WN8 6WT ## **STRUCTURE, GOVERNANCE AND MANAGEMENT** The County is governed by an Executive Committee, comprising of representatives of each of the Divisions and Districts within the area of operation. The Guide Association is incorporated by Royal Charter. The County is an unincorporated Association governed by the same Royal Charter and its bylaws under which the constitution of the Executive Committee has been established. The Trustees are the voting members of the Executive Committee. With the exception of the County Commissioner, who is appointed by the Region Chief Commissioner in consultation with members of the Executive Committee, all members of the Executive Committee are appointed by the County Commissioner in consultation, where appropriate, with members of the local County Executive Committees. The County Executive Committee shall have the following members: The County Commissioner Division Commissioners - who are also Trustees District Commissioners - Who are also Trustees The County Secretary The County Treasurer The County Trefoil Guild Chairperson The Chairperson of the Gorwelion Committee and other Advisers appointed to the Executive by the County Commissioner and whose appointments the County Executive Committee ratifies will also be members of the County Executive Committee. ## **OBJECTIVES** The objectives of the County are those of the Girl Guides Association are: - To enable and encourage girls and young women to fulfil their potential to take an active and responsible role in society - To have sufficient adult volunteer leaders to enable every girl and young woman to have the opportunity to join us - To ensure the girls and young women in guiding enjoy unforgettable experiences, ensure our programme, activities, badges and challenges inspire and enthuse girls' imaginations. - To sustain and promote a stimulating and enjoyable programme of activities based on guiding principles - To ensure that all adult leaders within the County are appropriately trained and fully supported ensuring they are up to date and adapting our programme and resources so that they're relevant to todays girl. - To identify and make use of all available resources and expertise for the benefit of members - To act as a communication channel between the Divisions, Districts and other units in the County as well as the Region and Guide Association nationally. ## **AIMS** The Guide Association, as part of a world-wide movement, enables girls and young women to fulfil their potential to take an active and responsible role in society through its distinctive, stimulating and enjoyable programme of activities delivered by trained volunteer leaders. So as its members can help create an equal world where all girls can make a positive difference, be happy, safe and fulfil their potential. ## **VISION** The vision is to be recognised as the leading organisation for girls and young women and to widen and increase its membership. ## **STATEMENT OF PUBLIC BENEFIT** The County of Central Glamorgan is a branch of Girlguiding UK, which with its branches forms the Kingdom’s largest voluntary organisation for girls and young women. A report on Girlguiding UK’s public benefit activities during the previous year can be found in its latest Annual Report. The county of Central Glamorgan has continued to provide its own public benefit activities in particular by providing support, training and organising activities, and also promoting more broadly the charitable objectives of Girlguiding UK for the benefit of girls and young women. Through fun, friendship, challenge and adventure we empower girls to find their voice, inspiring them to discover the best in themselves and to make a positive difference in their community. ## **ACHIEVEMENTS AND PERFORMANCE** Another busy year and it has been the year of being back together. During this year it was possible for the girls and leaders of the County to return gradually to nearly all the pre-Covid 19 activities, form unit meetings, outings, camping and holidays all being risk assessed. Guiding in Central Glamorgan is alive and vibrant – thanks to leaders commitment and determination. Guiding is about fun, adventure, meeting new people and learning. Its about working together towards a common standard. Central Glamorgan have taken up opportunities organised by Girlguiding Cymru this has included Guides and Rangers to participate in sessions at the national climbing centre Nelson, attending Sophire Gardens home of Glamorganshire Cricket to learn more about the sport. World thinking day 2022 was a palindrome 22-02-2022 a small team created an activity pack and badge and over 2000 badges were sold. As well as County, Divisional and unit events all encouraging the ethos of getting back together. The viewing of Matilda by GGUK in conjunction with Oden was enjoyed by many and one Rainbow from the county became the face promoting this event on Facebook. Camps and holidays, day events it was great to see them thriving thanks to leaders for making these opportunities happen. Also leaders gain their going away with qualification allowing even more of our members to experience the adventures guiding has to hold. The social calendar of Guiding also returned with County Dinner and annual review- face to face does make a difference. Leader Training: As well as e-learning, Zoom Training sessions we held our first, since 2019 face to face training. Thanks to all the Trainers and helpers on the day. During the year Girlguiding UK launched the Learning Platform, the new leader development programme, which comprises a suite of optional learning materials suitable for any volunteers. However, 47 members of Central Glamorgan went to wellies and wrist bands in Foxlease and had a fantastic weekend away. ## Gorwelion The County Guiding Home and camp site was great to see both the house and field back in use for training, fundraising activities, fundays and Brownies, Guides and Rangers staying over. Having restrictions lifted meant work needed to be done including a new roof and ceiling on the outside toilet block, storage shelter to be completed. Hanson supported Gorwelion by increasing the carpark size and re tarmac the hill, made minor repairs to the wood shelter, plus cut back and clearing the hedgerows. Thank you all those who give time so willing to keep the site going and in such good repair. ## Julie Thomas County commissioner **FINANCIAL STATEMENT** The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the financial statements and comply with the charity's governing document, the Charities Act 2011 and "Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)" (effective 1 January 2019) as updated for bulletin 1 and 2. Girlguiding is excellent value for money. The financial year for Girlguiding Central Glamorgan runs from 1st January to 31st December. The expenses of Girlguiding Central Glamorgan are met by county subscriptions on the members each year, charitable activity and donations. The subscription is based on the anticipated expenditure budget for the next financial year and the number of members registered in the current year. Grant aid from local authorities unfortunately is no longer. Support is also available to enable all girls – regardless of ability or financial circumstance – to participate in Guiding Activities. The charity awards grants to both individuals and groups, each application is reviewed and assessed on a case by case basis. This funding is utilised to meet the charity's objectives. GORWELION County Property, at Wigfach near Porthcawl . This owned by Girlguiding Central Glamorgan. It is registered with the Girlguiding UK Trust Corporation. The County Executive Committee members are the managing trustees for this property. The property consists of an indoor holiday building and two campsites. The site is equipped with all the facilities required of a holiday centre and campsite. There is a Management Committee which oversees the day to day operation of Gorwelion and the Chairperson, who is appointed by the County Commissioner, reports to the Executive Committee on a regular basis. Gorwelion has its own constitution. Adequate insurance cover is taken out each year and the level of cover required is reviewed annually or when required. The Gorwelion Committee are charged with raising the money required for the maintenance of Gorwelion. The fees charged are calculated to cover normal running costs with any surplus used for improvement of the facilities. Grant funding and donations and charitable activities are also used to support the maintenance and developments of Gorwelion. The law applicable to charities in England and Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that period. In preparing these financial statements, the trustees are required to: - select suitable accounting policies and then apply them consistently; - observe the methods and principles in the Charities SORP; - make judgements and estimates that are reasonable and prudent; - state whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements; - prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business. The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the trust deed. They are responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection fraud and other irregularities. The trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011(the 2011 Act) and that an independent examination is needed. It is my responsibility to: - examine the accounts under section 145 of the 2011 Act; - follow the procedures laid down in the General Directions given by the Charity Commission under section 145 (5) (b) of the 2011 Act; and - state whether particular matters have come to my attention. ## **Basis of independent examiner's report** My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records.
