The Trustees present their report and financial statements for the year ended 31 March 2026.

The accounts have been prepared in accordance with the accounting policies set out in note 1 to the accounts and comply with the Charity' s governing document, its Constitution adopted on the 29 May 1986 (as amended), the Charities Act 2011 and “Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)”.

Aims and objectives

The objects of the Trust, as recorded in its Constitution, are to assist the Parochial Church Council (PCC) of the Parish Church of the Holy Trinity and St. Mary, Berwick-upon-Tweed, to advance religion in accordance with the principles of the Church of England in all or any of the following ways or in such other ways as the Trustees think fit from time to time, viz:

All the activities of the Trust to date have been concentrated on the objects set out in (a) and (b) above. However it is envisaged that in future projects in category (c) may be undertaken. In 2021, the Trustees conducted a review of the donations given and the publicity used in soliciting donations, in view of concerns that the publicity did not make category (c) activities clear, and decided to reclassify all funds given on the basis of this documentation as restricted for purposes (a) and (b). The publicity documentation has now been updated to make the full objectives of the Trust clear.

The Trustees have paid due regard to guidance issued by the Charity Commission in deciding what activities the Trust should undertake.

Achievements and performance

The current financial year has seen an improvement in the Trust’s investments, with capital growth, interest and dividends yielding a total of £28,221 in income to the charity. The charity also received donations of £10,421 (including Gift Aid) and a legacy from the estate of the late Elma Stawart of £10,000.

The year began with valuations already depressed by the expectation of the imminent announcement of tariffs for goods imported into the USA, and when the announcements were far more dramatic than expected, markets plunged further. Since then, however, as many of the tariffs have been reduced substantially (and most declared illegal by the US Supreme Court), market conditions improved, until towards the end of the financial year when markets again plunged, following the attack by the USA and Israel on Iran. As the financial year closes, we are therefore again in a period of uncertainty.

Given these conditions, and in anticipation of substantial calls on Trust resources in the near future, as described below, the Trust has continued to adopt a cautious attitude to risk, reducing the risk level of its investments to the lowest in the medium risk category defined by our investment managers.

The Trust has continued to work jointly with the PCC on increasing awareness of the Trust, and in 2025 held a lecture by Professor Kenneth Fincham of the University of Kent on the historical background around the time of the church’s construction and its impact on the architecture of the building. Further events are planned in connection with the 375[th] anniversary in 2027 of the opening of the church for public worship.

The Trust also worked with the PCC on the development of a Friends group, which is now in operation and has recently published the second edition of its digital magazine. Additionally, the Trust commissioned and adopted a distinctive logo for use in connection with its activities and introduced an updated version of a leaflet about the Trust to assist fundraising for its objects.

Grants were made to the PCC of £5,326 for painting of the downpipes to the church and of the gate to the churchyard, as well as for work by the church architect to investigate the condition of the church’s roofs and prepare a detailed specification for replacing the nave and the organ chamber roofs.

Future Plans

The Trustees continue to work closely with the PCC to assist it in meeting its commitments to maintain the Church and its ancillary premises in good repair, and in pursuing a programme of restoration in accordance with its architect’s advice. A report by the architect in 2025 on the condition of the nave roof recommended its replacement, and the PCC has now agreed to the replacement of both the nave and organ chamber roofs and the installation of thermal insulation in both. The Trust has agreed to contribute £10,000 toward the expenses incurred in obtaining approval for these works and engaging a contractor to carry them out, and a contribution of up to £100,000 towards the cost of the works themselves, currently estimated at some £200,000 plus VAT.

In addition, as noted in the previous Trustees' report, 12 of the organ pipes will need repair at some stage, at a cost of around £3,000. The leathers and trunking in the organ chamber are showing wear and are likely to need replacement before too long. Harrison and Harrison have estimated that this work could cost

£52,500, and when the work becomes necessary the price may well have increased due to inflation.

Other potential work includes that required to meet the zero carbon targets of the Diocese and the National Church.

Establishment of Designated Roof Fund

In anticipation of the need to assist with the funding of the replacement of the nave and organ chamber roofs, the Trustees agreed to establish a Designated Fund for the roof work and to transfer into it any surpluses in the General Unrestricted Fund and Capital Reserve Funds above the originally agreed values (in the case of the Capital Reserve Fund, adjusted for inflation since its inception in 2021).

Volunteers

The Trust has no employees and is grateful to the Examiner for the donation of his fees, which are shown in the accounts as an expense and offsetting donation. Other voluntary activities not quantified are the work of the Trust’s officers (Chair, Vice Chair, Secretary and Treasurer) and thanks are also due to Ted Cawthorn who, together with the Chair and Treasurer, undertook the Secretary’s duties for a period following the resignation of Flora Moxon on her relocation away from Berwick. Thanks are due to Flora who has fulfilled the secretarial role for a number of years and also to Val Walke who has now undertaken to assume this role.

In addition to these, several Trustees and others participated in the joint PCC/Trust committee looking at how to expand the profile of the Trust, and the lecture by Prof Kenneth Fincham involved volunteers contributing to the organisation of the event, including the catering and technical support. To all of these the Trustees extend their warm thanks.

Financial Review and Reserves

The Trustees continue to review the Trust's financial reserves in the light of market fluctuations, taking account of the nature of the income and expenditure streams and with specific reference to the need to ensure that adequate funds are available to meet commitments to the Parochial Church Council. They are satisfied that sufficient funds are allocated for capital and revenue purposes and have ensured that, where appropriate, funds under certain expenditure heads are restricted to those designated expenditures.

Investment Policy

The Trust Deed allows the Trustees to invest funds in any investment they think fit, in their absolute discretion. In practice, the Trust's investments have been professionally managed and valued by retained stockbrokers and fund managers in consultation with the Honorary Treasurer and Investment Subcommittee. The Trustees have adopted an ethical investment policy which is implemented by their investment fund managers, and which was updated during the year on advice from the investment managers.

1. Accounting policies

Charity information

The Berwick Parish Church Trust is a registered charity and was established by Trust deed dated the 29 May 1986, to assist the Parochial Church Council of the Parish Church of the Holy Trinity and St. Mary, Berwickupon-Tweed, to advance religion in accordance with the principles of the Church of England.

1.1 Accounting convention

The financial statements have been prepared in accordance with the Charity's governing document, the Charities Act 2011 and "Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)". The Charity is a Public Benefit Entity as defined by FRS 102.

The Charity has taken advantage of the provisions in the SORP for charities applying FRS 102 Update Bulletin 1 not to prepare a Statement of Cash Flows.

The financial statements have departed from the Charities (Accounts and Reports) Regulations 2008 only to the extent required to provide a true and fair view. This departure has involved following the Statement of Recommended Practice for charities applying FRS 102 rather than the version of the Statement of Recommended Practice which is referred to in the Regulations but which has since been withdrawn.

The financial statements are prepared in sterling, which is the functional currency of the Charity. Monetary amounts in these financial statements relating to the prior reporting period are rounded to the nearest £.

The financial statements have been prepared under the historical cost convention, modified to include the revaluation of freehold properties and to include investment properties and certain financial instruments at fair value. The principal accounting policies adopted are set out below.

1.2 Going concern

At the time of approving the financial statements, the trustees have a reasonable expectation that the Charity has adequate resources to continue in operational existence for the foreseeable future. Thus the trustees continue to adopt the going concern basis of accounting in preparing the financial statements.

1.3 Charitable funds

Unrestricted funds are available for use at the discretion of the trustees in furtherance of their charitable objectives. Designated funds comprise funds which have been set aside at the discretion of the trustees for specific purposes. Restricted funds comprise funds which have been received for specific purposes and may only be used for those purposes. The purposes and uses of the designated and restricted funds are set out in the notes to the financial statements.

1.4 Incoming resources

Income is recognised when the Charity is legally entitled to it after any performance conditions have been met, the amounts can be measured reliably, and it is probable that income will be received. Cash donations are recognised on receipt. Other donations are recognised once the Charity has been notified of the donation, unless performance conditions require deferral of the amount. Income tax recoverable in relation to donations received under Gift Aid or deeds of covenant is recognised at the time of the donation.

1.5 Resources expended

All expenditure is accounted for on an accruals basis and has been aggregated under appropriate headings, based on the activities to which they are attributable.

Management and administration costs are those incurred in connection with the administration of the Charity and compliance with constitutional and statutory requirements.

1.6 Fixed asset investments

Fixed asset investments are initially measured at transaction price excluding transaction costs, and are subsequently measured at fair value at each reporting date. Changes in fair value are recognised in net income/(expenditure) for the year.

1.7 Cash and cash equivalents

Cash and cash equivalents include cash in hand, deposits held at call with banks, other short-term liquid investments with original maturities of three months or less, and bank overdrafts. Bank overdrafts are shown within borrowings in current liabilities.

1.8 Financial instruments

The Charity has elected to apply the provisions of Section 11 ‘Basic Financial Instruments’ and Section 12 ‘Other Financial Instruments Issues’ of FRS 102 to all of its financial instruments.

Financial instruments are recognised in the Charity's balance sheet when the Charity becomes party to the contractual provisions of the instrument.

Financial assets and liabilities are offset, with the net amounts presented in the financial statements, when there is a legally enforceable right to set off the recognised amounts and there is an intention to settle on a net basis or to realise the asset and settle the liability simultaneously.

Basic financial assets

Basic financial assets, which include debtors and cash and bank balances, are initially measured at transaction price including transaction costs and are subsequently carried at amortised cost using the effective interest method unless the arrangement constitutes a financing transaction, where the transaction is measured at the present value of the future receipts discounted at a market rate of interest. Financial assets classified as receivable within one year are not amortised.

Basic financial liabilities

Basic financial liabilities, including creditors and bank loans are initially recognised at transaction price unless the arrangement constitutes a financing transaction, where the debt instrument is measured at the present value of the future payments discounted at a market rate of interest. Financial liabilities classified as payable within one year are not amortised.

Debt instruments are subsequently carried at amortised cost, using the effective interest rate method. Trade creditors are obligations to pay for goods or services that have been acquired in the ordinary course of operations from suppliers. Amounts payable are classified as current liabilities if payment is due within one year or less. If not, they are presented as non-current liabilities. Trade creditors are recognised initially at transaction price and subsequently measured at amortised cost using the effective interest method.

Derecognition of financial liabilities

Financial liabilities are derecognised when the Charity’s contractual obligations expire or are discharged or cancelled.

2. Critical accounting estimates and judgements

In the application of the Charity’s accounting policies, the Trustees are required to make judgements, estimates and assumptions about the carrying amount of assets and liabilities that are not readily apparent from other sources. The estimates and associated assumptions are based on historical experience and other factors that are considered to be relevant. Actual results may differ from these estimates. The estimates and underlying assumptions are reviewed on an ongoing basis. Revisions to accounting estimates are recognised in the period in which the estimate is revised where the revision affects only that period, or in the period of the revision and future periods where the revision affects both current and future periods.

15. Designated and restricted funds

The restricted funds material to the Charity’s activities are as follows:round(

The Organ Fund is set up to provide funds for the servicing and maintenance of the organ. The Church Maintenance fund is set up for the maintenance of the church building and ancillary buildings and its use is restricted to purposes defined by clauses (a) and (b) in the Charity’s constitution, including, if necessary, the organ.

An unrestricted designated Capital Reserve Fund is set up by the Trustees to provide a capital sum to generate income for future maintenance of the church building and ancillary buildings, including, if necessary, the organ.

The unrestricted designated Roof Fund is set up by the Trustees to help finance the replacement of the nave and organ chamber roofs of the church.
