Structure, governance and management
The Area's overarching governing documents are those of the Scout Association. They
consist of a Royal Charter, which in turn gives authority to the Bye Laws of the
Association and The Policy, Organisation and Rules of The Scout Association.
The Area is a trust established under its rules which are common to all Scouts.
The Area is administered and managed bythe Area Trustee Board, the members of
which are the'CharityTrustees' of the Area Scout Council which is an educational
charity. As charity trustees they are responsible for complying with legislation
applicable to charities. This includes the registration. keeping proper accounts and
making returns to the Charity Commission as appropriate.
The Trustees are appointed in accordance with the Policy, Organisation and Rules of
The Scout Association. Trustees are appointed from members of the Scout
Association, and of the public, who are wilLingto devote their time to further the aims
of the Scout Association. The Board meets a minimum of fourtimes perye8r to decide
and implement the policy of the Area and to review the works of its subcommittees.
Members of the Trustee Board complete 'Being a Scouts Trustee, learning within the
first 6 months of joining the Board.
The Area Trustee Board exists to make sure the charity is well-managed, risks are
assessed and mitigated, buildings and equipment are in good working order, and
everyone foLLows legal requirements and the organisation's policies and rules. Their
support helps other volunteers run high-quality and safe programmes that gives young
people skills for Life.
The Area Headquarters is based at Miskin Mill Scout Village, HensoL Road, Pontyclun,
CF72 8JJ

Risk and Internal Control
The Trustees continuaLly examine the principal areas of the Trust's operations and
regularly consider the major risks that may arise in each of these areas.
These risks have been reviewed and systems have been established to mitigate against
them.
Objectives and activitles
The objects of the Area are to facilitate the objects of the Scout Association in the
Mid Glamorgan Area, by providing a structure and organisation, by providing training
for leaders and managingfunds to be utilised to this end. The aim of the Scout
Association is to actively engage and support young people in their personal
development, empowering them to make a positive contribution to society.

The Scout Method
Scouting takes place when young people, in partnership with adults, work together
based on the vaLues of Scouting and:
enjoywhat they are doing and have fun
take part in activities indoors and outdoors
learn by doing
• share in spiritual reflection
take responsibility and make choices
undertake new and challenging activities
make and live by their Promise.

Public benefit statement
The Trustees confirm that the Area meets the Charity Commission's public benefit
criteria under both the advancement of education and the advancement of citizenship
orcommunity development headings.
Achievements and performance
Duringthe year, we welcomed Sue Bailey as our new area Chair. The Trustees thank
Ken Hinton for his sterling workwith the Board overthe years and are pleased to note
that he is to remain as a Trustee.
The Trustee Board has actively recruited a new Trustee and we look forward to
welcoming Helen Higgs to the Board. The Trustees note and acknowledge the support
given by Phil Hubbard who has stepped down from the Board this year.
Our Area Lead Volunteer. Symon Dunstan, stood down from 30" June 2024. The
Trustees thank Symon for his support and wish him luck as he takes up the role of
District Lead Volunteer in CRAI. Buzz Burrows {Trainingl and Dave Cook (Activities) also
stepped backfrom their roles this year. Our thanks to them for their hard work in the
Area. Active recruitment for a new Area Lead Volunteer is underway who will rebuild
the Area Leadership Team.
A development plan for the Trustee Board to support the Lead Volunteer has been
produced and is being implemented.
Careful budgeting and good financial control had enabled the Trustees to reduce the
Area element of the annual membership fee in the 2023124 year. The Area element WILI
not increase in 2024125 and further review is ongoing to reduce the fee if possible.
The Trustee Board was delighted to support Young People to attend, by sponsorship.

Explorer Belt Expedition
The annual census return for 2024 was encouraging. The Area saw a 5.31 % growth in
Young People, largely in the Squirrel and Beaver sections, and a 6.66% growth in Adult
Leadervolunteers. This is encouraging and we lookforward to supportingthe growth in
sections and groups.

Congratulations are extended to Tomas Moron from Merthyr who was the Area's first
King Scout. It is good to see a number of Young People registered for'top awards, and
we look forward to hearing of future successes.
Mid Glamorgan has two C8mplactivity Sltes- Miskin Mill and Plas Dolygaer set in the
Bannau Brycheiniog. Miskin Mill is maintained and run by volunteers whiLst Plas
Dolygaer has a volunteer maintenance team and 1 empLoyee.
Since the pandemic bookings at Plas Dolygaer have seen 8 Steady rise in its use. It
continues to be a centre for Young People accessingthe mountains and those working
towards their Duke of Edinburgh Awards. Both staff and the maintenance team do a
sterlingjob in dealing with visitors and maintaining the property.
Dwr Cymru's Ely Valley Trunk Sewer runs through the grounds of Miskin Mill Scout
ViLLage. A leak of eff luent was detected on the surface initially in November 2022. the
number of leaks increased over the ensuing months.
FoLlowing surveys and similar issues upstream of our site. Dwr Cymru commissioned
detailed designs for repair/replacement of the sewer.
The loss of space, odours, etc., has greatly reduced our letting income over the past 20
months and will continue to have an adverse impact untilwe can re-use the entire site.
We have received some compensation funds to date. Once construction starts our
Land Agent will engage with Dwr Cymru's Estate Surveyor to agree further monies to
cover our Loss and expense.
The Trustees are pleased to note that work started in September 2024. We wouLd like
to thank the Miskin Mill Management Committee and the volunteers at Miskin Mill for
their ongoing commitment and resilience.
The AGM sees some changes this year in line with the Scout Association
Transformation project. This includes the revision of the Area Constitution which has
been shared with you.
Our sincere thanks go to all the Volunteer Leaders and Trustees across the Area for
their ongoing commitment and support.

Flnanclal Review
Charity Law requires the Trustees to prepare financial statements for each financial
year which give a true and fair view of the statement of affairs of the charity and of
the surplus or deficit for the period.
In preparing those financial statements the trustees are required to:
select suitable accounting policies and apply them consistently,
makejudgements and estimates that are reasonable and prudent: and
prepare the financial statements on the going concern basis unless it is
inappropriate to presume that the charity will continue in operations.
The Trustees are responsibLe for keeping proper accounting records which disclose
with reasonable accuracy at anytime the financial position of the charity. They are
also responsible for taking re8s0nable steps for the prevention and detection of fraud
and other i rregularities.
LEA and other grants are administered by the Area Trustee Board. Grants are payable
to fund training courses for leaders the purchase of equipment, capital payments
towards building projects and some staff costs. Grants and/or donations are agreed
from time to time by the Area Trustee Board.
The Area has in place systems of internal controls that are designed to provide
reasonable assurance against material mismanagement or loss, these include two
signatories for all payments and comprehensive insurance policies to ensure that
insurable risk8 are covered.
Reserves Pollcy
The Area's policy on reserves is to hold sufficient resources to continue the charitable
activities of the Area should income and fundraising activities fall short. The Area
Trustee Board considers that the Area should hold a sum equivalent to 12 months
running costs.
Investment Policy
The Area's Income and Expenditure is small and as a consequence does not have
sufficient funds to invest in longer-term investments such as stocks 8nd shares. The
Area has therefore adopted a risk averse strategy to the investment of its funds. All
funds are held in cash using only mainstream bank5 or building societies.
The Area Trustee Board regularly monitors the levels of bank balances and the interest
rates received to ensur8 the Area obtains maximum value and income from its banking
arrangements.

Notes to accompany the Receipts & Payments Accounts
for the year 115123 - 3014124
These notes expand on the financial statement
Receipts and Payments Accounts have been drawn up using the
Charity Commission template. It was not considered that Accruals
based accounts were needed.
Although both the Area activities and those of the Dolygaer Outdoor
Centre are included in these accounts, for day to day purposes they
are run as two separate units.
In terms of membership fees, the Area Scout Council acts as
collector for Scouts Cymru. In this period, £77,175 was collected
on behalf of Scouts Cymru and passed to them. The Area
collected £5880 in respect of membership fees.
There were 2 part-time employees in the year at Dolygaer.
