with Ihe financial statements of the charity for the year ended 31st Maich 2023. The Irustees have adopted the
Provisions of Accounting and Reportin9 by Charilies.. Statement of Recommended Piaclice applicable lo charilies
preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and RepubliG of
Ireland (FRS 102) leffeclive 1 January 2019).

the. training of their own employees..
lo work in conjunclion wilh government bodies, technical colleges and other educational Of public
aulhorities in the provision of induslfial and commercial training or education.,
where possible lo provide assistance by obtaining grants or otherwise and redislribulion to individuals
employed or intending lo be employed in industry and commerce lo enable them lo a¢quire training or

Public benefit
We have referred lo the guidance contained in the Charity Commission'5 general guidance on public benefit when
reviewing our aim and objeclives and in planning our future aclivilies. In particular, the trustees consider how
planned aclivilies will conlribule to the aims and objectives they have sel.
Achievements and performance
Throughoul the year ended 31 March 2024 Ihe Charity's workshops. capilal equipment and facilities were
consislenlly used for the training of apprentices involved in manulacluring and industry in accordance wilh the
primary charitable objective, the training having been delivered and administered by Calderdale College, the
Charity's tenant under an operating lease arrangement
To supplement the income receivable from Calderdale College the Charity has provided generic Iraining courses
such as First Aid and Health and Safely both directly and Ihrough a strategic wllaboralion with MAKE UK. Demand
for the commercial hire of the remaining space and facilities has been and remains high lo Ihe exlenl that significant
progress has been made towards the achievement of the Charity's primary financial goal which is to generate
suffi'cient income in addition lo rental income fiom Calderdale College lo ensure that the Charity makes a small
operating surplus
The Charity's plans to directly deliver pre-lpprenliceship work familiarisalion courses and specialist courses in the
familiarisalion with and use ol digital and specialist engineering equipment continue in the developrnenl phase, bul
Iheir implernentation remain a priority
Administratively, the Charity has increased Ihe size and diversily of the Board by recruiting an additional directors lo
become Trustee and member of the Charity
The Chafily's repulalion a5 a significant partner and influencer in Ihe manufacturing and engineering industry at
large continues lo grow exponentially as evidenced by Ihe increasing number of invitations received by the
Charity to lake a leading role in local. regional and nalional initiatives

During the year the Charity has thoroughly reviewed its Finance and Invgstmenl Policy and procedures and ha5
created a Finance Sub Committee lo oversee, implement and manage Ihe same.

As the Charity is approaching a 'break even, revenue posilton having re-eslablished i15eSf as a going concern. the
focLbS of the reserves policy is lo safeguard the day-lo-day operations of the organisalion against unforeseen costs
or circumstances and to make provision for the repair, mainlenance and refufbishmenl of the Charily 5 real 8slale
and general infraslruGIuTe. In relation lo the former il was decided that an aggregate sum of £350.000 should be
accessible and that specific amounts shoukl be designated for refurbishmènt projects.
Consideration was given to appointing professional asset managers lo invesl Ihe balance of the Charily's cash
reserves bul il was decided that given the limited amounts which could prudently be released for investment, the
costs associated with suGh an appointment were prohibitive and that a lower fisk solulion should be implemented.
The Boafd accepted a recommendation from ils Finance sub-committee lo open a managem&nl account wilh CAF
approved Flagstone which incorporates a platform giving access lo a range of financial inslilulions offering short,
medium and long term deposit accounts paying Interest at fixed rale5.
The Chaiily accordingly now maintains a current account wilh Lloyds Bank and short lerm deposit accounl wilh
Santander, which collectively hold the operating balance which is maintained al a figure in the region of £100.000.
The balance of cash is held in and approximately 12 lixed rale deposit accounts with different institutions each
containing up lo the protected balance 01 £85,000 and with malurily dales ranging from 3 mtsnths to 5 years lo
ensure that the Charity will always have access lo capilal funds should they be fequired whilsl maximising the return
Sn deposit inleresl.

Governing document
West Yorkshire Manufacturing Services Limited is a company limited by guarantee governed by ils Memorandum
and Articles of Association dated 28 April 1975 and amended to allow for current governance arrangemenls on 29
April 2003. It is registered as a charily with the Charity Commission. In Ihe main the company'5 membershlp is
Individuals representing member compani6s. with exceptions al the discretion of the Executive Board.
In the event of Ihe company winding up. each member agrees to contribute an amounl not exceeding £10 towards

Basis of preparing the flnancial statements
The financial slalements of the charilable company, which is a public benefit enlily under FRS 102, have been
prepared in accordance with the Charities SORP (FRS 1021 'AGGounling and Reporting by Charities..
Slatemenl of Recommended Practice applicable lo charities preparing their accounts in accordance with the
Financial Reporting Slandard applicable in Ihe UK and Republic of Ireland {FRS 1021 (effective 1 January
2019),, Financial Reporting Standard 102 'The Financial Reporting Slandard applicable in the UK and
Republic of Ireland, and Ihe Companies Act 2006. The financial statements have been prepared under the
historical cost convention. with the exception of investments which are included al market value.
1.1 Accountlng

The financial slalemenls are prepared in sterling, which is the functional currency of the charity. Monetary
amounts in Ihese financial stalemenls are rounded lo the nearesl £.
The financial slalemenls have been prepared under the historical cost convention. Imodified lo include the
revaluation of freehold properties and lo include investment properlie5 and certain financial instruments at falr
valuel. The principal accounting policies adopted are sel out below.
1.2 Going concern
At the time of approving the financial slalements. the Iruslee5 have a reasonable expectation that the charily
has adequate resources lo continue in operational exislen¢e for the foreseeable future. Thus the trustees
onlinue lo adopt the going concern basi5 of accounting in preparing the financial slalemenls.
1.3 Charitable funds
Unreslricled funds are available for use at the discretion of the trustees in furtherance ol their charitable
objeclives.
Reslricled funds are subject to specifiG condilions by donors or gianlors as lo how Ihey may be used. The
purposes and uses of Ihe reslricled funds are sel out in the noles lo Ihe financial slatemenls.
Endowment funds are subject lo specific conditions by donors that the capital must be maintained by the
¢harily.
1.4 Income
Income is recognised when the charily is legally entitled lo il after any performance condilions have been met,
the amounts Gan be measured reliably, and it is probable that income will be re￿ived.
Cash donations aré recognised on receipt. Other donations are recognised once the charity has been notified
of the donation, unless performance conditions require deferral of Ihe amount. In¢ome lax recoverable in
relation lo donalions received under Gift Aid or deeds of covenant is recognised al the lime of the donation.
Legacies are recognised on receipl or otherwise if the charity has been nolified of an impending dislribulion,
the amount is known, and receipt is expected. If the amount is not known, the legacy is tTealed as a
conllngenl asset.

Expenditure is recognised once there is a legal or constructive obligalion to transfer economic benefit lo

the obligation can be measured reliably.
Expenditure is classified by aclivily. The costs of each aclivily are made up of the tolal of direct cosls and
shared costs, incl(Jding support cosls involved in undertaking each aclivily. Oirecl costs allribulable lo a single
activity are allocated directly lo that activity. Shared costs which contribute to more than one aclivily and
support cos15 which are not allribulable lo a single aclivily are apportioned between Ihose activities on a basis
consistent with Ihe use ol resources. Central staff costs are allocated on Ihe basis of lime spent, and
deprèciation charges are allocated on the porlion of the assel's use.
1.6 Tangible ftxed assets
Tangible fixed assets are initially m8asured al cosl and subsequently measured at cosl or valuation, net of
depreciallon and any impairmenl losses.
Depreciation is recognised so as lo write off the cost or valuation of assets less their residual value5 over thèir

1.9 Cash and Gash equivalents
Cash and cash equivalenls include cash in hand. deposits held al call with banks. other shorl-lerm liquid

within borrowings in current liabilities.

1.10 Financial instruments
The charity has elected to apply the provisions of Section 11 'Basic Financial In51rumenls' and Section 12
'other Financial Instruments Issues, of FRS 102 to all of ils financial inslrumenls.
Financial inslrumonls are recognised in the charity's balance sheet when the charity becomes party lo the
contractual provisions of the instrument.
Financial assets and liabilities are offset. with the net amounts presenled in the financial slalements, when
there is a legally enforceable right lo sel off the recognised amounts and there is an inlenlion to sellle on a net
basis or lo realise the asset and sellle the liability simultaneously.
Basic Ilnanclal assets
Basic financial assets, which include debtors and cash and bank balances, are inilially measured al
transaction price including transaction costs and are subsequently carried al amorlised cost using the effective
inleresl method unless the affangemenl conslilutes a financing Ifansaclion, where the Iransaclion is
measured al the present value ol the future receipts discounted al a market rale of interest. Financial assets
classified as receivable within one year are nol amortised.

Basic financial liabilities, including creditors and bank loans are inilially recognised al transaction price unless

value of the lulure payments discounted al a market rale of inleresl. Financial liabili1Ses classified as payable
within one year are not amortised.
Debt inslrurnenls are subsequently carried al amortised cost. using thè effective inlerest rale method.
Trad8 creditors are obligations lo pay for goods or services thal have been acquired in the ordinary course of
operations from suppliers. Amounts payable are classified as currenl liabilities if payment is due within one
year or less. If not, they are presented as non-currenl liabililies. Trade creditor5 are recognised initially al
transaction price and subsequently measured al amortised cost using the effective inlerest method,
Derecognltlon of Ilnancial Ilabllitles
Financial liabililies are derecognised when the charity's contractual obligations expire or are discharged or
cancelled.
1.11 Ernployee benefits
The cost of any unused holiday entitlemenl is recognised in the period in which the employee's services are
received.
Termination benèfits are recognised immediately as an expense when the Gharily is demonstrably commilled
to terminate the employment ol an employee or to provide termination benefits.
1.12 Retlrement benefits
Payments to defined contribution retirement benefit schemes are chaiged as an expense as they fall due.
