Welcome to our AGM
From our Chair, Paul Wilson
It is my privilege to introduce the Annual Report for 2023/24.
Under the leadership of Ryan, we have seen our District flourish and I’m proud to see that with your hard work and support the District has seen the largest percentage growth across the County. This is largely driven by the opportunity to open Scouting to a wider age range and the additional three Squirrel Dreys and a very active 14-25 Team. I have no doubt that this is mainly due to the strong, wide-ranging and diverse programme that our young people have thoroughly enjoyed.
As you will see later in the report, we have made significant progress with training thanks to the work Justin McDonnell has completed, and this puts us in a very strong position as we continue to make Safe Scouting our number one priority.
Since our last AGM significant work has taken place at our District HQ and I am sure you are as impressed as the Trustee Board are at the changes, we have been able to implement thanks to the grant from the Youth Investment Fund which Ryan successfully applied for.
I have the pleasure of saying that as a Board of Trustees we are well placed to continue the transformation journey, and we find ourselves financially secure due to the hard work of our Treasurer Sharm Clarke; thank you. The Trustee Board have worked hard to offer strategic governance and meet the challenges, thank you to every Board member, but also a special thank you goes to the whole District Support Team for helping us make this happen.
Finally a thank you to each and everyone for providing Scouting opportunities for all.

The minutes were reviewed by the District Board of Trustees at their first meeting after the 2022 Annual General Meeting and so are proposed as a true and accurate record of the 2022 AGM.

4. Governance Topics

4.b. Note of the District’s Financial Year
Members of the District Scout Council were asked to note that the Charity’s Financial Year is April 6th to April 5th

The District Scout Council must agree at its AGM the number of people to be elected to the Board of Trustee’s. The recommendation from the outgoing Trustee Board is that 6 people can be elected.

4.d Agree to the Quorum for each District Scout Council (including this AGM), meetings of the District Trustee Board and Sub-Commitees
The District Scout Council must agree at its AGM, the quorum – the minimum number of District Scout Council Members present for a meeting of the Council. The recommendation from the outgoing Trustee Board is that the quorum should be 25 persons. The District Scout Council is asked to approve this recommendation.

The District Scout Council must agree at its AGM the quorum for Trustee Board Meetings, and Sub-Commitee Meetings. The Charity Commission Statement of Good Practice is that the Trustee Board Quorum should be set at one third of Trustee Members plus one and that that Sub-Commitee Quorum should be set at one third of the Commitee plus one. The recommendation from the outgoing Trustee Board is that the Quorum be set at the Charity Commission Statement of Good Practice.
5. Review of the Previous Year
Paul Wilson, Chair, reflects on the previous year and the changes that we have seen since 2022.
5.a. District Commissioner’s Review of Scouting in Lowry District
Paul Wilson asks Ryan Swailes, District Commissioner, to present the Annual Report for 2023.
5.b. To receive and consider the Annual Report of the District Trustee Board, including the Annual Statement of Accounts
The District Trustee Board has approved the Annual Report and Statement of Accounts and the report on the accounts received from the Scrutineer.
Sharmilla Clarke, District Treasurer presented the Annual Financial Accounts.
Paul Wilson expressed thanks to the District Treasurer for all her hard work in ensuring the accounts are well presented.
No questions were asked to the District Treasurer.
6. Making Appointments
The chair notes to the District Scout Council that this section of the meeting sets the Charity up to be well-led during the period to the next AGM. Particularly, the District Scout Council appoints a Trustee Board to ensure good governance for the charity over the year.

These are persons who are to be admitted as member of the District Scout Council in addition to the ex-officio list in POR Rule 5.4.2.5

Our Purpose and Method
The District’s governing documents are those of The Scout Associations. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation, and Rules of The Scout Association.
The District is a Trust which is established under its rules which are common to all Scouts.
The Trustees are appointed in accordance with The Policy, Organisation, and Rules of The Scout Association. The District is managed by a Board of Trustees, the members of which are the “Charity Trustees” of the Scout District. As Charity Trustees they are responsible for complying with legislation applicable to all charities. This includes the registration, keeping proper accounts, and making returns to The Charity Commission as appropriate.
The Board of Trustees consists of the Chair, Treasurer, and 7 Trustees (including 2 Ex-Officio Trustees) and meets every 2 months. Members of the Board of Trustees complete “Being a Scouts Trustee” learning within 6 months of joining the Board.
The District Trustee Board exists to make sure the Charity is well-managed, risks are assessed and mitigated, equipment is in good working order, and everyone follows legal requirements and the organisation’s policies and rules. Their support helps other volunteers run high quality and safe programmes that gives young people skills for life.
Members of the Trustee Board must act collectively as Charity Trustees of the Scout District and in the best interests of its members in accordance with the Policy, Organisation and Rules of The Scout Association.
The District Trustees have identified the major risks to which they believe the District is exposed, these have been reviewed and systems have been established to mitigate against them. The main areas of concern that have been identified are: the District is primarily reliant upon income from our investments. The District does hold a reserve to ensure the continuity of activities should there be a major reduction in income. The primary mitigation is to diversify revenue streams by using the District Membership Charge and Armstrong Hall, alongside grant applications.
The District has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include 2 signatories for all payments, and a comprehensive insurance policy to ensure that insurable risks are covered.

The Purpose of Scouting
Scouting exists to actively engage and support young people in their personal development,
empowering them to make a positive contribution to society.
The Values of Scouting
As Scouts we are guided by these values:
Integrity - We act with integrity; we are honest, trustworthy, and loyal.
District Reserves Policy
The Board of Trustees have set a level equivelant to six months of operating costs for the organisation as a desired level of reserve. This fund is a contingency in the event of a sudden or unexpected reduction in income, in order to protect the future operation of the organisation from the effects of any unforeseen variations in its income and expenditure. It also provides cash flow for grants and contracts that are paid in arrears.
The reserves policy has been established on the following basis:
Respect - We have self-respect and respect for others.
Care - We support others and take care of the world in which we live.
Belief - We explore our faiths, beliefs, and attitudes.

the organisations responsibility as a property owner, Armstrong Hall, and an obligation to provide a suitable venue to its’ licence holders.

the organisation has a large part of its expenditure matched against income for planned events,

which are not included in the reserves set.
Co-operation - We make a positive difference; we cooperate with others and make friends.
The Scout Method
Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and:

District Investment Policy
The Board of Trustees have established, in line with the Trustee Act 2000, an Investment Policy that outlines the actions taken to ensure the appropriate financial management of the District Scout Council. It is recognised that the primary source of income for the Scout Council is through its investments, primarily made up from the Salford Legacy Fund.
The Salford Legacy Fund was established after the former Salford District Scout Council was closed to form Lowry District Scout Council. The purpose of this fund is to provide an annual income for the Scout Council to be used for its charitable aims.
When making investment decisions, the Scout Council have the following objectives:

to provide the organisation with the greatest financial return, with the minimum level of risk.

to invest ethically and morally, unless this objective greatly reduces the financial return.

where possible, sourced advice from an individual with a financial background.

the liquidity requirements of each account.
The investment policy and investments in placed are reviewed yearly as part of the annual budgetary process.

The District's financial policy remains to control spending to an amount equal to its income and to be able to fund District events, administration, meetings, and support Groups in activities such as leader training and to ensure the District is growing and developing.
We have received £157,243 Youth Investment Fund Grant for Armstrong Hall refurbishment, £34,126 completed this year, remainder to be completed in next financial year.
The 14-24 Provision Recieved a £500 grant in February 2024 to support with the opening of the new Explorer Scout Provision

As the charity trustees of the Lowry District Scout Council you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the Lowry District Scout Council accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

District Lead Volunteer’s
Report Ryan Swailes
I am writing this after leading Lowry for almost five years. The change in where we started to now is incredible and I cannot thank enough each Volunteer that provides their time, energy, and ideas, to see each young person thrive – and they really do thrive!
In my last report we welcomed two new Squirrel Dreys, flooding Lowry with a sea of red jumpers. Today our number stands at five, an incredible feat and Lowry has the largest number of Squirrels , and Dreys, across the County. Building on current success, we are excited to see two more Dreys open towards the end of 2024: 88th Salford, and 1st Clifton. These ventures will open more opportunities for our young people to come together and thrive.
Our Census from January 2024 was the biggest increase in Lowry numbers since the District was formed. Bouncing back to pre-COVID levels there was a fifteen percent increase overall, the largest percentage increase across Greater Manchester West. I cannot thank enough the efforts of every Volunteer for providing a high-quality programme that sees more and more young people wish to join Scouting. I am incredibly confident that our percentage increase will be the same in the coming years.

Programme Team
Michelle Rowlands - Programme Team Leader
This year the Programme Team has grown from strength to strength. The year started with me as Programme Team Lead supported by Robert Hambelton (Scouts) and Courtney Pope (Beavers & Squirrels). In July 2023 Tony Rice (Cubs), in February 2024 Kim Skaife (Squirrels) and in March 2024 Dave Heath (Programme Support) joined the team.
As in previous years we have organised events for each section to take part in, but alongside the district wide Remembrance Sunday Parade and Swimming Gala, this year also saw the return of our St George’s Day Funday in April 2023, expertly organised by Justin McDonnell.
A new event on the calendar this year was the Expedition Challenge Weekend, you can read more about it in the Scouts section below. We know that this can be one of the more challenging parts in achieving the Chief Scout Gold Award, so we’ve decided to run the event every 2 years for Scouts 12 and over.
We have been busy planning and organising the Lowry District Camp for 2024 to Kibblestone International Scout Campsite. Over 200 young people and adults turned up for the third iteration and I would like to say THANK YOU to each person. It was an amazing weekend, and we even booked the weather.
Squirrels
At the end of last year we had 1 Squirrel Drey, at the end of this year we now have 4 Dreys and a 5th has opened at the beginning of 2024/25. The first batch of Chief Scout Acorn Awards have been awarded at 82nd Salford. This award is the highest award a Squirrel can receive - well done all! The Squirrels have attended many District events during their first year; St George’s Funday, the Squirrels, Beavers and Cubs trip to Blackpool Zoo, the Annual Swimming Gala, Snakes and Ladders competition and the Remembrance Sunday Parade and Service. The Squirrels across the District attended this for the first time and were very well behaved and showed that they can parade as well as their older counterparts.
We are looking forward to more growth in 2024 and taking Squirrels on more outdoor adventures.

Beavers
This year we have had an increase in the number of young people attending Lowry Beaver events. Congratulations to the groups who have awarded their young people with Chief Scout Bronze Awards, seeing our young people get the most out of their time in Beavers is an achievement to be very proud of.
We started and ended the year with Easter Egg Hunts, the first one in April 2023 being at Buile Hill Park and the next in March 2024 at Hollinwood Scout Campsite. Thank You to Sarah Moore for all her support this year in planning fantastic events for our Beavers to attend at Hollinwood Campsite. The bulb planting and Easter Egg hunt have both been a huge success and every young person went home with a smile on their face.
The Beavers also attended the St George’s Funday in April 2023, the Lowry Beaver Camp in June 2023, the Squirrels, Beavers and Cubs trip to Blackpool Zoo in July 2023, the Remembrance Sunday Parade and Service in November 2023, the Swimming Gala in November 2023 and the Domino Competition in January 2024.
We’re looking forward to the events planned for 2024/25 and seeing many more Beavers taking part and achieving the top award.

Cubs
Once again, another great year has happened for all our Cubs, we have had some fantastic events run by great leaders. Cubs attended the St George’s Funday in April 2023, the Squirrels, Beavers and Cubs trip to Blackpool Zoo in July 2023, a Halloween Party, the Remembrance Sunday Parade and Service in November 2023, the Swimming Gala in November 2023 and the 5-a-side football competition in January 2024.

100th Salford represented Lowry at the County Cardboard Canoe Race. We also held our annual Camping and Backwards Cooking competition at Ashworth Valley. Over Saturday and Sunday, under sunny skies, the Backwoods Cooking competition took place, and the camping competition ran its course without further interruption. In the Backwoods Cooking Competition, the team from 82nd Salford won, followed by 43rd Salford. 88th Salford came first and second in the Camping competition.
October 2023, we ran our first Expedition Challenge Camp in the Peak District. Scouts aged 12 and over were invited to take part in 2 days of hiking and 1 night camping, carrying their own personal equipment and food for the weekend. Later that month an Orienteering competition took place at Heaton Park, 7 teams took part across 4 Scout Troops with 82nd Salford B Team winning, closely followed by a team from 88th Salford.
We were back at Eccles College in December 2023 for the Dodgeball competition, thanks to Justin McDonnell for running the event alongside Neil Hall. The winners of the competition were 100th Salford, with 3rd Pendlebury second.
In March 2023, we returned to Eccles College for the 5-a-side football competition. This time we had 6 groups enter a team, after five rounds of matches the final was contested between 100th Salford and 1st Clifton and a goal with less than two minutes to go was enough to settle the match in favor of 100th Salford, who retained the trophy. March also saw the annual Get Out Of That Competition, where 6 teams went to Giant’s Seat Scout Campsite and went through bases on mapping skills, pioneering, logic, moving water in cups and a fun quiz, and in addition the Explorers ran a base on First Aid Skills. Once all the points for Leadership, Team Spirit and the Technical skills required were added up, the team from 43rd Salford won with 100th Salford second.

The Halloween party was greatly attended by many groups with some fun costumes. Special thanks to Adela Ramsbottom and Sarah Moore for organising events over the last few months.
I look forward to another great year for all our young people and I know there will be many more great memories for them to make. Over the next year there will be more fun and adventurous events and activities being run for the Cubs.

As always, the Scouts have had a busy year. April 2023 kicked off with 43rd Salford and 88th Salford representing Lowry at the County Lord Derby competition. In May 2023 5 Scout Groups took part in the 5-a-side football competition at Eccles College. 100th Salford and 3rd Pendlebury contested that final with 100th Salford coming out as overall winners. Support Team
Josh Macdonald - Support Team Leader
This year is the first year that we have seen a Support Team in its current form, with numerous opportunities to grow and develop since our last report.
I would like to express my thanks and gratitude to all members of the Support Team, namely Ben Beaver, Lauren Aldred and Laura Greenhalgh! Lauren and Laura are both new members of the team and have been thriving in their roles, bringing their professional background to boost our social media offering and administrative aspects of the district growth.
The Support Team is a team that is seen rarely in person, you’ll normally seen us behind cameras or in front of laptops, organising finances or combing through the thousands of photos taken at our district events but the team helps to keep the district ticking over whilst looking to show more people the joy of Scouting!

Welcome
The Welcome Team, led by Ann Salt, has been having regular appointments meetings throughout the year. A big thank you to the helpers who made up the panels for these meetings. They have met with and welcomed nearly 40 new volunteers who have started on their Scouting journey as leaders. They are split across all the groups and sections in the district, but a large number being, new Squirrel leaders at the newly opened Dreys, and Beaver leaders at enlarging Colony’s. With the District expanding this increase in volunteers is inevitable, but it has been a pleasure meeting them all and witnessing their enthusiasm and new energy that they are bringing to their groups, sections and the wider District.
Communications
This year we have seen continual improvement to our internal communication within Lowry with the introduction of The Thread, our quarterly newsletter showcasing the incredible work being done across the district; improvements to The Thread will be coming soon so keep your eyes peeled!

Learning
Adult Learning has been continuing steadily over the past 12 months, and Lowry District is now one of the only Districts in Greater Manchester West County that is fully compliant with mandatory training. Since the AGM last September, 56 volunteers have completed their Safety training, 52 volunteers have completed their Safety training, 52 volunteers have completed their Safeguarding training, and 17 volunteers have completed their First Aid training. This is a fantastic effort, Well done to everyone.
Social Media
This year has since an increase in Lowry’s Social Media presence with supporting recruitment for the new Dipolodcus ESU being features across Lowry’s facebook but the Join Scouts page also! We hope you have seen an increase in our posting and ask that you continue to interact with these posts to help grow our page more – this helps to show stories to you but also shows more people in the Lowry area the incredible work you put in every week!

Administration
Just as the year draws to a close, Laura Greenhalgh was appointed as on of our Administrators. She will be looking after the Board of Trustee’s and Governance across Lowry. I am sure you will read all about her adventures in next years Annual Report.
Recognition
Many volunteers have had their hard work and efforts celebrated throughout the year with Good Service awards and Length of Service awards. This work is continuing and many more will be recognised in the future. Looking forward, it is my intention to make a big effort to encourage those who are very close to completion of their wood badge, to get the remaining modules verified, and award their beads. There are also many volunteers who must renew their First Aid training in the next year. Please keep a look out for courses which will be organised in the not-too-distant future. Finally, yet importantly, if you receive an email from HQ about mandatory training, please act on it as soon as you possibly can.
I would like to finish by thanking you all for your efforts over the last year. You are all amazing in all that you do in Scouting. 14-24 Team
James Seddon - 14-24 Team Leader
Over the last year, the 14-24 Team has continued to provide exciting and challenging adventures to our Explorer Scouts and Scout Network.
One of the highlgihts was the opportunity for members of our Explorer Scout unit and Scout Network to attend and support the World Scout Jamboree in South Korea. Though they did not have the experience they expected, they learnt many skills in resilience, communication and cultural understanding.
Whilst some members were in South Korea, the rest of the Stegosaurus ESU explored York on their Summer Camp, taking part in activities like York Dungeons, Hikes and much more! But the Explorers learnt the most important lesson whilst on this camp... do not cook bacon in an oven for the same amount of time as the sausages!
Coming out of the Summer season and into Autumn, we began to explore life skills that the Explorers felt they needed some practice, from sewing to knowing how to wire in a plug and this will be a continual focus for us as we continue into this year, ensuring that our young people gain the skills they need.
November saw our final trip of 2023 to Cardiff, the penultimate city in our Four Cities Tour. The unit went to the Museum of Cardiff and learnt of the cultural history of the city, attended a Doctor Who 60th Anniversary Light Show over Cardiff Bay and explored Cardiff Castle and Keep!
In February 2024, Diplodocus ESU opened and has grown steadily since. I would like to thank leaders from across the district for stepping up and supporting us with the opening of this new section!
Youth
Luke Turner - District Youth Lead
What a year our young people and volunteers have had in Scouting! So many events and opportunities for our young people to experience and create new long-lasting memories.
All the hard work and time dedicated by our leaders has provided our young people with new skills, knowledge and difficult challenges to overcome, and it is clear to see a Youth-Led District stronger than ever. So many of our young people are going on to become leaders and role models throughout Scouting and continue in their Scouting journey as Adult Volunteers - showcasing all the skills they have learned along the way.
It is compelling to see so many young people all over Lowry strive to reach their top awards and I want to say a massive congratulations to each one who managed to achieve it!
I have some exciting news to share as well, I would like to welcome Bella Heath as a Joint District Youth Lead, who joined just as we finished the year! Bella is coming to help further establish a Youth-Led District and help foster our YouShape award even more. We have numerous new plans and ideas we would love to integrate into our Lowry, one of which involves a Scout Council ran by our young people, to make changes they want to see!
The award is still very new in our District, we will be explaining it in much more detail in future meetings. If you any questions until then, or any other questions please let me know, we would love to help!
I cannot wait for another brilliant year of Scouting, providing our young people with a larger voice and continuing the amazing things our volunteers already do!
For our Scout Network Members, members have attended National and Regional events such as Network Festival and Gathering, allowing them to make connections across the Northwest and UK. The section is continuing to grow with attendance increasing as more Explorer Scouts age up and want to continue their time in Scouting.
Thanks to all the leaders in the 14-24 Team- without you we would not be able to provide the Skills, Fun and Challenge to our oldest sections!
