## 3.   Minutes of the 2020 AGM 

The Minutes were accepted as a true and acceptable reflection of the 2020 AGM. 

Agenda items 5.1-5.18: Team Officers had produced their reports (as contained herein) for the Team Members prior to this meeting. 

## 4.   Presentation of Service Certificates 

This year saw Des TOWARD qualify for his 40 year certificate from MRE, Karen FISHER and John LITTLE for their 20 year certificates and James CHILCOTT his 10 year certificate. 

Note: MREW has recently changed its policy from only issuing certificates at 25 and 40 years service to presenting them for every 10 years. This meant that we had also got certificates for team members who had already passed these milestones some time previously. They were as follows:

The Team Leader Steve OWERS congratulated all on these achievements. The certificates would be presented at a suitable time when we were able to get together without COVID restrictions. 

## 5.   Team Leader’s Report 

## Steve OWERS 

I would have hoped that my report this year would make minimum reference to corvid, unfortunately as we all know it still plays a major part in our lives both within and outside the Team. 

I would like to thank all team members for continuing to follow our COVID procedures. This has helped us to protect team members and prevented the virus from spreading within the team. 

COVID has had a knock on effect on many of our team activities. Because of the uncertainties we have not achieved as much as a team as we would have in previous years. However, the bottom line is we have successfully attended 49 call outs this year only two down on last year, our busiest year for some time. 

As part of our annual plan, we have completed a number of standard operating procedures which will go towards making us a safer and more effective team. We have also been working with the management a number of locations where we seem to get repeated callouts High Force, Hamsterley Forest and Swinhope Ski Centre to produce Emergency Plans.  After some initial work we have put on hold for now the issue of becoming a charitable incorporated organisations. 

We continue to play an active role with our neighbouring teams throughout NESRAS and NO-SARCOG. We have assisted NESRA teams on two occasions this year and required their assistance ourselves at three incidents, two of these being underground. 

Our relationship with our local blue light agencies continues to develop. 

We are currently working on procedures for incidents in caves and abandoned ore mines within the County with Durham and Darlington Fire and Rescue Service. 

We have been involved in the training of Durham Constabulary’s Lost Person Search Managers as well as their control room stuff. 

North East Ambulance Service were instrumental in obtaining initial COVID vaccinations for all of our team members.

Looking forward to the next 12 months I am hoping we will get back to ‘business as usual’ within the team while still not dropping our guard in relation to COVID. Many of us have got out of the habit of regular attendance at training sessions and other team activities. Getting together on a regular basis as a group is the cornerstone of operating a successful mountain rescue team like ours. 

Last but certainly not least a big thank to all of you and your families. Without your continued support for the Team and your families supporting you we would not be able to provide the service we do to the people of County Durham and Darlington and beyond. Let's hope and strive for a better 2022. 

## 5.   Deputy Team Leader’s Reports 

## 5.1  Deputy Team Leader’s / Search Management Group Lead’s Report 

Pete BELL 

This has again been a challenging year due to the pandemic and the condition imposed by it. 

However, progress continues to be made by the team. 

Search management moves forward with an agreement with CDDFRS regarding our role in water incidents and we have been written into their callout procedures, and this has worked well. 

We are in discussion with CDDFRS regarding a similar arrangement for underground incidents in County Durham, and whilst these are relatively uncommon, we have been to two this year, and with the increase activity by 'mine' and 'urbex' explorers there is potential for more incIdents. 

With the above in mind the team has discussions with COMRU and SMRT for aid in underground incidents and we have agreed a procedure 

Search management could do with more reinforcements to spread the load and further progression. We have a training ladder for duty controllers and progression to search manager, which has been agreed and we will be looking for prospective duty controllers/search managers in the near future. 

Thanks to all our current search managers for their efforts over the year. 

Challenges to come in the next year include integrating technology such as drones into search management. 

Equipment continues to be managed by Eric in his enthusiastic and detailed manner. Can I ask all team members to look after team equipment, put it in the correct place and report any faults or deficiencies to Eric. 

Medical continues to run smoothly and its thanks to Dan and his assistants. Dan in particular has brought his knowledge to the team with respect to our COVID procedures. 

Several team members are due to revalidate their extended skills casualty care certificates at Easter 2022. 

In conclusion thanks to all team members for their time and commitment in a difficult year, we can but hope 2022 will be less constrained and easier. 

5.2  Deputy Team Leader’s / Transport Lead’s Report

Des LEE 

## Training 

It's been a difficulty year again for our Training Lead Andy Bottrill mainly due to the effect Covid had on the way we train and interaction with each "we missed the crack" throughout this time Andy has managed to organise quality training sessions for us, at the same time made-sure our training complied with Covid /Team procedures to help keep us all safe. 

I think you would all agree that Andy and all the Trainers who organised or delivered a session this year and not forgetting guys who arranged land clearance All deserve a Massive thanks for all their hard work & commitment. 

**Note:** Guys it's been a hard year for us all, but we need to remember if we don't practice the skills we learn, we will lose that skill, there is now a lot of training information on SharePoint, so please have a look and there's nothing stopping you dropping into Base and practicing with equipment. 

## Transport 

No Vehicle accidents this year, another clean sheet Massive thanks to all drivers Drivers yearly licence check has been carried out in accordance with our insurance provider requirements. 

All vehicles have been Mot, Serviced, taxed and insured. 

Driver training is going to plan and with the trailer towing law changes we are introducing some trailer training. 

Big thanks to all Drivers and helpers for washing / clean vehicles off after a Callout or training 

## 5.3  Deputy Team Leader’s / Canoe Group Lead’s Report 

John LITTLE 

## Canoe Team 

It's been a quiet year for the Canoe Team however we have run a number of on water training sessions and have re-assessed every Canoe Team members basic skill level. We may need to consider recruiting some more members to ensure there's enough resource to respond to every request for help. 

## DTL 

A few numbers to reflect on: The Team has been called upon 49 times in the last 12 month - this is an unprecedented level of demand given there has not been an extreme weather event. Many of these callouts have come from NEAS requesting assistance - these calls often have a very rapid turnaround. The Team currently consists of 60 Team members including trainees and supporters. We have a total of 1174 attendances recorded across all Team activities (and we know there's a lot of good work behind the scenes that isn't formally recorded). Thank you to everyone who's supported the Team - it has felt like a busy year. I suspect with difficult times ahead; we could yet get busier. 

Work behind the scenes has continued this year. There are a number of key policies which are still in development, hopefully they will make it to implementation in the not too

distant future. Thank you to everyone who has supported me in my role. If you want me to do something to support you, please ask. 

## 6.  Treasurer’s Report 

## Steve OWERS 

For the past three years we have been able to approve our financial accounts at the AGM. Unfortunately, this year this will not be possible. With the AGM date being brought forward and a number of COVID related delays I made the decision to delay the production of the final accounts. I envisage there should be completed in the next few weeks and be available for approval by the committee before Christmas. The deadline for submission to the Charity Commission is May 2022. 

On a positive note, we are in a healthy financial position, our income for 20/21 was down as anticipated however our expenditure was also less than usual allowing us to show a surplus at the end of the year. 

Going forward we now have two new and enthusiastic members of our fundraising working group to assist Holly. We are looking at a number of fundraising activities for the coming year which involve minimal input from team members. 

I would like to finish by thanking all of the people involved in helping me as a Treasurer, our bookkeeper Alison, our accountant Jane, Holly our Fundraising Lead and the members of the fund raising working group. 

## 7.  Training Officer’s Report 

## Andy BOTTRILL 

Training again this year has been difficult, but we have managed to run a number of good training events. Let's hope that the coming year looks a whole lot more normal and training is less disrupted. I am slightly concerned that attendance at training seems a little down on usual numbers and would like to remind team members about the need to remain operationally ready. I would also always be happy to receive any help with the large job that is sorting out all the elements of the training program. 

## 8.  Equipment Officer’s Report 

## Eric GILHOOLEY 

This has been a ‘full’ year of covid, and as such it has seemed to be a very long one. Issues with delays to delivery of some equipment started to occur later in the year but otherwise ‘business’ has been as normal. 

After a long, convoluted ordering process the Mountain Equipment Kongur jackets finally arrived early in the year and were issued to hill team members. Some team members have made very positive comments about them, but I would appreciate more team members giving me their opinions, especially after use in less ‘pleasant’ weather conditions. They certainly look very impressive! 

The stretcher wheel which was purchased last year produced many positive comments about its effectiveness in allowing rapid and smooth extraction of casualties in most circumstances.  Unfortunately, it developed a puncture problem which seemed to be caused by the design of the wheel (the puncture occurred next to the inside rim of the wheel). When contacted, Lyon the manufacturer responded quickly and sent out a higher quality wheel. Hopefully the problem will have been resolved.

A second wheel was also ordered so that the stretcher on Mobile One can be used in the same way as the one on Mobile Two, or the Ferno stretcher on Control. I would like to note that Lyon (and Petzl) have always been very supportive and helpful to myself and the team: advice has been given quickly; equipment ordered has been sent out promptly; and problems, particularly with Alveo Vent helmets have been resolved rapidly and free of charge. 

In the second part of the year problems started to arise with the ordering and delivery of equipment. The most prominent of these has been the ordering of P.F.D.’s for the canoe team. All of the suppliers I browsed on the internet were out of stock of the models we required. I did contact one supplier and they agreed to us placing an order with the proviso that we only made a payment when the company actually had the equipment in stock. The P.F.D.’s were promised for the end of August, but confirmation that part of the order was ready did not arrive until 29[th] . October. 

Keela have had a 10 week delay on supply of their jackets and kit with some items also out of stock. Delivery of kit for trainee team members and ‘dogsbodies’ has been delayed. 

Equipment has been checked according to the timetable. As usual team members have been very supportive in helping with this and highlighting any problems which have occurred. 

## 9.  Casualty Care Officer’s Report 

## Dan MILLER 

With the COVID 19 pandemic ongoing it’s been another challenging year within the team. Unfortunately, a few team members have contracted COVID but thanks to robust SOPs and everyone’s adherence to protocol, there hasn’t been any spread within the team. We are still continuing to protect out vulnerable team members as best as we can and are in regular contact. 

Training has been going well and I envisage a fair few coming through the casualty care course next year with a view to sitting the exam Dec 2022. 

Thanks to James, Eric, Alicia and Kat for ongoing help with medical equipment and drugs. 

CD audit remains up and running with no issues raised. 

Quality improvement has taken a back seat mostly due to the pandemic, but I hope we’ll be able to pursue more projects this coming year as we have in previous years. 

As usual thanks to all who help out with delivery of training. 

## 10. Radio & IT Systems Lead’s Report 

## Mark COLLEDGE 

What a year 2021 has been! Firstly, I would like to start by thanking everyone for their continued professionalism and support. There haven’t been any big changes to our IT and Comms in the last 12 months thankfully!

Our office 365 system has continued to be stable and team members haven’t reported any issues to me. This has allowed us to continue to train virtually, hold meetings and importantly has become a pre-callout collaboration system for the search managers. I don’t envision any complications with the system moving forward. 

SharePoint is continuing to grow, and many seem to be accessing this often. This has been critical moving forward with our data storage solutions and a big thanks to Andy N for his time making the system work. 

All IT hardware remains operational in both base and printing facilities are now working again. Even with the recent flooding of the base at Durham, no IT hardware was damaged with is good news! 

Our communications network is continuing to grow across the north east teams with radio coverage on T3 all the way down to York now! A big thanks to Adam H for his continued work on this. 

Trainees will be issued with personal radios shortly and no current hill team member has reported any issues with their personal radio. Recently the teams old police airwave sets were replaced with new ones thanks to Durham constabulary. Our relationship with them has continued to grow and the support we receive is exceptional. Recently we provided airwave coverage due to an issue they were having in the south of the region, this was much appreciated by their radio engineers. 

I would like to continue in the role of the IT and Comms lead for 2022 should I be reappointed. As always, and IT gurus who feel they could assist the team please get in touch. If anyone has any problems at all, please drop me a text/call/email. 

## 11. **Support Members’ Lead’s Report Chris ROBERTS** 

Two newsletters have been sent to our Associate Members, and circulated to all Team Members (past and present). The majority of the newsletters are sent via email; there are however about a dozen members who require a paper copy. Two editions a year, New Year and Summer, seem to fit the bill well. 

The newsletters have been well received, so a big thanks to everyone who has contributed. Keep the articles coming! 

The concept of Support Members is having a positive impact on the Team. Our support members have contributed in many ways this year: 

- book-keeping 

- collection tin management 

- equipment packing and tidying 

- fundraising 

- driving 

I expect that once we have got through current Covid 19 restrictions it will be easier for people to come forward to offer their services as Support Members, and for existing members to have more face to face interactions.

## 13.  Press & PR Lead’s Report 

## Scott BISSET 

Press opportunities have been relatively low this year although we have had some reports and photographs in the local and north East papers and i even managed to get a couple in the MR magazine. 

Media PR continues to be mainly through our Facebook page giving me very little to do in that area. 

I am standing down as Press and PR Lead, but remain available to help the team wherever possible. It just remains for me to thank those who have helped and supported me during my time in this position. 

## 14.  Fundraising Lead’s Report 

Holly STORY 

Over the past 12 months we have built up a small team to help support fundraising activities for the team. Gemma Siddle and Sarah Hall have joined us as support team members and have been helping to build our fundraising activities and promote them more widely. 

We now have a charity text number, partly in response to fewer people carrying cash than they used to. 

We are working on a new supporter’s t-shirt and a fundraising pack to share with individuals who are wanting to fundraise for the team to give them advice, resources and support. 

Our first street collections 'post COVID' are also in the diary - Darlington street collection has been confirmed for the 27th November and Durham for the 18th December. 

## 15.  Group Leaders’ Report 

## James CHILCOTT 

Given what has been going on in the world since 2020 the team and team members should be proud that the team has remained operational and able to provide the MR service when needed. 

As team members we are all likely to have suffered skill fade over the last 1-2 years due to not attending as much training as we should in a normal year. Hopefully in 2022 we can get back to similar pre covid training attendance on Wednesday and Sunday sessions. 

The trainers planning these sessions (Andy in particular, medical leads, technical leads, group leaders) have to put a lot of pre work in and usually takes the same planning time to run the session for 25x team members as it does for 10x team members so the more people attending the better return it is for all. 

Looking forward to the 2022 Winter training weekend in February and helping to organise this event which has been a big benefit in every previous year from a team training and team bonding view.

3 Peaks 2021 was able to proceed with a lot of covid pre event work to minimise risks to students/drivers/leaders. Fortunately, there were no covid cases as a result of the event and the fundraising contribution was likely our most successful 3 Peaks in history with over £13,000 raised for the team. We are still waiting on a DUCK payment for the event running costs to fully wrap the 2021 event up. 

The 2022 event is already well under way on planning side with a signup talk having taken place and minibuses planned for 11[th] /12[th] June 2022. There is also a one off separate fundraising event planned for 2[nd] /3[rd] July in Lake District which is done in conjunction with Durham University Hill walking club to celebrate their 70[th] year in existence which should also be a valuable fundraiser for our team in 2022. 

## 16.  Water Lead’s Report 

## Rich WARNE 

As with all other areas of training, water-specific training has suffered over the past year due to the coronavirus pandemic. 

Training at MOD 1 level has been provided for all Team members and received a good uptake; especially from our newer members. 

Discussion around where the Team intends to go with regard to water operations and training continues. As a result, no further investment has been made in equipment or logistics and training at any level above MOD 1 has been suspended. 

It is imperative that movement be made on these matters over the coming year so that Team members are safeguarded by means of adequate and appropriate training and equipment, and that Team policy addresses operational need and resilience. 

## 17.  MRSDE Lead’s Report 

## Des TOWARD 

2021 saw us return to national training and assessments. We have held training courses in Northumberland, Dartmoor, Yorkshire Dales and the Peak District. 

Local training continues on a weekly basis. 

Assessments have taken place on Dartmoor and in Northumberland, 

Karen Fisher and Paul Renwick attended and graded their dogs at the Northumberland assessment, well done both. 

Land clearance and permission to run the dogs is always an emotive issue so to those organising training events please check that landowners are happy to have dogs there, we currently have really good support from local gamekeepers and landowners, and it would be a shame to lose this due to poor communication. 

Big thank you as always to landowners/keepers and farmers, but a massive thank you must go to our regular "dogs’ bodies" who support our training by lying out there in some horrendous conditions to allow us to train the dogs, and ultimately provide the team with a fantastic search facility.
