MINUTES OF THE ANNUAL GENERAL MEETING OF THE 2ND LINCOLN SCOUT COUNCIL HELD ON SUNDAY, 29 JUNE, 2025
INTRODUCTION AND WELCOME
Graham Dixon who is Chair of the Trustees Board welcomed everyone to the AGM of the 2[nd] Lincoln Scout Group and thanked them for attending and supporting the meeting today on such a lovely summers afternoon.
Graham introduced the new Group Lead Volunteer Paul Marshall, Di Millns, Administrator and Pauline Hird the Group Treasurer and Julie Tyler who is representing Lincoln District Scouts.

It was proposed by Laura Hobday, seconded by Andy Fenn and agreed unanimously that these Minutes be approved.
ADOPT THE MODEL CONSTITUTION FROM POLICY, ORGANISATION AND RULES (POR)
It was agreed unanimously that we adopt the Model Constitution from POR.

QUORUM FOR THE 2ND LINCOLN SCOUT COUNCIL
The quorum for meetings of the Group Scout Council will be 4.
GROUP LEAD VOLUNTEER REVIEW OF 2ND LINCOLN SCOUT GROUP FOR THE YEAR ENDED 31 MARCH 2025
Christine Hawley gave the following Section Report:
All Sections, as always, are very fortunate to have committed dedicated Leaders and Adult Helpers. The programmes, in all Sections are varied and exciting, introducing our young members to new and exciting experiences, resulting in a large number of badges being awarded for their efforts (and the Leaders efforts as well!).
2nd Lincoln continues to seek and maintain good relations with other Groups in Lincoln District, resulting in other Groups bringing their young people to Scoutland to enjoy Sleepovers and outdoor activities their premises are unable to
provide.
Other examples are:- our Scouts Section has been invited to join Bailgate Scouts on their Visit to Kandesteg, in Switzerland this August and to join them on the Lincolnshire Showground next August, at the International Poacher Camp, which will be attended by approximately 5,000 people.
This will be my last Report as Group Lead Volunteer for 2nd Lincoln. I am stepping down from the role and I am very pleased to say Paul Marshall, a very experienced Scouter in Lincoln District, and a long time friend and supporter of 2nd Lincoln is stepping into the role.
I am sure 2nd Lincoln will continue to grow and thrive under Paul’s Leadership.
Paul Marshall explained his role to the meeting and said how much he was looking forward to working with everyone.
SITE REPORT TO 2ND LINCOLN
Christine Hawley gave the following Site Report:
It is hoped a date will soon be fixed for a working day at Scoutland, to which parents will be invited to help generally tidy and clear the site.
A skip will be ordered to dispose of any unwanted or damaged items. This will include a number of broken chairs. Graham is managing C.B. Ground Maintenance, who are keeping Scoutland in good order.
The kitchen Hut was vandalised some months ago. Windows were broken and the fire extinguisher and fire blanket were stolen. My thanks to all the 2nd Lincoln adults who rose to the challenge and quickly cleared up the mess and arranged to have the broken windows boarded up to prevent further vandalism and exposure to the weather. Thanks to our Treasurer, Pauline Hird, who dealt successfully with the considerable challenges of the Insurance claim.
Thanks also to Pauline Hird for negotiating the best contracts for our utilities.
An arborist has met with Graham at Scoutland and trees have been felled as recommended.
ANNUAL REPORT OF THE TRUSTEES BOARD
This Report is an opportunity to record and review events and activities that the Group has undertaken in the last 12months. It also allows the Board to be transparent all of its obligations in the governance, monitoring and compliance with the requirements of the POR’s and guidelines laid down by the Scout Association.
Firstly, we would like to thank all the volunteers who freely offer their time on a weekly basis for the benefit of the young people in our community
Chris Hawley has recently stepped down as GLV. And we would like to extend our thanks and appreciation for all the work she has undertaken for the Group. Chris has given years of service as Group Scout leader (now known as GLV). A very big thank you from all of us at 2[nd] Lincoln for your dedication and commitment to the Group and the Scouting movement. I am glad to say that Chris will remain as a valuable member of the Trustees Board.
The Board welcomes Paul Marshall as the successor to Chris. Paul has a great knowledge and experience of Scouting; we very much appreciate his appointment to the Group.
The priority for the Board is the health, welfare and safe guarding of all members of the Group and, with this in mind, all volunteers have recently completed the safety training as required by the Scout Association.
The Group is in in sound financial order, as can be seen from the current accounts.
The Board continues to monitor the inspection regime for the fire, security, electrical and building maintenance.
The Group had one unfortunate incident of vandalism to the glazed windows of the wooden building. This was quickly repaired by emergency glaziers and the panels were replaced. We hope this was an isolated incident but we have funding in place for CCTV if future vandalism occurs.
Finally, it has been suggested that we set up a separate working group for maintenance to the grounds and building, so if you would like to join, please let myself or a Board member know.
TREASURER’S REPORT
The Annual Accounts for the year ended 31 March, 2025 had been circulated to everyone at the meeting.
Pauline Hird the Group Treasurer reported that the Group finances are in a very good position and we have had another financially stable year.
She asked the people attending the meeting if they had any questions and queries but there were no responses.
It was proposed that the Accounts for the year ended 31 March 2025 be accepted and this was agreed unanimously.
APPOINTMENT OF SCRUTINEER
Andy Milner was re-appointed Scrutineer
ANY OTHER BUSINESS
Paul Marshall asked everyone to join him outside as he had a presentation to make.
He explained that The Kitchen Hut had been renamed ‘Frank’s Cabin’ in memory of Frank Hawley who had been Scout Leader with 2[nd] Lincoln for many years and he had made a tremendous contribution to the 2[nd] Lincoln Scouts, the District Scout Band and scouting overall. A plaque had been put on the building in his memory and Frank’s grandson Teddy unveiled this plaque.
