## Other matters. 

The Trust is required to maintain a minimum of three Trustees, a management team of 8-10 members with specific responsibilities and skills including training, crew allocations, boat maintenance, booking and scheduling, IT and web site upkeep. The Trust is a member of the NCBA (National Community Boat Association) and the NCVO. All volunteers undergo induction and crew training from the training officer. All skippers are required to hold a current certificate in Community boat management which must be renewed every 5 years. They must also hold current Emergency First Aid certificates. The crews operating the boats are all unpaid volunteers. 

## Objectives and activities. 

The Trust deed asks for the provision of facilities for the recreation of patients dealing with physical, mental and economic disabilities to improve the conditions of their life and social circumstances and to ensure that they will benefit personally or reduce their isolation or exclusion. The deed also allows for the Trustees to extend the use of such facilities to organisations and/or families who would similarly benefit. 

The Trust operates two 70 foot narrow boats on the rivers and canal systems of Leicestershire. Both boats are specifically built to accommodate wheelchair and disabled use. One boat operates from Leicester Marina in Thurmaston, the other from Pilling’s Lock Marina in Quorn, Leicestershire. 

During 2021, with a reduced cruising season due to continued Covid-19 restrictions, the Trust achieved a total of 70 daily trips on both boats. Our beneficiaries have been a variety of care and residential homes, Dementia groups, local county council child protection units, ~~W~~ .I’s and Mother’s unions. Our new boat Halseyon Days was active, and repairs/refurbishment of Dandelion ensured that minimal breakdowns and mechanical failures occurred. 

With an ever-ageing population and over 3.7 million old people living on their own (Age UK report), it is estimated that there are over 1 million persons in the UK who consider themselves “lonely”. A local study, completed by Dr P McNair at Leicester University, estimated that there were over 30,000 persons in Leicestershire, who were of pension age, who were lonely. We therefore believe that the need for our services will increase as council budgets become more difficult.

We carried 750 clients on our boats this year and testimonials and postings on Facebook and our web site show testimony to the benefit we provide to the local communities. 

## Achievements and performance. 

The advent of Coronavirus has had a continuing effect on the activities of the Trust. Community “lockdowns” and the need for many volunteers and clients to “shield” due to clinical vulnerability caused a delay in client trips recommencing until August 2021. The Management have been very successful in maintaining volunteer numbers from 43 to 70+ during the last 3 years and their continued loyalty has been maintained by use of zoom meetings and constant contact on email. 

The Trust has further strengthened its working relationships with Voluntary Community Services, Charnwood Borough Council and Voluntary Action Leicester in a bid to improve the professionalism of Trustee performance, source new Trustees and train Funding group members in writing bid applications for funds. A major partnership with the Canal and River Trust has been developed whereby the Baldwin Trust boats will be used by the Canal and River Trust to market the benefits of increased use of the waterways system by local and city populations. This will continue throughout 2022 and beyond. These links are continuous, further involvement will take place through 2022 through means of a new social initiative. 

Working with Charnwood Borough Council and Voluntary Action Leicester and Charnwood Neighbourhood Associations, we have been successful in creating a new initiative, “Project Waterside”, to offer those less fortunate members of our communities, FREE trips on our boats with community transport for the coming season. This is very important “post pandemic” as more in society suffer mental health issues, increased poverty, and homelessness. The very ethos of our Trust! This has taken a year of hard work by a dedicated team of volunteers to organise, ready for launch in March 2022. The help and support of all volunteers is particularly appreciated.

## Structure, governance and management. 

During the period we also created new teams for developing the work of the Trust. 

A new “Management /Team leader group” is being developed and additional members are being recruited to functional sections for training, boat maintenance, new boat development and funding. 

This is fundamental to ensuring that the work of the Trust can continue and ensure that some degree of succession planning for Trustees has taken place in time. We have also formed new teams for dealing with boat festivals and Community events, media/press and PR to promote the work of the Trust. This has all been done utilising the talents of the wonderful group of volunteers supporting our Trust with some external professional help! 

Without the commitment of the volunteers, none of this would have been possible. 

The Trust has continued to recruit and train new volunteers to maintain our core of fit and capable crew and skippers. The recently increased press coverage regarding our new initiative, will encourage more new recruits to come forward. 

## Financial Review. 

There was a deficit of income against expenditure during 2021. Expenditure was £49,155 and income was £45,853. Considering that client trips could not recommence before August 2021, the hard work of the funding team and local and county Covid support grants allowed the Trust to manage a balanced financial year. 

“Restricted funds” for the purchase of a second new boat purchase have been created. 

Our Reserves policy was confirmed at £40,000 for the foreseeable future. This figure has been calculated on the premise that should both operational boats be lost to our use for 1 year, this would be the approximate cost of providing commercially sourced craft to execute our client trips.
