B. FOR THE BENEFIT OF PERSONS UNDER 25 YEARS OF AGE WHO ARE ATTENDING OR HAVE ATTENDED ANY SECONDARY SCHOOL IN STAFFORD AND WHO ARE IN NEED OF FINANCIAL ASSISTANCE.
