followed the Directions given by the Charity Commission under section 145(5)(b} of the Charities
Act 2011.

I have completed my examination. I confim that no matters have ¢cKne to my attention in connection with the
examlnatlon glvlng me cause to believe that in any material respect:

2006.

should be dra%vn in this report in order to enable a proper understandtng of the finanaal statements to be reached.

CENTRAL YOUTH CLUB LIMrrED is a private company limited by guarantee incorporated in England and
dles. The registered office is Walker Street, Low Hill. Liverpool. L6 1 EJ.
1.1 Accountlng conventlon
The financial statements are prepared in sterling. which is the functional currency of the Charity. Monetary
amourrts in these financjal statements are rounded to the nearest £.
The financial statements have been prepared under the historical cost convention. [modified to include the
revaluation of freehold properties and to include investment properties arKI certain financial instruments at fair
valuej. The principal accounting policies adopted are set out below.
1.2 Going concern
At the time of approving the financial ststements, the Trustees have a reasonable expectation that the Charity
has adequate resources to continue in operational existence for the foreseeable future. Thus the TTUStees
continue to adopt the going concem basis of accounting in preparing the financial ststements.
1.3 Charltable funds
Unrestricted funds are available for use at the discretion of the Trustees in furtheran￿ of IF￿1r charitable
objectives.
Restrlcted funds are subject to speciflc conditions by donors or grantors as to how they may be used. The
purposes arxl uses of the restricted funds are set out in the notes to the financial statements.
Endowment funds are subject to specific corKlitions by donors that the capital must be maintained by the
Charity.
1.4 Incomlng resources
Income is recognised Wh￿ the Charity is legally entiued to it after any performants condltions hwoe been
met. the amounts can be measured reliabty. arKI it is probable that income will be received.
Cash donations are recognised on receipt. Other donations are recognised once the Charity has been notified
of the donation. unless performance conditions require deferral of the amount. Income tax recoverable in
relation to donations re￿iVed under GrftAid or deeds of covenant is recognised at the time of the donation.
Legacies are recognised on receipt or otheNiise rf the Charity has been notrfied of an impending distribution.

contingent asset.
1.5 Resources expended
Liabilities are recognised on the accruals basis in accordance with normal accounting principles. modified
where nece&8ary In accordance with the guidan￿ given in the Statement of Recommended Practice for
Accounting and Reporting issued by the Charity Commissioners for England & Wales.
Expenditure is accounted for on an accruals basis.
Resources expended include attributable VAT, which cannot be recovered.

The gain or loss arising on the disposal of an assel is deterrnined as the differenr2 beknveen the sale
proceeds and the carrying value of the asset, and is recognised in the stalement of financial activities.
1.7 Impalm￿nt of flxed assets
At each reporting end date. Charty reviews the carrying amounts of its tangible assets to determine
thether there is any indication that those assets have SUff￿d an Impalrment loss. If any such indration
exists, the recoverable amount of the assel is estimated in order to detennine the extent of the impaimient
loss (if any).
1.8 Cash and cash equlvalents
Cash and cash equivalents indude cash in hand. deposits held at call with banks, other short-tem Ilquld
inveslments with original maturities of three months or less. and bank ¢)verdrafts. Bank overdrafts are shown
within borrowings in current liabilities.
Basie financial assets
Basic financial assets, which include debtors and cash and bank balances, are initially measured a
transaction Pri￿ including transaction costs and are subsequently carried at amortised cost using the
effective interest method unless the arrangement constitutes a financing transaction, where the transaction is
measured at th8 present value of the future receipts discounted at a market rate of interest. Finanaal assets
dasslfied as recelvable within one year are not amortised.

Basic ffinancial liabilities. induding creditors and bank loans are initially recognised at transadion price unless
the arrangement constitutes a ffinancing transaction, vthere the debt Instrument is measured at the present
value of the fuiure payments discounted at a market rate of interest. Financial liabilities dassified as payable
within one year are not amortised.
Debt inslruments are subsequently carried at amortised cost, using the effective interest rate method.
Trade creditors are obligations to pay for goods or services that have been acquired in the Ordin￿ course of
operations from suppliers. Amounts payable are classified as current liabilities if payment is due within one
year or less. If not, they are presented as non<urrent liabilities. Trade creditors are recognised initially at
trdnsaction price and subsequently measured at amortlsed cost using the effective interest method.

Financial liabilitses are dereeognised Nthen the Charty's contractual obligatsons expire or are distharged or
