## TRUSTEES' REPORT FOR THE YEAR ENDED 31 MARCH 2021 

Oe The trustees present their report with the financial statements of the charity for the year ended 31 March 2021. The trustees have adapted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019). The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the financial statements and comply with the Trust's [governing document], the Charities Act 2011 and "Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)" (effective 1 January 2019). 

## Objectives and activities 

The principal activities of the Charity in the year under review were the worship of God and promotion of the Sikh religion through social, cultural and sporting activities. 

The trustees have regard to the Charities Commissions guidance on public benefit. 

## Achievements and performance 

## Charitable activities 

During the year under review, the COVID-19 pandemic has become a significant emerging risk to the global economy. The trustees continue to monitor the impact on the charity on an ongoing basis. 

Due to COVID-19 restrictions the temple was closed from 27th March 2020 to 4th July 2020 and reopened on 5th July 2020 for limited hours only. Online weekly programmes were organised to provide the service to community. Various onsite events were also allowed in line with the COVID-19 guidelines issued by the government from time to time. 

The Charity has successfully achieved its aims and objectives outlined in the Trust Deed and constitution and continues to further these activities. The Trustees consider the results for the year and the state of affairs at 31 March 2021 to be satisfactory. 

Donation to Institutions During the year, £575 (2020: £975) was donated to Sikh institutions situated across the United Kingdom and around the world. The trustees consider such donations to be permissible under the Charity's Constitution as they relate to promotion of the Sikh religion. 

## Financial review 

## Principal funding sources 

The Charity's principal source of income comprises voluntary donations from congregations. The Temple also receives funds when weddings and religious occasions are held at the Temple, and also during Sikh festivals. 

Due to the COVID-19 restrictions, the donations received were 70% down on previous year. Since the restrictions are released, donations are rising and are getting back to the normal level. Government grant from local council was received of £10,000 during the year as compensation for the closed period.

## Going concern 

The trustees have assessed the balance sheet and likely future cash flows at the date of approving these financial statements. 

The trustees have a reasonable expectation that the charity has adequate resources to continue in operational existence and to meet its financial obligations as they fall due for at least 12 months from the date of signing these financial statements. Accordingly, they continue to adopt the going concern basis in preparing the financial statements. At the time of approving these financial statements, the trustees do not consider COVID-19 to impact the charity’s ability to continue as a going concern and considers the balance sheet to be appropriately valued. The trustees note this is a non-adjusting post balance sheet event. 

## Reserves policy 

The management committee have established a policy whereby the unrestricted funds not committed or invested in tangible fixed assets (‘the free reserves’) held by the charity should be between three and six months of the resources expended. At this level, the management committee feel they would be able to continue in short term the current activities of the charity in the event of a significant drop in funding. Current free reserves are negative £267,551 (2020: negative £255,608). The trustees understand this equates to a shortfall and are taking appropriate action to remedy this shortfall in the short to medium term. 

During the year, the Charity did not expand the new Temple premises situated at 278, St. Thomas Road, Derby, DE23 8SY. Total costs of the project have so far amounted to £1,300,809. The premises were occupied in November 2014. 

The total balance of interest free loans received from the Holding Trustees, Executive Committee members and the wider Ramgarhia community remaining unpaid at the year end amounted to £11,000 (2020: £11,000). These loans were used to defray the cost of the new Temple premises. 

## Structure, governance and management 

Governing document The charity is controlled by its governing document, a deed of trust and constitutes an unincorporated charity.

Organisational structure The Holding Trust Board consists of 4 members elected by the Executive Committee. New Holding Trustees may be elected on recommendation of the Executive Committee, to be endorsed by the Sikh congregation at the annual general meeting. 

The Executive Committee consists of 7 members, of which 3 members constitute the Management Trust Board, which is responsible for the Charity's day to day running and operational activities. 

The Executive Committee has another 9 co-opted members. 

The Trustees' report was approved by the Board of Trustees.

## Re 

- 1 Accounting policies 

Charity information Ramgarhia Sabha Derby is an unincorporated charity registered with charity commission of England and Wales. 

4.1 Accounting convention The financial statements have been prepared in accordance with the Trust's governing document, the Charities Act 2011, FRS 102 “The Financial Reporting Standard applicable in the UK and Republic of Ireland” (“FRS 102”) and the Charities SORP "Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)" (effective 1 January 2019). The Trust is a Public Benefit Entity as defined by FRS 102. The Trust has taken advantage of the provisions in the SORP for charities not to prepare a Statement of Cash Flows. 

The financial statements are prepared in sterling, which is the functional currency of the Trust. Monetary amounts in these financial statements are rounded to the nearest £. 

The financial statements have been prepared under the historical cost convention, modified to include the revaluation of freehold properties and to include investment properties and certain financial instruments at fair value. The principal accounting policies adopted are set out below. 

- 1.2 Going concern During the year, the Covid-19 pandemic continues to be a significant emerging risk to the global economy. The Trustees continue to monitor the impact on the charity's income and investments on an ongoing basis. At the time of approving these financial statements, the Trustees do not consider Covid-19 to impact the charity's ability to continue as a going concern and consider the balance sheet to be appropriately valued. 

- 1.3 Charitable funds Unrestricted funds are available for use at the discretion of the Trustees in furtherance of their charitable objectives. 

- 1.4 Income All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. 

1.5 Expenditure Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.

- 1.6 Tangible fixed assets Tangible fixed assets are initially measured at cost and subsequently measured at cost or valuation, net of depreciation and any impairment losses. 

Depreciation is recognised so as to write off the cost or valuation of assets less their residual values over their useful lives on the following bases: 

Freehold land and buildings 2% on cost Fixtures and fittings 15% on reducing balance Motor vehicles 15% on reducing balance 

The gain or loss arising on the disposal of an asset is determined as the difference between the sale proceeds and the carrying value of the asset, and is recognised in the statement of financial activities. 

- 1.7 Impairment of fixed assets At each reporting end date, the Trust reviews the carrying amounts of its tangible assets to determine whether there is any indication that those assets have suffered an impairment loss. If any such indication exists, the recoverable amount of the asset is estimated in order to determine the extent of the impairment loss (if any). 

- 1.8 Taxation The charity is exempt from tax on its charitable activities. 

## 2 Critical accounting estimates and judgements 

In the application of the Trust's accounting policies, the Trustees are required to make judgements, estimates and assumptions about the carrying amount of assets and liabilities that are not readily apparent from other sources. The estimates and associated assumptions are based on historical experience and other factors that are considered to be relevant. Actual results may differ from these estimates. 

The estimates and underlying assumptions are reviewed on an ongoing basis. Revisions to accounting estimates are recognised in the period in which the estimate is revised where the revision affects only that period, or in the period of the revision and future periods where the revision affects both current and future periods.

Bank loans are secured against the freehold property at 278 St. Thomas Road, Derby, DE23 8SY and associated assets. As discussed in the Report of the Trustees on page 1, interest free loans of £11,000 consists of appeals made by the temple to the local and wider Ramgarhia community. The Charity originally received loans totalling £144,500, of which £133,500 had been repaid or converted into donations by 31 March 2021, in accordance with the donors wishes. 

As these loans are repayable on demand, they have been classifies as amounts due within one year. However, it is anticipated that, in practice, those community members will refrain from exercising their option, thereby allowing the Temple to repay the said loans over a longer period of up to 5 years.
