The trustees present their annual rep(Mt and financial statements for Ihe y&2r erKled 31 Marth 2025.
The financial statements have been prepared in aC￿rdan￿ wth Ihe accounting pcAiues set out in note 1 to the
financial statements and comply with the ChaTiWs Deed of Tntst. the Charities Act 2011 and "A(xounting and
Reporting by Charities: Statement of Recommended Praclice applicable to charities preparing their accounts in
accordance with the Financial Reporting StWKlard apph"cable in the UK and Republic of Ireland (FRS
102)" (eftdive 1 January 2019).
Objectives and activitles
The Charitys objects are to relieve persons of the ￿￿kY*￿.ng dasses V￿￿ are resident in the area of the fomier
Borough of Bilston:_
a) Aged and other persons are in conditions of need. hardship or distress.
b) Aged and other persons are sid(. cOnvale￿nt. disabled. handicapped or infirm. where suth relief is not
readily available to them from other sources.
It is the present policy of the Trustees to exerase their p(Mers by making Grants to organisatiorB providing help for
pet50ns within the terms of the Ttust The trustees confirm that they have referred to Ihe guidance contained in the
Charty Commission's general guidan￿ on public benefft when reviewing the Trusfs aims and objectives and in
planning future ath"vth"es arKI setting the grant making poky frir the year.
The Charity's Funds are principaly invested n a porttolio of investrnents managed by HarisAllday.
The Trustees meet on a regular basis to consider grant apFlications received by the Clerk to the Twstees and the
investment income is distributed in the fomi of Grants.
Applications for assistance are enccwraged all are sympatheb"calty reviewed. The Tntslees are able to fund
these activities because of the income from a portfolio of long-tenn. high yielding. Govemment SeCurrt￿s and
Holdings. which enable funds to be made available to meet app&"cat￿nS when received.
The ChariWs Funds comprise restricled EndOW￿nt Captsl Funds. the income from whith is used to ￿nd Grants
within the temis of the Trust.
The trustees heve paid due regard to guidance igsued by the Charity Commission in decidin9 what activiti0$ tha
Charity should undertake.

Public benefits of the Charitys grdnts
Bilston Senior Citizens Federation use the grant tovrards the cost of gm￿ vouchers at Christmas to 1,000
pensioners in Bilston to exchange for meat and vegetables at t￿￿) local shops.
All the other old persons. dubs ￿ care homes use their grants eiiher to fund a Christmas meal or to furKI a
summer outing.
All schools in Bilston can appty eath year for a grant. which is spent on enharKing fa(ilities at their schools or on
funding school trips.
The Scouts & Guides make use of1heir grants. fitsty. for making improvements lo their premises and secondty for
group outings.
Compton Care provides inwient & outpatient (2re for many Bdston residents. The Coronary Care Volunteers
provide staff to supervise the afterc2re of heart attack patients. Beacon Cerrtre f(* the Blind visit and supply Bilston
residents with various aids.
The Charity's involvement the disabled is tlwough ￿ants to Special schools that have a great need for fvnding
for specialised equipment The Special schools and disabled s(Kieties also use their grants to enable carers to have
a welpeamed break.
Bilston Team Ministy use the grants for supp(xb"ng their Tree Festival. to F*ovide rerfeshement for the Communty
Harvest & towards building tepairs.
Bilston Swimming Club used their g￿t for pwchasing competiton dothing.
Achievements and perfommnce
The Accounts for the year ended 31 Marth 2025. are shown on pages 7 10 14. The Statement of Financial Activities
on page 7 shows the incoming resources available to the Trustees and the extent to which those funds have been
spent. This. together with the Balance Sheet on page 8, shThvs that the CUfTent marf(et value of the Charity's Funds,
from whth it will generate income to meet ts future oblwns. is £628.158.
The Charty held £36,143 in bank balances and short-teTm deposits at 31 March 2025. and in the Trustees opinion,
the Charity corth.nues to be in a posth'on to pursue rts charilable obJ"eclives in the future.
Investment income has inueased in this year and the trusl is presenty able to meet all legitimate daims for grants.
During the year the Charity has paid Grants raYJing fr(xn £100 to £6.820 to 33 beneficiaries (2024
beneficiaries). These grants amwnted to £27,202 (2024 = £26.220) and are included in the Accounts.
Financial review
It is the policy of the Chaiity that unrestsided furKls which have not been desKy￿ed ft)r a speufic use should be
maintained at a level equivalent to between three wxl six month's expenditure. The trustees consider that reserves
at this level will ensure that. in the event of a significant drop in funding. they will be able lo continue Ihe Charitys
current activib.es while consideration is given to ways in ￿lch aL*Jittonal funds may be raised. This level of reserves
has been maintained throughout the year.

The charity is an unincorporated Registered Charity. The goveming instrument is a Deed of Twst ￿ated on 27
June 1974.

Charity infommtion
The Charity of Emma Dorrs Bussey is a Registered Charity. constituted by a Deed of Trust established under
Miss Emma l)oris Bussels Wll on 27 June 1974. Its address is 2 Quail Green. Mk)Iverhampton, West
Midlands, WV6 8DF.
1.1 ACcoUn￿ng convention
The ffinanC￿ statements have been prepared in accordance with the Chaiiiys [goveming document]. the
Charities Act 2011, FRS 102 Yhe Financial Re￿ting Standard applicable in the UK and Republic of
Ireland" fFRS 102") and the Charities SORP "ACC￿nting and Reporting by ChaTities: Statement of
Recommended Prath"ce applicable to chariti.es preparing their accounts in accordance Imth the Financial
Reporting Stsndard applicable in the UK and Republic of Ireland (FRS 102)" (effective 1 January 2019). The
Charity is a Public Benefft Entity as defined by FRS 102.
The Charity has taken advantage of the Provisions in the SORP for (*wities not to prepare a Statement of
Cash Flows.
The financial statements have departed from the Charilies (Accounts and Reports) Regulations 2008 only to
the extent required to provide a true and fair view. This departure has involved following the Statement of
Recommended Practice for chanties applying FRS 102 rather than the version of the Statement of
Recommended Practice bthich is referred to in the Regulations but which has since been vAthdrawn.
The financial sLitements aTr p￿pared in sterfiThJ, Mthich is the fundional Curre￿ of the Charity. Monetsry
amounts in these financial statements are rourmled to the nearest £.
The financial statements have been prepared under the historical cost convention. modffied to indude fixed
asset investmerrts at fair value. The prin(apa ￿XM11ng policies adopted are sel out below.
12 Going concern
At the time of approving the financial statements. the trustees have a reasonaNe expectation that the Charty
has adequate resources to continue in operational existence for the foreseeable future. Thus the tnEtees
conts.nue to adopt the going con￿rn basis of a￿Untir￿j in preparing the financial slatements.
1.3 Charitable funds
Unrestricted funds are available for use at the osC￿lOn of the Irustees in furtheran￿ of their charitable
objectives.
Designated funds comprise wwestricted fuThJs that have been set aside by the trustees for particular
purposes. The aim and use of each designated fund is set out in the notes to the financial statements
Restricted funds are funds which are to be used in accordance with SFeafic restiiclions imposed by donors or
which have been raised by the charity for particular pw)oses. The cost of raising and administering such
funds are charged against the speufic fund. The am and use of each restricted fund is Set out in the notes to
the financial statement&
Endowment funds are subjed to speak condilions by donors that the caprtal must be maintained by the
Charity.

1.4 Income
All incoming resources are induded in the Statement of Financial Activibes (SOFA) when the charity is legalty

1.5 Expenditure
All expenditure is accounted for on an accruals basis and has been dassified under headings that aggregate
all costs related to the category. Expenditure is recognised there is a legal or construth.ve oblw'on to
make payments to third parties, it is probable that the settlement will be required and the amount of the
obligation rAn be measured relthly. It is &2tegorised ￿der the following headings:

only accrued when any unfulfilled cOnd￿.0nS are (Krtside of the control of the charity.
1.6 Flxed asset investments
Fixed asset investrnents are initialty measured at Itansaction pri￿ exduffing transaction costs. and are
subsequenrfy measured at fair value at each repo￿"ng date. Changes in fair value are recognised in net
incomel{expendrture) for the year. Transaction costs are expensed as Inc￿Ted.
1.7 Cash and cash equivalents
Cash and cash equivalents indude cash in harNJ. deposits held at call wlh banks. other short-temi liquid
investments with original maturities of three n￿nthS or less, and bank overdrafls. Bank overdrafts are shown
within borrowings in current liabilities.
Basic financial assets
Basic financial assets, which indude debtors and cash arKI bank balan￿. are initially measured
transath.on price induding transactton costs and are Subsequ￿ carried at amorbsed cost using the effective
interest method unless the arrangement consliluies a financtng trdnsaction. where the transaciion is
measured at the present value of the future re￿pts discounted at a market tate of interest. Financial assets
dassified as receivable within one year are nol amrtised.
Basic financial liabilities
Basic financial liabilth"es. including creditors and bank loans are inth.ally recognised at transaction pri￿ unless
the arrangement constitutes a fina￿Ing transaction. ￿ere the debt instwment is measured at the present
value of the futu￿ payments discounted at a market rate of interest Financaal liabilities dassified as payable
within one year are not amortised.
Debt instruments are subsequenty carried at arn(￿11$ed cos( using the effedive interest rate method.
Trade credrtors are obligations lo pay for goods or services that have been acquired in the ordin¥y course of
operations from suppliers. Amounts payable are dassified as current liabilrties rf paymenl is due within one
year or less. tf not they are presenled as r￿k¢u[r￿tt liabilittes. Trade creditors are recognised initially at
transaction price and subsequentty measured at amortised cost using the effective interest method.
