previous year and there are plans lo re-energise for 2025.

Under the Charities Act 2006, the advan(tmenl of animal we￿a￿ is lecognis￿ as a distinct statutory charitable purpose. This
legislation and the Animal Welfare Act of the sarne year indicate an acceptance by scKiely that Irealing living creatures with
compassion has a moral benefit for the putAic. Whilst this public tenefil is dear, il is sometimes difficult lo quantify and musl be
balanced against any delrimenl.

We provide subsidised veterinary IrealTnenl for anirnals which are si(* or injured and belong lo local peokle Dn low incomes. We do
this through a voucher scheme. This wot* benefits those ￿ means tested benefits by giving them financial help lo obtain care lor
companion anitllals in need of veterinary treatment.

INTRODUCTION
It gives me great pleasure lo report on the work ol Ihe Inswtorate in the South Yorkshire group during 2024. The group work&J
exlremdy hard lo achieve the test resuKs frx anima wdfare in what was an extrerndy challenging year. We had lo adapt lo the
scopE of service thanges and the additional demands on our Servi￿ due lo the itnp&A of owners struggling lo afford the basic care
for their pets.
We submitted 88 case files lo our prosecuti(￿ team during 2024, the majority ol which concluded in successfijl Dulcrxnes in court.
The prosecution departtllenl plays an essential rde in supky)rting the InSp￿ate wlh case investigati￿5 the Prosecution Case
Managers al headquarters have provided guidance ihroughoul the yea to g)SUTe that our case files are submitted lo the highest of
standards.
Phil Brown and colleagues of Freernan Brown Solicilors have woseoJteYJ ￿ LEhalf of the RSPCA for cases in the South Yorkshire
area and we are very grateful for the excdlenl Servi￿ they have provided.
Many olhw investigations were C(￿Cluded by means ol an Adult Written Caution. Cautions may be given instead of court b￿use of
miligaling circumstances or where individuals have ken ccoterab've, signed over the animals CK for lower level issues. Cautions slay
on our sysletll for 3 years and if the pErson commits any other animal wdfare offences during that time we can prosecute Ihern in
court for this historic Offern￿ as well as the m(￿e recent one.
We also have several oulslanding warrants f(Y cases that have trEen in ccMJrt where the (kfendanl has failed lo attend. Hopefully
these cases will LE conduded SCK)n.
We have continued lo benefit from excdlenl suptM)rt from the staff al Heayquarters and Ihe Nats.￿al Control Centre and thanks goes
lo everyone who assists us on a daily basis lo enable us to th) our job as effectivdy and efficiently as PDssible.

Inspector Kristy Ludlarn continues in Ihe rrAeof TU1￿ InsFedor, tsking reswnsitrM'lityforTranee Ins￿torS and Anirnal Rescue Offi￿rS
who come lo our group loK field experience as part of their training.
The inland toat rescue team for the Soulh Yorkshire group are Tamsin Drysdae, Ben Cotd&Shaw, Sara Jordan, Kristy Ludlam, and
Katie Helheringlon. Inspector John Gib%)n still provides support lo the group with boat rescues whenever necessary.
We wdcomed our new ARO Danielle Dnjry in (Mober. Danidle jlins us wth an extensive b￿k9￿nd ol working in animal wdfare
and for the RSPCA. She w￿ked al the NCC lor many years and has tEen an animal rescue volunteer lor our group for the past 8
years, volunteering lor us whenever she could alongside her full b.me job wom'ng al a vets. Danidle was nominated for an impact
award in 2024 because of her cornmilmenl and dedication as a vdunl￿r and mae il to a finalist in a very competitive caleg(Ky.
Inspector Jack Taylor left the siKiely on 18th December to start a new career wrth the fire servi￿. Insp￿tor Sara Jordan is now
maternity leave after giwng birth lo a baby LK)y, Oils. in November. ARO Neil C(Aeman is transferring lo our group from the Derby I
Slaffordshire group in March. The group also tEnefits from the help of Animal Rescue Volunteers who assist us with the (￿lleCtIOn of
sick and injured animals which they do in their own lime. We have a Committ￿ group of ARVS and their contribution is very much
appreciated.
WORK OVERVIEW
11,443 work orders were dosed by South Yorkshire offi(Ers during 2024. A work Lyder is an &tion on an incident so il can vary from
one work order lo rnulliple work orders ￿ each inadenl.
We were all dated to see the dosure of Infidd Lane Allotrnenls in Damai, Sheffield after many, many years of dealing with issues on
the sile. The sile was made up of 210 allotrnents, tnany of which housed dotneslic animals or livesloK*. We have worked tirelessly
alongside the I￿1 authority and tK)liceforovera decaje deafing with anirnalwelfa￿ issues and criminal ￿tivity. We have successfully
prosecul&J several allolmenl owners and have remov￿ numerws animals from the sile. To give you an idea ol the scale of the
animal wdfare problems we encountered, over the rkricKi 2021-2024, 346 animals were removed IrDm the sile by the RSPCA, l(Thl
authorities and the poli￿. The nurnLEr of animds Temoved over Ihe past 10 or rnLYe years will double or treble this number so you
can imagine our relief when the site was finally dosLxJ!
The multi-agency working on Ihis sile shows just imtKKknl building gcKMJ partnerships wrth other agencies can benefit animal
We￿are.
The cost ol living crisis has continued to have a massive impact on animal welfare as some people are ￿allY slnjggling financially. As
a resuli, we have seen an increase in requests lor assistance with veterinary bills and rehoming of tEls as tEople can no longer afford
lo keep them. We have dealt with many Incidents where animas Ihalwould usually trk wdl cared for have beèn neglected due lo their
owners not knowing where lo go lor help. Wherever possiLle we have tried lo assist struggling pEI owners by providing help towards
veterinary care, often by issuing a weware assistan￿ voucher that C￿ be uS￿j at the ownerfs vet of th(¥￿. Where wssible we also
offer rehoming and transportation lo assist owners who are erwnlering mqor diffi¢ufties, however the increase in the volume of
animals requiring space al our alrealy stretch￿1 branches and PBE'S has been very drfficull lo navigate al limes.
We have also wnlinued with our Pel F&JJ Bank Serv1￿ in the (￿unty, providing ttt f(KKJ lo Io(MJ banks in the Sheffield, Doncaster,
Rolherham and Barnsley areas. The tEifo(MJ bank project in the north of England has gone from strength to strength and has provid&J
vital support and assistance to Fel owners dunng these limes of financial crisis. The schem2 has kept many animals in loving hornes
and reduced the l[llp￿t of the cost of living crisis on struggling owners.
As a group we continue lo carry out proactive work al every orwrtunity, neutering as many animals as we can. We have teen involved
with many mulli cat houses and feral ￿onIeS see this of work as vitally imwrtanl l￿ause we know that il wll make a
difference.

Basis of preparing the financial statements
The financial slalemenls of the charity, which is a putlic ￿nefit entity under FRS 102, have iEen prepared in accordan￿ with the Charities SORP IFRS
1021 'Accounling and ReFOrting by Charities.. Sialemenl of Recomrnended Practice applicatrAe ID charities preparing their accounts in accordance with the
Financial Rewrting Standard appliCa￿e in the UK and Republic of I￿land IFRS 1021 leffective 1 January 20191,, Financial RetM)rting Standard 102 'The
Financial Reporting Standard apFlicaNe in the UK and Rewblic of Ireland, and the Charib'es Act 2011. The financial slalemenls have been prepared under
the historical cost convention.
Income
All incoming resources are induded in the Sialemenl of Financial Activilies ISOFAI when the charity is legally enlided ID the incorne after any Ferformance
conditions have been met, the arnounl can be measur￿1 reliably and il is wobatAe that the income wll tE received.
For donations lo be r￿gnised the charity wll have iEen nolffied of the amounts and the settlement dale in writing. If there are conditions attached lo the
donation and this requires a level ol performanTr tElore enlidemenl ￿ tE obtained then income is deferred until those conditions are fully mel or the
luifilrnenl of those ￿nditionS is within the control of the charity and il is probable that they will fulfilled.

Gifts in kind donated for resale are induded at fair value. iEing the ewled prcKwJs from sale less the ex￿Cted Costs ol sale. Where estimating the fair

For legacies, enlillemenl is the earfier ol the charity LEing notified ol an irnkEnding distribution or the legacy being received. Al this point incorne is
recognised. On occasion I￿￿leS will be nolifi&J lo the charity however il is not wssible lo measure the amount expected lo be dislribuled. On these
occasions, the leg￿Y is treated as a contingent asset and disclosed.
Income from Ir3Jing activities indudes income eamed from fundraising events and trwjing ￿tIvItieS lo raise funds lor the charity. Income is received in
exchange lor supplying gcM)ds and services in order lo raise funds and is r￿n1$&j when enlidemenl has (tcurred.
Investment incorne is eamed through hdding assets for investment purtw)ses such as shares and wopty. It includes dividends and interest. Where il is not
practiC8ble lo idenirfy investment management costs incurred within a stheme with reaSona￿e ￿curacY the investment income is reported nel of these
