## **THE LEAGUE OF FRIENDS OF BRIDGNORTH HOSPITAL**

**OBJECTIVES AND ACTIVITIES** 

**Objective** 

The object of the League of Friends of Bridgnorth Hospital serves to improve amenities for the benefit of patients and to aid in provision of a quality service within Bridgnorth Community Hospital, Shropshire Community Health NHS Trust and Shrewsbury and Telford NHS Trust Maternity Unit at Bridgnorth Community Hospital. The Charity aims remain to encourage, foster, and maintain the interest of the public in the patients and the support of the work of Bridgnorth Hospital. Trustees have given genuine attention and thought to all matters relating to activities undertaken by the Charity in accordance with the constitution within the Trustee Committee meeting forum. 

**Fundraising** 

The Charity has not undertaken any significant fundraising activities due to the level of voluntary donations and legacies received; this levied against the numbers of funding requests received by the Trust for our Community Hospital and all of its components was appropriate. 

The Coffee Shop has been open to the public Monday to Friday 0930 – 1600 hours throughout the year. We held our Annual Easter Coffee Morning but moved the usual Christmas Coffee morning forward to Halloween which proved to be most successful.   At the start of 2023 trade in the Coffee Shop was a little slow but over the year the Manager and Coffee Shop Volunteers have worked hard to build our business back up to almost pre covid figures by the end of the year.

We also restructured our collecting tin management methods, which has improved efficiency of 

collection and distribution of the tins around local retail premises considerably. 

Our popular 100+ Club regulated as a Small Society Lottery by Shropshire Council, continues to raise 

funds on an annual basis. 

## **ACHIEVEMENTS AND PERFORMANCE** 

## **Constitution** 

In March we held an Extraordinary General Meeting to change our constitution this was submitted to the Charity Commission and many months later we heard back, requiring some follow up information which resulted in the new constitution finally being accepted at the end of the year. The revised new 

constitution is much more user friendly when dealing with requests from a much-changed governing NHS. 

## **Awards** 

Kings Coronation- our then president – Councillor Karen Sawbridge was in attendance as a recipient of the British Empire Medal for services to grass roots Rugby and service to the community including our League of Friends. 

Not only that but we are also very proud that two of our Trustees Jean Prior and Margaret Bray were 

presented with Shropshire High Sheriffs Awards for their “great and valuable services to our community”. 

**Coffee Shop** 

Further to activity already reported the coffee shop manager spent considerable time organising the re- 

introduction of our ward trolly rounds, but after a few trial runs infection control measures due to

ongoing intermittent Covid cases within the hospital meant that sadly were unable to resume regular trolly rounds during this reporting period. Although it may ultimately not be possible due to new working practices, as a direct result of the Covid 19 Pandemic, we continue to strive towards this goal. 

## **Butterfly Cafe** 

In May the Butterfly Café moved into its second year and went from strength to strength as the year progressed. Our dedicated team of dementia awareness trained butterfly café volunteers continue to help in the provision of a friendly and safe environment for our butterfly café members to spend time organising activities suitable for dementia and other memory loss sufferers and their relative or carer who escorts them. In November planning started for the introduction of another Friday meeting which will increase meetings to twice monthly for the Butterfly Café starting in the new year (2024). 

## **Carnival** 

We entered a float in the 2023 Bridgnorth Carnival with Cami our mascot in pride of place at the centre of our themed float. This gave us an opportunity to showcase Cami to the public and a memorable day was had by all. The young volunteer (who wishes to remain anonymous) acting as Cami, did a tremendous job being our Caterpillar in 2023. Entering the carnival enabled us to raise some funds through spectator donations, although the primary reason for entry into the carnival was to raise awareness with younger generations of our existence in a bid to attract new volunteers in the future. 

## **Remembrance Weekend** 

For the first time in several years, we took part in our Town Remembrance Parade and laid a wreath at the War memorial. The knit and natter group made poppies which were distributed to ward patients and staff who wished to receive them. This simple gesture enabled members of the community who were hospitalised to feel part of the annual remembrance activities.

## **In Remembrance** 

Talking of remembrance, we lost two leading figures from Leagues of Friends of Shropshire. First, June Whittaker- instrumental in setting up the Shropshire Association of Leagues of Friends (a group of small League of Friends charities that meet twice yearly for informal discussion about the methods we use to manage our individual charities, which enables us to support each other) passed away and then just weeks later her good friend and one of our own lifetime Vice Presidents Margaret Veal MBE sadly passed away. Margaret was a founding member of our own League of Friends, and her wit and great wisdom is missed. Sadly, we also saw the passing of another of our Trustees Mrs Betty Martin following a period of ill health. 

## **Membership** 

Like many other charities of a similar nature and object, our membership is currently not growing.  Most charities are finding it difficult to encourage new, younger members to their cause in these times. It must be concluded that 2023 was a successful year, but a huge focus moving forward must be to increase our membership and bring ‘new blood’ to our ranks to be able to continue with our Objective in the future 

**FINANCIAL REVIEW** 

The Charity receives much of its income from legacies, donations, membership subscriptions and fundraising events. The Charity provides support to the hospital by funding the purchase of equipment requests presented by departments within the hospital. 

**Reserves** 

The Charity aims to maintain a reserve of £70,000 as agreed by the Trustees which is reviewed annually and includes funds deemed to be sufficient to meet foreseeable funding obligations although there has been no requirement to dip into the reserve in this reporting period.

## **Financial Auditing** 

Financial accounts and records are managed routinely by the organisations nominated treasurer and 

audited by an independent accountant annually. The audit for this period was completed without issue. 

## **STRUCTURE GOVERNANCE AND MANAGEMENT** 

## **Governing document** 

The Charity is an unincorporated organisation and is managed by the Trustees under its 2023 

constitution document. Policy and procedure documentation has been recognised as limited and a full 

review will be undertaken in the next reporting period. 

## **Methods of appointment or election of Trustees** 

Trustees are nominated, seconded, and elected/re-elected at the Annual General Meeting (AGM) which 

is overseen by our President, the duly elected Town Mayor. 

## **Organisational structure** 

The League of Friends of Bridgnorth Hospital is administered by the Trustee Committee of up to fifteen people meeting 4-6 times a year, in addition to the AGM and Extraordinary General Meetings as and when required. There are two sub-committees which oversee the running of the Coffee Shop and 

Butterfly Café respectively, with a minimum of two trustees sitting on each of the sub committees, who 

report to the main trustee meetings. 

## **Relationships with other Charities** 

The Charity is an affiliated member of Attend and continues to contribute to the Shropshire League of 

Friends group which meets up to three times annually and serves as a support network among the Leagues of Friends groups in Shropshire. 

**Trustees’ induction and training** 

Induction is done through briefing by the Chair and Trustees and take part in training sessions e.g.

safeguarding, risk assessment, food hygiene which are organised for all League of Friends volunteers as 

appropriate to the volunteer work, they undertake.

The Charity has built a healthy working relationship with the local hospital management team enabling 

the Trustees to make informed and justifiable decisions to enhance the work of the hospital for the 

public within the community. The hospital manager is invited to attend Trustee meetings and provides an 

overview and update of hospital activity and brings forward any requests for enhancement of patient 

care and experience within the ward and departments of the hospital.

The trustees submit their annual report and the unaudited financial statements for the year ended 31st December 2023. The trustees have adopted the provisions of the Statement of Recommended Practice (SORP) "Accounting and Reporting by Charities" issued in 2005 as modified by SORP 2019 (FRS 102) in preparing the annual report and financial statements of the charity. 

The charity is governed by its constitution, which placed the governance on the charity in the hands of the trustees. It's objects are to advance education and provide facilities in the interests of social welfare for recreation and leisure time occupation with the object of improving the conditions of life for the inhabitants of the area. 

## **Volunteers** 

The charity is grateful for the efforts of its volunteers who are involved in service provision and fund raising. It is estimated that approximately 37 volunteer hours were provided on a weekly basis. If this is valued at the National Living wage rate of £10.42 the weekly volunteer effort amounts to nearly £385.54. 

The trustees are responsible for preparing the Trustees' Annual Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice). 

The law applicable to charities in England & Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that period. In preparing these financial statements, the trustees are required to: 

- Select suitable accounting policies and then apply them consistently 

- Observe the methods and principles in the Charities SORP 2019, (FRS 102); 

- **-** Make judgements and estimates that are reasonable and prudent; 

- State whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements; 

- Prepare the financial statements on a going concern basis unless it is inappropriate to presume that the charity will continue in operation.

The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011, the Charity (Accounts and Reports) Regulations 2008 and the provisions of its Constitution. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. 

## **Internal Control and Risk Management** 

The trustees review the effectiveness of all material internal controls, including operational, financial and compliance controls and risk management systems. 

The internal control systems are designed to meet the Charity's particular needs and the risks to which it is exposed, to manage these risks and to provide reasonable assurance against misstatement or loss. 

## **Statement of Disclosure of Information to Independent Examiners** 

We, the trustees of the charity who held office at the date of approval of these financial statements, each confirm so far as we are aware that: 

- there is no relevant information of which the charity's independent examiners are unaware: and 

- we have taken all the steps that we ought to have taken as trustees in order to make ourselves aware of any relevant information and to establish that the Charity's independent examiners are aware of that information.

## **Re-appointment of Trustees** 

The trustees are appointed by the members of the Association in Annual General Meeting. 

## **Achievements and Performance** 

The results for the year are set out in the attached statements of financial activities. 

## **Financial Review** 

The Charity's policy is to retain surplus funds pending suitable application by the charity for assistance of a project within the terms of charitable status. 

The treasurer maintains the financial records of the Charity and reports regularly at all meetings. 

## **Independent Examiners** 

A resolution proposing that Silver & Co be reappointed as independent examiners of the Charity will be proposed at the Annual General Meeting. 

The results for the year are set out in the attached statements of financial activities.

## **Independent Examiners' Report to the Trustees of League of Friends of Bridgnorth Hospital** 

We report on the accounts of the charity for the year ended 31st December 2023 which are set out on pages 6 to 9 

## **Respective responsibilities of trustees and examiners** 

The charity's trustees are responsible for the preparation of the accounts. The Charity's trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. 

## It is our responsibility to: 

- examine the accounts under section 145 of the 2011 Act; 

- follow the procedures laid down in the general directions given by the Charity Commission under section 145(5) (b) of the 2011 Act; and 

- state whether particular matters have come to our attention. 

## **Basis of Independent examiners' report** 

Our examination was carried out in accordance with the general directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report is limited to those matters set out in the statement below. 

## **Independent examiners' statement** 

In connection with our examination, no matter has come to our attention: 

- **1** Which gives us reasonable cause to believe that, in any material respect, the requirements: 

   - to keep accounting records in accordance with section 130 of the 2011 Act; and 

   - to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act have not been met; or 

- **2** to which, in our opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

## **LEAGUE OF FRIENDS OF BRIDGNORTH HOSPITAL Trustees' Annual Report For the year ended 31st December 2023** 

The trustees submit their annual report and the unaudited financial statements for the year ended 31st December 2023. The trustees have adopted the provisions of the Statement of Recommended Practice (SORP) "Accounting and Reporting by Charities" issued in 2005 as modified by SORP 2019 (FRS 102) in preparing the annual report and financial statements of the charity. 

The charity is governed by its constitution, which placed the governance on the charity in the hands of the trustees. It's objects are to advance education and provide facilities in the interests of social welfare for recreation and leisure time occupation with the object of improving the conditions of life for the inhabitants of the area. 

## **Volunteers** 

The charity is grateful for the efforts of its volunteers who are involved in service provision and fund raising. It is estimated that approximately 37 volunteer hours were provided on a weekly basis. If this is valued at the National Living wage rate of £10.42 the weekly volunteer effort amounts to nearly £385.54. 

The trustees are responsible for preparing the Trustees' Annual Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice). 

The law applicable to charities in England & Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that period. In preparing these financial statements, the trustees are required to: 

- Select suitable accounting policies and then apply them consistently 

- Observe the methods and principles in the Charities SORP 2019, (FRS 102); 

- **-** Make judgements and estimates that are reasonable and prudent; 

- State whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements; 

- Prepare the financial statements on a going concern basis unless it is inappropriate to presume that the charity will continue in operation.

The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011, the Charity (Accounts and Reports) Regulations 2008 and the provisions of its Constitution. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. 

## **Internal Control and Risk Management** 

The trustees review the effectiveness of all material internal controls, including operational, financial and compliance controls and risk management systems. 

The internal control systems are designed to meet the Charity's particular needs and the risks to which it is exposed, to manage these risks and to provide reasonable assurance against misstatement or loss. 

## **Statement of Disclosure of Information to Independent Examiners** 

We, the trustees of the charity who held office at the date of approval of these financial statements, each confirm so far as we are aware that: 

- there is no relevant information of which the charity's independent examiners are unaware: and 

- we have taken all the steps that we ought to have taken as trustees in order to make ourselves aware of any relevant information and to establish that the Charity's independent examiners are aware of that information.

## **Re-appointment of Trustees** 

The trustees are appointed by the members of the Association in Annual General Meeting. 

## **Achievements and Performance** 

The results for the year are set out in the attached statements of financial activities. 

## **Financial Review** 

The Charity's policy is to retain surplus funds pending suitable application by the charity for assistance of a project within the terms of charitable status. 

The treasurer maintains the financial records of the Charity and reports regularly at all meetings. 

## **Independent Examiners** 

A resolution proposing that Silver & Co be reappointed as independent examiners of the Charity will be proposed at the Annual General Meeting. 

The results for the year are set out in the attached statements of financial activities.

## **Independent Examiners' Report to the Trustees of League of Friends of Bridgnorth Hospital** 

We report on the accounts of the charity for the year ended 31st December 2023 which are set out on pages 6 to 9 

## **Respective responsibilities of trustees and examiners** 

The charity's trustees are responsible for the preparation of the accounts. The Charity's trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. 

## It is our responsibility to: 

- examine the accounts under section 145 of the 2011 Act; 

- follow the procedures laid down in the general directions given by the Charity Commission under section 145(5) (b) of the 2011 Act; and 

- state whether particular matters have come to our attention. 

## **Basis of Independent examiners' report** 

Our examination was carried out in accordance with the general directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report is limited to those matters set out in the statement below. 

## **Independent examiners' statement** 

In connection with our examination, no matter has come to our attention: 

- **1** Which gives us reasonable cause to believe that, in any material respect, the requirements: 

   - to keep accounting records in accordance with section 130 of the 2011 Act; and 

   - to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act have not been met; or 

- **2** to which, in our opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
