Westward Parish Rooms Charity no 514864
Address — Westward Parish Room, Westward, Wigton, Cumbria, CA7 8LZ
Trustees names — lan Jackson, Jennifer Robinson, Mary Little
Trustees Report 2023 — 2024
Following the disastrous fire in January 2023, we were unable to reopen our parish room during the current year as we concentrated on clearing up after the fire. We were under insured, which meant that our insurance company only paid out at a rate of 22% on our main buildings cover. It also meant that we were refused insurance renewal so our building is currently uninsured. Nevertheless, we received £28,286.83 in settlement of which we have currently paid out £20,401.43 in clearance costs. Our other income consisted of donations of £650 and a grant of £650 from Westward Parish Council. The parish room is currently a shell but the roof is intact, has temporary windows, and is watertight so is not coming to any harm and is regularly inspected for damage. We had a balance available of £24,253.68 as at the year-end. No fundraising was carried out during the year whilst our room was unusable. No new trustees were appointed.
During the year, it became apparent that the adjoining room, which is owned by the PCC and suffered smoke damage during the fire had structural problems, which has delayed refurbishing our parish room, as the two rooms need to be considered as a single entity. It may turn out that it needs demolishing, as that may be the cheaper option than repairing the structural problems. The room also has unsatisfactory features such as a cellar, which is unusable, and added portions that are part of its structural problems.
These problems are still being considered, as is the option of our charity taking over the adjoining room to make it a single owned entity, which will be easier to manage in the end. This latter option will need the approval of the Charity Commission, as it will amend our original deed of constitution. We are currently taking professional advice on this latter option before our committee makesa final decision on the way forward. We are advised that there would be around £60,000 available from the PCC toward the financial cost of this latter option. We have also been advised, subject to conditions, that there may be grants available from Cumbria Community Foundation, which manages funds from the Joyce Wilkinson Trust, which prioritises projects in Westward parish.
