Welcome from our District Chair

This is the second time I have the pleasure of writing my Chair Persons report for Lowry and I am pleased to present to you the 2022 Annual Review and Report.

The last twelve months have seen Lowry transition fully from the pandemic to deliver an actioned packed year for the young people of Salford, Swinton, and Pendlebury. This has only been possible through the dedication of all our volunteers from the District Team, Group Scout Leaders, Section Leaders, Assistant Leaders, and Occasional Helpers.

It has been amazing to see how many young people have taken part in Scouting over the last year and how our young people have embraced the return to face-to-face Scouting, both at Group and District level. This year has seen lots of happy faces at District Camp and District events, thank you to everyone who has made this possible.

The achievements of our young people are to be commended and celebrated. Congratulations to all who achieved the top award in their section, but also well done to all those who spent their first night away from home, gained their first activity badge or pushed themselves and grew a little in a new area.

Over the last year many of us have been spending our time renovating Armstrong Hall to become our District Headquarters: bringing the building back to life and fit for the future. I would like to thank all of those who volunteered their time and skill to making it possible for the hall to reopen. There is still much to do, but the completion of the first phase of renovations is a huge milestone.

This year has seen more incredible work for us to celebrate; over 300 years of service, three sets of wood badges and seven awards, well done to you all.

During the last year we have seen many changes within both the District Leadership Team and the Executive Committee. I would like to express my thanks to the District Executive for their help in making this transition work so well and for their continued support to the District Commissioner and his Leadership Team in their work.

This is also a time for reflection and to remember those volunteers who are no longer with us, in particular I would like to pay my respects to Josephine Stephens who sadly passed away this summer. Josephine was an example to us all and her values will live on through the many young people who experienced Scouting with her.

The next twelve months will continue to see Lowry transform, but our values will remain the same and I am confident with your continued commitment our young people will continue to have fun and learn new skills for life through Scouting in Lowry.

This is because of not yet receiving the balance of the Veolia Grant of £7520 until full completion of works at Armstrong Hall

District Commissioner’s Report Ryan Swailes

Taking time to reflect is rarely an opportunity one gets in the role of a District Commissioner, however writing my report is always an eye-opening moment when I stop and see all of the incredible things we have achieved in the last twelve months. After the lifting of restrictions, we now have all of our Groups operating again with a huge surge in numbers from mid pandemic, to almost our pre-pandemic levels. What an incredible feat.

The majority of my time (sweat, blood, and tears) has been spent in the renovation and re-launch of Armstrong Hall. Although Phase 1 is now complete, there are still two more phases to complete before the full building has been modernised and brought up to specification. I am unable to put into words my immense thank you to the team of volunteers and trades that have given additional time and discounts to help bring my vision to life.

The District Team have been working harder than ever supporting each volunteer in bouncing back from COVID, driving forward with one aim: to provide an opportunity to Scout for all young people in Salford, Swinton, and Pendlebury. We launched this stategy at 1[st] Clifton, providing direct human support to start and continue their Beaver Section, and I am pleased to say that Ian Boydle and 1[st] Clifton are back to their strength and continue to provide their young people opportunities.

More recently, Adela Ramsbottom and Jonathan Knipe launched the new Scout Section at 24[th] Swinton. The first time Scouts have been a part of 24[th] in over 26 years. A massive milestone, and one that could not have happened without Adela, her team, and Wesley Buckley. Thank you all.

I would like to pay some particular respects to one leader, who unfortunately in the Summer of 2022 passed away. The unwavering commitment and dedication Josephine Stephens displayed is a shining example to all of the values we have as a movement. Attending her funeral procession with the Guard of Honour truly displayed just how many hearts she touched in her twenty eight years service.

As we take time to look back, looking forward is also just as important. Writing this report, we are at the precipice of change. Adapting, dare I say, evolving is part of what we do. We move. The change coming is large, however the transformation of the way we organise and govern ourselves will bring forward new opportunities and a new view of what Scouting is. That is to say, however, that our core values live on. We will continue to provide safe and strong Scouting. Always.

This year, we have more awards to celebrate. With a total of 340 years service, three sets of Wood Badges, and seven awards. The impact this will have had is immeasurable. Training is integral to what we do. There are always opportunities to learn and develop new #SkillsForLife, for both young people and volunteers. My own personal aim is to improve the Awards we, as a District, achieve and hand out. I know the incredible work you do, it should be recognised. It will be recognised. It is recognised.

I would like to close by saying it has given me so much pride to see the District bounce back from COVID, to see so many young people at the District Camps and Events all enjoying themselves. Making friends, and having fun. I know as adults, we have gotten closer; with midnight BBQs around a fire and those shared moments of understanding. I leave you with a passage: “Let us not look back in anger or forward in fear, but around in awareness”. Remember why we Scout: for the young people. Live in the moment, see the smiling faces of each young person, and rejoice - that is why we do it.

Training

On the training front, since April 2021, things are now at last getting back to normal after the disruption caused by the pandemic. With sections now meeting face-to-face once again, I have been able to visit several groups and introduce myself to new Leaders. Not many Wood Badges have been awarded, but it is my intention to resume drop-in sessions and make a big effort to encourage those who are very close to its completion, to get the remaining modules verified.

I must thank you all for your continued efforts in keeping your mandatory training up to date. Since my last report, 47 have completed their Safety training, 55 have completed their Safeguarding training, and 49 have completed their First Aid training. This is a fantastic effort, and it has been noted by the GMW County Training Team. Well done everyone. Looking forward, there are still a number of Leaders who need to renew or complete their First Aid training. Please look out for future courses which will be organised in the not too distant future.

Beavers

As we only recently came out of COVID restrictions and not many Colonies returned to full programme, we did not organise any District events, but some colonies did undertake their own events. There was a good attendance at both Salford and Swinton Cenotaph's in November for the annual Service of Remembrance and Parade, where the Beaver Sections took their place alongside the other sections of the movement.

For Christmas, some Colonies went to local pantomimes, whilst one colony went to the "Lightopia" spectacular in Heaton Park, while another colony sent 16 shoe boxes to the Samaritans Christmas "Shoebox" charity.

On the Camping side of activities, some colonies held sleepovers, while others joined in with the rest of their groups on joint camps and gained various Outdoor and Adventure challenge badges during these events. An‐ other activity, undertaken by the 100[th] Salford was to join in the "Jambowlree" a exciting sounding 10 pin bowling event for all sections of the movement. The 100[th] also went on the County Beaver trip to Blackpool Zoo.

Lastly, Ian Boydle, GSL of 1[st] Clifton would like to place on record his thanks to all the Leaders who gave up their time to help to run 1[st] Clifton Beavers, as he found that he had no Beaver Leaders when resuming after COVID.

This year has been quite quiet on the comms front due to me starting a new job in my professional life last October. Unfortunately, with running a Beaver Section at 43rd Salford and starting a new job I haven’t had as much time to spend on the communications side of things for the District.

I produced the annual calendar or District and County events in December 2021 so that everyone had sufficient notice of events coming up through the year. My intention is to get this out again in December 2022 for the coming calendar year.

I know technically District Camp didn’t take place in the year we are reviewing, but a lot of work went on behind the scenes during the year to make it happen. We hit a few hurdles along the way, the main one being the campsite we were planning to go to cancelled our booking at the last moment, but Wesley, Ryan and I were determined not to let the young people down. Despite all the stress and strain, I think we pulled off a fantastic camp!

Appointments

Ann Salt

After having to use Zoom for Appointments it is nice to once again be meeting Leaders face-to-face. We hope the Group Scout Leaders will have explained the process required to move people from pre-provisional roles to provisional and on to full roles, it is necessary to ensure people joining Scouting are aware of the policies and general workings of the Association.

We will be asking Leaders to attend our Appointments and Training meetings when requested, enabling them to move their Appointment forward and confirm any modules they have done for their training. My thanks go to Martin Maynard, Wesley Buckley and Josh Macdonald for their support over the last year.

The position of Assistant District Commissioner (Cubs) is still vacant, and I look forward to welcoming another member to our team. Thank you to the leaders who have stepped up and organised events for all the Lowry Cubs.

Scouts

Robert Hambelton

On 26[th] June 21 Scouts and Explorers from 43[rd] , 100[th] Salford, and Stegosaurus ESU gathered at Duncan Mathieson Playing Fields for the Backwoods Cooking Competition: our first District face to face event since March 2020. There were five teams, four Scout and one Explorer Team, although one of the 43[rd] Scout teams was entered in the Explorer competition. As well as other fruit and vegetables each team was given an aubergine that had to be included somewhere in their three-course menu, even though I am not a big fan of this vegetable. There was also chicken to cook and a vegetarian option. I have to say that I was impressed with the way all teams tackled the challenge, and they all managed to cook their aubergine in a way that I found appetising. The team from Stegosaurus ESU won the Explorer competition and the team from 43[rd] won the Scout competition. The team from the 43[rd] went forward to the County event on 10 July 2021 and managed a creditable 2[nd] place in the Backwoods Cooking Competition. There was also a camping aspect to the competition without the overnight experience and the 43[rd] team came third.

88[th] Salford entered the County 5-a-side competition and managed to progress through to the final where they were unfortunately beaten, but a good result none the less.

Following the restart of face-to-face Scouting there was a full turn out of Scout groups to the Orienteering Competition on a cold, grey day in early December 2021. The teams just managed to finish their assigned course before it started to snow with the two teams from 1[st] Clifton taking the honours.

The Get Out of That 13[th] March 2022 at Giant’s Seat – a full turn from across the District, with one team each from 3[rd] Pendlebury, 82[nd] Salford and 88[th] Salford and two teams each from 1[st] Clifton, 43[rd] Salford and 100[th] Salford.

The teams were presented with some challenges involving moving water in cups along a rope tangled around trees or using it to get a key out of a tube. Other challenges included building a bridge, getting some medical supplies or a pin from a radioactive area and stacking cans all using rope and elastic. There was a base where the Scouts had to light a fire on water and cooking challenge that involved selecting unlabelled tins and making something with the contents. Finally, there was a base solving codes and one mapping the Giant’s Seat Field.

The team from 3[rd] Pendlebury were the winners with 82[nd] Salford a very close second by just one point. These two teams went forward to represent the District in the County Lord Derby event on 23[rd] April 2022. Unfortunately, 82[nd] Salford were not able to attend on the day, but 3[rd] Pendlebury managed a respectable 4[th] place.

Stegosaurus ESU

Last year Stegosaurus ESU saw a great return after the pandemic, growing quickly to 18 regular attendees. To top it off we had excellent attendance for our 2021 Summer Camp at Hesley Wood, where we took part in Climbing Challenges, Axe Throwing, Laser Tag and a visit to an outdoor inflatable course.

In November, the Explorers travelled to London for a city-wide scavenger hunt in what will be the start of a tour of the UK’s capital cities. The rest of our year was filled with a varied programme for our young people, testing the Explorer’s navigation skills in preparation for future, cooking outdoors and developing their understanding of community issues and how they can take an active part in changing things for the better!

Network & Youth

What a year! Scout Network returned to Lowry District in November 2021 and has since seen a small group of our 18-to-25-year-old members coming together to continue their Scouting Adventure and gain even more #SkillsForLife.

We have seen some amazing activities coming out of our Network Members who are continuing to plan and run activities for themselves! From BBQ’s, Fire Pits, Games Nights and Taskmaster evenings Network have been enjoying their chance to have a well-deserving laugh!

I would like to say a special thanks to those who have got involved with Scout Network since we restarted the section back in November for their hard work, dedication and patience as we have been sorting out how the section will run and operate within Lowry. I would also like to thank every single one of our Network Members who continue to volunteer within our sections, without you we could not provide young people with the opportunities and skills that we do - you are all an inspiration!
