Elected officers undergo training annually, following guidance and training plans developed by our Governing Body, the National Federation of Young Farmers’ Clubs (NFYFC). Included in this training is guidance on Public Benefit and the responsibilities that officers have as Trustees to ensure that Cumbria YFC’s obligations and duties in terms of Public Benefit are met.

• To advance the education of young members of the public at large in agriculture, home crafts, country life and related subjects; and • In the interests of the social welfare of such members of the public to provide and promote the provision of facilities for recreation and other leisure time occupations, being facilities which will improve their conditions of life and will assist in the development of their spiritual and mental capacities, self- reliance and individual responsibility so that they may grow to full maturity as individuals and members of the community. |

| In setting objectives and planning activities, events, competitions and training for the members of the Cumbria Federation of Young Farmers’ Clubs, the Trustees gave careful consideration and diligence to the Charity Commission’s Public Benefit guidance. • Membership of Cumbria YFC is open to anyone aged 10 – 28 years of age. Membership is not restricted to those from within a farming background and clubs actively recruit for new members from within schools, at shows and via their social media. This enables the organisation to have a broad reach and be of public benefit, not only to the young people of Cumbria, but to the broader communities that they are linked to. • All young farmer clubs take part in annual voluntary work within their local communities. This not only provides much needed help and support to the broader community, but also gives the young farmers opportunity to strengthen links and play an integral part within these communities. Voluntary work undertaken has included, rebuilding church walls, clearing school playgrounds, re-hedging common land, painting village halls and tidying up village greens. |

Section D Achievements and performance
Summary of the main achievements of the charity during the year
Membership:
For the purposes of this report, the figures given for the annual total will be those up to the end of July 2022, when the membership year came to a close. Cumbria YFC worked hard as an organisation to encourage members to return to club activities and events and we were delighted to finish the year end with a total of 1773 members (excluding Advisory Members and Club Leaders) across 25 clubs. This was an increase of 92% on the previous year’s membership figures which were affected by the ongoing pandemic lock downs and restrictions. Elected county, district and club officers were committed to getting Cumbria YFC back on track and concentrated on ensuring that members were engaged and had access to a full range of exciting opportunities, activities and competitions. Operating as a democratic organisation, Cumbria YFC continues to encourage all its clubs to develop a strong ethos of involvement and community awareness with community projects and fundraising continuing to play an important part in club programmes. Mentoring within clubs is key, with older members taking on Club Officer roles and mentoring younger members to ensure that skills and knowledge are passed on from year to year. As noted in previous reports, becoming a young farmer does not mean that potential members have to be from within the farming community. Our members come from a variety of backgrounds however they all have the common interests of community, rural life and agriculture. Our members understand the importance of becoming part of a youth organisation that supports and celebrates the county and its young people. Cumbria YFC works hard to ensure that all aspects of the organisation embrace and build on this long-established ethos. Competitions and Meetings: This year has been incredibly successful in terms of competitions, with more young farmers entering the autumn speaking competitions than recorded annually in the previous 10 years. The Cumbrian young farmers are fiercely competitive and taking part in competitions is a huge part of what being a young farmer is all about. Competitive at all levels, the clubs come together as a county to compete against other counties and areas with great success. Cumbria YFC hosted a very successful Northern Area Weekend in February 2022, organising a whole host of speaking, sporting and performing arts competitions for the 6 Northern Area counties to take part in. Not only was a fantastic weekend had by all, but Cumbria YFC triumphed with the A and B teams placed 1[st] and 2[nd] overall. The successes continued with Cumbria YFC County Chairman, Robbie Tuer taking first place in the prestigious NFYFC national final of the Senior Member of the Year Competition, Wigton YFC taking 1[st] in the Cheer Leading national finals and Greysouthen YFC taking 1[st] in the hockey national finals.

Section D Achievements and performance
The culmination of a very successful year was Cumbria YFC beating all other counties to win the national NFU Trophy awarded to the county scoring the most points in competitions for 2021 – 2022! Training and Standards: The young farmers held their annual officer training in both the Northern and Southern Districts at the beginning of the autumn. This training is focused on giving the club chairs, secretaries and treasurers the necessary tools to carry out their roles and run their clubs safely and effectively. We are delighted that despite the difficulties of the last two years, all 25 clubs are still up and running, providing friendship, training and support for their members. Training is also provided in Bars and Licensing to enable the youg farmers to run their events and dances safely. Fundraising, Community and Charity Work: Fundraising continues to be an important activity for Cumbria YFC with a total of almost £44,000 raised for local and national charities throughout the year. Fundraising takes many forms, with sponsored events, cake sales, games nights and duck races proving especially popular! Our members also continue to help out in their local communities, with all clubs completing the Club Community Challenge every year. Play areas are tidied, walls re-built, war memorials are repainted and fences repaired. The award for the club carrying out the best community project is awarded by the High Sheriff of Cumbria at the Cumbria YFC AGM in November of each year. The Coming Year: The aims for Cumbria YFC for the coming year will be centred on continuing to re-build the organisation following the pandemic. Reengaging with our members continues to be a priority as is training to ensure that elected officers can run clubs effectively. Fund raising in order to replenish our reserves will also be an important part of what we do in the coming year. Our objectives will be to: • Ensure that elected club officers are given training and support to fulfil their roles and run their clubs successfully. • Encourage members to take part in competitions at club, district, county, area and national level. • Host 2 successful District Field Days. • Encourage members to plan fundraising and volunteering activities. In addition, the Making of life-long friends, developing of skills, undertaking training to build on and broaden personal and collective skills set and generally enrich the lives of our members will continue to be a priority in all we do and we will work hard to ensure that this continues.

Section E Financial review
1. Dissolution of the County Federation Brief statement of the charity’s policy on reserves If in the event of the dissolution of the County Federation there remains after the satisfaction of all its debts and liabilities any property or funds whatsoever to which it is beneficially entitled, the same shall be transferred to the National Federation of Young Farmers’ Clubs to be held on trust by the National Federation at its discretion and used for the benefit of the Young Farmers’ Clubs organisation in the area concerned and shall not be distributed among the Member Clubs of the County Federation unless the said National Federation is no longer in being at the time of dissolution. 2. Restricted Reserves
The restricted reserves are:
- Monies received from closed clubs is restricted for 7 years during which it will be transferred back to the said club if any point during this period it reforms. After this period, it will be transferred to the unrestricted reserves. - Monies received from Friends of Cumbria is restricted to the specific use it was originally provided for. If, after a period of 3 years, from when the monies were originally transferred, there are remaining funds, these may be transferred to the unrestricted reserves with the agreement of the finance and general-purpose committee. If, during the 3-year period, it becomes apparent the original use of the funds is no longer appropriate, the finance and general-purpose committee may redesignate the funds to a different purpose. - Monies received from organisations is restricted to the specific use or event if was originally provided for. If, after the specific use or event has been delivered, there are remaining funds, these may be transferred to the unrestricted reserves or any other restricted reserve with the agreement of the finance and generalpurpose committee.
3. Unrestricted Reserves
The unrestricted reserves are available for the general operating expenditure of the charity. The charities reserve policy is to maintain freely available reserves equivalent to 12 months of budgeted operating expenditure, based on previous 6-year average. The trustees consider that unrestricted reserves of at least £110,277 should be maintained.
This will be reviewed at each finance and general-purpose committee meeting. Action will be taken to maintain the level of reserves by the finance and general-purpose committee.
