Section C Objectives and activities
• To advance the education of young members of the public at large in agriculture, home crafts, country life and related subjects; and • In the interests of the social welfare of such members of the public to Summary of the objects of the provide and promote the provision of facilities for recreation and other charity set out in its leisure time occupations, being facilities which will improve their governing document conditions of life and will assist in the development of their spiritual and mental capacities, self- reliance and individual responsibility so that they may grow to full maturity as individuals and members of the community. In setting objectives and planning activities, events, competitions and training for the members of the Cumbria Federation of Young Farmers’ Clubs Southern District, the Trustees gave careful consideration to the Charity Commission’s Public Benefit guidance. • Membership of the Southern District of Cumbria YFC is open to anyone aged 10 – 28 years of age. Membership is not restricted to those from within a farming background and clubs actively recruit for new members from within schools, at shows and via their social media. Membership: Summary of the main achievements of the charity For the purposes of this report, the figures given for the annual during the year membership total will be those up to the end of July 2024, when the membership year came to a close. The Southern District of Cumbria YFC (YFCSD), has had a decrease in membership this year, with a total of 577 members (excluding Advisory Members and Club Leaders) across 10 clubs. The 17% decrease year to date, is a result of senior members not rejoining. Officers and staff are working hard to look at ways to encourage senior members back. The District’s smallest club, Cartmel YFC had 26 members and Kent Estuary YFC, the largest club in the district had 98 members. The Southern District of Cumbria YFC operates as a democratic charitable organisation for young people living in rural areas. Individual clubs within the district elect their own club officers and plan club events, activities and socials throughout the year. As noted in previous reports, members of YFCSD do not all come from a farming or agricultural background, but from a variety of backgrounds. They do all however have an interest and passion for community, rural life and agriculture in general as well as farming in particular. The district’s young farmers have careers in a wide variety of disciplines including teaching, medicine, finance and farming to name but a few. Our members have in common an understanding of the importance of being part of a youth organisation that supports and celebrates the county and its young people and understands the importance of community and rural life in general. The Southern District and its officers continue to work hard to ensure that their activities, competitions, events and field days promote and celebrate this ethos. Competitions: As in previous years, the Southern District has once again had an extremely successful year competing at club, district, county, regional and national levels. The standard of both competition and participation levels continue to rise year on year with our members making the most of the opportunities afforded them. Our young farmers have taken part in over 60 competitions in the last year, including; Public Speaking, Debating, Junior Reading, Situations Vacant (interviews), Just A Minute, Call My Bluff, Cookery and Baking, Tractor Handling, Flower Arranging, Cake Decorating, Craft Skills, Fencing, Pantomime and Clay Pigeon Shooting to name but a few. Competitions such as Hedging, Walling, Auctioneering and Hand Sheep Shearing, which take place within the Southern District annually, continue to keep the rural traditions and country skills alive within the county for future generations to come. This year’s Field Day was a fantastic celebration of all things young farmer. Hosted by Lowick YFC, all those in attendance had a great day, with the Field Day Organising Committee ensuring that the day was planned and ran smoothly and safely, showcasing the very best of young farmer activities and skills. Learning how to plan a large event and dance, liaising with the Police, Highways and Local Authority and putting together risk assessments, timetables, schedules and site plans give our young farmers a great opportunity to learn and put new skills and

Training and Standards:
The young farmers held their annual officer training in both the Northern and Southern Districts at the beginning of autumn. Training focused on ensuring that club Chairs, Secretaries and Treasurers had the necessary knowledge and tools to carry out their roles and run their clubs safely and effectively. Training sessions included presentations, scenarios to work through and open discussion, giving officers an opportunity to network and ask questions in a safe and supported environment. As in previous years, an additional training session was delivered to Advisory Members. This session is geared towards ensuring that Advisory Members understand the importance of Safeguarding within the organisation at all levels. All elected officers must undertake the NFYFC online safeguarding course within the first 3 months of their term of office. In addition, training was also delivered on how to run Bars and Dances, ensuing that our members run their events and bars safely and legally. Fundraising, Community and Charity Work:
The Southern District pulled together throughout the year to raise £39,562.07 for local and national charities and the Southern District of Cumbria YFC. Clubs undertook a number of activities to raise funds including holding BBQs, Big Breakfasts, Bonfires and Bingo nights. Broughton YFC raised in excess of £14,000 for Duddon and Furness Mountain Rescue with their Car Pull – an incredible achievement! Community is also important to the Southern District young farmers and clubs take part annually in the Club Community Challenge, clearing play parks, rebuilding walls and painting village halls within their local communities. The links made and relationships formed through community voluntary work are an integral part of the success of our clubs and this vital work will continue in the years to come.
The Coming Year: The aims for the Southern District of Cumbria YFC for the coming year will focus on sustainability with the financial security of the district continuing to be key. Looking to the future and the needs of our members in terms of training, activities and support will also be a priority with work undertaken to ensure that we remain relevant and engaged with our membership.
Our objectives will be to: • Ensure that elected club officers are given training and support to fulfil their roles and safeguarding responsibilities to enable them to run their clubs successfully. • Encourage members to take part in competitions and activities at club, district, county, area and national level.

• Host a successful District Field Day. • Encourage members to plan fundraising and volunteering activities. • Look at ways to maintain senior members or to encourage them to rejoin through specific events and activities. In addition, the Making of life-long friends, developing of skills, undertaking training to build on and broaden personal and collective skills set and generally enrich the lives of our members will continue to be a priority in all we do and we will work hard to ensure that this continues.

Section E Financial review
1. Dissolution of the County Federation Brief statement of the charity’s policy on reserves If in the event of the dissolution of the County Federation there remains after the satisfaction of all its debts and liabilities any property or funds whatsoever to which it is beneficially entitled, the same shall be transferred to the National Federation of Young Farmers’ Clubs to be held on trust by the National Federation at its discretion and used for the benefit of the Young Farmers’ Clubs organisation in the area concerned and shall not be distributed among the Member Clubs of the County Federation unless the said National Federation is no longer in being at the time of dissolution. 2. Restricted Reserves
The restricted reserves are:
- Monies received from closed clubs is restricted for 7 years during which it will be transferred back to the said club if any point during this period it reforms. After this period, it will be transferred to the unrestricted reserves. - Monies received from Friends of Cumbria is restricted to the specific use it was originally provided for. If, after a period of 3 years, from when the monies were originally transferred, there are remaining funds, these may be transferred to the unrestricted reserves with the agreement of the finance and general-purpose committee. If, during the 3-year period, it becomes apparent the original use of the funds is no longer appropriate, the finance and general-purpose committee may redesignate the funds to a different purpose. - Monies received from organisations is restricted to the specific use or event if was originally provided for. If, after the specific use or event has been delivered, there are remaining funds, these may be transferred to the unrestricted reserves or any other restricted reserve with the agreement of the finance and generalpurpose committee.
3. Unrestricted Reserves
The unrestricted reserves are available for the general operating expenditure of the charity. The charities reserve policy is to maintain freely available reserves equivalent to 12 months of budgeted operating expenditure, based on previous 6-year average. The trustees consider that unrestricted reserves of at least £110,277 should be maintained for the Cumbria Federation of Yong Farmers’ Clubs as a whole.
This will be reviewed at each finance and general-purpose committee meeting. Action will be taken to maintain the level of reserves by the finance and general-purpose committee.

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 30/09/2024.
- Responsibilities and As the charity trustees of the Trust, you are responsible for the preparation basis of report of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
