Governlng Documents
The District's goveming documents are those of The Scout Association. They Gonsist of a
Royal Charter, which in tum gives authority to the Bye Laws of the Association and the
Policy. Organisation and Rules of The Scout Association.
How the District is Constituted
The Dislrict is a trust establlshed under its rules, which are common to all Scouts.
Trustees Selection Methods
The Truslees are appointed In accordan￿ with Pollcy, Organisation and Rules of The
Scout Association.
Structure and Governance
Hinckley and District Scout Council is the electoral body, whlch supports and encourages
Ihe development of Scouting in the District. It is the body from which the Distsict Trustee
Board is elected.
The Dlstricl Trustee Board is accountable to the Scout Council and Is responsible for the
management of Scouting in Ihe District.
If not already completed all membe[5 of the Trustee Board must complete the followlng
training modules - Getting Started. GDPR, Safety. Safeguarding and Trustees Induction
within the first 5 months of appointment.

Another very active year in the Hinckley District with all sections havlng a full programme
of events.
The District conb'nues to grow and yet another year where we can report an increase in
membetship. as we continue to be one of the largest Distrlcts in the County and of course
the Bestl
You will see in more detail the activities that have taken place by each section and the
success they have achieved.
The campsite is amazlng and being used regular by our Distrlct groups and visitors to full
effect.
It important that we tske time to expres5 our thanks and it's with the hard work of the
leadersl Volunteers that we can offer young people a true Scouting experience. A big
thank you goes to this team that make a weekly commitmenL
The large amount of supporters, Volunteers and trustees that give help and sUPPOrt to
groups and the district is very much appreciated and another big thank you.
We have had another sucGessful year and look forward to what we will be undertaking wlth

District Lead Volunteer report- P Woolaston
Introduction
Over the past Iwelve months, Hinckley Distrid has witnessed substantial growth and
development. Our commitment to fostering a supportive and dynamlc environment for all
members has resulted in numerous achievements. This report highlights key
developments, including the estsblishment of a new group in Sharnford and our progre5S
loward achievlng district goals.
Growth and Development
1. Membership Increase: Hinckley Dlstrict has experienced a significant increase in
membership across all sections. We have welcomed numerous new Squlrrels, SGouts,
Cubs. Beavers, Explorers, and volunteers, strengthened our community and enhanced the
Scouting expertence for all involved.
2. New Group in Sharnford: A major milestone for the district thls year was the
establishment of a new group in Shamford. Thls addilion reflecls our ongolng efft)rts to
expand our reach and provide more young people with the opportunity to engage in
Scouting actlvities. The Sharnford group has quickly become an integral part of our distriG(
demonstraling high levels of enthusiasm and participation.
Achievements and Milestones
1. Program Quality and Variety- We have continued to prioritize delivering high-quality
and varied programs. Our young people have participaled in numerous activities, from
outdoor adventures and camping trips to community service projects and skill-building
workshops. These experiences have not only been enjoyable but have also contributed to
Ihe personal development of our membets.
2. Tralning and Development: Invesling in our leaders and volunteers has been a key
focus. Over the past year. we have organlzed several training sessions, ensuring that our
volunteers are well-equlpped to provide safe, fun. and educational experiences for our
young people. The commltment of our volunteers is commendable and has been
inslrumenlal in our success.
3. Community Engagement: Hinckley District has strengthened its ties With the local
community through various initiatives. Our young people have been actively involved In
community Servi￿ projects, helping to enhance the local environment and support those
In need. These activities have not only benefited the community but have also instilled a
sense of responsibility and civic duty in our young members.

Achieving District Goals
1. Inclusivity and Diversity: One of our primary goals has been to create an Inclusive
and diverse environment. We have made significant stride5 in this area by ensuring
that our activities and programs are accessible to all. regardless of background or
abllity. Thi5 commitment to indusivity is reflected in our growing membership and
the positive feedback from our community.
2. Sustainability- Sustainabillty has been a key focus, and we have integrated eco-
friendly practices into our programs. Frorn reducing waste during events to
educating our young people atK)Ut environmental stewardship, we are dedicaled to
promoting sustainable living.
3. Strengthening Volunteer Base: Recruiting and retaining volunleers has been
essenllal lo our success. We have Implemented strategies to recognise and support
our volunteers, ensuring they feel valued and motivated. Volunleer recruitment
continues to be a high priority for Ihe district.
Looking Ahead
As we move into the next year, our focus will be on building upon the successes of the
past twelve months. We aim to continue our growth. enhance our programs, and further
strengthen our communlty tles. With the dedicatlon of our volunleers and the enthusiasm
of our young members, l am confident that Hlnckley District will contlnue to thrive.
Squirrel Scouts Report- C Peacock
There are two dreys in the District. Barwell and 12th Hlnckley. These have continued lo
grow in numbers throughoul the year and we are proposing to open more drey throughout
the district. We have presented several Squirrels with the Acom Award. which is the
highest award in thelr section.
Beaver Scouts Report-v Glllng
Our numbers throughout the Distrlct are continuing to rise, with the Distrlct opening a new
beaver colony at Shamford.
We continue to have District Beaver Leader meetings with positive feedback from the
leaders.
I have a good team of District leaders to which l owe my thanks and we are contlnuing lo
provide whal help we can in district.

Cub Scouts Report- P Woolaston
Introduclion
The past Iwelve months have been an exciting and fruitful period for the Cubs in Hinckley
Dlstrict. With a plethora of activities. competitions, and events organized both at the distriGt
and county levels. our Cubs have experienced a varied and enriching program. This report
hlghlights the key activities. events. and achievements within our dlslrlct, Including the
notable Increase in Chief Scout Silver Awards.
District Activities
1. Dlstrict Day Trip to the Space Centre= One of the standout events of the year was our
day trip to the National Space Centre. Cubs from across the district had the opportunity lo
explore the wonders of space through interactive exhibits, planetarium shows. and hands-
on actlvlties. This trip not only ignited their curiosity about space but also provided a fun
and educational experience.
2. 7-aSide Football Competition: Our annual 7-a-side football competition saw
enthusiastic participation from most packs in the distticl. The event fostered teamwork.
sportsmanship. and physical fitness among the Cubs. Congratulations to the winnlng team
which was a joint team of Hinckley and 12th Hinckley and all participants for their
dedication and spirited play.
3. Cub Shooting Day: The Cub Shooling Day was another highlight. givlng Cubs a
chance lo leam and practice shooting in a controlled and safe environment. This event
helped develop concentration, disclpline. and coordination, with many Cubs showing
impressive skills and enthusiasm.
4. Unihoc Competition Hosted by Stoke Golding Scout Group: Stoke Golding once
agaln hosted a highly successful Unlhoc competition. whlch was met with great
enthusiasm from the Cubs. This fast-paced and fun event allowed Cubs to engage in
friendly competillon. showcasing their agility and teamwork.
Varied Program Across the District
Our commitment to delivering a varfed program has been evident in the wide range of
activities and events offe￿d Ihroughout the year. From outdoor adventures and hikes to
arts and crafts sessions and community service projects, our Cubs have been engaged in
activlties that cater to diverse interests and abilities. This varied program ensures Ihat all
Cubs have the opportunity to leam new skills, make friends. and have fun.
Increase in Chief Scout Silver Awards
One of the most encouraging trends this year has been Ihe slgnificant increase In the
number of Chief Scout Silver Awards being presented. This prestigious award is a
testament to the dedication and hard work of our Cubs. as well as the support and
guidance provided by our leaders and volunteers. The increase in Silver Awards reflects
the high level of partlclpation and achievement within our packs, and we are Immensely
proud of all our recipients.

Conclusion
The past twelve months have been marked by growth, enthusiasm, and achievement for
the Cub5 in Hinckley District. Our varied program. combined with the exciting events and
activities organized at both the district and county levels. has provided our Cubs with a rich
and fulfilllng Scouting expenence. The increase in Chief Scout Silver Awards is a
testament to the Suc￿sS of our efforts and the commitment ofour members.
As we look fotward to the coming year, we remaln dedicated to providing a dynamic and
inclusive program that continues to inspire and engage our Cubs. Thank you to all our
leaders, volunteers. parents, and Cubs for making this a memorable and succe&sful year.
Scouts Report- 'Sport'
1 . All Troops have been running varied and active programmes.
Many have been taking part in the Youshape Award alongside completlng Challenge
Awards and Activity badges.
Some of Ihe activities carried out by Troops induLIe:.
Supporting local village events in Barwell and Stoney Stanton.
Tomahawk Throwing, Kayaking. Cllmbing, Hiking and Archery.
Litter plcklng at the Ashby Magna Steam Fair
Fund raising at Ketterfng Steam Fayre.
Multlple camps (winler and summer).
2. As a result of such actlvities beiThJ carried out. several Chlef Scout Gold Awards have
been awarded.
3. Most Troops took part in the following Districl organised events:_
Remembrance Day Parade, Pinew¢)od Derby (Won by 6th Hinckley). Four Point
Challenge, St Georges Day Parade and the Shooting Contest (Won by 6th Hinckley).
4. 2nd Hinckley and 151 Stoney Slanton had a joint (xmp and took part in the County
Scouts Splash Camp.

5. Three scouts from Ihe District (Stoke Golding, 21KI Hlnckley and 151 Stony Stanlon)
attended the 2023 Scout World Jamboree in South Korea. They all had a great time
and came back with some interesting stories at)out their adventure.
6. Several Troops are short of Section Leaders and Helpers.
Earf Shilton requires a Scout Leader.
2nd Hinckley Scouts have Just the Section Leader and requires more Helpers.
My thanks go out to all Scout Leaders. Assistsnts and Helpers that have worked hard in
their Troops and al District events over the last 12 months.

Explorer Scout Report- P Woolaston
The past year has seen a renewed focus on the Explorer section within Hinckley District.
Our district management team have made significant efforts to enhance the Explorer
program, resulling in increased participation and engagement. This report highlights key
developments, including the rise in Explorer numbers, the growng involvement in the
Duke of Edinburgh (DofE) Award scheme, and our initiatives to understand and address
the transition from Scouts to Explorers.
Increased Participation in the Duke of Edinburgh {DofE) Award
One of Ihe signiflcant achievements this year has been the substantial Increase in the
number of Explorer5 participating In the DofE Award scheme. Thls prestigious program
offers young people the chance to develop valuable skills, undertake challenging
expeditions, and contribute to their communitie5 through volunteer work. Key hlghlighls
include:
Higher Enrolment: We have seen a notable rise in the number of Explorers
enrolling in the bronze, silver, and gold levels of the DofE Award.
Successful Expeditions: Several successful expeditions have been completed.
with Explorers demonstrating resilience, teamwork, and leadership.
Skill Development: The diverse range of activities underlaken as part of the DOE
scheme has helped our Explorer5 develop a wide array of skills and competencies.
preparing them for future challenges.
Understandlng the Transition from Scouts to Explorers
Addressing the challenge of retalnlng Scouts as they age out of their units and
encouraging Uiem to joln Explorers has been a key focus area. To better understand and
lackle Ihis issue. we will be implemented several initiatives:
Exit Surveys: We will Introduce exit surveys for Scouts leavlng their units to gather
insights into their reasons for not conttnulng into Explorers.
Enhanced Communication: Efforls have been made to improve communication
about the opportunities and benefits of lolning Explorers, both to Scouts and their
parents.
Bridge Programs: We are looking lo pilot "bridge" programs that offer joint
activities and events for older Scouts and Explorers, easing the transitlon and
building familiarity with the Explorer section.
Conclusion
The pasl twelve months have been a period of significant progress and development for
the Explorer section in Hinckley District. With increased focus and resourGes from the
district management team, our Explorer units are thriving, and participation in the DofE
Award scheme is at an all-time high. By continuing to understand and address the
transition from Scouts to Explorers, we aim to further enhance retention and ensure a
robust and vibrant Explorer (x)mmunity.

hard work over the pas1 year.

Fox Coverts Campsite Report- A Smith
Just like last year, we have wilnessed an increase in bookings. with a total of 119 over the
year. These t>ookings include both camping and evening activities at the campsile.
highlighting its extensive use. 590/0 of the bookings were from Hinckley District Groups,
and 910/0 We￿ from those wilhin scouting. This shows the (2mpsite is increasingly being
used as a resource by both Hinckley District. and the wider Scouting community.
In March 2023 we hosted the District Four Point Challenge for Scouts and Explorers. with
just under 60 young people taking part over the weekend. Then, in September, we
successfully ran a District Cub Gamp with over 130 young people participating.
Our three permltted activities- archery. climbing and shooting - have seen signtficant
usage during this year. I would like to take this opportunity to thank the volunteers who
generously give thelr time to run these activities for so many young people.
We continue to work on improving and developlng the campsite to ensure Its success and
Sustainability. Ongoing mainlenance Is also a priority, and I would like to thank our
maintenance team for their dedication throughout the year. despite challenging weather
conditions. Over the winter. we successfully completed a lot of tree work and re-laid stone
on the maln driveway.
This year, decisions were made by the campsite commlttee and the District Trustees to
prioritise the growth of the campsite and the well-being of our volunteers. Several
developments have been put into place. Our team is dedlcated. and wilh the plans we
have in place, there will be more opportunities for new volunteer5 to get involved. The
campsile is a valuable asset to the Distrid and is cherished by many people both wilhln
the District and beyond. Without the dedication of our volunteers. none of this would be
posslble. If you are Inte￿sted in getting involved. please ¢ontact me.

Reserves Pollcy
The Dislricfs policy is to hold sufficient resources to continue the charitable activities of the
Dlstrict should income fall shorL The Trustees considers the District should hold a sum
equivalent to approximately 12 months running costs for Fox Coverts and have set aside
£10,000.
The Trustee Board is aware there is a risk to the income of the District because of the
failure of capital equipment. such as a boiler. at Fox Coverls. The Execulive therefore
considers it prudenl to estsblish a contingency reserve of £10,000 against this eventuallty.
If ne￿Ssary. this money can be used to fund e&5ential maintenance at the campsite and
subsequently be rePla￿d as funds allow.
It is also consldered prudent to carry over any unspent money from the fvnds allocated
annually for campsite development and campsite maintenance against higher or
unexpected bills in the future.11 Is Ihis policy which enabled the District to accumulate
sufficient funds to be able to replace the sewage system at Fox Coverts.

We report to the charity trustees on our examination of the accounts of the charity for the
year ended 29 February 2024 which are set out on the following pages.
Responsibilities and basis of report
As the charity's trustees you are responsible for the preparation of the accounts in
accordance with the requirements of the Charities Act 2011 (the Act)
We report in respect of my examination of the charity's accounts carried out under section
145 of the Act and in carrying out my examination we have followed all the applicable
Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examinerfs statement
We have completed our examination. We confirm that no material matters have come to our
attention in connection with the examination giving us cause to believe that in any material
respect:
accounting records were not kept in respect of the charity as required by section 130 of
the Act; or
2. the accounts do not accord with those records
3. the accounts do not comply with the applicable requirements concerning the fom) and
content of the accounts set out in the Charities (Accounts and Reports) Regulations
2008 other than any requirement that the accounts give a "true and fair Vie￿ which is
not a matter considered as part of an independent examination.
We have no concerns and have come across no other matters in connection with the
examination to which attention should be drawn in this report in order to enable a proper
understanding of the accounts to be reached.
