CBP&M TRUST LTD AND THE PRIMROSE HALL CHARITY
REPORT ON THE ACCOUNTS FOR THE YEAR 31- DECEMBER 2021
The chaTit¢s trustees are responslble for the preparatlon of the accounts. The charlWs
trustees consider that an audit is not required for this year under section 144 of the
Chartties Act 2011 (the Charities Act) and that an independent examination is needed.
INDEPENDENT EXAMINER: JUUE CRAVEN
It is my responsibility to:
Examine the accounts under Section 145 of the Charities Act
To followthe procedures laid down in the general directions given bythe Charity
Commission (under Section 145(5)(b) of the Charitie5 Act), and
To state whether particular matter5 have come to my attention.
BASIS OF INDEPENDENT EXAMINERS REPORT
My examination was carried out in accordance with general dirertions given by the
Charity Commission. An examination includes a review of the accounting records kept
by the charity and a comparison of the accounts presented with those records. It also
includes consideration of unusual rtems or disclosures in the accounts and seeking
explanations from the trustees concernlng any such matters. The procedures
undertaken do not provide all the evidence that would be required in an audit, and
consequently no opinion is given as to whether the accounts present a "true and fairf,
view and the report is Ilmited to those matters set in the following statement.

In connection with my ststement, no matter has come to my attention

To keep accounting records in accordance with Section 130 of the Charities
Act.

April 19th 2009 saw the Trust commence actively rnanaging Prirnrose Hall as a community hall.
Horbury Heritage C. B. P. & M. Trust Ltd Is the TTUStee of Primrose Hall Charity no 510195.
The maln purpose of refurbishlng and reopenlng the Hall met one of Hortjury Heritage C.B.P.& M.
Trust Ltd Objects: Yo preserve for the benefit of the people of Horbury and of the Nation. the
hlstorlcal archltectural and constructional heriiage that may exist in and around Horbury". The
refurbishment of Prlmrose Hall fulfilled this Object and represents Sustainable re8eneration and
management of a community hall to meet the needs of Horbury people and the wlder communlty.
Prlmro* Hall contlnues to make a valuable contribution towards social indusion within the town,
encouraging good community health and soclal relationships.
The Trust has no dlrect reswnslbllity for any other projects a5 at December 315t 2021, but it has
continued to be artNe in trying to protect the heritage of Green Park, Horbury and lobby regarding
several historlc bulldlngs wlthln the town.
We rem31n concerned about the conditlon and future of Green Park. Thls was left In Trust for the
use and benefrt of the people of HoTbury, but is under developed, unattracttve and muddy and wet
In wlnter. ￿On8 Wlth Horbury Common Lands Trust, Horbury Heritage Trust IHHTI has undertaken
a feaslbllity study into how the park can be improved. managed and maintained if Wakefield
Metropolitan 015trlrt Councll {WMDCI agree to grant a long lease under a Communlty Asset
Transfer. The Trustees have also held a public consultstion regarding our plans and had them
substantially endorsed by the local community.
The alm is for Green Park to bè transferred to Hfrrr under a lease. to manage and Improve with a
Friends of Green Park Horbury Group. This group has been fonned and 15 accountabSe to HHT.
Flnancial support of £8(KM)pa from Horbury Common Lands Trust and £2(XY)pa from Primrose Hall
wlll meet the projetted runnin8 Costs. WMDC advertised for interested groups to apply for a
Communlty Asset Transfer early in 2021. Our Interest was expressed and, following the commission
of a Fundraising Strategy, a full application was submitted. WMOC confirmed that HHT is their
preferred bidder and the application is scheduled to be pla￿d before WMDC Licencing Committee

The Trustees have ringfenced a sum of £5LKK) of the Horbury Heritage C.B.P.& M Trust Ltd balances
to support this project should it proceed. In addition to this, the Trustee5 have commenced
payments of £2CKKI per annum from the Primrose Hall Charity to support the Green Park project
prellminary and annual running costs should it reach fruition. These funds are under HHT control
and are sho￿￿ alongside other funds raised towards the project withln the HHT accounts.
Prlmrose Hall: In respect of Primrose Hall's financia5 performance. there has been ongoing
di5fLJPtion due to Covid lockdowns and periods of restrictions to the Hall's use. However, it
continues to thrive and produced a he3FLhy surplus of £9272 lup from £4910 In 20201. As wlth 2020,
income from bookSngs was seriously disrupted by Covid restrictions and continued to run at just
over half of the 2019.pre covld" figure. Income from fund-rdising was also decimated. However,
Government 8rants via Wakefield Council and the Job Retention Scheme totalled £22,353 (up from
£18,709), These assisted greatly in keeplng the Hall in surplus and In a good position to survive the
continuing impacts of the pandemic. Early indicats'ons are that in 2022 the government may impose
fewer restrlctions. There are tentative signs that thls wlll enable income from bookings to return to
near pre-pandemic levels in the absence ol further resirictlon&
The Trustees particularly thank Horbury Common Land5 Trust who continue to provide a much-
appreclated annual award of £823 In 2021 towards our running costs.
Expenditure remained slmllar to 2020 as we continue to maintaln the Hall in good conditlon for Its
hirerfs, reward our staff appropriately and irnprove facilltles where appropriate.
Our succes5 In managing the income and expendlture prudently over 12 years ha5 allowed us to
retaln healthy Primrose H311 bank balances totsllin8 f 116,(W at the end of thls perlod. The
Trustees are of the opinion that retainin8 a substantial reserve continues to be a prudent posltlon
as further major expenses will be incurred from time to time.
Horbury Heritage C.B.P.&M. Trust Ltd: Despite the main focus of our aetivltles being The Primr05e
Hall Charity, the Horbury Heritage C.8.P.& M Trust Ltd rernain5 an Independent legal enttty and its,
accouftts continue to be shown separately. Funds rdlsed towards the Green Park project, but held
by HHT are shown separately. The Trust continues to monitor and lobby Wakefield MDC regardin8
the ongoing refurbishment of the Grade11 listed Carr Lodge Mansion and its associated parkland,
along with Hort)ury Old Hall. We deem it prudent to retain a reserve within the Heritage Trusts
accounts in case further expense is reqUI￿d in these or other areas of local heritage importance.
The balances are currently sufflcient to meet that objective.

COMPANY LIMITED BY GUARANTEE:
Every member promise5 that rf the Charity 15 d￿01¥ed whilst helshe remains a member, or withln
12 months afterwards, to pay £1 towards the costs of dissolution and the liabilitles incurred by the
Charity whilst the contributor wa5 a Member.
