• To advance the education of young members of the public at large in
agriculture, home crafts, country life and related subjects; and
• In the interests of the social welfare of such members of the public to
provide and promote the provision of facilities for recreation and other
leisure time occupations, being facilities which will improve their
conditions of life and will assist in the development of their spiritual and
mental capacities, self- reliance and individual responsibility so that they
may grow to full maturity as individuals and members of the community.
In setting objectives and planning activities, events, competitions and
training for the members of the Cumbria Federation of Young Farmers’
Clubs Northern District, the Trustees gave careful consideration to the
Charity Commission’s Public Benefit guidance.
• Membership of Cumbria YFC is open to anyone aged 10 – 28 years of
age. Membership is not restricted to those from within a farming
background and clubs actively recruit for new members from within
schools, at shows and via their social media. This enables the
organisation to have a broad reach and be of public benefit, not only to
the young people of Cumbria, but to the broader communities that they
are linked to.
• All young farmer clubs take part in annual voluntary work within their
local communities. This not only provides much needed help and support
to the broader community, but also gives the young farmers opportunity
to strengthen links and play an integral part within these communities.
Voluntary work undertaken has included, rebuilding church walls, clearing
school playgrounds, re-hedging common land, painting village halls and
tidying up village greens.

Section D Achievements and performance

Membership:

Summary of the main achievements of the charity For the purposes of this report, the figures given for the annual total will during the year be those up to the end of July 2023, when the membership year came to a close. The Northern District of Cumbria YFC had a total of 985 members (excluding Advisory Members and Club Leaders) across 15 clubs. This is a slight decrease of 5%. It was good to see that our smallest club, Egremont YFC achieved a 5% increase and now has 23 members and our largest club, Raughton Head YFC has 116 members, a 9% increase Year to Date. As a long-standing democratic organisation, the Northern District of Cumbria YFC encourages all of its members to help mentor the next generation of young farmers, ensuring that skills and knowledge is passed on to ensure the survival of clubs. Competitions: This year was a great year in terms of competitions with young farmers from the Northern District taking part in a whole host of speaking, stock judging, performing arts and sports competitions throughout the autumn and into the spring. Competitions and events are an important part of the young farmer experience and it was vital for the district to prioritise these activities in the first full young farmer year following the pandemic restrictions and lockdowns.

Community and Fund Raising:

Community is very important to the young farmers of the Northern District and the district clubs have once again taken part in the Club Community Challenge with clubs undertaking a variety of activities to support and help their local communities. These have included decorating the Wigton town centre War Memorial with knitted poppies, painting village halls and school, planting hedges, fixing fences and making flower displays to donate to local care homes. Fundraising activities continued from strength to strength with £15,862 raised by the district in 2022 – 2023 for a number of both local and national charities and the Northern District of Cumbria YFC. Fundraising and community challenges help to foster and strengthen team spirit within clubs and also results in a sense of achievement and pride in helping others. The Future: The Northern District is looking forward to the coming year and will concentrate on the following core activities: • Continuing to increase membership figures. • Ensuring that elected club officers are given training and support to fulfil their roles and run clubs safely and effectively. • Encouraging members to take part in competitions at club, district, county, area and national level. • Hosting a successful Field Day. • Encouraging members to plan fundraising and volunteering activities. • Review District finances to ensure that the district is offering value for money and is sustainable in the longer term. .

1. Dissolution of the County Federation Brief statement of the charity’s policy on reserves If in the event of the dissolution of the County Federation there remains after the satisfaction of all its debts and liabilities any property or funds whatsoever to which it is beneficially entitled, the same shall be transferred to the National Federation of Young Farmers’ Clubs to be held on trust by the National Federation at its discretion and used for the benefit of the Young Farmers’ Clubs organisation in the area concerned and shall not be distributed among the Member Clubs of the County Federation unless the said National Federation is no longer in being at the time of dissolution. 2. The unrestricted reserves are available for the general operating expenditure of the charity. The charities reserve policy is to maintain freely available reserves equivalent to 12 months of budgeted operating expenditure, based on previous 6-year average. The trustees consider that unrestricted reserves of at least £110,277 should be maintained for Cumbria YFC as an organisation in its entirety.

This will be reviewed at each finance and general-purpose committee meeting. Action will be taken to maintain the level of reserves by the finance and general-purpose committee.
