Governing Documents
The District's goveming documents are those of The ScLJUt Association. They consist of a
Royal Charter, which in tum gives authority to the Bye Laws of the Association and the
Policy. Organisation and Ruses of The Scout Association.
How the District is Constituted
The District is a trust established Under its rules. which are common lo all Scouts.
Trustees Selection Methods
The Trustees are appointed in accordan￿ with the Policy. Organisation and Rules of The
Scout Association.
Structure and Governance
Hinckley and District SCO￿ Council is the electoral bcKJy. which supports and encourages
the development of Scouting in the District. It is the body from which the Dislrict Trustee
Board is appointed.
The District Trustee Board is accountable to the Scout Council and is responsible for the
management of S￿UtIng in the District.
If not already completed all members of the Twstee Board must (x)mplete the seven steps
in the Scout Association's volunteer joining joumey within the specified timeframe. Until
completed, the trustee's role will be deemed Provisional. on￿ all seven steps of the
volunteer joining joumey are satisfactorily completed. the membership system will update
the role status to Full.
Objectives and Activities
The purpose of Scouting
Scouting exists to actively engage and support young people in their personal
development. empowering them to make a positive contribution to society.

The District meets the Charity Commission's public benefit criteria under both the
advancement of education and the advancement of citizenship or comtnunity development
headings.
Activities and Achievements During the Year
The year began with the annual So)uts' sh(x)ting ￿MpetitIon organised by the District
Shooting Team at Britannia HQ. Thanks must go to the team for all their hard work in
organising and running this event year on year.
Uncompleted roadworks on the parade route caused the can￿lIatIOn of the St George's
Day parade" most disappointing in view of all the work vthich goes into planning such an
event.
The gathering, held at Fox Coverts. to ￿lebrate the lrfe of Paul Adams was well attended.
Stories and reminis￿nceS were shared" much shooting was done and the sun shone all
day. A plaque in Paul's memory is now on the memorial in the camp chapel.
In May 112 Beavers joined together at the District Beaver Sleepover- a fun-packed day
finished off with a fish and chip supper. An issue with the water supply threatened events
but a solution was found and a good tirne was had by all.
Then, in September, 126 Cubs from 10 packs enjoyed an activrty packed weekend at Fox
Coverts at the District Cub Camp.
With 65 kits purchased and Cubs, Scouts and Explorers taking part, there was a big
increase in number of cars competing in the PinewLK)d Derby. There will be no event in
2025126. but plans a￿ already in place for an even bigger event in 2026127.
A severe weather warning from the Met Office forced the dosure of the campsite and
consequent can￿lIatIOn of the S(x)uts' Four-Point Challenge event in October, a
disappointing outcome for those who had signed up for the event. but the challenge will be
back in the autumn.

At Fox Coverts the work to bring the wardens. caravan into full use continued with the
fencing of the compound at the rear of the caravan to allow wardens to bring their dog with
them when on duty whilst keeping the dogs separate from the rest of the campsite.
Hopefully this provision will enable more volunteers to undertake warden duties at
weekends.
After many years, service the water heater in the toilet block has reached the end of its
use￿1 life and needs to be replaced. Initially. the reserves set aside forjust this purpose
will be used to fund the repla￿ment and then plans must be put in pla￿ to rebuild the
reserve.
A small tractor has been purchased as a ￿Ork horse" for the campsite. This will help with
the mowing of sites as well as the moving of logs and other heavy weight items around the
site. We are also fortunate in receiving a dumper truck, on pemianent loan, from John's
Lee Wood campsite. following their purchase of a new. bigger model.
The increasingly high cost of fencing materials has forced a rethink into how we separate
areas of the campsite. Increased use of hedging. both dead and alive. will help keep costs
down with fencing being reserved for areas such as the car park and the shooting ranges
etc.
In accordance with his wishes. the money generously donated by Paul Adams in re￿nt
years is to be used to repla￿ the existing "24 hourf toilet block wth a new purpose-built
block with, fully ac￿Ssible facilities. enabling us to provide facilities for adults separate
from those for young people. The block will be wholly funded by the money Paul gave. the
donations given in Paul's memw and the gwft aid associated with both plus a Forward5
grant from County.
The implementation of the Prevention of Futu￿ Deaths Report Commitments is. quite
rightly, causing a greater awareness of safety and safeguarding prO￿dureS and duties.
The health and safety audit recommended by County has been started at the campsite. At
f5rst sight this is a mammoth undertaking but. broken down into priorities, is more
manageable and allows recognttion of what is already in pla￿ whilst highlighting the areas
where improvements and changes are needed. Often improvements in procedures go
unnoticed but one immediate change that ￿ll11 be noticeable is the provision of refuse and
recycling facilities- no more asking parents lo lake home a bag of rubbish" at the end of
the camp.
In common with most other areas of Scouting the campsite desperately needs more
volunteers to help with the maintenance and running of the site. We are fortunate that
several companies have allowed their employees to come and spend a day working at the
site as part of their community commitrnents. Bellway, Cadent. Hayes, JLR. Johnson's
Workwear and National Grid have all spent volunteering days at the site.
The District Uniform shop has continued to open regulady throughout the year selling
uniform for Squirrels through to Leaders at competitive prices whilst, at the same time.
raising money for Fox Coverts. Thanks must go to 41h Hinckley for letting the shop operate
from their headquarters in the centre of town. a most convenient location.

Problems with recruiting lea(Jers and continuing problems with the headquarters building
have led to a very unfortunate situation at Barwell. bringing about the closure of the Group.
Squirrels dosed in May, Beavers in October and Cubs in November. All youth members
were transferred to other Groups in the District. This is planned to be a temporary hiatus in
the life of the Group. to give time to bring the building up to standard and to recruit new
leaders to be able to restart the Group in Spring 2027.
Census figures in February 2026 showed another drop in the number youth members. now
standing at 607. The County Growth Team is continuing to work with several Groups to
boost recruitment of both Young People and adults.
Reserves Policy
The Dislrict's policy is to hold sufficient resources to continue the charitable activities of the
District should income fall short. The Trustees considers the District should hold a sum
equivalent to approximately 12 Tnonths running costs for Fox Coverts and have set aside
£10.000 plus accrued interest.
The Trustee Board is aware there is a risk to the income of the Dislrict because of the
failure of capital equipment, such as a boiler, at Fox Coverts. The Trustees therefore
considers it prudent to establish a contingency reser4e of £10.000 plus accrued interest
against this eventuality. If necessary. this money can be used to fund essential
Maintenan￿ at the campsite and subsequentjy be repla￿d as funds allow.
It is also considered prudent to cary over any unspent money from the funds allocated
annually for both the District and the campsite against higher or unexpected bills in the
future. These are identified as designated funds within the financial ststements. It is this
policy which, for example, enabled the District to accumulate sufficient funds to be able to
replace the sewage system at Fox Coverts and purchase the ststic caravan to serve as
the wardens, accommodation.

Independent Examinerfs Report To The Trustees Of Hinckley District Scout Council
We report to the charity trustees on our examination of the accounts of the chartty for the
year ended 28 February 2026 which a￿ set out on the following pages.
Responsibilities and basis of report
As the charity's trustees you are responsible for the preparation of the accounts in
accordance with the requirements of the Charities Act 2011 (the Act)
We report in respect of my examination of the charitys accounts carried out under section
145 of the Act and in carying out my examination we have followed all the applicable
Directions given by the Charity Commission under section 145{5)(b) of the Act.
Independent examinerfs statement
We have Gompleted our examination. We confirm that no material matters have come to our
attention in connection with the examination giving us cause to believe that in any material
respect:
accounting ￿CordS were not kept in respect of the charity as required by section 130 of
the Act" or
2. the accounts do not accord with those records
3. the accounts do not comply viith the applicable requirements conceming the form and
content of the accounts set out in the Charities (Accounts and Reports) Regulations
2008 other than any requirement that the accounts gtve a Yrue and fair view. which is
not a matter considered as part of an independent examination.
We have no concems and have come across no other matters in connection with the
examination to which attention should be drawn in this report in (Yder to enable a proper
understanding of the accounts to be reached.
