TRUSTEES REPORT 31 December 2024
The Trustee board present their report and the financial statements for the year ended 31 December 2024. They confirm that the financial statements comply with current statutory requirements and with those of the charity’s constitution.
Structure and Governance
The charity was established under a constitution adopted in 1986, when it registered as a charity. The organisation is registered and governed by the UK Scout Association.
The Mission of Scouting
Scouts actively engages and supports young people in their personal development, empowering them to make a positive contribution to society.
The Values of Scouting
As Scouts we are guided by these values: Integrity - We act with integrity; we are honest, trustworthy and loyal. Respect -We have self-respect and respect for others.
Care - We support others and take care of the world in which we live. Belief - We explore our faiths, beliefs and attitudes.
Co-operation - We make a positive difference; we co-operate with others and make friends.
Our Goals & Vision
Our plan is to build on the success of the previous plan: to continue to grow, become more inclusive, to be shaped by young people and to make a bigger impact in our communities. We set new goals for 2025.
The Scout Method
Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and:

Our Scout Group: Steve Love, Group Lead Volunteer
Pen-y-ffordd Scout Group consists of a Squirrel Drey, Beaver Colony, Cub Pack and a Scout Group, in addition the group host Blaze Explorer Scout unit on behalf of Flintshire District Scouts through a partnership agreement. The Group provides activities for children aged 4 to 18 in accordance with the aims and objectives of the Scout movement.
2024 saw another busy year for our Scout Group, delivering exceptional levels of front line scouting for our young people whilst leaders and volunteers were navigating a huge amount of organisational and structural change in how The Scout Association operates and functions behind the scenes following recommendations made in the reports you may have seen in the media through 2024 about the death of a Scout (not from our area I hasten to add) on the Great Orme. The recommendations from the report has placed a significant amount of additional workload on our volunteers, for all the right reasons, to ensure we continue to offer a safe scouting experience for all of our young people.
Our census numbers remain as strong as ever, with every section running at capacity, and we currently have over 120 young people taking part in Scouting in Penyffordd across all sections (including our Explorer Unit). Despite brilliant membership numbers, sadly we see an almost similar number of young people currently on our waiting list, just shy of 100. The demand for our sections is testament to the hard work of all our volunteers and I know that our team leaders for each section have worked tirelessly to keep the flow of children through the sections as seamless as possible to allow us to open up a few more places where we have been able to.
You will see from the section reports contained within this pack, 2024 saw a jam packed programme of activities in all our sections, and so I will not steal their thunder by writing about them here – but there are 2 specific activities I would like to make reference to. Firstly, our Group Fun Day at Commonwood Fisheries – a brilliant day was had by over 100 members of the group taking part in a host of activities from paddleboarding to circus skills, craft to inflatables and a whole host of other things thrown in too. Thank you to everyone who made the day the success it was, it is always brilliant to spend time with the families of our youth members, getting to know you all a bit better.
In June this year, a significant number of leaders from Penyffordd, along with myself took the lead roles in hosting the biennial Explorer Scout Festival “Gladstonbury” at our local campsite. This is an event that many of the leadership team in Penyffordd have nurtured from its quiet beginnings of 60 participants in 2016, through to last years event which saw 500 Explorer Scouts from right across the UK descend on Gladstone for a festival inspired weekend of fun. This event not only shows off Flintshire Scouting to the rest of the UK but also demonstrates just what the team in Penyffordd are capable of providing for our young people, and so I wanted to extend a public thanks to all involved. 2026 will see the event return with even bigger ambitions, so if your young person will be aged 13-17 in 2026 – make sure they get involved!
In conclusion 2024 has been an absolute blast as always, seeing the enjoyment and progress that our 120+ members get from being involved is a huge motivation to all of our leaders – it is the reason why we volunteer. I will finish my report by saying a huge thank you and well done to all of our volunteers, whether that be leaders, trustees, helpers or supporters for everything you do. I am exceptionally proud of Penyffordd Scout Group, and feel very lucky to be the Lead Volunteer of the group – 2025 is a very special year for us, our Diamond Anniversary which we look forward to celebrating with you all.
Squirrel Report: Clare Henrys, Squirrel Team Leader
In 2024 Squirrels had lots of fun and adventures. As well as weekly themes like talking about feelings, gardening and different holidays we have also been working towards the new space badge. We have also learned some BSL and Braille over the year with several special visitors.
We celebrated our first birthday with a special party day in January and Squirrel Appreciation Day followed. Soon after our first two Squirrels 'Scurried Up to Beavers and we welcomed 6 new members, taking our total number to 16.
We took part in several joint events with Beavers included an Egg Hunt at Gladstone, a visit to Park in the Past and our first Squirrels sleepover as we joined the Beavers at Damboree.
We began Summer term by building up our routine for our Community Impact badge; we discussed the food bank, planned a shopping trip to co-op with a £5 budget and then in groups go and buy suitable items for the food bank and donate them. We are also helping Beavers with the tree decorating schedule. Some Squirrels also took part in JOTT which was an amazing achievement for their age.
We ended the summer with a trip to Jemoleys to paint tiles. We started back in in September with our very first Squirrels only district event - Squirrelympics. The Squirrel's had an amazing time with activities like crazy golf, soft axe throwing, soft archery, discuss, javelin and obstacle course.
We led the Scouts at the Remembrance Parade which the Squirrels were very proud of, and they shared carrying the flag throughout the parade.
We ended the year with Christmas Craft and a party at Jemoleys to make Christmas decorations.
Beaver Report: Nic Robinson, Beaver Team Leader
PYF Beavers 2024 has been another exciting year full of fun and adventure. We held 2 sleepovers, one in the spring at Cox Wood where the new Beavers tried out some scout activities and an autumn Halloween sleepover, where we also took part in a district campfire. We also attended District Beaver Damboree with over 100 Beavers and even had a visit from our Area Commissioner.
We took part in the district JOTT where we completed a 5-mile hike and a walk along the River Dee with 18 beavers gaining their hikes away badge. We attended the Chester Gang Show, which is a performance by Cheshire Scouts and was the first one for us since covid. We took part in Parliament Week, completing some parliamentary activities and voting for their favourite food for Sleepover.
We continued our community impact badge by renewing the poo bag dispensers and distributed them around the village, these were very well received. We carried on our activity for the community to help decorate the seasonal tree in the village throughout the year with decorations from the knitting club who knit the decorations.
We finished our summer term with a trip to FreeDome Trampoline Park, enjoyed cake and plenty of badges awarded.
We had 2 fantastic district events this year, starting with the DAMBOREE where Beavers come together to camp and enjoy a variety of activities plus a Halloween Campfire, singing songs around the fire with Beavers from Flintshire.
Our group took part in the traditional Penyffordd remembrance parade and service, parading with members of the Royal British Legion, 15 Beavers took part and received a commemorative badge for their uniform.
Beavers attended our fun introductory sessions, these are very popular, teaching them the basics, moving around in the boat and having fun, we were able to run 4 this year and hope to build on this next year.
Finished our year with a fun quiz night for our Beaver families, plenty of fun and laughter by all, a Christmas hike and our traditional trip to Jemoley’s to paint Christmas decorations, supporting our fantastic local café.
In total Over 300 badges have been awarded this year together with 7 Chief Scout Bronze’s.
Cub Report: Hannah Morris, Cub Team Leader
Another busy year for cubs with lots to celebrate. This year saw us award 9 chief scout silver awards, and 294 other badges to Cubs following their hard work. We have continued to develop our skills in relation to camping and the outdoors, looking at cooking, knots, tent care, pioneering and camp projects. We have explored through hikes locally testing our navigation skills and completed incident and team challenge hikes to test our teamwork skills.
This year we commenced work on the community garden in Penyffordd working towards our environmental conservation and gardener badges. We have tried new sports at the tennis club, and enjoyed pool sessions for canoeing at Mold swimming baths. We have been away to Neston with our cycle camp in March, summer camp in Rowen Conwy joining in with JoTT and September camping basics camp in Coxwood.
Cubs continue to take on the challenges presented to them and as leaders we have been proud to see how they have grown as a group and gained confidence in the skills they have learned.
Scout Report: Chris Williams, Scout Team Leader
2024 has been another busy year for Penyffordd Scouts. We have remained with consistently around 24 members throughout the year, with a constant flow from Cubs and up to Explorers.
We've continued our normal programme of outdoor camps and activities, including hiking - in the Clwydian Range and Llangollen, canoeing/kayaking in Mold Leisure Centre as well as on the Canal in Waverton, supported the All Wales Scout Camp, cycling and many other activities.
We have changed our method slightly for running the regular Troop nights, and we've been reinforcing the use of Patrols and developing the older Scouts to lead these Patrols. A number of the Scouts are now well on the way to achieving the Chief Scouts Gold Award through into 2025.
We currently have a relatively young Scout Troop, but we are continuing to build on our previous experiences to develop the Scouts and encourage them to maximise their participation in the activities

Explorer Scouts
As a group we continue to host Blaze Explorers on behalf of Flintshire District however for all sense and purpose they are treated as an equal partner of Pen-y-ffordd Scout Group. A partnership agreement is in place and reviewed annually.
As explorer scouting is administered at a District Level, the annual report for Blaze explorers is contained within the Flintshire District Reporting.
The group have young leaders supporting sections from Blaze Explorer unit.
Volunteer Learning
As referenced earlier in this report, following both the organisational changes in how our volunteers are structured and the recommendations from the reports following the Great Orme tragedy, 2024 has seen many of our volunteers having to undertake additional/ refresher learning and training. I am pleased to report that we remain in a great position from a compliance perspective with all volunteers up to date on their safety & safeguarding training, and ample first aid cover across all of our sections. In addition to the formal training, we are fortunate enough to have volunteers who have taken on additional learning and qualifications (known as permits, in Scouting) to run adventurous activities such as Kayaking, Climbing & Archery.
Community Impact
It is not possible for us as a Scout Group, to take part in every Scout Association community initiative however we can have an impact on our local community by taking an active role as a Scout Group.
We have supported with cleanups & tree planting in the village. We once again supported the village
remembrance parade and had a brilliant turnout from our young people who made up a significant proportion of the procession and also our younger sections took a part in the service in the institute following the parade – a huge thank you to parents for recognising the importance and significance of this event, and for the young people for representing our group so well.
December saw the return of the ever-popular Santa Float, and what has become a more recent tradition – the hotly anticipated PYF Christmas advert for this… with 2024’s advert catching us a bit off guard with just how viral it ended up going, culminating in Greg being interviewed on BBC Radio about the advert! 2024 also saw another first for our Santa Float – gale force winds brought a halt to proceedings and for the first time ever (including throughout Covid!) we were forced to cancel a night of the collections – a huge thank you to everyone who rallied around at short notice to ensure that nobody missed out on seeing Santa by collecting for an additional weekend, especially given how close to Christmas this was.
Health and Safety: Our Hut
The hut is maintained to an acceptable standard in line with Health and Safety requirements Jacksons undertook our annual fire extinguisher check in February 2024. The Asbestos Risk assessment has been reviewed and an asbestos plan put in place as recommended by The Scout Association, this has been signed off by the executive committee.
It is well known and recognised that whilst our premises remains safe and compliant, it is rapidly approaching the end of its life – we are working with the CIC established for the site to secure our future in a new building and transfer of the site is expected to take place in 2025, and so until then we will sit tight complete any necessary works to keep the building safe whilst ensuring we do not spend to excess unless absolutely necessary.
Welcome Pack
The welcome pack has been kept up to date with any necessary changes
Minibus/Trailer
The minibus has had regular servicing and mechanical work completed. Our minibus is now 15 years old and so in 2025 we will begin to explore replacement of this.

Trustee Board
The Group is managed by the Lead Volunteer and the leadership team with our Trustee Board charged with ensuring good governance of the group and sense checking the decisions made by the leadership team stand up to scrutiny and make good business sense. The members of our Trustee Board are the ‘Charity Trustees’ of the Scout Group which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate.
The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association.

The board aims to have around 6-8 members, including a Chair & Treasurer.
Financial Review and Reserves
The results for the year show a net cash inflow of £408 compared to an outflow of £3,802 in the previous financial year. The Group accounts show a cash outflow of £2,485 for the year but the Section accounts, thanks to some one off donations showed a surplus of £2,893.
Membership increased over the year and we also increased fundraising income by holding a casino night for the first time in many years and also our Annual Santa Float.
Money was spent in the year on improving equipment; new tents were purchased and also a new Canadian Canoe named after Hawkeye, Gary Robinson who we sadly lost in 2024. There was also a one-off necessary cost on servicing and improving the safety of our shutters at the Hut of over £2,000.
The Total Funds held by the Group on 31 December 2024 was £47,062 and this is split between Designated Funds held across the 4 sections of Squirrels, Beavers, Cubs and Scouts of £5,982, Minibus and remedial work on the building of £28,500, Restricted funding of £1,480 which leaves £11,101 as free reserves. The Trustees feel that the Charity needs to hold approximately 6 months Group expenditure as free reserves, which equates to approximately £12,000.
Subscriptions
It was agreed that due to increasing costs associated with running the group, it would be necessary to increase subscriptions from 1 January 2025.

This is an event that many of the leadership team in Penyffordd have nurtured from its quiet beginnings of 60 participants in 2016, through to last years event which saw 500 Explorer Scouts from right across the UK descend on Gladstone for a festival inspired weekend of fun. This event not only shows off Flintshire Scouting to the rest of the UK but also demonstrates just what the team in Penyffordd are capable of providing for our young people, and so I wanted to extend a public thanks to all involved. 2026 will see the event return with even bigger ambitions, so if your young person will be aged 13-17 in 2026 – make sure they get involved!
In conclusion 2024 has been an absolute blast as always, seeing the enjoyment and progress that our 120+ members get from being involved is a huge motivation to all of our leaders – it is the reason why we volunteer. I will finish my report by saying a huge thank you and well done to all of our volunteers, whether that be leaders, trustees, helpers or supporters for everything you do. I am exceptionally proud of Penyffordd Scout Group, and feel very lucky to be the Lead Volunteer of the group – 2025 is a very special year for us, our Diamond Anniversary which we look forward to celebrating with you all.
Squirrel Report: Clare Henrys, Squirrel Team Leader
In 2024 Squirrels had lots of fun and adventures. As well as weekly themes like talking about feelings, gardening and different holidays we have also been working towards the new space badge. We have also learned some BSL and Braille over the year with several special visitors.
We celebrated our first birthday with a special party day in January and Squirrel Appreciation Day followed. Soon after our first two Squirrels 'Scurried Up to Beavers and we welcomed 6 new members, taking our total number to 16.
We took part in several joint events with Beavers included an Egg Hunt at Gladstone, a visit to Park in the Past and our first Squirrels sleepover as we joined the Beavers at Damboree.
We began Summer term by building up our routine for our Community Impact badge; we discussed the food bank, planned a shopping trip to co-op with a £5 budget and then in groups go and buy suitable items for the food bank and donate them. We are also helping Beavers with the tree decorating schedule. Some Squirrels also took part in JOTT which was an amazing achievement for their age.
We ended the summer with a trip to Jemoleys to paint tiles. We started back in in September with our very first Squirrels only district event - Squirrelympics. The Squirrel's had an amazing time with activities like crazy golf, soft axe throwing, soft archery, discuss, javelin and obstacle course.
We led the Scouts at the Remembrance Parade which the Squirrels were very proud of, and they shared carrying the flag throughout the parade.
We ended the year with Christmas Craft and a party at Jemoleys to make Christmas decorations.
Beaver Report: Nic Robinson, Beaver Team Leader
PYF Beavers 2024 has been another exciting year full of fun and adventure. We held 2 sleepovers, one in the spring at Cox Wood where the new Beavers tried out some scout activities and an autumn Halloween sleepover, where we also took part in a district campfire. We also attended District Beaver Damboree with over 100 Beavers and even had a visit from our Area Commissioner.
We took part in the district JOTT where we completed a 5-mile hike and a walk along the River Dee with 18 beavers gaining their hikes away badge. We attended the Chester Gang Show, which is a performance by Cheshire Scouts and was the first one for us since covid. We took part in Parliament Week, completing some parliamentary activities and voting for their favourite food for Sleepover.
We continued our community impact badge by renewing the poo bag dispensers and distributed them around the village, these were very well received. We carried on our activity for the community to help decorate the seasonal tree in the village throughout the year with decorations from the knitting club who knit the decorations.
We finished our summer term with a trip to FreeDome Trampoline Park, enjoyed cake and plenty of badges awarded.
We had 2 fantastic district events this year, starting with the DAMBOREE where Beavers come together to camp and enjoy a variety of activities plus a Halloween Campfire, singing songs around the fire with Beavers from Flintshire.
Our group took part in the traditional Penyffordd remembrance parade and service, parading with members of the Royal British Legion, 15 Beavers took part and received a commemorative badge for their uniform.
Beavers attended our fun introductory sessions, these are very popular, teaching them the basics, moving around in the boat and having fun, we were able to run 4 this year and hope to build on this next year.
Finished our year with a fun quiz night for our Beaver families, plenty of fun and laughter by all, a Christmas hike and our traditional trip to Jemoley’s to paint Christmas decorations, supporting our fantastic local café.
In total Over 300 badges have been awarded this year together with 7 Chief Scout Bronze’s.
Cub Report: Hannah Morris, Cub Team Leader
Another busy year for cubs with lots to celebrate. This year saw us award 9 chief scout silver awards, and 294 other badges to Cubs following their hard work. We have continued to develop our skills in relation to camping and the outdoors, looking at cooking, knots, tent care, pioneering and camp projects. We have explored through hikes locally testing our navigation skills and completed incident and team challenge hikes to test our teamwork skills.
This year we commenced work on the community garden in Penyffordd working towards our environmental conservation and gardener badges. We have tried new sports at the tennis club, and enjoyed pool sessions for canoeing at Mold swimming baths. We have been away to Neston with our cycle camp in March, summer camp in Rowen Conwy joining in with JoTT and September camping basics camp in Coxwood.
Cubs continue to take on the challenges presented to them and as leaders we have been proud to see how they have grown as a group and gained confidence in the skills they have learned.
Scout Report: Chris Williams, Scout Team Leader
2024 has been another busy year for Penyffordd Scouts. We have remained with consistently around 24 members throughout the year, with a constant flow from Cubs and up to Explorers.
We've continued our normal programme of outdoor camps and activities, including hiking - in the Clwydian Range and Llangollen, canoeing/kayaking in Mold Leisure Centre as well as on the Canal in Waverton, supported the All Wales Scout Camp, cycling and many other activities.
We have changed our method slightly for running the regular Troop nights, and we've been reinforcing the use of Patrols and developing the older Scouts to lead these Patrols. A number of the Scouts are now well on the way to achieving the Chief Scouts Gold Award through into 2025.
We currently have a relatively young Scout Troop, but we are continuing to build on our previous experiences to develop the Scouts and encourage them to maximise their participation in the activities

Explorer Scouts
As a group we continue to host Blaze Explorers on behalf of Flintshire District however for all sense and purpose they are treated as an equal partner of Pen-y-ffordd Scout Group. A partnership agreement is in place and reviewed annually.
As explorer scouting is administered at a District Level, the annual report for Blaze explorers is contained within the Flintshire District Reporting.
The group have young leaders supporting sections from Blaze Explorer unit.
Volunteer Learning
As referenced earlier in this report, following both the organisational changes in how our volunteers are structured and the recommendations from the reports following the Great Orme tragedy, 2024 has seen many of our volunteers having to undertake additional/ refresher learning and training. I am pleased to report that we remain in a great position from a compliance perspective with all volunteers up to date on their safety & safeguarding training, and ample first aid cover across all of our sections. In addition to the formal training, we are fortunate enough to have volunteers who have taken on additional learning and qualifications (known as permits, in Scouting) to run adventurous activities such as Kayaking, Climbing & Archery.
Community Impact
It is not possible for us as a Scout Group, to take part in every Scout Association community initiative however we can have an impact on our local community by taking an active role as a Scout Group.
We have supported with cleanups & tree planting in the village. We once again supported the village
remembrance parade and had a brilliant turnout from our young people who made up a significant proportion of the procession and also our younger sections took a part in the service in the institute following the parade – a huge thank you to parents for recognising the importance and significance of this event, and for the young people for representing our group so well.
December saw the return of the ever-popular Santa Float, and what has become a more recent tradition – the hotly anticipated PYF Christmas advert for this… with 2024’s advert catching us a bit off guard with just how viral it ended up going, culminating in Greg being interviewed on BBC Radio about the advert! 2024 also saw another first for our Santa Float – gale force winds brought a halt to proceedings and for the first time ever (including throughout Covid!) we were forced to cancel a night of the collections – a huge thank you to everyone who rallied around at short notice to ensure that nobody missed out on seeing Santa by collecting for an additional weekend, especially given how close to Christmas this was.
Health and Safety: Our Hut
The hut is maintained to an acceptable standard in line with Health and Safety requirements Jacksons undertook our annual fire extinguisher check in February 2024. The Asbestos Risk assessment has been reviewed and an asbestos plan put in place as recommended by The Scout Association, this has been signed off by the executive committee.
It is well known and recognised that whilst our premises remains safe and compliant, it is rapidly approaching the end of its life – we are working with the CIC established for the site to secure our future in a new building and transfer of the site is expected to take place in 2025, and so until then we will sit tight complete any necessary works to keep the building safe whilst ensuring we do not spend to excess unless absolutely necessary.

Minibus/Trailer
The minibus has had regular servicing and mechanical work completed. Our minibus is now 15 years old and so in 2025 we will begin to explore replacement of this.

Trustee Board
The Group is managed by the Lead Volunteer and the leadership team with our Trustee Board charged with ensuring good governance of the group and sense checking the decisions made by the leadership team stand up to scrutiny and make good business sense. The members of our Trustee Board are the ‘Charity Trustees’ of the Scout Group which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate.
The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association.

The board aims to have around 6-8 members, including a Chair & Treasurer.
Financial Review and Reserves
The results for the year show a net cash inflow of £408 compared to an outflow of £3,802 in the previous financial year. The Group accounts show a cash outflow of £2,485 for the year but the Section accounts, thanks to some one off donations showed a surplus of £2,893.
Membership increased over the year and we also increased fundraising income by holding a casino night for the first time in many years and also our Annual Santa Float.
Money was spent in the year on improving equipment; new tents were purchased and also a new Canadian Canoe named after Hawkeye, Gary Robinson who we sadly lost in 2024. There was also a one-off necessary cost on servicing and improving the safety of our shutters at the Hut of over £2,000.
The Total Funds held by the Group on 31 December 2024 was £47,062 and this is split between Designated Funds held across the 4 sections of Squirrels, Beavers, Cubs and Scouts of £5,982, Minibus and remedial work on the building of £28,500, Restricted funding of £1,480 which leaves £11,101 as free reserves. The Trustees feel that the Charity needs to hold approximately 6 months Group expenditure as free reserves, which equates to approximately £12,000.
Subscriptions
It was agreed that due to increasing costs associated with running the group, it would be necessary to increase subscriptions from 1 January 2025.
