Membership: Summary of the main achievements of the charity For the purposes of this report, the figures given for the annual total will during the year be those up to the end of July 2021, when the membership year came to a close. The Southern District of Cumbria YFC (YFCSD), has managed, despite a difficult year to keep running, with a total of 398 members (excluding Advisory Members and Club Leaders) across 10 clubs. This is a -24% decrease year to date. This decrease was not unexpected as clubs were still building back during a year that saw covid restrictions still in place. Despite the repercussion of the pandemic still being felt, Grayrigg YFC achieved a 9% increase to their membership. The Southern District of Cumbria YFC is a democratic charitable organisation for young people living in rural areas. YFCSD encourages its members to take part in community challenges and fund raising and there is a strong ethos of involvement and community awareness within its clubs. This community spirit was never more visible than during the pandemic, when all 10 clubs from within the Southern District helped out at covid clinics, setting up rooms, moving furniture, directing traffic and managing queues. As noted in previous reports, becoming a young farmer in the 21[st] century does not mean that you must be a farmer. Members come from a variety of back grounds however they all have the common interests of community, rural life and agriculture in general as well as farming in particular. The district’s young farmers have careers in a wide variety of disciplines including teaching, medicine, finance and farming to name but a few. Our members have in common an understanding of the importance of being part of a youth organisation that supports and celebrates the county, its young people and rural life in general. The Southern District continues to work hard to ensure that their competitions and field days embrace and promote this ethos. Competitions: Despite some restrictions still being in place at the start of the young farmer year, the Southern District continued to work hard to reengage members and to organise activities and events. The young farmers took part in all of the speaking competitions and achieved great success. Southern District officers were also very proactive in helping to organise and take part in stock judging tug of war competitions. The cancellation of the Southern District Field Day for a second year running was a huge disappointment, but with great resilience and resourcefulness, the District took the lead in organising the Virtual County Field Day, which was enjoyed by many. Fundraising, Community and Charity Work: Although fundraising activities were largely put in hold over the last 2 years, one of the Southern District’s great successes was the sponsored sky dive, organised by then County Chairman, William Longmire. Two years in the planning and re-scheduled 3 times due to the pandemic, the sky dive was a great success and raised some much needed funds for the Southern District and the Calvert Trust. A total of £6866.49 was

raised with £4,000 raised for the Lake District Calvert Trust and the remainder of the money going to the Southern District of Cumbria YFC.

The Coming Year:

The aims for the Southern District for the coming year continue to be centred around the development of our young farmers; The last two years have impacted on our young farmers and it is important that the Southern District puts a full calendar of training, activities, competitions and events in place, to support and help get members re engaged and back on track. To help achieve these goals, the following objectives will be centre stage in the coming year:

1. Dissolution of the County Federation
If in the event of the dissolution of the County Federation there remains
after the satisfaction of all its debts and liabilities any property or funds
whatsoever to which it is beneficially entitled, the same shall be
transferred to the National Federation of Young Farmers’ Clubs to be
held on trust by the National Federation at its discretion and used for the
benefit of the Young Farmers’ Clubs organisation in the area concerned
and shall not be distributed among the Member Clubs of the County
Federation unless the said National Federation is no longer in being at
the time of dissolution.
2. Restricted Reserves
The restricted reserves are:
-
Monies received from closed clubs is restricted for 7 years during
which it will be transferred back to the said club if any point during
this period it reforms. After this period, it will be transferred to the
unrestricted reserves.
-
Monies received from Friends of Cumbria is restricted to the
specific use it was originally provided for. If, after a period of 3
years, from when the monies were originally transferred, there are
remaining funds, these may be transferred to the unrestricted
reserves with the agreement of the finance and general-purpose
committee. If, during the 3-year period, it becomes apparent the
original use of the funds is no longer appropriate, the finance and
general-purpose committee may redesignate the funds to a
different purpose.

Monies received from organisations is restricted to the specific
use or event if was originally provided for. If, after the specific use
or event has been delivered, there are remaining funds, these
may be transferred to the unrestricted reserves or any other
restricted reserve with the agreement of the finance and general-
purpose committee.
3. Unrestricted Reserves
The unrestricted reserves are available for the general operating
expenditure of the charity. The charities reserve policy is to maintain
freely available reserves equivalent to 12 months of budgeted operating
expenditure, based on previous 6-year average. The trustees consider
that unrestricted reserves of at least £110,277 should be maintained for
the Cumbria Federation of Yong Farmers’ Clubs as a whole.
This will be reviewed at each finance and general-purpose committee
meeting. Action will be taken to maintain the level of reserves by the
finance and general-purpose committee.

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 30/09/2021.
