Section C Objectives and activities
• To advance the education of young members of the public at large in agriculture, home crafts, country life and related subjects; and • In the interests of the social welfare of such members of the public to Summary of the objects of the provide and promote the provision of facilities for recreation and other charity set out in its leisure time occupations, being facilities which will improve their governing document conditions of life and will assist in the development of their spiritual and mental capacities, self- reliance and individual responsibility so that they may grow to full maturity as individuals and members of the community. Membership is not restricted to those from within a farming background and clubs actively recruit for new members from within schools, at shows and via their social media. Section D Achievements and performance
Membership: For the purposes of this report, the figures given for the annual total will be those up to the end of July 2023, when the membership year came to a close. The Southern District of Cumbria YFC (YFCSD), has had a good year, with a total of 699 members (excluding Advisory Members and Club Leaders) across 10 clubs which is a 5% decrease year to date. The District’s smallest club, Cartmel YFC has 41 members (a decrease of 20% on last year) and Kent Estuary YFC, the largest club in the district has 97 members, an 18% increase in membership on the previous year. The Southern District of Cumbria YFC clubs operate as a democratic charitable organisation for young people living in rural areas. Individual clubs within the district elect their own club officers and plan club events, activities and socials throughout the year. As noted in previous reports, becoming a young farmer today does not mean that you must be a farmer. Members come from a variety of back grounds however they all have the common interests of community, rural life and agriculture in general as well as farming in particular. The district’s young farmers have careers in a wide variety of disciplines including teaching, medicine, finance and farming to name but a few. Our members have in common an understanding of the importance of being part of a youth organisation that supports and celebrates the county, its young people and rural life in general. The Southern District continues to work hard to ensure that their competitions and field days embrace and promote this ethos. Competitions: The Southern District has once again had an extremely successful year competing at club, district, county, regional and national levels. The standard of both competition and participation levels continue to rise year on year. Our young farmers have taken part in over 50 competitions in the last year, including; Public Speaking, After Dinner Speaking, Junior Reading, Situations Vacant (interviews), Just A Minute, Call My Bluff, Cookery, ATV Handling, Flower Arranging, Cake Decorating, Fencing, Entertainments and Clay Pigeon Shooting to name but a few. Competitions such as Hedging, Walling, Auctioneering and Hand Sheep Shearing, which take place within the Southern District annually, help to keep the rural traditions and country skills alive for future generations to come. This year’s Field Day was hosted by Crook YFC at the J36 Rural Auction Centre. It was a great day, enjoyed by all those that attended. The Field Day Committee did a fantastic job organising the day and showcasing the very best of young farmer activities and skills. The Chair and Organising Committee liaised with the local Council, Fire Brigade, Police and Licensing Officer to ensure that the day ran smoothly and safely. Learning how to plan a large event and dance put all their skills to the test and taught them how to put together risk assessments, timetables, schedules and site plans. Another great success in the year was the Southern District Junior and Senior Rallies organised by the Chair and Vice Chair of the district. Young farmers took part in an evening of fun competitions and team

Section D Achievements and performance building and prizes were kindly donated by local businesses. The night was a great success enjoyed by all those who attended. Training and Standards:
The young farmers held their annual officer training in both the Northern and Southern Districts at the beginning of the autumn. This training focused on giving the club Chairs, Secretaries and Treasurers the necessary tools to carry out their roles and run their clubs safely and effectively. An additional training session was also carried out for Advisory Members to help them understand the importance of safeguarding within the organisation. NFYFC has also devised an online safeguarding course for all elected officers to take when they take up position. Cumbria YFC hosted the NFYFC “Train the Trainer” training in Penrith, enabling young farmers, not only from the Southern District, but also from the other five Northern Area counties to access training locally rather than travelling to Stafford. This training enables counties to deliver the NFYFC Curve Modules and is especially important in helping to maintain standards within clubs. In addition, this year, three Drugs and Alcohol Awareness Sessions delivered by The Well Communities to young farmers aged 14 plus took place. Five Driver Awareness Sessions for those aged 17 plus were also delivered to 172 young farmers at fire stations around the county by Cumbria Fire and Rescue Service and Cumbria Constabulary. Cumbria YFC worked closely with Cumbria Neighbourhood Watch to develop and trial a new Farm Crime Safety Initiative which was eventually developed by NFYFC into a Curve Module for delivery throughout young farmers clubs throughout the UK. Training is also provided on Bars and Licensing to enable the young farmers to run their events and dances safely. Fundraising, Community and Charity Work:
The Southern District pulled together throughout the year to raise £21923.48 for local and national charities and the Southern District of Cumbria YFC. Clubs also undertook a number of activities to raise the funds including holding BBQs, bingo nights and auctions. Community is also important to the Southern District young farmers and clubs take part annually in the Club Community Challenge, clearing play parks, rebuilding walls and painting village halls within their local communities.
The Coming Year: The aims for the Southern District of Cumbria YFC for the coming year will focus on sustainability with the financial security of the district being key. Looking to the future and the needs of our members in terms of training, activities and support will also be a priority with work undertaken to ensure that we remain relevant and engaged with our membership.

Our objectives will be to: • Ensure that elected club officers are given training and support to fulfil their roles and safeguarding responsibilities and run their clubs successfully. • Encourage members to take part in competitions at club, district, county, area and national level.

Encourage members to plan fundraising and volunteering activities.
In addition, the Making of life-long friends, developing of skills, undertaking training to build on and broaden personal and collective skills set and generally enrich the lives of our members will continue to be a priority in all we do and we will work hard to ensure that this continues.

Section E Financial review
1. Dissolution of the County Federation Brief statement of the charity’s policy on reserves If in the event of the dissolution of the County Federation there remains after the satisfaction of all its debts and liabilities any property or funds whatsoever to which it is beneficially entitled, the same shall be transferred to the National Federation of Young Farmers’ Clubs to be held on trust by the National Federation at its discretion and used for the benefit of the Young Farmers’ Clubs organisation in the area concerned and shall not be distributed among the Member Clubs of the County Federation unless the said National Federation is no longer in being at the time of dissolution. 2. Restricted Reserves
The restricted reserves are:
- Monies received from closed clubs is restricted for 7 years during which it will be transferred back to the said club if any point during this period it reforms. After this period, it will be transferred to the unrestricted reserves. - Monies received from Friends of Cumbria is restricted to the specific use it was originally provided for. If, after a period of 3 years, from when the monies were originally transferred, there are remaining funds, these may be transferred to the unrestricted reserves with the agreement of the finance and general-purpose committee. If, during the 3-year period, it becomes apparent the original use of the funds is no longer appropriate, the finance and general-purpose committee may redesignate the funds to a different purpose. - Monies received from organisations is restricted to the specific use or event if was originally provided for. If, after the specific use or event has been delivered, there are remaining funds, these may be transferred to the unrestricted reserves or any other restricted reserve with the agreement of the finance and generalpurpose committee.
3. Unrestricted Reserves
The unrestricted reserves are available for the general operating expenditure of the charity. The charities reserve policy is to maintain freely available reserves equivalent to 12 months of budgeted operating expenditure, based on previous 6-year average. The trustees consider that unrestricted reserves of at least £110,277 should be maintained for the Cumbria Federation of Yong Farmers’ Clubs as a whole.
This will be reviewed at each finance and general-purpose committee meeting. Action will be taken to maintain the level of reserves by the finance and general-purpose committee.

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 30/09/2023.
- Responsibilities and As the charity trustees of the Trust, you are responsible for the preparation basis of report of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
