STRUCTURE, GOVERNANCE AND MANAGEMENT
The County is governed by an Executive Committee, comprising of representatives of each of the Divisions and Districts within the area of operation.
The Guide Association is incorporated by Royal Charter. The County is an unincorporated Association governed by the same Royal Charter and its bylaws under which the constitution of the Executive Committee has been established.
The Trustees are the voting members of the Executive Committee. With the exception of the County Commissioner, who is appointed by the Region Chief Commissioner in consultation with members of the Executive Committee, all members of the Executive Committee are appointed by the County Commissioner in consultation, where appropriate, with members of the local County Executive Committees.

OBJECTIVES
The objectives of the County are those of the Girl Guides Association are:

To enable and encourage girls and young women to fulfil their potential to take an active and responsible role in society

To have sufficient adult volunteer leaders to enable every girl and young woman to have the opportunity to join us

To ensure the girls and young women in guiding enjoy unforgettable experiences, ensure our programme, activities, badges and challenges inspire and enthuse girls' imaginations.

To sustain and promote a stimulating and enjoyable programme of activities based on guiding principles

To ensure that all adult leaders within the County are appropriately trained and fully supported ensuring they are up to date and adapting our programme and resources so that they're relevant to todays girl.

To identify and make use of all available resources and expertise for the benefit of members

To act as a communication channel between the Divisions, Districts and other units in the County as well as the Region and Guide Association nationally.
AIMS
The Guide Association, as part of a world-wide movement, enables girls and young women to fulfil their potential. To take an active and responsible role in society through a high -quality, girl lead program delivered by inspirational trained volunteer leaders. So as its members can help create an equal world where all girls can make a positive difference, be happy, safe and fulfil their potential.
VISION
The vision is to be recognised as the leading organisation for girls and young women and to widen and increase its membership. To work towards an equal/ inclusive world where girls can make a difference, be happy, safe and fulfil their potential. This will be achieved through fun, friendship, challenge and adventure, empowering girls to find their voice and inspiring them to discover the best in themselves to make a positive difference in their community.
STATEMENT OF PUBLIC BENEFIT
The County of Central Glamorgan is a branch of Girlguiding UK, which with its branches forms the Kingdom’s largest voluntary organisation for girls and young women. A report on Girlguiding UK’s public benefit activities during the previous year can be found in its latest Annual Report. The county of Central Glamorgan has continued to provide its own public benefit activities in
particular by providing support, training and organising activities, and also promoting more broadly the charitable objectives of Girlguiding UK for the benefit of girls and young women. Through fun, friendship, challenge and adventure we empower girls to find their voice, inspiring them to discover the best in themselves and to make a positive difference in their community.
ACHIEVEMENTS AND PERFORMANCE
What a year it has been. Girlguiding Central Glamorgan is thriving and has been active and involved in numerous activities and events. Community action is a significant part of Girlguiding. Initiatives that our county members have been involved in include walking 25k for MIND, working with Age Connect and writing Christmas cards, collecting for the foodbanks, participating in the Girlguiding Cymru RNLI challenge and fundraising for this worthy cause, volunteering at the Royal Welsh Show, speaking out about the right to Play and when Storm Bert hit our area, one Brownie unit made packed lunches for the volunteers who helped in the clean up operation. Also, two units worked in conjunction with Social Care Wales to develop the Girlguiding Cymru We Care Wales activity pack - this can be found on the Girlguiding Cymru Web Site.
Our Duke of Edinburgh group thrives at all levels. We have representatives on both Advocate and Amplify which are Girlguiding UK lead groups. Members of the county participated in activities run by Girlguiding Cymru including Cricket, Football and Ice Hockey. A Brownies Got Talent evening was held where members from Y Dderwyn and Sker demonstrated their talents in singing, reciting and acting, a night to remember. We also had a member participate in the National Scout and Guide Orchestra. These are to name but a few activities girls have participated in.
Girlguiding is always developing and changing. We believe that “Girls have a voice” in how we as an organisation moves forward to meet the needs of today’s girl. Some units were involved in the trialling of the new interest badges which will be launched in 2025 and Girlguiding UK launched of the New Young Leaders Program which has been warmly embraced by our Young Leaders.
International opportunities reminds us of how large an organisation we belong to. In 2024 two members of the county travelled to Sangam in India representing Girlguiding Cymru. International Community Experience (ICE) started its process of which some members of the county have taken up this opportunity. Also the selection for Girlguiding Cymru international opportunity started for 2025 of which five members are going to Rotterdam. Two adult leaders also took up the opportunity to participate in Castell to Chateau. This does not include units that have also travelled internationally.
County events have included World Thinking Day Pyjama Party Activity pack were units, divisions got together and celebrated, VE Day celebration activity pack, Gorwelion fun day where the theme was the Olympics for our Rainbows and Brownies and a Silent Disco for our Guides and Rangers was held.
Camps and holidays, day events it been great to see so many happen. From the local trip to the library to Cadbury World. From the local sleepover to the week camp. All have brought fun and laughter.
Getting together as leaders is part of the Guiding family. Training days/ evenings have been informative, the County Dinner was enjoyed by all and the now annual Chat and Christmas Craft evening well attended.
Recognition and representation ensures Girlguiding is in the spot light. This year we have invested in PR resources which have been widely used at fates and recruitment days. Also we attended the UK commissioners conference “leading together”. The Laurel Award was presented to Julie Thomas and Girlguiding Chief Commissioners Awards were awarded to Jen Denham and Sharon Lima.
Membership continues to grow in the county. The number of young members gaining Bronze, silver and Gold awards in their respected sections is fantastic. By members stepping up and taking on additional roles we work and become successful.
Gorwelion the County Guiding Home and camp site. Has been utilised well with training, fundraising activities, fundays and Brownies, Guides and Rangers staying over as well as other organisations eg Scouts, Football club, youth Groups and schools.
Ensuring Gorwelion is maintained to the highest standards is paramount. This year we upgraded the kitchen area. Wear and tear and maintenance is ongoing. The committee work tirelessly ensuring Gorwelion is a safe space for all to enjoy.

FINANCIAL STATEMENT
The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the financial statements and comply with the charity's governing document, the Charities Act 2011 and "Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)" (effective 1 January 2019) as updated for bulletin 1 and 2.
Girlguiding is excellent value for money. The financial year for Girlguiding Central Glamorgan runs from 1st January to 31st December. The expenses of Girlguiding Central Glamorgan are met by county subscriptions on the members each year, charitable activity and donations. The subscription is based on the anticipated expenditure budget for the next financial year and the number of members registered in the current year.
Support is also available to enable all girls – regardless of ability or financial circumstance – to participate in Guiding Activities. The charity awards grants to both individuals and groups, each application is reviewed and assessed on a case by case basis. This funding is utilised to meet the charity's objectives.
GORWELION County Property, at Wigfach near Porthcawl . This owned by Girlguiding Central Glamorgan. It is registered with the Girlguiding UK Trust Corporation. The County Executive Committee members are the managing trustees for this property. The property consists of an indoor holiday building and two campsites. The site is equipped with all the facilities required of a holiday centre and campsite. There is a Management Committee which oversees the day to day operation of Gorwelion and the Chairperson, who is appointed by the County Commissioner, reports to the Executive Committee on a regular basis. Gorwelion has its own constitution. Adequate insurance cover is taken out each year and the level of cover required is reviewed annually or when required.
The Gorwelion Committee are charged with raising the money required for the maintenance of Gorwelion. The fees charged are calculated to cover normal running costs with any surplus
used for improvement of the facilities. Grant funding and donations and charitable activities are also used to support the maintenance and developments of Gorwelion.

Trustees' Responsibilities in relation to the Financial Statements
The trustees are responsible for preparing the Trustees' Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice). The law applicable to charities in England and Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that period. In preparing these financial statements, the trustees are required to:

select suitable accounting policies and then apply them consistently;

observe the methods and principles in the Charities SORP;

make judgements and estimates that are reasonable and prudent;

state whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements;

prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business.
The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the trust deed. They are responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection fraud and other irregularities.
The Trustees present their report in accordance with the Charity’s governing document and the relevant Statement of Recommended Practice (the Charities’ SORP 2019).
Independent Examiner's Report to the Trustees of Girlguiding Central Glamorgan
I report on the accounts of the Trust for the year ended 31 December 2024.
Respective responsibilities of trustees and examiner
The trustees are responsible for the preparation of the accounts. The trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011(the 2011 Act) and that an independent examination is needed.
It is my responsibility to: - examine the accounts under section 145 of the 2011 Act; - follow the procedures laid down in the General Directions given by the Charity Commission under section 145 (5) (b) of the 2011 Act; and - state whether particular matters have come to my attention.
Basis of independent examiner's report
My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters.
The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report is limited to those matters set out in the statement below.
Independent examiner's statement
In connection with my examination, no matter has come to my attention:

(1) which gives me reasonable cause to believe that in any material respect the requirements: - to keep accounting records in accordance with section 130 of the Act; and - to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act have not been met;

(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
