Elected officers undergo training annually, following guidance and training plans developed by our Governing Body, the National Federation of Young Farmers’ Clubs (NFYFC). Included in this training is guidance on Public Benefit and the responsibilities that officers have as Trustees to ensure that Cumbria YFC’s obligations and duties in terms of Public Benefit are met.

In setting objectives and planning activities, events, competitions and training for the members of the Cumbria Federation of Young Farmers’ Clubs, the Trustees gave careful consideration and diligence to the Charity Commission’s Public Benefit guidance.

Section D Achievements and performance
Summary of the main achievements of the charity during the year
Membership:
For the purposes of this report, the figures given for the annual total will be those up to the end of July 2021, when the membership year came to a close. Cumbria YFC held its own during the pandemic with a total of 957 members (excluding Advisory Members and Club Leaders) across 25 clubs. This is a 71 % retention rate on the previous year’s membership figures. Cumbria YFC worked exceptionally hard over the last year to keep members engaged and in touch with each other. The organisation had the most members out of any county in the UK and led the way in continuing to hold meetings virtually when it was not possible to meet in person due to covid restrictions.
Operating as a democratic organisation, Cumbria YFC continues to encourage all of its clubs to develop a strong ethos of involvement and community awareness with community projects and fundraising playing an important part in the club programmes. Following on from the devastation of the pandemic, this has never been more important. Older members take on Club Officer roles and mentor younger members, ensuring that skills and knowledge are passed on from year to year and encouraging them to be proactive members of both their clubs and their local communities.
As noted in previous reports, becoming a young farmer does not mean that potential members have to be from within the farming community. Our members come from a variety of backgrounds however they all have the common interests of community, rural life and agriculture. Our members understand the importance of becoming part of a youth organisation that supports and celebrates the county and its young people. Cumbria YFC works hard to ensure that all aspects of the organisation embrace and build on this long-established ethos.
Competitions and Meetings:
Although activities continued to be somewhat curtailed by the pandemic, our young farmers were able to participate in a blended combination of virtual and covid secure in-person competitions and meetings throughout the year. Cumbria YFC was the first young farmer county to embrace the virtual competition format with a full calendar of speaking competitions. Members worked hard to find ways of continuing with their usual activities and enjoyed the novelty of taking part in a Virtual Christmas Crafts Competition, Virtual Stock Judging and a Virtual Field Day (for the second year running!)
The Cumbrian young farmers are fiercely competitive and taking part in competitions is a huge part of what being a young farmer is all about, so they were delighted to be able to continue taking part in this new format. Tenacity and the willingness to embrace new ways of doing things paid off with Cumbria YFC continuing their success at area level by winning the Northern Area Stockman, Northern Area Weekend and Northern Area Field Day competitions

Section D Achievements and performance
Training and Standards:
With the lifting of covid restrictions, the young farmers were able to carry out their officer training in both the Northern and Southern Districts. This furnished the club chairs, secretaries and treasurers with the necessary tools to carry out their roles and helped them to get their clubs back on track. We are delighted to note that despite the difficulties of the last two years, all 25 clubs are still up and running, providing friendship, training and support for their members.
Cumbria YFC also completed the NFYFC County on Track accreditation tool in the spring and summer of 2021 with great success. Covering programmes and activities, membership, staff and volunteers, communication, partnerships, leadership and governance, planning ahead, finance and policies and guides, Cumbria YFC scored highly achieving 5 golden wellies and 5 green wellies for their work practices and developments in these areas.
Fundraising, Community and Charity Work:
The young farmers managed to continue with fundraising activities during the pandemic, with the Southern District organising a sponsored sky dive to raise funds for both Cumbria YFC and the Calvert Trust. This was an incredible feat, with the date of the sky dive being rescheduled 3 times due to covid restrictions. Drigg YFC from the Northern District organised a very successful tractor run to raise funds for the NHS and to bring cheer to their local community.
Outside of fund raising, our members continued to help out in their communities, with all 10 clubs from the Southern District helping with the setting up, queue management and car parking of covid clinics. On a smaller but equally important scale, young farmers helped out vulnerable people living in their local areas, shopping, collecting medication and checking that they were ok.
The Coming Year:
The aims for Cumbria YFC for the coming year will be centred on continuing to re-build the organisation following the pandemic. Reengaging with our members and being able to run events, competitions and activities will be of great importance as will fund raising in order to replenish our reserves.
Our objectives will be to:
• Increase membership to pre-pandemic figures. • Ensure that elected club officers are given training and support to fulfil their roles. • Encourage members to take part in competitions at club, district, county, area and national level. • Host 2 successful District Field Days. • Encourage members to plan fundraising and volunteering activities.

In addition, the Making of life-long friends, developing of skills, undertaking training to build on and broaden personal and collective skills set and generally enriching the lives of our members is what being a young farmer is all about and we will work hard to ensure that this continues.

Brief statement of the charity’s policy on reserves
1. Dissolution of the County Federation
If in the event of the dissolution of the County Federation there remains after the satisfaction of all its debts and liabilities any property or funds whatsoever to which it is beneficially entitled, the same shall be transferred to the National Federation of Young Farmers’ Clubs to be held on trust by the National Federation at its discretion and used for the benefit of the Young Farmers’ Clubs organisation in the area concerned and shall not be distributed among the Member Clubs of the County Federation unless the said National Federation is no longer in being at the time of dissolution.
2. Restricted Reserves
The restricted reserves are:

Monies received from closed clubs is restricted for 7 years during which it will be transferred back to the said club if any point during this period it reforms. After this period, it will be transferred to the unrestricted reserves.

Monies received from Friends of Cumbria is restricted to the specific use it was originally provided for. If, after a period of 3 years, from when the monies were originally transferred, there are remaining funds, these may be transferred to the unrestricted reserves with the agreement of the finance and general-purpose committee. If, during the 3-year period, it becomes apparent the original use of the funds is no longer appropriate, the finance and general-purpose committee may redesignate the funds to a different purpose.

Monies received from organisations is restricted to the specific use or event if was originally provided for. If, after the specific use or event has been delivered, there are remaining funds, these may be transferred to the unrestricted reserves or any other restricted reserve with the agreement of the finance and generalpurpose committee.
3. Unrestricted Reserves
The unrestricted reserves are available for the general operating expenditure of the charity. The charities reserve policy is to maintain freely available reserves equivalent to 12 months of budgeted operating expenditure, based on previous 6-year average. The trustees consider that unrestricted reserves of at least £110,277 should be maintained.
This will be reviewed at each finance and general-purpose committee meeting. Action will be taken to maintain the level of reserves by the finance and general-purpose committee.
