## **Clun & District Memorial Hall & Playing Fields Charity** 

The Clun Memorial Hall and Playing Fields Charity was established by an approved scheme on the 18[th] March 1991 to jointly administer the New Memorial Hall Trust (regulated by a declaration of trust on 28[th] October 1977) and The Clun and District Playing Fields (regulated by a conveyance dated 10[th] April 1972). 

The object of the charity is the provision and maintenance of a village hall and recreation ground for the use of the inhabitants of the parish of Clun and the surrounding neighbourhood. The land and buildings are held in permanent endowment and as the charity is unincorporated and therefore cannot hold title itself, Clun Parish Council act as Custodian Trustee. Other than holding the deeds on our behalf, they have no input or powers in the management of the charity, although they can nominate councillor representation to our committee, should they opt to do so. 

The charity is run by representatives of the community, for the community. The Constitution (which is our guiding document and with which we must always comply) allows for each organisation in Clun and the neighbourhood, to have a representative on the Management Committee (to a maximum of 17 in total). This requirement exists to ensure that local people have an inalienable right to be represented. In addition, up to ten members can be elected from the public. All the members of the Management Committee act as the Trustees of the Charity and have a responsibility to act solely in its interests, in preference to the interests of the organisation which they represent. 

Committee meetings are held monthly usually on the first Wednesday of each month unless business necessitates an additional meeting. 

Being a Trustee is a responsibility; we are regulated by the Charity Commission but in addition to charity law, we must also be mindful of a myriad of other laws and regulations relating to, inter alia, finance, health and safety, data protection, safeguarding, etc, etc, with which we must also comply.

## **Chair’s Report** 

This last year has been a busy year on all fronts; events, improvements and fund raising. We have also successfully applied for several grants to cover the cost of some of the work achieved/to be achieved and these are listed later in the report. Although Lois will take you through the detail of the finances shortly, I am very pleased to say that our income this year has improved quite significantly over last year. Putting the grant income to one side, as this will vary from year to year, our ‘trading income’ has increased by xxx%. This is principally due to the hard work, support and dedication of everyone on the committee, in helping to establish new income streams, such as the 200 Club, and supporting some very successful music & other events. 

We have also continued to enjoy the support of all our regular clubs throughout the year and this is the bread-and-butter income which ensures that the hall keeps going. The new Zumba Gold fitness class run by committee member Di Andrews, which started late last financial year continues and over the full year has contributed over £1,500 to hall funds. 

Our programme of music and other events have generally been very well supported, with sell out performances both for the band, ‘Slim Chance’ in April 2023 and for Waterloo Abba (an Abba tribute band) in October 2023. Other bands hosted were, ‘Green Man Rising’, a popular Midlands folk band, who performed over the Green Man Weekend, 2023 and Sir Dancelot, who made a return visit to our ceilidh in February 2024. 

Non music events included a Psychic evening in June, the return of Jane Pugh (The Singing Florist) in December, followed shortly afterwards by a ‘free entry’, children’s Christmas party. The latter being funded by means of a £500 grant received from the Mid-Counties Co-op. 

All these events have made a positive contribution to hall funds. 

We held two general knowledge quiz’s at the White Horse during the year which were both well attended. Thanks to Jack Limond, who organised virtually everything, including sandwiches & chips at halftime; we only had to provide prizes for a raffle and sell the tickets to boost our funds further. 

‘Flicks in the Sticks’, has continued to entertain with performances held monthly from September to April. Many thanks to Steve Mapes for hosting a varied programme. 

The 200 club is developing successfully and whilst we haven’t yet reached our target of 200 numbers sold, we are a good way there at almost 150, which is producing £4,500 directly to hall funds over 12 months. We are 75% of the way to our target of £6k, so if you are not yet a member, please do consider it. There are six monthly prizes with an extra rollover one in December. You could be a lucky winner. 

We are very fortunate to have an active amateur dramatic society in Clun (CADS) which, under the direction of Tim Russell and Andrew Dobbin has put on several great performances. We share the box office income with them equally, in return for their having free access to the hall for meetings and rehearsals, which is an arrangement which suits both parties and which again, is welcome income to us. They provided tremendous support in our recent, successful grant application to the Heart of England which will result in better sound reproduction and improved backstage facilities. The work is scheduled over the coming months. It is in everyone’s interest for there to be a thriving amdram society, so please give them your support too. 

We are delighted that an enlightened Town Council recognises the contribution which local volunteer groups make to the community and is supporting us, with an annual grant. This, together with other grants received, are summarised here:

## **Projects** 

The following improvements have been made during the financial year: 

1. _LED lighting_ 

Installed to the main hall, kitchen entrance & foyer, utilising part of the Town Council grant. 

_2. Decarbonisation review & energy report._ 

Aided by a grant (value £1,212) from the Marches Energy Trust, this report has highlighted several areas where additional energy savings can be made and which will be attended to as funds allow. Specifically: 

   - i. Installation of Hive type, zoned heating temperature controls. 

   - ii. Lagging of hot water pipes. 

   - iii. Installation of additional loft insulation. 

   - iv. Installation of occupancy sensors to lighting in little used rooms. 

   - v. Installation of solar panels on the hall roof. 

_3. Several legacy electrical, plumbing & drainage issues have been attended to._ 

_4. Landscaping improvements._ 

   - i. The creation of a new footpath around the field perimeter (Wallace Walk). 

   - ii. The planting of a community orchard. 

   - iii. Other judicious shrub & tree planting to encourage biodiversity. 

   - iv. The installation of an irrigation system utilising the disused bore hole & pump. v. The installation of 20, tree & bat boxes. 

In all the landscaping & planting work, we have been guided throughout by Mellie Lewis and we thank her for her tireless efforts in this regard. The cost was covered by grants from the AONB and the National Grid. 

_5. Installed public donations boxes._ 

Utilising part of the Town Council grant, two donation boxes have been installed in the car park, with the intention of encouraging contributions from walkers and motor home overnighters using the carpark. 

_6. Created a new football pitch for under 12s._ 

A grant for £670 from the Football Federation, enabled the purchase of new goalposts and the creation of a mini-football pitch, aimed at children under 11 years of age. This has encouraged a suitably qualified volunteer to come forward and run training sessions each 



week, with the hope that eventually this may lead to the creation of a junior football team in Clun. 

Other projects currently under way for completion in the current financial year include: 

- _Renovation of the main hall sports floor._ 

- _Installation of suspended microphones above the stage linked into the hearing loop._ 

- _Creation of a new access corridor from the bar area to backstage._ 

The above three projects are covered by way of a grant of £9k from the Heart of England received in April 2024. 

- _Demolish the unsafe ballpark wall & erect new fence round the play park._ 

- _Landscape the unused BMX field._ 

Work is currently underway on this project which will leave the area in a safe and useable condition. Consideration can then be given as to what facilities the area might have in the future. 

- _Installation of Fibre Internet._ 

Kloud9 has indicated that high speed internet will be connected within the next few months. 

Finally, I have two acknowledgements to make. 

Firstly, to acknowledge the valued contributions that Steve Harris made during his time on our committee. Sadly, Steve passed away suddenly last August. Not only was he a valued member of the Memorial Hall team, but he was also active both in CADS and as a Town Councillor. He is greatly missed by family and colleagues. 

I would also like to acknowledge the band of volunteers, who are not necessarily on the committee but who do give their time freely and willingly, to fixing and repairing all manner of things, from children’s playground equipment to floor cleaners and from decorating to serving tea and cooking. I won’t attempt to name check everyone as I would be bound to omit someone but know that without you, we could not function as we do. So, thank you. 

And very, very, finally, an appeal. As a committee we share the principal objective of rejuvenating and improving the Memorial Hall and having it at the centre of the community. We work together with that objective, each member contributing their own talents and skills.
