The trustees present their report with the financial slalemenls of the charity for the year ended
31st Decernber 2022. The trustees have adopted the provisions of Accounting and Reporting by Charrti&s.'
statement of Recommended Practice applicable lo charities preparing their accounts in accordance with the
Financial Reporting Standard applicable in the UK and Republic of Ireland IFRS 1021 leffeclive 1 January
20191.
OBJECTIVES AND ACTIVITIES
Objectives and alms
The charity's objectives, outlined in the trust deed, are to preserve and enhance the Islamic faith in the
Dewsbury area for the public's benefit, primarily through collective worship, lectures. re1￿lOuS feslwals and
running classes and courses on the Islamic faith.
Additionalty. the charty aims to advance education, provide sock41 welfare facilrties for leisure-lime
occupation, and improve living conditions for Dewsbury and neighbouring residents by maintaining the
Zakaria Educat¢on Centre.
Each year. the Steering Cornmittee rewews the chartys objectives and activities lo ensure they align with the
organisation's faith and community goals. The Iruslees have also considered the Charity C(>mmission's
general guidance on public benefit and spe¢ificalty ts supplementary public guidanee on the advancement of
religion for the public benefit.
The charity maintains a du81 purpose of providing a place of worship for Muslims and a community facility for
Oewsbury residents. The long-lemi ambition iy to bolster the SetF<Onfiden￿ ol Dewsbury Muslims in their
faith, foster a peaceful and hamionious community, and achieve these goals through community adNitie8
and facilities.
Significant actlvlties
Throughout the year, the Charity hosts several events, such as Open Days, school wsrts, and fundraisers.
These events are designed lo break down barrErs of prejudice, reduce community tensions, and foster
mutual understanding.
The mosque is open every day lor prayers, welcoming regular attendees, o¢¢asional visitors an¢J p8s5ers-by.
During the holy month of Ramadan, the charty also provtdes provisions for those who wish lo break their fast
in congregation. Moreover, they assist families Wth a surtable location and an Imam lo perform their Nikkah
ceremony, which is an Islamic marriage ritual.
The charity hosts programs and lectures by renowned scholars from the UK and abroad to promote Is18mic
awareness. Topics covered include charity, inher¢tance, divorce. preparation for Haj and Umrah Ipilgrimage}.
addiction ar￿ prevention, and Islamic manner5.
The charty also offers 8 variety of other beneficial Programs, including first aid emergency training for the
workplace. emergency paediatric first aid, 8 male hygiene course, guidance on successful pafenling.
understanding Islam and rts challonges, a mus1￿m guide lo family law. and mental health and wellbeing
support.
In addition, the charity operates an after-school tuition hub where children can learn to recite and memorixe
the Hoty Quran, as well as learn about the fundarnenlal principles of the Islami¢ faith.
Publlc benefit
The Trustees have given due eonsideralion to the Charty Commission's published guidanee on the Public
Benefi( Requirement.

We have a small number of VCsltJnleers assist on an ad-h¢x basis.

ACHIEVEMENT AND PERFORMANCE
The Zak8ria Education Centre and Zakaria Masjid have made signfficanl achievements in providing essential
spiritual, health, and welfare support throughout the year, e5pe¢ially during Covid-19 lockdowns and UK
restrictions, In November 2021, the charity launched its first scouts. group for 8-10 year-olds, and rt was
well-received with 27 children registered. Due to the high demand, a waiting list has been established, which
shows the success and impact of the program.
FINANCIAL REVIEW
Financial posltlon
The charity has a policy ol maintaining unrestricted funds, which are not designated for a specrfic purpose, al
lev81 equivatent lo three to six months, expenditure. This level of reserves is believed by the Iruslees to
ensure that the charfLy can continue its current aclimlies in the event of a significant drop in funding while
considering ways to Taise additional funds.
Re$erves pollcy
We aim lo ulilise the funds as soon as we identify suitable programmes or s¢olars.
The funds the charity holds is lo ensure that il has sufficient reserves to cover the w5ts of managing and
administering the charity for the following yeai.
The Trusl&s consider it prutlenl that the reserves should be sufficient for the charrty's use. The Trustees
have approved Ihal all unrestricted reserves wll be utilised in helping the charity achieve it5 objectives.
Going Concern
Curtenlly no concerns al)out the charity continuing as a going concern.
FUTURE PLANS
The Trustees view the charrty a5 a long term Èvolving project with its role in enhancing the Islamic faith in the
Dewsbury area well into the future. They envisage donations and awards being maintained. They wll continue
to engage acthvely with the communty.
STRUCTURE. GOVERNANCE AND MANAGEMENT
Governing document
The ¢harily is controlled by its governin9 document, a deed of trust and constitutes an unincorporated charity.
The charity is a charitable trust governed by a conslf(ulion adopted September 1968 as amended on 25
December 1985 and 12 January 1992.
Recruitment and appolntment of new trustee$
The board of Iruslees appoints new trustees, and they meet annually, wth subgroups, including the execLrtNe
committee, responsible for daY-￿daY management. These subgroups report lo the management committee
headed by Hfz Jabir Shelh, who approves any necessary actions.
The current trustees have an average age of over 70 and are responsible lor recruiting new trustees. To
ensure the continuity of the charity's mission, they have Inib'ated a campaign to encourage younger members
to join the board.
In addition to financial management, the Trustees havo also prioritized 8nsuring the charity has effective
safeguarding policies and procedures in place and regularly review their impkmenlalion.
Organi$atlonal Structure
The board of Trustees of the charity are responsible for the charty'8 Strategic direction. The board of
Trusl8es meet on a termty basis lo discuss the activities of the charity.
The board of trustees ore supported through the aid of volunteers who manage the daity running of the
ch8ri1y.

The charity has established policies, 5yStems, and procedures lo mitigate identifie(J risks outlined in the
annual review.
In addition, the Trustees have conducted a review of the charty's adherence lo applicable ￿l$latIOn and
found no Instance5 of non<ompliance during the year. The charity has complied with the requirements of the
Charities Act 2011 and the Financial Reporting Standard applieable in the UK.

I report in respect of my examination of the Trust's accounts carried out under Sedion 145 of the Act and in
carrying out my examination I have followed all applicable Dire¢lions gwen by the Charity Commission under

BASIS OF PREPARING THE FINANCIAL STATEMENTS
The financial statements of the charity, which is a publi¢ beneff( entty under FRS 102, have been

with the Financial Reporting Standard applicable in the UK and Republic ol Ireland IFRS 1021

applicable in the UK and Republi¢ of Ireland, and the Charities Act 2011. The financial statements have
been prepared under the histor¢cal cost convention.
Assets and liabilities are initially recognised al historical cost or transaction value un￿sS gtherwise
slated in the relevant accounting policy nolelsl.
The functional currency of the charity is considered to be pounds 51erling because that is the currency
of the primary economic environment in which the Charrty operates. The financial slalemenls are also
presented in pounds sterting, The amounts in the financial slalemenls are presented to the nearest £1,
unless otherwise slated.
The preparation of the financial statements in cornpliance with FRS 102 requires the use of certain
crf£ical accounting estimate5. 11 also requires managemgnl lo exercise judgement in applying the
charity's aecounling policies. There are no significant areas requiring material judgements, estimates
or assumptions.
GOING CONCERN
At the lime of appromng the financial statement$. the twsleès have a reasonable expectslion that the
charity has adequate reSoUr￿S to ¢onlinue in operational existence for the foreseeable future. Thus
the trustees continue to adopt the going eoncem basis of accounting in preparing the financial
statements.
INCOME
All income is reco9nised in the Stslemenl of Financial Activities once the eharily has enlillement to the
funds, it is probable that the income will be received and the amount ¢an be measured r?liably.
Cash donatK)ns are recognise(l on receipt. Other donations are recognised once the charty has been
notified of the donation. unless performance conditions require deferral of the amount. Income lax
recoverable in relation to donations received under Gift Aid or deeds of covenant is recognised al the
time of the donation.
The value of service5 provided by volunteers is difficult lo pul a monetary value on and therefore has
nol been included In accordance with the Charfiies SORP IFRS1021.
EXPENDITURE
Liabilities aro recognised as expenditure as Soon as there is a legal or Constructive obligali¢)n
committing the charity lo that expenditure, it is probable that a transfer of economic benefits will be
required in settlement and the amount of the obligation can be measured reliabty. Expenditure is
accounted for on an aecruals basis and has been classified under headings that aggregate all cost
related lo the category. Where costs cannot bè directly attributed lo part￿ular headings they have been
allocated to actiwlies on a basis consislenl with the use of resource5.
Charitable expenditure comprises those ¢05ts incurred by the charity in the delNery of ils activities and
services for ils beneficiaries. It includes both costs that can be allocated direclty to such activities and
those costs of an indirect nature necegsary lo support them.
Governance costs include those costs associated with meeting the conslilulion81 and slalulory
requirements of the charty and include the a￿OUntancY fees and cost linked to the strategic
management of the eharty.

the impaimient loss lif anyl.
TAXATION
The charty is exempt from lax on its charitable aclivilie5.
FUND ACCOUNTING
Unrestricted funds can be used in accordan￿ with the charitable objectives al the discretion of the
Iruslees.
Restricted funds can only be used for particular reslricled purposes wtthin the objects of the charty.
Restrictions arise when specified by the donor or when funds are raised for particular reslricled
purposes.
Further explanation of the nature and purpose of each fund is included in the noles lo the financial
statements.
EMPLOYEE BENEFITS
The cost of any unused holiday enlitlemenl is recognised in the period in which the employee's
services are received.
Temination benèfits are recognised immediately as an expense when the charity is demonslrabty
ommitted to lerminale the employrnenl of an employee orto provide temiination benefits.
