Report of the Trustees of Bowland Pennine Mountain Rescue Team For the year ended 31 December 2021
Bowland Pennine Mountain Rescue Team, Smelt Mill Cottages, Trough Road, Dunsop Bridge, Clitheroe, BB7 3BH is a charity registered with the Charity Commissioners, No. 511072. It is an unincorporated association governed by constitution adopted on the 8th October 1980 and last amended on 10th October 2012. It is a member of the Mid-Pennine Search and Rescue Organisation which is a regional body of Mountain Rescue England and Wales (MREW)

The objects of the Charity, as specified in the constitution, are “to provide efficient search and rescue services, primarily but not exclusively on mountains and fells, for the benefit of any person or persons in need of such services and also promote public safety in this subject by whatever charitable means the Executive Committee think fit”.
In carrying out these objectives the main areas of activity are throughout a large part of Lancashire covering 875 sq. miles including the Forest of Bowland, the West Pennine Moors, Silverdale and Warton AONB, and a large area of lowland and estuaries. The Team also assists other Mountain Rescue Teams when called upon in order to provide additional resources in neighbouring areas.
A major feature of 2021 was the continuation of the Covid-19 Pandemic, which led to enormous implications for the Team, and despite long periods of government-imposed lockdowns, 2021 saw the team respond to a total of 70 incidents. The Team was placed on ‘Stand By’ on another 7 occasions. The Team assisted Lancashire Police in conducting 7 searches for missing and vulnerable persons. The team responded to and attended 59 incidents to assist the North West Ambulance Service, stabilising and evacuating casualties from inaccessible situations. The services of the Team were called upon at the scene of 3 Road Traffic Incidents. The Team worked with the Helimed Air Ambulance on 11 occasions, and HM Coastguard Helicopter on 3 occasions.
The members of the community assisted by the Team during 2021 consisted of 20 hill walkers and 11 casualties where a mountain bike was involved. The team were called upon and responded to assist other Mountain Rescue Teams on 6 occasions, including Keswick Mountain Rescue Team in Cumbria. The Team attended 2 Water related incidents and the winter snow presented the Team with 2 casualties in sledging incident, and a casualty injured after falling from a horse. The SARLOC mobile phone technology was used on 17 occasions to locate casualties.
This wide range of activities clearly demonstrates that the Trustees have taken regard of the Charities Commission guidelines in relation to providing public benefit. Almost all of these casualties were in locations where their safe and speedy rescue, treatment and evacuation could not have happened effectively and urgently without the manpower, skills and resources of the Rescue Team.

During 2021 the charity carried out major repairs to the roof of our South Ribble base, ensuring the building is weatherproof, safe and secure storage for one of our front-line vehicles.
The Covid-19 Pandemic created considerable difficulties for a second year the Team in terms of the requirements to conduct all Search and Rescue operations in full compliance with the safety requirements issued by NHS England. The Team were pleased to be provided with adequate supplies of appropriate PPE by MREW, and detailed guidelines for protocols to be followed whilst interacting as a team on operations and during training. The difficulties experienced by the imposition of PPE whilst operating in remote countryside cannot be overstated, but despite these difficulties the Team members demonstrated their resilience in carrying out all operations safely and successfully.
The Pandemic had a significant impact on Team training during 2021. It has been necessary to take strategic steps to ensure the safety of all team members and casualties by creating fully ‘Covid Safe’ practices in every aspect of our work and training to mitigate the risk of cross infection. This has been achieved by developing internet based training sessions and creating ‘operational bubbles’ of personnel wherever that is possible.
During 2021 the Team Leader and others have interacted closely with Lancashire Constabulary, North West Ambulance Service, Lancashire Fire and Rescue Service and the Lancashire Resilience Forum. It is the Team’s intention during the coming year to continue to maintain its operational capability through these relationships and opportunities for joint training.
Throughout 2021 the charity continued to see the effects of Covid with reduced general donations during the year, and a much reduced letting activity at our Smelt Mill training base. The latter was mitigated, however, with Covid related grants from Ribble Valley Borough Council. We were, however, able to return to some Team led fundraising events with encouraging results. The charity is grateful to have benefitted from various grants towards renewing our rope rescue kit, and for a grant from Screwfix towards the security and operability of our South Preston vehicle base. We are very grateful for all the grants and donations we have received. All this money is spent, or allocated, to BPMRT search and rescue related activities.
BPMRT was the beneficiary of a large legacy (£147K) towards the end of the year. This has enabled the Trustees to plan for the Charity’s mid-term operation needs, allocating funds towards necessary future front-line vehicle refurbishments and communications enhancements, as well as anticipating upcoming kit renewals. The legacy has also allowed the Trustees to review the reserves policy with the result of extending free reserves cover (unrestricted and unallocated funds) by 6 months to an aspiration of 18 months. It was felt that this would better protect the Charity from future Covid-like events which could seriously jeopardise income.
The Charity’s free reserves stood at £106,947.00 as of 31st December 2021, representing approximately 21 months operating expenses. As of the 31st of December 2021, the charity also held restricted and allocated funds totalling £234,366.00. These have been allocated to various projects to maintain the Team’s operability.
The Charity is reliant on voluntary contributions, and it is hoped that once the Covid restrictions start to ease, we can look to a return to more normal levels of fundraising and income, allowing the charity to confidently safeguard the long-term operability of the Rescue Team.

Independent Examiner’s Report to the Trustees of Bowland Pennine Mountain Rescue Team
We report on the accounts of the Charity for the year ended 31st December 2021 which are set out on pages 4 to 19.
Respective Responsibilities of Trustees and Examiner
The Charity’s Trustees are responsible for the preparation of the accounts. The Charity’s Trustees consider that an audit is not required under section 144(2) of the Charities Act 2011 (the 2011 Act) and that independent examination is needed. The Charity’s gross income exceeded £25,000 and we are qualified to undertake the examination by being qualified members of the Association of Chartered Certified Accountants.
It is our responsibility to:

examine the accounts under section 145 of the 2011 Act;

follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and
-
to state whether particular matters have come to my attention.
Basis of Independent Examiner’s Report
Our examination was carried out in accordance with the general directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the Charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as Trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.
