Elected officers undergo officer training annually, following guidance and training plans developed by our Governing Body, the National Federation of Young Farmers’ Clubs (NFYFC). Included in this training is guidance on Public Benefit and the responsibilities that officers have as Trustees to ensure that Cumbria YFC’s obligations and duties in terms of Public Benefit are met. 

In addition, elected officers are now asked to complete an online safeguarding module, devised by NFYFC to help them understand their safeguarding responsibilities. New for the coming year is training and guidance on behaviour and conduct and the responsibilities of representing a charitable youth organisation.

||In setting objectives and planning activities, events, competitions and<br>training for the members of the Cumbria Federation of Young Farmers’<br>Clubs, the Trustees gave careful consideration and diligence to the<br>Charity Commission’s Public Benefit guidance.<br>• Membership of Cumbria YFC is open to young people aged 10 – 28<br>years of age. Membership is not restricted to those from within a farming<br>background and clubs actively recruit for new members from within<br>schools, at shows and via their social media. This enables the<br>organisation to have a broad reach and be of public benefit, not only to<br>the young people of Cumbria, but to the broader communities that they<br>are linked to.<br>• All 25 young farmer clubs take part in annual voluntary work within their<br>local communities. Our young farmers recognise the importance of<br>community and are proud to play an active part in ensuring that their local<br>communities not only survive but thrive and build resilience.<br>Our young farmers provide much needed help and support to their<br>broader communities, enabling them to make a real difference and build<br>strong and lasting relationships and links within the places where they<br>live and work.<br>Voluntary work undertaken has included, repairing foot bridges,<br>rebuilding dry stone walls, planting hedges and clearing rivers and river<br>banks.|

Section D                      Achievements and performance 

**Membership: Summary of the main achievements of the** For the purposes of this report, the figures given for the annual **charity during the year** total will be those up to the end of July 2024, when the membership year came to a close.  Cumbria YFC as an organisation continues to focus on encouraging members to take part in training, skills-based competitions, club activities and events. We finished the year end with a total of 1462 members (excluding Advisory Members and Club Leaders) across 25 clubs. This was a decrease of 13% on the previous year, which was disappointing. Our elected officers, however, are already working hard to provide ways to maintain current and attract new members for the coming year. Our smallest club is Carlisle YFC with 19 members and our largest club, Kent Estuary YFC has 98 members. Cumbria YFC operates as a democratic youth organisation. Clubs are actively encouraged to develop strong links with their local communities, working on community projects and activities and events that will bring benefit to the communities in which they live and work. Mentoring within clubs is a key aspect of the role of both elected officers and general members. Teaching and learning within a safe, secure and supported environment is essential to the survival and continuity of clubs and the organisation as a whole. As noted in many previous reports, young farmers do not necessarily come from a farming or agricultural background. Our members come from a variety of backgrounds however they all have the common interests of community, rural life and agriculture. Young farmers understand the importance of being part of a youth organisation that supports and celebrates Cumbria and its young people and as a successful youth organisation, Cumbria YFC works hard to ensure that it embraces and builds on this longestablished ethos. **Competitions:** This has been another very successful year for Cumbria YFC, with members taking part in a whole host of competitions, events and activities. Our young farmers continue to be very competitive and through taking part in 3 rounds of competitions (preliminary, district and county rounds) our members are able to develop skills and knowledge that enable them to achieve great success not only within the county, but also at area and national rounds of competitions. The Northern Area Weekend this year was hosted by East Riding YFC and held in Scarborough with Cumbria showcasing talent in the public speaking competitions, entertainments and sports resulting in Cumbria A taking a well-deserved 1[st ] place, Cumbria B placed 3rd and Cumbria C 6th. A fantastic result with several Cumbria YFC members qualifying for National Finals. At the National Finals, Kent Estuary YFC’s Rosie Parsons took a

very well-deserved 1[st] place in the Situations Vacant (22 – 28) competition. The Auctioneering competition saw Will Rogerson from Eden Valley YFC secure another 1[st] and Sarah Emmott from Greysouthen YFC showed her creative strength by taking a 1[st] in the Cube Display. Over the course of a year, our young farmers take part in over 60 competitions, including Public Speaking, Debating, Junior Reading, Situations Vacant (interviews), Just A Minute, Cookery, Tractor Handling, Flower Arranging, Baking and Clay Pigeon Shooting to name but a few. Competitions such as Fencing, Hedging, Walling, Auctioneering and Hand Sheep Shearing help to maintain the rural traditions and country skills which are an important part of farming heritage and tradition. **Training and Standards:** Annual officer training for both districts was held during the autumn. Training focused on giving Chairs, Secretaries and Treasurers the necessary tools and knowledge to carry out their roles and run their clubs safely and effectively. As in previous years, additional training sessions were carried out for Advisory Members to help them understand the importance of safeguarding, health and safety and risk assessments within the organisation and specifically within clubs. All elected officers must complete the NFYFC online safeguarding course within the first 2 months of taking up office. Training is also provided on Bars and Licensing to enable the young farmers to run their events and dances safely. **Fundraising, Community and Charity Work:** Fundraising continues to be an important activity for Cumbria YFC with a total of £80,147.67 raised for local and national charities and Cumbria YFC throughout the year. Fundraising continues to take many forms, with sponsored events, car pushes, tractor pulls, sponsored walks, curry nights, beetle drives, afternoon teas and bingo nights proving ever popular! Raughton Head YFC raised a staggering £29,967.77 with their Many Miles for MND and Broughton YFC raised an equally impressive £14,000 for Duddon and Furness Mountain Rescue. **The Coming Year:** The aims for Cumbria YFC for the coming year will continue to focus on the sustainability of the organisation with financial security being key. Looking to the future needs of our members in terms of training, activities and support will also be a priority with work undertaken to ensure that we remain relevant and engaged with our membership.

• Ensure that elected club officers are trained and supported and able to fulfil their roles and safeguarding responsibilities and run their clubs successfully. • Encourage members to take part in training and competitions at club, district, county, area and national level. 

• Host 2 successful District Field Days. 

• Reivew our organisational finances to ensure that we continue to provide value for money and exciting and fulfilling opportunities for our members. 

• Encourage members to plan fundraising and volunteering activities and to become active and valued members of their local communities. 

In addition, the Making of life-long friends, developing of skills, undertaking training to build on and broaden personal and collective skills set and generally enrich the lives of our members will continue to be a priority in all we do and we will work hard to ensure that this continues.

## **Section E                    Financial review** 

**1. Dissolution of the County Federation Brief statement of the charity’s policy on reserves** If in the event of the dissolution of the County Federation there remains after the satisfaction of all its debts and liabilities any property or funds whatsoever to which it is beneficially entitled, the same shall be transferred to the National Federation of Young Farmers’ Clubs to be held on trust by the National Federation at its discretion and used for the benefit of the Young Farmers’ Clubs organisation in the area concerned and shall not be distributed among the Member Clubs of the County Federation unless the said National Federation is no longer in being at the time of dissolution. **2. Restricted Reserves** 

The restricted reserves are: 

- Monies received from closed clubs is restricted for 7 years during which it will be transferred back to the said club if any point during this period it reforms.  After this period, it will be transferred to the unrestricted reserves. - Monies received from Friends of Cumbria is restricted to the specific use it was originally provided for.  If, after a period of 3 years, from when the monies were originally transferred, there are remaining funds, these may be transferred to the unrestricted reserves with the agreement of the finance and general-purpose committee.  If, during the 3-year period, it becomes apparent the original use of the funds is no longer appropriate, the finance and general-purpose committee may redesignate the funds to a different purpose. - Monies received from organisations is restricted to the specific use or event if was originally provided for.  If, after the specific use or event has been delivered, there are remaining funds, these may be transferred to the unrestricted reserves or any other restricted reserve with the agreement of the finance and generalpurpose committee. 

## **3. Unrestricted Reserves** 

The unrestricted reserves are available for the general operating expenditure of the charity.  The charities reserve policy is to maintain freely available reserves equivalent to 12 months of budgeted operating expenditure, based on previous 6-year average.   The trustees consider that unrestricted reserves of at least £110,277 should be maintained. 

This will be reviewed at each finance and general-purpose committee meeting.  Action will be taken to maintain the level of reserves by the finance and general-purpose committee.
