Introduction
This annual report of the Association’s activities over the past year represents an evolution of a document that has been produced since 1877. The report sets out to record the Association’s work to further the development of bell ringing across the dioceses of Newcastle and Durham, it includes the names of members, where they ring and their achievements over the past year. In addition, as a registered charity, the D&N needs to give an account of its work, the funds it manages and how it is governed.

2021 D&N Report and Accounts
General Secretary’s Report
The first part of 2021 began with another lockdown and very little tower ringing. The uncertainty made arranging ringing very difficult. As the year went on, some towers were able to recommence service ringing and some practises.
Committee meetings were held by Zoom, and although these were useful to keep things going, I for one cannot wait for in-person meetings to resume. The effort put into these meetings and the work behind the scenes, particularly as some of our volunteers work within the NHS, is very much appreciated during these difficult times.
A group was set up to look at how the association was able to move forward with ringing and a number of meetings and surveys to the towers took place. Feedback from the towers is useful to help understand how ringing is going in local areas and whether there are any towers which need additional help. A recruitment workshop was held via Zoom with thanks going to Kris King for arranging this.
Association Events
Emails about association events and information are sent via the LoveAdmin mailing lists. You can check your details and the mailing lists you are registered for on your account. This is a great way to find out information early on with all the District Secretaries working hard to keep you updated.
The 10 and 12 bell quarter peal weekend could not go ahead this year and was a big miss in the Association calendar, as were many of the district events at the start of the year. However, many Ringing Room events were successfully held - particularly by the Southern District - which has been a great source of learning throughout the pandemic.
We were able to round off the year with the Nine Lessons and Carols service at South Shields. It was fantastic to see so many people in person, especially the newest “very young” members who were impeccably behaved.
Bell Restoration Fund
Alnwick was completed during 2021 with thanks to Jim Crowther and the supporters of the project. It is fantastic to see so many people full of enthusiasm for this new peal of bells, which was not hindered by the COVID-19 pandemic.

Stewards’ Report
There were no changes to the status of the Association's property during 2021.
At the time of writing, the D&N archives remain in the care of the Northumberland Archives (www.northumberlandarchives.com), at Woodhorn Museum, Ashington. A list of the contents can be found on the Northumberland Libraries catalogue at https://tinyurl.com/DNArchives.
The continuing coronavirus restrictions meant that the mini-ring was once again unable to be used regularly, although it did appear at two D&N events: the Southern District meeting at the end of July, and the carol service at South Shields in December.

Editorial and PR Secretary’s Report
The Times
There have been two further editions of the D&N Times in 2021; one in July and the second in December. I am very grateful to everybody who submits such interesting articles for publication.
I have undertaken the role of Editorial and PR Secretary for 5 years having edited 10 editions of The Times but, for personal and family reasons, it is time for me to step down and allow someone else to take up my role and stamp their own personality on The Times. So, I would like to thank everybody who has contributed to editions of the Times and to all those who have sent me their thanks after each has been published.
It has been a privilege to be your Editorial and PR Secretary and I do hope that someone else will gain as much enjoyment from it as I have done.

Bell Maintenance Advisor’s Report
Barnard Castle, St Mary – adjust tenor chiming mechanism.
Barnard Castle, St. Mary R.C. – resurrect 1928 Taylor bell unused for 30 + years.
Barnard Castle, St. Mary – visit to discuss what might be done or needed to bells and frame. Durham, St. Margaret – visit on behalf of D.A.C. to report on existing telecommunication equipment and possible interference with bells being chimed when more equipment is installed.
East Boldon, St. George – yet another resurrection for an unknown bell of about ¾ cwt. Which had been disabled by someone who did not want the bell sounded over 20 years ago.
Haydon Old Church, St. Cuthbert – report on lever swung M & S bell of 1893 and its fittings to architect during roof restoration.
Jarrow, St. Paul – problems with tower stonework. Report to architect that the chiming of these two bells would not be detrimental to the structure. One C13 and the other C14.
Lowick, St. John – three bells, two largest originally from Belford. This is a disaster story of someone doing repair work that has resulted in two of the bells becoming cracked. Proposed that the one remaining sound bell be fitted with a properly designed chiming hammer ready for the Queen’s Platinum Jubilee.
Rothbury, All Saints – one bell had twisted its cannons out of position in the headstock and was hitting the frame. Fettling only partly improved job which was completed by Andreas.
Alnwick – we now have a new ring of ten bells to replace the derelict three at St. Michael’s. The old six from Newton Hall were retuned with the addition of two trebles.
Newcastle – All Saints . Still no nearer getting a ring of eight into the tower despite two very good rings of eight being made available.
Sedgefield – currently unringable due to rotten frame. Two sections of the frame need replacing.

Independent Examiner’s report to the trustees of the Durham & Newcastle Diocesan Association of Church Bell Ringers (D&N)
This is my report on the accounts of the above charity for the year ended 31[st] December 2021, which are set out in the electronic and papers records submitted to me by the Treasurer.
Respective Responsibilities of trustees and examiner
The charity’s trustees are responsible for the preparation of the accounts and to decide the level of independent scrutiny required.
The charity’s trustees considered that an Independent Examination is the most appropriate form of scrutiny for the 2021 year.
After being engaged by the trustees, it has been my responsibility to;

Basis of examiner’s statement
My examination was carried out in accordance with the general directions referred to above. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, together with seeking explanations from you, as trustees, concerning any such matters.
The procedures undertaken for Independent Examination do not provide all the evidence that would be required in a statutorily defined Audit (which is a much more detailed process), so no opinion is given as to whether the accounts present a ‘true and fair view’, which is the standard that an audit would measure. This report is therefore limited to the scope of an Independent Examination, which covers those matters set out in the statement above.

Treasurer’s Report
The Association's funds remain healthy. Subscription income in 2021 was similar to that collected in 2020 demonstrating the success of the introduction of LoveAdmin. The District Secretaries have again worked hard to encourage members to pay their 2021 subscriptions. By the end of 2021, only 39 members, out of the total paying membership of 456, had unpaid subscriptions amounting to £285.
One grant totalling £66,000 was made from the Bell Restoration Fund (BRF) during 2021 towards the installation of a ring of 10 bells at Alnwick. This comprised £10,000 already pledged from the Bell Restoration Fund and £56,000 from a donor, who gave the money to the BRF specifically for this project. Two grants from the Education Fund were made during 2021. The committee agreed to pay the entry fee of £40 for the D & N youth team to take part in the 2021 Ringing World National Youth Contest and also to provide £820 for the purchase of a trial simulator and laptop for use at the Darlington Ringing Centre, with a view to rolling these out elsewhere in the Association in the future.
The Personal Accident insurance policy, which covers ringers taking part in D&N organised events, was re-instated when ringing recommenced however the usefulness of this policy is being reviewed and alternatives considered.
In line with the Financial Policy a reserve of £2000, deemed sufficient to cover a year's operational expenditure, has again been retained in the General Fund, the remainder has been transferred to the Bell Restoration Fund.
The Gift Aid claim for 2020 totalling £578 was submitted during 2021.

Peal Secretary’s Report
As happened last year, peal ringing was restricted for most months of the year, so well done to those who fitted them in as the year came to an end.
3 peals were rung in 2021 all on tower bells. All of these were rung in the D&N territory in 3 association towers. 2 in the Northern District and 1 in the Central District.
There were 2 peals of major and 1 of minor.
There were 18 ringers involved. Four ringers rang in two of the peals: Stephen Bell, Barbara
Davies, Matthew Durham and Howard Smith.
The conducting was shared between Matthew Durham (2 peals) and Howard Smith (1 peal).

Northern District Report
As the COVID pandemic continued, at the start of the year we were still unable to get back to ringing in person. Following some beginner’s sessions organised by the Southern District we were fortunate to have Karen McLeave who commenced fortnightly Ringing Room sessions online for the Northern District. These have been well attended, although attendance has been dropping off as ringing in towers has resumed there are still people finding them beneficial. They will be continuing on 1st and 3rd Tuesday evenings until Christmas then reviewed. When national restrictions were lifted in July we were all able to get back to ringing our bells for services and then practice sessions.
We had our first in person ND meeting at Gosforth in September, this was well attended, and we remained cautious by having our ‘bring your own’ picnic outside. It is great to be able to have our AGM this year face to face, to meet each other and ring together. I hope that next year we will be able to continue with a programme of ringing together.
Very sadly we said goodbye to 2 great supporters of the Northern District in the last year. George Deas died on 14th January after being unwell and unable to ring for a number of years. He rang a total of 1259 peals, 1153 of which were for the D&N. He was ringing master at the Cathedral for 28 years. He held many offices in both the ND and D&N, including as Association President. Alan Barber died suddenly on 12th July, a shock for those who had known and rang with him. He was also a prolific peal ringer, having rang 1637 including 344 for the D&N, conducting 246 of them. He has supported local ringing wherever he lived, and I recall him always being present at ND meetings.

Central District Report
With continuing COVID lockdowns and restrictions we were unable to hold our meetings in person during the first half of the year. During this time Chris Mansfield, Sonia Thompson, and Elizabeth Thompson organised regular virtual ringing sessions on Ringing Room, open for everyone in the district, giving an opportunity for people to meet and practice simulated ringing on their computers.
After the partial relaxation of restrictions in May and June, many towers in the district resumed limited ringing. In September 2021 we were able to hold our first in-person physical meeting since February 2020 and gathered at Brancepeth for an afternoon of ringing and tea and a delicious spread of cakes. After 19 months it felt very special to be able to meet again with 22 people spread out in the church.
Our annual district meeting was held in Ryton in November where we were very warmly welcomed by the local band who provided a splendid spread for afternoon tea. At that meeting Chris stood down as district ringing master after five years of being a district officer and we’re very grateful for all that he’s done in this time. At the same meeting the officers for 2022 were elected, with Sonia Thompson as Chairman, and Alex Pym as Secretary. No one was prepared to become district ringing master and the position remains vacant.
Sadly, David Higdon from Ryton, a member of the Association since 1998, passed away during the year.
Many thanks to all who attended the meetings over the year, and to all those who provided delicious refreshments at our meetings. We are now keeping our fingers crossed that the return to more normal times continues and that we enjoy a busy year in 2022.

Southern District Report
The lockdown at the start of 2021 meant that no “real” ringing was possible, however ringers in the Southern District continued to make good use of Ringing Room. A weekly early method ringing practice was held for those working on Plain Bob and Grandsire Doubles and an advanced practice for those keen to ring Surprise Major. General District Ringing Room practices also took place in March and June.
The first proper meeting of 2021 took the form of a social event with the D&N mini ring and handbells in Chris and Carol Pratt’s garden in July. This was followed by two tower bell meetings at St Aidan’s, Hartlepool in September and St John’s Shildon in October. The District AGM was held at Barnard Castle in November with ringing before hand at both Staindrop and Barnard Castle. 34 members attended and during the meeting all three officers were re-elected for a further year so for 2021 they are as follows: Branch Chairman – Helen Scott; Ringing Master – Jack Hanlon; Secretary – Anthea Enzor.
Long standing Southern District ringers were sad to learn of the death of Maurice Stewart, who learnt to ring at Hurworth and became a mainstay of the band at St Cuthbert’s, Darlington. Five new members were elected during 2021.
A new venture, the Darlington Teaching Centre, restarted in the autumn with a cohort of six learners and seven teachers from across the District. The purchase of a simulator, funded by the D&N Education Fund, will enable the Centre to make good use of the bells throughout the week to teach new ringers and provide extra support for more established ringers as well as encourage more experienced ringers to get involved in teaching new recruits.

Privacy Notice
Introduction
The objective of the Durham and Newcastle Diocesan Association of Church Bell Ringers are as follows:
The Association shall be of service to churches in the geographical boundaries within the Dioceses of Durham & Newcastle by:

promoting the ringing of bells for Christian worship and on other appropriate occasions;
-
recruiting and training ringers;
-
encouraging the art of change ringing;
-
helping ringers to improve the standard of their ringing;
-
the care and restoration of bells and their fittings.
In addition, the Association shall support the ringers and organisations which are responsible for other bells, which are hung for change ringing, that fall within its traditional boundaries. This includes rings in redundant churches, secular towers and those belonging to other denominations.
In order to fulfill these objectives, the Association collects and processes information regarding individuals.
What information is being collected?
Name, address, date of birth, telephone and email contact details of Association members. Name and contact details (address, telephone or email) of Tower contacts where these are not members of the Association.
For ringing members their year of joining the Association and their Peal total (D&N peals) is recorded. Email correspondence with members.
Who is collecting it?
The Association is managed and administered by a committee comprising the General Officers, the District Officers and Central Council Representatives, elected in accordance with the Association Rules. The members of the committee are together called the “Management Committee”.
How is it collected?
Information is recorded and managed online using LoveAdmin.com (formerly PaySubsOnline.com), information is entered and maintained on a self-service basis by members. If they so choose, individual members may ask the management committee (District Secretary) or their Tower contact to undertake this on their behalf. The Association does not maintain any other electronic or paper-based membership records.
Details of Association peals are derived from the records of peals published in the Ringing World.
The online system is also used to record communications to members by email.
Why is it being collected?
To maintain details of the Association’s membership and fees paid to properly discharge its duties as a registered charity.
To communicate with members and promote the Associations work on www.DandN.org To produce an annual report.
To identify members who are children (ie under 18) for safeguarding purposes.
How will it be used?
Information will be used to process annual membership fees and facilitate the claiming of Gift Aid where appropriate.
Contact details will be used to communicate to members by email, telephone and post.
Information will be included in an annual report which shall list the association’s membership and provide contact details for the management committee and each tower.
Date of birth will be used to identify members’ ages to ensure that children are appropriately protected, that the Association's third party liability cover is appropriate (our policy has age limits), and to produce an age profile of the membership to help with the recruitment and training of ringers.
Who will it be shared with?
Membership information will only be used within the Association by members of the management committee. Most processing will be undertaken using the LoveAdmin system, though individual officers will process information to produce the annual accounts, gift aid claim, the annual report and maintain the website.
What will be the effect of this on the individuals concerned?
Better communication from the Association.
Is the intended use likely to cause individuals to object or complain?
It is hoped that the Associations use of information is consistent with its objectives and so would not give rise to complaint.

Safeguarding Procedures
Introduction
-
These procedures are designed to ensure that young people and vulnerable adults can be fully and safely involved with ringing activities organised by Officers of the Durham & Newcastle Diocesan Association of Church Bell Ringers (The D&N).
-
These procedures are based on current legal requirements, Church of England policies and the guidelines of the Central Council of Church Bell Ringers.
-
Whilst child and vulnerable adult protection considerations are required for all ringing activities within the D&N region, these procedures are intended to apply only to ringing events organised by the D&N. It is essential that routine ringing activities within individual towers in the region should conform to the guidelines of the Central Council of Church Bell Ringers (available from the CCCBR website) and, most importantly, with the policy and procedures of the local Parochial Church Council or other responsible authority, as well as all relevant legal requirements. CCCBR guidance has been developed in consultation with the Church of England National Safeguarding office and is kept up to date.

Legislation requires that all who work with young people (in voluntary or in paid employment) should keep them safe from harm. 'Children' are defined in legislation as anyone under the age of 18. Vulnerable adults also need similar protection from harm.

- There is reference throughout to the 'Officers of the D&N,' but it is important to recognise that other members of the D&N who may be involved in the organisation of ringing events where young people and vulnerable adults are present (such as peals and quarter peals or other privately organised ringing) also carry the same responsibilities, and it is important that similar procedures are adopted in such cases. 6. It is expected that the current training requirements of the Church of England will be followed by members.
Procedures
-
The D&N will appoint a Safeguarding Officer to monitor and assist in the administration of the D&N's Safeguarding Procedures, maintain appropriate records and liaise as necessary with the Durham and Newcastle Diocesan Safeguarding Advisers.
-
D&N officers who are likely to take on training or supervision responsibilities on behalf of the D&N or come into close contact with young people on a regular basis on behalf of the D&N will ensure they are DBS checked.
-
Any D&N Officer organising an event on behalf of the D&N, which could involve young people and/or vulnerable adults, will be responsible for ensuring that these procedures are followed. It is also their responsibility to exercise informed vigilance as regards the welfare of young people and vulnerable adults present at such events.
-
Neither the D&N, nor its officers, will act in loco parentis as regards any young people and/or vulnerable adults attending its events. Tower Captains shall be asked to advise of any such people from their tower who wish to attend D&N events and take responsibility for ensuring that the procedures agreed for protection of young persons and/or vulnerable adults from their tower at such events are followed. This would normally mean that such persons are accompanied to such events by adults from their own tower.

Where a parent/carer is present during an event, the parent is responsible for the young person's or vulnerable adult's welfare.
-
For training days, or events involving special activities other than bell ringing, the D&N officer organising the event shall provide appropriate information about the event on an Information and Consent Form. This form shall be made available in sufficient time for it to be completed and signed by the parent or guardian, and returned to the organising officer prior to the event. Tower Captains shall be asked to advise the organising officer in good time of any young people and/or vulnerable adults wishing to attend, and assist in ensuring that the Information and Consent Forms are completed, signed and returned.

The parents/carers will be told if there is any plan to use a video camera, including videoing using a mobile phone, as a training tool, and the consent form should make this clear. The video should be erased after the teaching session, in the presence of the D&N officer and an independent adult witness.

All ringing training shall be carried out by suitably competent and experienced ringers, and any training which involves close and regular contact with young people will be supervised by someone who has been DBS checked.
-
Normal health and safety issues should always be taken into consideration. Young people and vulnerable adults are not to be allowed into a potentially hazardous situation unaccompanied. The organiser of D&N events shall ensure that any such people are appropriately supervised in their ringing. If the organiser considers for any reason that it is not safe for a young person and/or vulnerable adult to ring they shall politely and kindly prevent them from doing so.

Any transport arrangements as an integral part of an event will generally be made so that young people and/or vulnerable adults do not travel in a car with just one adult. In the event of this being necessary as an exception, the young person and/or vulnerable adult should sit in the back.

Two adults (if possible of different sexes) should normally be present whenever young people and/or vulnerable adults are taking part in ringing or being transported to or from ringing events. The D&N officer responsible should endeavour to ensure that at least two adults arrive at the start of any organised event.
-
A first aid kit and an accident logbook should be available at all events. The organising officer shall take on the responsibilities of an Appointed Person, or appoint someone else suitable to carry out this role. The Appointed Person shall look after the first aid equipment and ensure they have ready access to a phone, to enable the emergency services to be called if required. The Appointed Person will also be responsible for completing any accident reports. First aid cover shall be provided where appropriate for major events.

Appropriate records from events, including Information and Consent Forms and any accident reports, shall be sent to the D&N Safeguarding Officer.

A copy of these procedures will be available on the D&N website.

These procedures will be reviewed annually.

Six Bell Striking Competition Rules
For the Anderson Rose Bowl
Rules of the competition:
1) Bands for the competition shall consist of paid up Ringing members or Honorary Life members representing either one tower (in which instance not more than two ringers from other towers in the same District will be permitted providing they are paid up Ringing Members or Honorary Life Members of the Association) or jointly representing two towers from the same District (in which instance the band should comprise three ringers from each tower). No person shall ring with more than one band in a competition. University bands may contain ringers from their society who are not necessarily listed under the university tower, but they must be members of the Association.
2) Each district may enter a maximum of three teams. This can be done via a district eliminator competition, or any other suitable means decided by the district.
3) The test piece shall be a minimum of 360 changes of doubles, minor or call changes. When call changes are rung at least 20 pairs of bells shall be changed with at least 3 bells sharing the leading. Marking is to commence when the first pair of bells is changed. If a call change test piece shall exceed 360 changes then a pro-rata adjustment may be applied by the judge.
4) The District Secretaries must inform the Ringing Master of the District in which the competition is to take place of the names of the competing bands from their districts, not less than one week before the date of the competition.

The second band shall be witnessed by a member of the first etc. These representatives (witnesses) shall report any irregularities to the Committee and shall act as timekeepers for the competing band if so requested. In the case of call change bands, the representative shall indicate periodically the number of changes rung and advise the conductor when 360 changes have been completed.
8) The bells may be rung to determine rope lengths. Then a practice ring of no more then five minutes can be rung.
9) The test piece, which may be preceded by up to two minutes of rounds, shall then be rung. It shall be announced by ringing the tenor bell at least two whole pulls.
10) Whenever there are more than 6 entrants to the competition, the logistics may be changed in advance, to help meet practical considerations for the local tower, or the bands involved. A committee composed of a representative of the local ringers, the General Secretary and the District Ringing Master would be formed. They may consider any items related to the running of the competition, which would help resolve practical difficulties which arise from the large number of teams (such as, but not limited to, the length of the test piece and the operation of the draw).

Eight Bell Striking Competition Rules
For the Freda Burton Cup and the President’s Plate
Rules of the competition:
1)Bands for the competition shall consist of paid up Ringing or Honorary Life Members representing either one tower (50% of the band shall be from said tower) or jointly representing two towers (in which instance the band should comprise four ringers from each tower). No person shall ring with more than one band in any competition. University bands may contain ringers from their society who are not necessarily listed under the university tower, but they must be members of the Association.
2)The test piece shall be a minimum of 224 changes of triples or major or call changes. When call changes are rung at least 20 pairs of bells shall be changed with at least 3 bells sharing the leading. Marking is to commence when the first pair of bells is changed. If a call change test piece shall exceed 224 changes then a pro-rata adjustment may be applied by the judge.
3)The Ringing Master of the district in which the competition is to take place shall be informed by the captain of each competing band not less than one week before the date of the competition.

As per the spirit that has been traditional with this Association's Competitions, bands are encouraged to ring Call Changes or methods of a similar complexity to what they are normally comfortable with.
11) In the event of only 1 team entering the Freda Burton Cup competition, then that team will compete with all teams that have entered the President’s Plate competition. Should this situation occur, and a Call Change band is judged to be the winner of the combined competition, then that team will be awarded both the Freda Burton Cup and the Presidents Plate.

Association Rules
1. NAME
- 1.1 The Association shall be known as The Durham and Newcastle Diocesan Association of Church Bell Ringers.
2. OBJECTIVES
-
2.1 The Association shall be of service to churches in the geographical boundaries within the Dioceses of Durham & Newcastle by:
-
•promoting the ringing of bells for Christian worship and on other appropriate occasions;
-
•recruiting and training ringers;
-
•encouraging the art of change ringing;
-
•helping ringers to improve the standard of their ringing;
-
•the care and restoration of bells and their fittings.
-
2.2 In addition, the Association shall support the ringers and organisations which are responsible for other bells, which are hung for change ringing, that fall within its traditional boundaries. This includes rings in redundant churches, secular towers and those belonging to other denominations.
3. MEMBERSHIP
-
3.1. Classes of Membership
-
3.11 The Association shall consist of Patrons, Honorary Life Members, Ringing Members, NonResident Members and Associate Members.
-
3.12 Honorary Life Membership may be conferred on Ringing Members who have rendered meritorious service to the Association. Honorary Life Members retain all the privileges of Ringing Members.
-
3.13 Candidates for Ringing Membership must, at least, be able to ring rounds competently on tower bells. Ringing Members, when they have paid their subscriptions for the current year, are eligible to hold office, are entitled to vote, and shall be supplied with a copy of the previous year's report.
-
3.14 Ringers who are neither resident nor attached to a tower in either Diocese may apply for NonResident Membership. Non-Resident Members are not eligible to hold office, are not entitled to vote and are not supplied with Annual Reports.
-
3.15 Any person, not a ringer, who wishes to join the Association, may apply for Associate Membership. Associate Members are eligible to hold Office. They shall be supplied with a single copy of the Annual Report covering the year in which they were elected.

3.2. Election of Members
-
3.21 Only Honorary Life and Ringing Members are entitled to vote in elections and make nominations.
-
3.211 These two classes of Member will be associated with a single tower or District.
-
3.22 Honorary Life Members shall only be elected at Annual General Meetings. Proposals for Honorary Life Membership should in the first instance be made to the Management Committee on an approved application form and be supported by three or more voting Members. Nominations approved by the Management Committee will be put forward for formal election.
-
3.23 Ringing, Non-Resident and Associate Members may be elected at any General or District Meeting. In addition:
-
3.231 Ringing and Non-Resident Members may be elected prior to a peal attempt provided there are three or more Honorary Life or Ringing Members present and all are in favour of the election. In the case of handbell peals on up to eight bells, Ringing and Non-Resident Members may be elected prior to a peal attempt provided there are two or more Honorary Life or Ringing Members present and both are in favour of the election.

3.232 Ringing Members may be elected prior to an Association striking competition provided there are three or more Honorary Life or Ringing Members present and all are in favour of the election.
-
3.24 Each Ringing and Honorary Life Members will nominate upon election the tower or district with

which they will be associated. No member shall be listed under more than one tower or district.
-
3.25 Proposers shall be responsible for providing the General or District Secretary with their nominees’ full names, addresses and first subscriptions.
-
3.3. Subscriptions
-
3.31 Honorary Life Members pay no subscription.
-
3.32 Ringing Members shall pay to their District Secretary annual subscriptions of £10.00 excepting those Members who are under 18 years, full-time students or over 60 years on the due date who shall pay £5.00. Ringing Members’ subscriptions are due on the first day of January for the year commencing on that day. The name of any Ringing Member whose subscription is two years in arrears shall be removed from the Association’s books.

3.321 A Ringing Member who pays a lump sum equal to twelve times the current ordinary annual subscription need pay no further subscription for that or any subsequent year. This shall be noted in the Annual Report.
-
3.322 Ringing Members elected after 31st October shall pay only one subscription for the remainder of that year and the following year.
-
3.33 Non-Resident Members pay a single subscription of £5.00 on election.
-
3.34 Associate Members pay a single subscription equal to one Ringing Member’s annual subscription on election.
-
3.35 A Ringing Member may, upon leaving the geographical boundaries of the Association, wish to transfer to Non-Resident membership. If s/he has paid two or more subscriptions and is paid up to date s/he is entitled to do so without further payment. The transfer shall be effected by the District Secretary.
-
3.36 A Non-Resident Member who moves to within the geographical boundaries of the Association may become a Ringing Member subject to ratification at any General or District Meeting and upon payment of the annual subscription.
-
3.4. Termination of Membership
-
3.41 A member can be removed from membership by a resolution of the Management Committee that it is in the best interests of the Association that his or her membership is terminated. A resolution to remove a member from membership may only be passed if:
-
-the member has been given at least twenty one days’ notice in writing of the meeting of the Management Committee at which the resolution will be proposed and the reasons why it is to be proposed;
-
-the Member or, at the option of the Member, the Member’s representative (who need not be a member of the Association) has been allowed to make representations to the meeting; -at least two thirds and a minimum of six of the members of the Management Committee present vote in favour of the resolution.
-
3.42 Any Member whose membership has been terminated under Rule 3.4.1 may only be re-elected to the Association under Rule 3.2 if approved by the Management Committee.
4. GOVERNMENT
-
4.1 Management Committee
-
4.11 The Association and its property shall be managed and administered by a committee comprising the General Officers, the District Officers and Central Council Representatives, elected in accordance with these Rules of Association. The members of the committee are together called the “Management Committee”.
-
4.12 The Management Committee shall be the Trustees of the Charity.
-
4.13 The Management Committee shall meet at least three times a year with reasonable notice given of any meeting to all its members. A quorum of seven members of the Committee must be present for any decision to be taken. Questions arising at a meeting must be decided by a majority of votes. In the case of an equality of votes the person who chairs the meeting shall have a second or casting vote. Minutes shall be sent to District Secretaries within one month of a meeting taking place to give access to members at District Meetings.

4.14 The Management Committee shall convene an Annual General Meeting to be held on a convenient Saturday in April each year, in each District by rotation.
-
4.15 The Management Committee shall have the power to arrange other General Meetings, to be held at such times and places as may be desirable.
-
4.16 The Management Committee must manage the business of the Association and have the following powers in order to further the Objectives (but not for any other purpose):
-
. to raise funds. In doing so, the Association must not undertake any substantial permanent trading activity and must comply with any relevant statutory regulations;
-
. to establish or support any charitable trusts, associations or institutions formed for any of the charitable purposes included in the Objectives;
-
. to acquire, merge with or enter into any partnership or joint venture arrangement with any other Charity formed for any of the Objectives;
-
. to set aside income as a reserve against future expenditure but only in accordance with a written policy about reserves;
-
. to obtain and pay for such goods and services as are necessary for carrying out the Objectives of the Association;
-
. to open and operate such bank and other accounts as the Management Committee consider necessary and to invest funds and delegate the management of funds in the same manner and subject to the same conditions as the Trustees of a trust are permitted to do by the current Trustee Act;
-
. to do all such lawful things as are necessary for the achievement of the Objectives.
-
4.17 The Management Committee may delegate any of their powers or functions to a committee of two or more Trustees but the terms of any such delegation must be recorded in the minutes of the meeting at which the delegation was made. The Management Committee may revoke or alter a delegation. All acts and proceedings of any committees must be fully and promptly reported to the Management Committee.
-
4.18 A Trustee may pay out of, or be reimbursed from, the property of the Association reasonable expenses properly incurred by him or her when acting on behalf of the Association.
-
4.19 A Trustee must declare their interest in any matter in which it is possible that a conflict will arise between his or her duty to act solely in the interests of the Association and any personal interest (including but not limited to any financial interest), and must take no part in the voting on any such matter.
-
4.110 The towers of Association shall be grouped by the Management Committee into three Districts, namely Northern, Central and Southern and shown in the Annual Report.
-
4.2 General Officers
-
4.21 The General Officers shall be a President, a General Secretary, a Treasurer, a Peal Secretary, an Editorial & PR Secretary, an Annual Report Secretary, a Bell Maintenance Adviser, a Fund Raising Co-ordinator, an Education Officer, a Child Protection Officer and two Stewards.
-
4.22 The General Officers shall be elected annually at the Annual General Meeting. All may hold office for one year and shall be eligible for re-election, except that the President shall not hold office for more than three years in succession. Elections shall be decided by a show of hands unless six or more members request a ballot.
-
4.3 District Officers
-
4.31 The District Officers shall be a Chairman, a Secretary and a Ringing Master. All shall hold office for one year and shall be eligible for re-election.
-
4.32 The District Officers must convene at least four meetings yearly, including an Annual District Meeting at which Officers for the following year shall be elected. In the event of a District failing to elect its Officers at an Annual District Meeting, they shall be elected at a District Meeting.
-
4.33 At any District Meeting only members attached to the District shall be entitled to vote.
-
4.34 The District Secretary shall:

. collect subscriptions from and distribute reports to members attached to the District;
-
. send to the Treasurer by December each year, a statement detailing the District’s income and expenditure together with the District’s receipt books, and any cash-in-hand;
-
. compile at the end of each year, a report on the activities of the District. This should be approved by the District Membership at a District Meeting and presented to the Management Committee for inclusion in the Annual Report.
5. ANNUAL REPORTS AND ACCOUNTS
-
5.1 The Management Committee must comply with their obligations as Trustees under all current legislation, including but not limited to the current Charities Act, with regard to: . the keeping of accounting records for the Association;
-
. the preparation of annual statements of account for the Association;
-
. the preparation of an Annual Report and its transmission to the Charity Commission;
-
. the preparation of an Annual Return and its transmission to the Charity Commission.
-
5.2 Annual Accounts must be prepared in accordance with the provisions of any Statement of Recommended Practice issued by the Charity Commission.
-
5.3 An Independent Examiner shall be appointed by the Management Committee in accordance with the Charity Commissions requirements.
-
5.4 The General Officers’ Reports, the Annual Accounts and the District Reports shall be included in the Annual Report.
-
5.5 The Annual Report, including the Annual Accounts, must be approved by the Management Committee and presented to the Annual General Meeting.
6. PEALS
-
6.1. Peals shall be published in the Annual Report provided that:
-
. All those taking part are members of the Association;
-
. At least half, with a minimum of three, of the bells were rung by Honorary Life, Ringing or NonResident Members of the Association;
-
. Conductors forward within one month to the Peal Secretary:
details of the peals in the form used in the Annual Report;
- the compositions or the numbers of the recorded Association peals for which the compositions were used;
the peal booking fee, being 50 pence per ringer;
the full names, addresses and subscriptions of members elected immediately before the peals; confirmation, where appropriate, that any peal ringer is a current Non-Resident member.
7. FUNDS
-
7.1 Subscriptions from Ringing Members paying a lump sum equal to twelve times the ordinary subscription shall be invested in a separate fund on an endowment basis.
-
7.2 There shall be a Bell Restoration Fund. The Management Committee shall produce written procedures for the requesting and offering of grants from the Bell Restoration Fund.
-
7.3 In the event of the dissolution of the Association, the assets shall be divided between the two responsible Diocesan Authorities for the purposes of bell restoration.
8. CENTRAL COUNCIL OF CHURCH BELL RINGERS
-
8.1 The Association shall be affiliated to the Central Council of Church Bell Ringers and shall abide by its decisions.
-
8.2 Central Council Representatives shall be elected at an Annual General Meeting for a triennial period in accordance with the rules of the Council.
-
8.3 Reasonable travel expenses of the Central Council Representatives shall be reimbursed by the Association at the discretion of the Management Committee.
9. PROPERTY
-
9.1 Honorary Life and Ringing Members may, by applying to a Steward, borrow the Association's set of 12 handbells for a period of three months.
-
9.2. The Association’s mini-ring may be placed on loan at the discretion of the Management Committee

or its nominated representatives.
-
9.3. A fee, to be decided by the Management Committee and payable in advance, may be charged to defray the costs of insurance and maintenance of Association property.
-
9.4. The borrower shall be required to sign an official receipt and undertake to: . ensure that all property is properly cared for;
-
. return all property at the end of the period of loan, unless the loan is renewed.
10. CHANGE OF RULES
-
10.1 No amendment shall be made which will cause the Association to cease to be a charity at law.
-
10.2 Any proposal to alter or add to these rules shall only be put to a General Meeting for ratification once it has been considered by the Management Committee.
-
10.3 No alteration or addition shall be made to these rules except at a General Meeting of which at least one month’s notice shall have been given together with notice of the proposed alteration or addition.
-
10.4 No alteration or addition to these rules shall be made unless at least two thirds of those voting are in favour of the said alteration or addition.
