Chairman’s Report 2020

2020 has been extremely difficult.

The Covid 19 pandemic saw us shut our doors to all of our groups for most of 2020.

As our building is also used by a local charity that was coordinating volunteers in Dinas Powys we were able to remain open for direct response to the pandemic.

Our hall was used as a collection point for Foodbank and as a base for the volunteers who were shopping and collecting prescriptions and medicines for those in the village who were shielding.

We still had electricity and gas bills to pay throughout the year to keep the DPVC office warm and lit and we are grateful to the Welsh Government for their financial support in the form of Lockdown Business Grants.

In December 2020, along with over 100 other premises in Dinas Powys, our building was flooded. DPVC moved from the unusable office into the main hall and we began the cleanup. It wasn’t until March 2021 that we could move back into the office and open the hall again.

Costs associated with the flood were mostly met by our own contents insurance and the vale buildings insurance. We did install a flood door to the office which we paid for from funds.

Not all of our groups have returned and we decided not to book children’s parties for the remainder of the year.

We are grateful to our Treasurer who has also put together all of the covid risk assessments that needed to be in place before reopening.

We look forward to a better 2021 and a return to full capacity in 2022.

Aims and Objectives

Murchfield Community Association is a registered charity run by volunteers that manages Murchfield Community Centre on behalf of the Vale of Glamorgan Council. It has responsibility for day to day management and ensuring that the Centre is self-funding. As a

community association one of our main aims is to provide facilities, in the form of the Community Centre, that enable the residents of Dinas Powys to take part in activities that

We do this by bringing together local authorities and other organisations and maintaining and managing the Community Centre with the object of improving the quality of life for the people of Dinas Powys and surrounding area.

How we would normally achieve this

The Centre provides a range of activities and regular long term bookings run by other organisations and individuals. These cover a wide range of interests and include.

Murchfield Community Centre is also listed as an outreach centre for Victim Support and the Youth Offending Service, as well as being the home of Dinas Powys Voluntary Concern, a local charity that helps the elderly and provides transport through volunteers and a minibus.

As an Association we also arrange our own events for the community. We believe, as trustees, in offering a range of cultural experiences that are not catered for elsewhere in the village. By organising our own events not only do we achieve our objective of improving the quality of live for residents but we raise much needed funds to continue improving the Centre.

Our events and activities include

The Centre is open to all and is available throughout the year for individual and casual lettings. Numerous children’s parties are held at weekends and the Welsh Blood Service book donor sessions three times a year. It is also used by local politicians and councillors for surgeries and coffee mornings as well as public meetings and for local and national elections as a polling station.

The Trustees work closely with the Vale of Glamorgan Council and Dinas Powys Community Council to provide a safe, secure and welcoming facility for the whole of Dinas Powys to enjoy. We are constantly improving and updating the Centre and it is regarded as one of the top centres in the Vale. It is our intention to retain that position in the coming year.

Finance Report

The accounts presented here are for the financial year from 1[st] April 2020 to 31[st] March 2021. We thank Pam Gay for confirming their accuracy.

We were directly involved in the Covid response within the village. Shopping volunteers were paid from our account and this was refunded by those we shopped for and if this was not possible, money was repaid to us from the Hardship Fund set up by Dinas Powys Voluntary Concern. All expenditure during this time was repaid.

It has been a year of reduced income from hirers. The Community Cinema was closed in March 2020 and has yet to reopen.

We were eligible for Covid Rates and Business Grants from the Welsh Government totalling £24,000 and, along with savings that we had built up over the previous 3 years, we are still in a good financial position.

It was agreed to close the postal only Charity account and transfer the balance to the current account in case funds were needed. A total of £2,490.40 was deposited and the account closed in March 2021.

After the flood in December 2020, we spent over £6,000 to replace damaged furniture, redecorate and replace carpets in the office as well as installing a flood door. The majority of this was repaid by insurance.

We installed hand sanitising equipment and complied with all Covid regulations including increased cleaning after every user. We were awarded a small grant of £500 from GVS to enable us to reopen.

Groups were able to return intermittently throughout 2020 and as they had to split class sizes all available slots were filled by those who returned ensuring income levels were more or less sustained for at least part of the year.

The main hall floor is causing some concern as we see the extended damage caused by the flooding and will need to be replaced. This may have to be part funded by our own reserves if the Vale of Glamorgan Council are reluctant to help. We end the year with a total of £41,828.98 over our 2 accounts.
