In setting objectives and planning activities, events, competitions and training for the members of the Cumbria Federation of Young Farmers’ Clubs, the Trustees gave careful consideration and diligence to the Charity Commission’s Public Benefit guidance.
Our key objects for the year included:
• Working with the National Federation of Young Farmers’ Clubs (NFYFC) to organise a programme of over 40 competitions for our members to participate in. Section D Achievements and performance
Membership:
Summary of the main achievements of the charity For the purposes of this report, the figures given for the annual total will be during the year those up to the end of July 2020, when the membership year came to a close. Cumbria YFC continues from strength to strength, with a total of 1259 members (excluding Advisory Members and Club Leaders) across 25 clubs. This is a 16 % decrease on the previous year and can be attributed to the stopping of physical meetings and activities due to the pandemic. Our smallest club is Egremont YFC which currently has 14 members. Our largest club, Penrith YFC has 102 members. Crook YFC has increased its membership by 21% and now has 68 members with ages ranging from 10 through to 26. Operating as a democratic organisation, Cumbria YFC encourages all of its clubs to develop a strong ethos of involvement and community awareness with community projects and fundraising playing an important part in the club programmes. Older members take on Club Officer roles and mentor younger members, ensuring that skills and knowledge are passed on from year to year. As noted in previous reports, becoming a young farmer does not mean that potential members have to be from within the farming community. Our members come from a variety of backgrounds however they all have the common interests of community, rural life and agriculture. Our members understand the importance of becoming part of a youth organisation that supports and celebrates the county and its young people. Cumbria YFC works hard to ensure that all aspects of the organisation embrace and build on this long-established ethos.
Competitions: Although activities were inevitably curtailed by the pandemic, our young farmers have still managed to take part in a blended combination of virtual and covid secure in-person competitions over the last year. These have included; Public Speaking, Junior Reading, Situations Vacant (interviews), Just A Minute, and Call My Bluff. Virtual Flower Arranging was not the easiest competition to run, but with the can-do attitude of the young farmers, it still managed to go ahead with some excellent arrangements being created. The Cumbrian young farmers are fiercely competitive and taking part in competitions is a huge part of what being a young farmer is all about, so they were pleased to be able to take part in competitions virtually.
Training & Awareness During the slight lifting of covid restrictions in the autumn, we were able to carry out the officer training at Lane Farm. This enabled the club chairs, secretaries and treasurers to be given the tools to carry out their roles in the coming year.
Fundraising, Community and Charity Work:
In this very unusual year, our young farmers still managed to raise almost £50,000 for charity. Outside of fund raising, many of our members also found ways to help their local communities, through delivering groceries, helping out a covid clinics and making face masks for the NHS.

The aims for Cumbria YFC for the coming year will be centred on re-building the organisation following the pandemic. Re-engaging with our members and being able to run events, competitions and activities will be of great importance as will fund raising in order to replenish our reserves.
Or work will continue to be centred around the development and training opportunities afforded our young farmers; The Making of life-long friends, developing of skills, undertake training, building on and broadening their personal and collective skills set and generally enriching their lives is what being a young farmer is all about and we will work hard to ensure that this continues.

Section E Financial review
1. Dissolution of the County Federation
Brief statement of the charity’s policy on reserves If in the event of the dissolution of the County Federation there remains after the satisfaction of all its debts and liabilities any property or funds whatsoever to which it is beneficially entitled, the same shall be transferred to the National Federation of Young Farmers’ Clubs to be held on trust by the National Federation at its discretion and used for the benefit of the Young Farmers’ Clubs organisation in the area concerned and shall not be distributed among the Member Clubs of the County Federation unless the said National Federation is no longer in being at the time of dissolution.
2. Restricted Reserves
The restricted reserves are:

Monies received from closed clubs is restricted for 7 years during which it will be transferred back to the said club if any point during this period it reforms. After this period, it will be transferred to the unrestricted reserves.

Monies received from Friends of Cumbria is restricted to the specific use it was originally provided for. If, after a period of 3 years, from when the monies were originally transferred, there are remaining funds, these may be transferred to the unrestricted reserves with the agreement of the finance and general-purpose committee. If, during the 3-year period, it becomes apparent the original use of the funds is no longer appropriate, the finance and general-purpose committee may redesignate the funds to a different purpose.

Monies received from organisations is restricted to the specific use or event if was originally provided for. If, after the specific use or event has been delivered, there are remaining funds, these may be transferred to the unrestricted reserves or any other restricted reserve with the agreement of the finance and general-purpose committee.
3. Unrestricted Reserves
The unrestricted reserves are available for the general operating expenditure of the charity. The charities reserve policy is to maintain freely available reserves equivalent to 12 months of budgeted operating expenditure, based on previous 6-year average. The trustees consider that unrestricted reserves of at least £110,277 should be maintained.
This will be reviewed at each finance and general-purpose committee meeting. Action will be taken to maintain the level of reserves by the finance and general-purpose committee.
