All activities We￿ severely impacted by the COVID Pandemic. Income for the year was signrfi¢antly
down on previous years at £216.5K. Due to the COVID restrictions expenditure was also
$ignifi¢antly reduced at £206.5K resulling in a surplus of £10.OK
Our reserves policy is to hold sufficient resources to Continue the charitable activities of the County
should income or fund-raising activities fall short of expectations and to enable Ihe County to
underwrite its planned programme of activiti8S (including large scale events). The Executive has
reviewed the impact of the COVID 19 pandemic on its capability to deliver education and
dèvelopment opportunities to young people and has maintained the level of Designated Reserves.

The County currently holds total reserves more than this level and continues to seek to develop
camp and activity ¢entre opportunilies lo use the excess reserves. However, the Executive
considers it should also plan an annual operational deficrt in its operating budget to manage the
excess amount. The COVID restrictions led to a small surplus this year but the Executive have
developed budgets and strategic plans to reduce the level of reseprfes over the medium term.
Th8S8 plans are closely aligned to supporting the outcomes set out within the County'8 overall
Strategic Plan.
None of the funds managed are in deficit and no assets are held by the Charity in the capacity of
custodian trustee.
The County has adopted a low risk investment strategy and all funds are held in current accounts
and low nsk interest beanng accounts, using only FSCS protected accounts.

interest rates lo ensure the County is receiving best value and income from its banking

The Wamickshire Scout Council is a trust established under the rules which are common to all
County Scout Councils as prescribed wrthin the Policy, Organisalion and Rules of the Scout
Association. Trustees are recruited and appointed in accordance with the relevant sections of the
above.
Warwickshire Scout Council 1$ registered wtth the Charrties Commission, number 506367.
The Trustees have in place systems and intemal controls that are designed to provide reasonable
reassuran￿ against material mismanagement or loss. These include two signatorieslauthorisers for
all payments, comprehensive Insuran￿ policies to ensure that insurable risks are covered arKI

regular reports and nsk assessments by those seeking to lor running events or activities on behalf
of the Scout County.
Th6 Charity meets the Charity Commission public benefft cnleria under both the advan￿ment of
education and the advancement of crtizenshiplcommunrty dev8lopm8nt.
The Charity has no principal office. The public address for correspondence is The Oaklands,

## **1.1 Basis of accounting** 

These accounts have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant note(s) to these accounts. 

The accounts have been prepared in accordance with: 

the Statement of Recommended Practice: Accounting and Reporting by Charities •  and with*  preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) issued in October 2019. •  and with*  the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102) • and with the Charities Act 2011. ## **Note 2                           Accounting policies 2.2 INCOME** 

_This standard list of accounting policies has been applied by the charity except for those ticked "No" or "N/a".  Where a different or additional policy has been adopted then this is detailed in the box below._

|**2.4 ASSETS**<br><br>**Intangible fixed assets**<br>**Heritage assets**<br>**Debtors**<br>Debtors (including trade debtors and loans receivable) are measured on initial recognition at<br>settlement amount after any trade discounts or amount advanced by the charity.  Subsequently,<br>they are measured at the cash or other consideration expected to be received.<br>**Stocks and work in**<br>**progress**<br>Stocks held for sale as part of non-charitable trade are measured at the lower or cost or net<br>realisable value.<br>Goods or services provided as part of a charitable activity are measured at net realisable value<br>based on the service potential provided by items of stock.<br>Work in progress is valued at cost less any foreseeable loss that is likely to occur on the contract.<br>Support costs include central functions and have been allocated to activity cost<br>categories on a basis consistent with the use of resources, eg allocating property costs<br>by floor areas, or per capita, staff costs by the time spent and other costs by their usage.<br>They are valued at cost.<br>**Investments**<br>Fixed asset investments in quoted shares, traded bonds and similar investments are<br>valued at initially at cost  and subsequently at fair value (their market value) at the year<br>end.  The same treatment is applied to unlisted investments unless fair value cannot be<br>measured reliably in which case it is measured at cost less impairment.<br>Investments held for resale or pending their sale and cash and cash equivalents with a<br>maturity date of less than 1 year are treated as current asset investments<br>**Grants with performance**<br>**conditions**<br>Where the charity gives a grant with conditions for its payment being a specific level of<br>service or output to be provided, such grants are only recognised in the SoFA once the<br>recipient of the grant has provided the specified service or output.<br>**Grants payable without**<br>**performance conditions**<br>Where there are no conditions attaching to the grant that enables the donor charity to<br>realistically avoid the commitment, a liability for the full funding obligation must be<br>recognised.<br>The charity has intangible fixed assets, that is, non-monetary assets that do not have<br>physical substance but are identifiable and are controlled by the charity through custody<br>or legal rights.  The amortisation rates and methods used are disclosed in note 9.5<br>They are valued at cost.<br>The charity has heritage assets, that is, non-monetary assets with historic, artistic,<br>scientific, technological, geophysical or environmental qualities that are held  and<br>maintained principally for their contribution to knowledge and culture.  The depreciation<br>rates and methods used as disclosed in note 9.6.1.4.<br>This includes any realised or unrealised gains or losses on the sale of investments and<br>any gain or loss resulting from revaluing investments to market value at the end of the<br>year.<br>**2.3 EXPENDITURE AND LIABILITIES**<br>**Liability recognition**<br>Liabilities are recognised where it is more likely than not that there is a legal or<br>constructive obligation committing the charity to pay out resources and the amount of the<br>obligation can be measured with reasonable certainty.<br>**Investment gains and**<br>**losses**<br>The charity accounts for basic financial instruments on initial recognition as per<br>paragraph 10.7 FRS102 SORP.
