The Minutes were accepted as a true and acceptable reflection of the 2021 AGM. 

Agenda items 5.1-5.18: Team Officers had produced their reports (as contained herein) for the Team Members prior to this meeting.

## 5.   Team Leader’s Report 

Steve OWERS 

This year has been our busiest for some time with 53 call outs. A number of these occurred as a result of Storm Arwen. I was extremely proud of the team for the way they carried out a number of snow related rescues on the Friday night and Saturday then spending three days later in the week carrying out welfare checks in the more remote parts of Weardale and Teesdale to support the local community. 

Just last month we sadly lost a much light and add made team member, Marc Tomlinson. Marc sadly died on a wild camping trip in Scotland leaving a wife two young sons and an older son. We were able to say our goodbyes to Marc at his funeral attended by over 40 past and present team members. 

We also recently lost another team member, Sam, the search dog belonging to Karen Fisher. Some may the number of fines for us as well as attending many call outs. 

We are continuing to develop and test emergency plans with High Force (Raby Estates), Hamsterley Forest and Swinhope ski centre. 

With increasing pressure on all our statutory services we are working closely with our police, fire and ambulance services so they can make best use of our resources 

Team members are not immune from the increasing pressures of life we are all encountering at the moment. This increased pressure is one of the factors why we are at times finding it difficult to run the team in the way we have in the past. The committee are very aware of this and going forward into 2023 we have plans in place to address some of the issues around training and call outs. I am optimistic that with a small increasing effort from all of us that these difficulties will be resolved. 

Last but certainly not least I would like to thank all team members and their families for the commitment they have shown over the last 12 months. Without this commitment we would not be able to provide the service we do to the people of County Durham and Darlington. 

## 6.   Deputy Team Leader’s Reports 

6.1  Deputy Team Leader’s / Search Management Group Lead’s Report 

Pete BELL 

Another year over, it’s amazing how fast a year passes! 

The year has as usual brought a series of challenges, the main one being recovery from covid, and its effect on the team and team members, mainly in attendance at training and callouts. 

Steve will need everybody’s help and support to ensure we are robust in ensuring standards are maintained, by training, and our prime function of callout attendance is ramped up. 

Medical matters have been progressed thanks to Dan and his cohort of doctors and other HCPs. We have five validated ESCC till Easter 2024 and several team members are taking their three year validation exams in December this year. 

Dr Dan is standing down after his stint as Medical lead and rightly deserves the praise for his pragmatic leadership of the team medical aspects.

Eric continues his sterling work in equipment matters, and over the year has done his usual detailed job in all thing’s equipment. 

Work has progressed with CDDFRS on water incidents, concluding in a MOU where we are called at the same time as CDDFRS, to facilitate bankside searches in the event of a person(s) missing as a result of the incident. 

Discussions are progressing with CDDFRS in respect to underground incidents driven by an incident in a County Durham disused metal mine. A joint exercise was held with two underground teams, ourselves as overhead incident management and CDDFRS observing. This and other discussions with CDDFRS have resulted in a recognition by them that their expertise in the mine and cave rescue is extremely limited and can’t be expanded by training, and that rescues in these environment’s should be done by those versed in these environment’s, which for us is COMRU and Swale underground.  This work continues and we are hopeful of that this will result in a MOU where the rescue will be done by the underground teams, with ourselves managing the overground. 

Search management still needs some work in some areas, mainly in the areas of new technology, such as integrating Police drones as a search tool, and a look at IR/Image intensifier’s for night searches. 

Three new Duty Controllers, have been trained to add to the DC pool, more are always welcome, and it is a potential route into search management, for those who wish to progress down this route. 

Finally - I am standing down as deputy team leader, now is the time to hand over to younger team members, _(which is now most of the team)_ , who will bring new ideas and insight to the role, and hopefully will provide a progression path to Team Leader, at the appropriate time. 

I wish Rich, Des and John all the best in coming year(s) with providing support to Steve and the team to overcome the challenges that will surely occur. 

I would like to end with a thanks to everybody who has helped me over the years, there are too many to name, but you know who you are, so thanks again. 

## 6.2  Deputy Team Leader’s / Transport Lead’s Report 

Des LEE 

## Reflection 

it's been a sad time for the team this year we lost Marc Tomlinson our teammate & friend, I like to think of him walking on the fells on a sunny day, there's a slight wind and he is looking for a camp site while eating sweats.  Pepper Pot you will always be with us. 

## Training 

It's been a difficulty year again for our Training Lead Andy Bottrill he's struggled to get people to help run sessions, but he still managed to organise some quality session, due to other commitments Andy is standing down from this role, I would like to thank him for all his hard work he has done. 

Note - Whoever takes on Training Leads role we need to support them, offer to run session, get involved, suggest other ways of training. 

Reminder - if we don't practice what we learn we will lose that skill/knowledge, there is now a lot of training information on SharePoint so please have a look, and there's nothing stopping you dropping into base at any time to practicing.

## Transport 

No Vehicle accidents this year, another clean sheet. Massive thanks to all drivers. Drivers yearly licence check has been carried out in accordance with our insurance provider requirements. 

All vehicles have been Mot, serviced, taxed and insured. 

Driver training is going to plan 

Big thanks to all drivers and helpers for washing / cleaning vehicles off after a Callout or training 

## Standing Down 

I am standing down from all my roles. I’ve had a fantastic time, learnt loads, met some cracking people, now friends, who all have the same passion & desire to help people, with added bonus working with kindred spirit who all like the outdoors. Thanks for a great time 

Parting thought - I think we are the best team in the North East we have cracking guidance from Steve and have the passion & drive to help others, what more could you ask. 

Just a point to think about and to keep us on the right track, we only operate efficiently as a team if we "All work together" and don't leave all the work to a few and take responsibility for what happens within the team & during training and callouts. 

Example - All team members have a say on which trainees can join the team, yet we get very little feedback during their training period, when I joined the team I was encouraged to speak up if I thought something was wrong or I had concern over trainee or another teammates ability. 

Keeping quiet does not resolve the problem "We are only as good as the weakest link" if you do have a concern then please contact a Group Leader, DTLs, TL or teammate. "It’s your team"

## 6.3  Deputy Team Leader’s / Canoe Group Lead’s Report 

John LITTLE 

## Deputy Team Leader 

Unfortunately I am unable to attend the AGM this year due to a long standing personal commitment. 

Who would have thought 12 months ago that Covid would be the least of the world’s troubles. Closer to home, the loss of Marc is indeed a great loss for the Team, and of course and I'm sure has made us all pause and reflect on our priorities. It's been another busy year for the team on many fronts with around 50 callouts alongside all the regular and additional training. For example we are currently in a run of nine weekends with team training activities on seven of them - fortunately this isn't typical! 

This year we also have a lot of change on the committee and I would like to thank both these standing down for their time and commitment and offer my support to those who have agreed to take on new roles - if there's something I might be able to help with please do ask.

I would also like to thank everyone who's supported me in my role this year - let’s hope next year is a bit gentler on everyone. 

## Canoe Team Leader 

It's not been a busy year operationally for the Canoe Team - there's been a couple of standby’s and near deployments and one search of the river Tees where the Canoe Team searched nearly 20km of river below Winston. We're still in the process of personally equipping the Canoe Team members with buoyancy aids, helmets, drysuits etc. We have also identified a need to expand the Canoe Team to ensure resilience and would welcome any links to suitably paddlers who meet the membership requirements. 

## 7.  Equipment Lead’s Report 

## Eric GILHOOLEY 

One of the highlights of the year, equipment-wise was attendance by myself and Don McCartney at a two day PPE Inspector Course (“Protective Personal Equipment for Mountain Rescue”) delivered by a member of staff from Lyon Work and Rescue Training. The course gave a comprehensive and detailed insight into how crag and water equipment should be inspected as well as what records should be kept. The course confirmed that our procedures comply with current best practice. With Don’s help the inspection process can be carried out in a shorter time frame. 

I have changed the system of marking crag kit that is ‘in-date’, replacing colour coded cable ties with colour coded ‘Tough Tags’. The tags are more prominent and are printed with the team’s details to help stop equipment going astray. 

Over the past few years the bankside kit in bags one to four has been inspected in the same way as crag kit. An additional bag (3 x P.F.D.’s, 3 x water helmets and 3 x throwlines) has been assembled and will be kept in the quad base garage. Bankside kit not currently in use will be inspected and held in reserve, although some items need their dates of manufacture to be determined and a number of helmets have exceeded their manufacturer’s working lifespan. 

Major expenditure during the year has included an ‘Obelisk’ and replacement helmets for 19 team members. We have also replaced the group shelters as there had been a few observations that the ones in service were leaking. 

Other purchases during the year included: 

- Fenix torches, Kongur jackets and salopettes/overtrousers for new hill team members. 

- Blizzard bags and heater pads for use with hypothermic casualties. 

- Replacement headguard attachment bracket for Ferno stretcher. 

- Two 50m ropes. 

- Scene lighting charger. 

- Split stretcher casualty straps. 

The problems encountered last year with equipment orders have still not been entirely resolved and there have been some delays and shortages this year. 

Having regular training away from the Durham base, along with mobile 1 being based in Barnard Castle makes the logistics of equipment checking more difficult. I am grateful to those team members who have been very helpful in carrying out equipment checks

during the year and bringing mobile 1 to training sessions so that kit can be switched over. 

I would also like to thank Des (Lee) for his help and advice over the past few years. The enthusiasm that Des has shown for all aspects of the team’s work, along with his knowledge and resourcefulness has been very helpful to me personally. His input to the team will be sadly missed. 

## 8.  Radio & IT Systems Lead’s Report 

## Mark COLLEDGE 

Firstly I would like to start by thanking everyone who has assisted with the IT and Comms this year, especially Adam and Andy. If anyone feels they are able to help and support the team from an IT and comms view, please do get in touch. 

The radio network, which is shared across many northern teams continues to grow. We are planning on putting another repeater in our area thanks to the funding we received. The radio network is becoming increasingly stable and very little issues being reported. In the near future, the radio network computer will need to be replaced, this is a joint project with the other teams involved. 

ESN is delayed again, and it is unlikely we will see any new sim cards or hardware associated in the new future. We are still on Durham Police’s list to receive this once the network becomes live. 

The team’s IT hardware is operating as it should and no reported issues. We continue to ensure there are up to date and ready for use. Our Microsoft package is working correctly, there has been a couple of issues recently, but this is user related and not system. 

There are no future IT hardware/software project planned for the next year as of now. We are still looking at rebuilding the website in the near future. 

As mentioned above, if you are an IT or radio guru and can offer support to myself and the team, please get in touch. 

## 9. **Support Members’ Lead’s Report** 

## **Chris ROBERTS** 

There are now a number of Support Team members within the Team who are providing essential duties. These include: The secretary, the fund raising officer, the bookkeeper, our collecting tin managers, vehicle support, equipment support, dogs bodying, Associate Membership support, and newsletter. 

My hope is that now we are coming out of Covid restrictions there will be more opportunities for support membership to the Team, and that I will be able to pursue it more actively. 

The Newsletter is now published twice a year, a summer edition, and a New Year's edition. This seems to prove to be a good balance. 

Newsletters are sent via email to all of our Associate members, and all other Team members. We have a small number of Associate, and Team members who require a print version sending to them.

We continue to recruit Associate members, the hope being that next year with restrictions being lifted we will be able to hold a meeting in one of our bases so as to give these members a thank you for their continued support.

## 11.  Press & PR Lead’s Report 

Mike NEEDHAM 

For the last year our level of engagement has been challenged on a number of fronts. It is becoming more challenging to get any meaningful press coverage for a number of reasons, in my experience as press officer over the last year people appear to be shifting more so to the use of social media and web-based sources of information. This is more apparent with the number of interactions that the team has over its social media platforms; Facebook, Instagram and Twitter. 

At the outset of my post last year I reached out to the local press offices and managed to secure a main point of contact who has shared team media posts but not picked up on the articles or invites sent across, this includes an invite to our HM QE2 Platinum Jubilee presentation. 

For the above reasons I have attempted to build on the base of our social media accounts growing our followings with meaningful posts over the last year and preceding 6 years of involvement. Our followings are now: 

Facebook; grown from 1500 to 5776 Instagram; grown over the last 2 years to 1055 Twitter; 483 followers 

My recommendation would be to continue to grow the Instagram and Facebook followings as our reach within twitter is much less predictable and less targeted. It will be apparent to all that in this digital age this is where we, as a team, get the majority of our publicity. This has resulted in the sharing of mispers, fundraisers, donations and many other activities or messages, including messages of thanks from casualties or family members. 

This role relies heavily on input from all of you here tonight, whether that be sharing of training experiences, callouts or other team related activities. Just sending a photo without any content makes things more challenging. 

As most of you will recognise for a number of reasons, I have taken the decision to step down as Press/PR/Media officer having been in post for the last year. This year due to work needs has made it very difficult to provide the level commitment needed to really fulfil this role for the team. 

I’d like to take this opportunity to thank those of you that have taken the time to send content for me to use over the last 6years, it really does make a difference to what can be shared. 

It is with above in mind that ask you to provide support and input to the incoming Press Officer. As a team we cannot function with 20% of the membership doing 80% of the work.

## 12.  Fundraising Lead’s Report 

Sarah HALL 

Over the past 12 months we have continued as a small team to help support fundraising activities for the team. 

The charity text number is now up and running, in response to fewer people carrying cash than they used to. The card machine has also proved valuable during street collections this year. 

We now have fundraising packs to share with individuals who are wanting to fundraise for the team to give them advice, resources and support. 

In April, we won the Lakes & Dales Cooperative Community Connect funding are were awarded £5,000 to be used towards the purchase of kit and equipment. 

We have also held our first street collections post COVID. We attended Darlington in November last year and Durham in December of last year. We have had two street collections this year, one in Barnard Castle in the Spring (raising £1,000) and another in Darlington in September (raising £650). We have another street collection due to take place in Durham in December. 

We also secured 7 places for the Great North Run this year and are hopeful to secure more places next year. 

## 13.  Group Leaders’ Report 

James CHILCOTT 

The untimely passing of Marc Tomlinson was a shock and big loss to the team. I hope one of the ways we can honour his time in the team is to all be a bit like Marc; positive and nice to other team members, enjoy ourselves when on training or callouts and try not to take ourselves too seriously as we are all just volunteers at the end of the day. 

This year we are losing a lot of key people from all areas of the committee but on the positive side it sounds as though most will still be an active part of the team. Specifically, from the group leaders’ side I would like to say a big thanks to Andy, Dan and Des who have organised and provided a lot of training to team members and trainees for several years now which we have all benefitted from. 

Thank you to the team members that volunteered to be part of the 3 Peaks and Wainwrights event in 2022. The events had a significant impact on the team fundraising side with over £12,000 raised and a good social during the weekends. The 2023 3 Peaks event is slow of the mark on planning side as waiting to find out the names of relevant people on the DUCK side for next year. 

The 2023 winter training weekend at end of February is booked from accommodation side and has 13 team members who have said they are likely to go. We need the numbers to be higher though to fill the bed spaces we reserved so if planning to attend please ensure you have signed up on the message board. 

It appears the big emphasis and push to all team members in 2023 will be attending training and callouts. Each training session or callout that is well attended encourages us all to feel part of an important team, so please for 2023 do your best to make training and callouts that you are available for. 

## 14.  Water Lead’s Report

## Rich WARNE 

A significant amount of work has been undertaken this year in order to clarify what approach the Team will take with regards to operating in or around water and what services it will provide. 

Following a number of committee meetings, it was decided that the Team will continue to offer only water-margin searching and will not undertake any in-water activity with the exception of the canoe team. This approach will follow the DEFRA flood rescue concept of operations, annex H as guidance. 

This position will be reviewed over coming years, subject to Team Member’s commitment to training and CPD, and operational demand. 

Over the weekend of the 15[th] and 16[th] October 2022, the Team provided the first in-water training since before the onset of the COVID pandemic. This was well subscribed, with twenty-eight Team Members attending over two days. Comments received following the event appeared overwhelmingly positive, with a number of requests to provide further inwater training opportunities. The net result of this training should hopefully be to better equip Team Members to safeguard themselves and others whist undertaking search and rescue activity in the water-margin area. 

Water related equipment remains generally in good order, with only three drysuits damaged throughout the course of the water training weekend. Such damage is to be expected and is commensurate with the age of the equipment. Water helmets, PFD’s and throwlines are being regularly inspected by the Equipment Lead and have been repaired or replaced as required. 

I would like to take this opportunity to thank all Team Members for their efforts in recent training and look forward to continuing and progressing this area over the coming year. 

## 15.  MRSDE Lead’s Report 

## Des TOWARD 

Yearly thanks to our Heroic Dogs Bodies, local landowners, game keepers and the Team for their continued support. 

Dog teams continue to practice locally and attend National courses in other parts of the country. 

Dog teams have continued to support TWSMRT and other NESRA teams during the year. 

Well done to Paul Fell and Blythe for their recorded find at Cow Green. 

A big thank you for the support shown to Karen Fisher during the illness of retired Search Dog Sam and the messages following his passing. 

As always, any dog issues please come and talk to me first and I will do my best to sort them.
